:01:30. > :01:40.Because I know people who pay their rent on time but they can't

:01:41. > :01:44.But whether the debate will actually change anything is a moot point.

:01:45. > :01:46.Banks and building societies tightened up mortgage applications

:01:47. > :01:50.In a statement, the Council of Mortgage Lenders says that

:01:51. > :01:52.while regular payment of rent may be a helpful indicator,

:01:53. > :01:58.it cannot be used in isolation as a landing risk assessment.

:01:59. > :02:00.Other factors include the size of deposit,

:02:01. > :02:02.the valuation and condition of the property, the borrower's

:02:03. > :02:05.employment record, the reliability of their income and their credit

:02:06. > :02:13.record and given that the average house price in the UK is over

:02:14. > :02:16.?200,000, some say that cautious approach is on the money.

:02:17. > :02:20.Nobody has a right to be given a mortgage.

:02:21. > :02:24.You may have a basis upon which to complain about

:02:25. > :02:28.the reasons which were refused, but you're not enforcing a right

:02:29. > :02:30.by groaning about the fact that you weren't lent money.

:03:21. > :03:22.for next year will still carry a deficit.

:03:23. > :03:25.I think most councils in the country would be champing at the bit

:03:26. > :03:29.to get a ?309,000 deficit, however, the cap is obviously

:03:30. > :03:33.greater than that but this is what we've got to do.

:03:34. > :03:35.A lot of decisions have got to be made and sadly,

:03:36. > :03:38.we're the ones who've got to make them.

:03:39. > :03:40.I don't think for any councils anywhere in the country this

:03:41. > :03:45.Our Political Editor Martyn Oates is at Westminster and has been

:03:46. > :03:49.speaking to the MP for the Isles of Scilly.

:03:50. > :03:52.We hear a lot about the worsening financial problems facing rural

:03:53. > :03:56.Derek Thomas, the St Ives MP, whose constituency includes

:03:57. > :04:01.the Isles of Scilly, says the council of the Isles

:04:02. > :04:03.of Scilly faces all of those challenges and many more thanks

:04:04. > :04:05.to its geography and its small population.

:04:06. > :04:08.But it's worth remembering that most of the rural councils who say

:04:09. > :04:12.they're in really dire straits tend to be district councils,

:04:13. > :04:15.so with relatively limited responsibilities.

:04:16. > :04:18.The council of the Isles of Scilly, though, is a unitary authority,

:04:19. > :04:21.with all the extra duties and responsibilities that come

:04:22. > :04:28.In the past, there have been debates and disagreement as to whether even

:04:29. > :04:32.somewhere the size of Torbay with a population of more

:04:33. > :04:36.than 130,000 is really big enough to be viable as a unitary.

:04:37. > :04:39.The council of the Isles of Scilly, though, is a long-standing unitary,

:04:40. > :04:41.though with a population of just over 2,000 people.

:04:42. > :04:46.When I go over there, I'm conscious that nearly

:04:47. > :04:49.Everything I see, touch, or feel, or use is

:04:50. > :04:55.And the case we've been making to the government is just that,

:04:56. > :04:57.that they have significant responsibility that other

:04:58. > :05:04.They have a real challenge to meet those, and the government needs

:05:05. > :05:07.to recognise those as slightly different to maybe Cornwall Council,

:05:08. > :05:10.What the council needs the government and I need

:05:11. > :05:14.the government to do is to move much more quickly and to recognise that

:05:15. > :05:16.while it's a small community, their needs are urgent

:05:17. > :05:18.and they are pressing and they must be resolved quickly.

:05:19. > :05:25.Mr Thomas has raised this issue in the comments and privately

:05:28. > :05:29.with the Community Secretary Sajid Javid.

:05:30. > :05:32.He said Mr Javid accepts that the Scillies is a special case.

:05:37. > :05:40.He said he is hopeful the government will come up with some kind of plan

:05:41. > :05:42.to provide extra assistance to the Scillies before the end

:05:43. > :05:51.But that is, of course, is just a few weeks away.

:05:52. > :05:55.Contaminated silt dredged from Devonport Dockyard will be

:05:56. > :05:59.dumped further out to sea instead of close to shore at Whitsand Bay

:06:00. > :06:04.Silt waste, which potentially carries zinc, mercury and lead,

:06:05. > :06:07.will be dumped at a site known as Plymouth Deep.

:06:08. > :06:09.Fishermen say they fear it'll affect their livelihoods

:06:10. > :06:13.but environmental campaigners are pleased.

:06:14. > :06:17.Today is a great day, because we set out to try to get

:06:18. > :06:19.the dumping in the bay stopped, and that's exactly what's been

:06:20. > :06:22.happening now with the designation of a new dump site.

:06:31. > :06:34.Currently only 10% of the workforce at the Exeter-based airline

:07:28. > :07:31.still only 10% of female pilots or female engineers and we're

:07:32. > :07:33.trying to do everything to push that further.

:07:34. > :07:35.Charlotte grew up in Exmouth and recently completed

:07:36. > :07:45.I've always been mechanically minded and from a young

:07:46. > :07:48.age, working on some sort of machinery or engines or anything,

:07:49. > :07:51.it's been a passion of mine and

:07:52. > :07:54.that's what I've wanted to do, so I thought, why not start

:07:55. > :07:58.There was a time when women working in the aviation

:07:59. > :08:05.industry could only hope to beat cabin crew but that is now changing

:08:06. > :08:08.Emma and Charlotte are just some of the women working there at Flybe's

:08:09. > :08:12.They are still a relative minority but the company says they are hoping
