:00:20. > :00:22.a three year jail term for viewing and sharing child sex images

:00:23. > :00:24.which a senior police officer says are amongst the worst

:00:25. > :00:33.47-year-old Jonathan Walsh, who'd worked at North Devon District

:00:34. > :00:35.Hospital, admitted 17 charges of making and distributing

:00:36. > :00:38.None of the charges relate to patients in his care.

:00:39. > :00:41.The Hospital says it sacked him once he was charged.

:00:42. > :00:46.Not keen on being photographed as he went into court today, but Doctor

:00:47. > :00:50.Jonathan Walsh in the red jacket was very keen to see indecent images

:00:51. > :00:52.of young children on his home computer.

:00:53. > :00:57.When officers raided his family home in Barnstaple they found

:00:58. > :01:00.27 computer files which showed the most serious types of abuse of

:01:01. > :01:08.Over a four-month period, 24 of them had been distributed in a

:01:09. > :01:11.This was the equivalent of 18 hours of

:01:12. > :01:16.He also tried to cover his tracks by using programmes to wipe

:01:17. > :01:27.These are all Grade A images which are on the highest

:01:28. > :01:29.level of indecent images and investigating officers said they

:01:30. > :01:32.were some of the worst images she had seen on film.

:01:33. > :01:35.They are real children at the end of this that are

:01:36. > :01:36.suffering every day, to satisfy the desires

:01:37. > :01:38.of people who are looking at

:01:39. > :01:41.The court was told that his wife was standing by him

:01:42. > :01:44.but he now realised what he had done was wrong.

:01:45. > :01:46.In a statement North Devon District Hospital said that

:01:47. > :01:49.this case has deeply shaken everybody and has been a shock to

:01:50. > :01:52.We have worked closely with the police and we now

:01:53. > :01:54.know none of these crimes relate to contact

:01:55. > :01:55.offences and none of the

:01:56. > :01:57.images relate to patients of a hospital.

:01:58. > :02:02.Last month a senior national police protection officer

:02:03. > :02:05.said that paedophiles who view indecent images but go no further

:02:06. > :02:08.should not be jailed as forces can't cope with the huge rise in reports.

:02:09. > :02:22.But a leading children's charity welcomed today's prosecution.

:02:23. > :02:24.Clearly there needs to be something done to

:02:25. > :02:26.prevent people committing these offences in the future.

:02:27. > :02:30.And we would certainly want to see far more in

:02:31. > :02:32.terms of prevention to insure that children aren't abused in this way

:02:33. > :02:34.and these images aren't available to be downloaded by anybody.

:02:35. > :02:39.As he jailed Walsh for three years the

:02:40. > :02:41.judge told him, you went to considerable lengths to disguise

:02:42. > :02:44.To state that your sexual interest in children

:02:45. > :02:47.which underlines these offences, causes concern with regard to the

:02:48. > :02:49.position you held, is a massive understatement.

:02:50. > :02:51.He has already had to move from North Devon due to the

:02:52. > :02:59.fallout of the case, tonight his destination was prison.

:03:00. > :03:01.There are calls tonight for urgent action from the government

:03:02. > :03:05.by families of people murdered by offenders on probation.

:03:06. > :03:11.A BBC investigation has found new evidence of relatives of such

:03:12. > :03:14.crimes being kept in the dark over reports which they

:03:15. > :03:24.In 2015, Sarah's brother was beaten to death by an offender on parole.

:03:25. > :03:27.The BBC has established an internal review was carried out

:03:28. > :03:34.by the probation service, but that is news to Sarah.

:03:35. > :03:39.It was only when I got a phone call from the BBC that it was the first

:03:40. > :03:42.I had ever heard of the family having any access to the probation

:03:43. > :03:44.report, or indeed that there was a probation report

:03:45. > :03:54.It doesn't let us get on with our lives in the way that you need to.

:03:55. > :03:56.It was a similar story for the family of Plymouth

:03:57. > :04:03.He was murdered two years ago by knife obsessive Donald Pemberton.

:04:04. > :04:05.A report was also carried out into the killing.

:04:06. > :04:12.The family were only given a summary after more than a year

:04:13. > :04:22.It's just totally, totally frustrating and upsetting.

:04:23. > :04:27.The emotional feeling that they're keeping information from you that

:04:28. > :04:31.should be out there for everybody to know, it's just totally unfair.

:04:32. > :04:37.Mrs Sharpe has now asked the Justice Secretary to intervene

:04:38. > :04:39.and help get the full report released into Pemberton's

:04:40. > :04:46.The Minister has said she will review the matter.

:04:47. > :04:49.You've just got this strong desire to know why it happened,

:04:50. > :04:53.You know, that something so bad should happen.

:04:54. > :04:55.In the south-west, most probation services are run

:04:56. > :05:03.Working Links told us that they never withhold summary

:05:04. > :05:06.reports and that it is the job of Devon and Cornwall Police

:05:07. > :05:10.to liaise with families over that information.

:05:11. > :05:13.However, in the case of Sarah's brother, the police told us they had

:05:14. > :05:18.no record of being notified that a report existed.

:05:19. > :05:23.Sarah says that lack of clarity has added to her suffering.

:05:24. > :05:29.She remains determined to find out why her brother died.

:05:30. > :05:38.The only care home on the Isles of Scilly is closing.

:05:39. > :05:40.The Islands Council says recruiting difficulties means it's unable

:05:41. > :05:42.to ensure a minimum safe level of staffing at Park

:05:43. > :05:47.Relatives have two months to move their loved ones .

:05:48. > :05:49.It will be devastating because I'm going to use

:05:50. > :05:50.the word banishing, but

:05:51. > :05:55.The patients will be banished to the mainland,

:05:56. > :05:58.and their families will not be able to visit them easily.

:05:59. > :06:07.Cornwall Council is calling for a Minister or senior civil

:06:08. > :06:12.servant to be appointed to champion the Cornish.

:06:13. > :06:14.It's made the call to the Communities Secretary Sajid Javid.

:06:15. > :06:18.The Council of Europe has criticised the way the Government

:06:19. > :06:21.is meeting its obligations to the Cornish as a newly

:06:22. > :06:27.A man who "cruised" residential areas of Devon looking for items

:06:28. > :06:30.to illegally flytip, has been jailed for twenty months.

:06:31. > :06:32.Martin McDonagh would approach homeowners uninvited

:06:33. > :06:37.and offer to take away their waste for a cash sum.

:06:38. > :06:41.Instead he left a trail of debris including hazardous asbestos waste

:06:42. > :06:45.in some of the most sensitive rural sites in the county.

:06:46. > :06:47.McDonagh failed to turn up to Plymouth Crown Court

:06:48. > :06:49.and a European Arrest Warrant has been issued.

:06:50. > :06:57.It is now a familiar sight in our countryside.

:06:58. > :07:00.The beauty spots were fly-tippers can illegally dump rubbish

:07:01. > :07:13.But look at how much devastation one man can cause.

:07:14. > :07:16.18 separate sites across three local authorities were used

:07:17. > :07:20.by Martin McDonagh over more than a year.

:07:21. > :07:28.One victim who was ripped off by the serial fly-tipper also faced

:07:29. > :07:30.a fixed penalty notice served by the local authority

:07:31. > :07:38.I was heavily pregnant, I was moving out of my dad's flat

:07:39. > :07:41.and trying to start a new, fresh life, new home, new family

:07:42. > :07:44.I wanted everything gone, sorted and I couldn't do that.

:07:45. > :07:52.He knows how to work people to get what he wants.

:07:53. > :07:55.He can come across as the most friendliest person in the

:07:56. > :08:09.In sentencing, the charge said Martin McDonagh would pester home

:08:10. > :08:12.owners who were then charged money and then he was in a habit of coming

:08:13. > :08:33.He said his manner was persistent and threatening.

:08:34. > :08:39.He showed no regard for the environment and he

:08:40. > :08:46.showed no regard for the land owners, local authorities who have

:08:47. > :08:49.Martin McDonagh's van has been crushed and

:08:50. > :08:58.If only he had taken this approach with his work.

:08:59. > :09:09.Time to take a look at the weather. It is not very springlike? No.

:09:38. > :09:41.breezy, some early spells of sunshine and showers tomorrow likely

:09:42. > :09:45.to be heavy with the risk of some head and thunder too. Now we will

:09:46. > :09:50.see much lighter winds on Wednesday, I think we will see a spell of wine

:09:51. > :09:54.for a time. Some sunshine during the afternoon, and I think with those

:09:55. > :09:57.lighter winds it will feel less cold compared to tomorrow. Thursday

:09:58. > :10:02.largely dry, this weather front could pose a few problems. In parts,

:10:03. > :10:05.we will see some showers, the best of the dry and bright weather.

:10:06. > :10:09.Friday high-pressure building and that settles things down and warms

:10:10. > :10:14.things up a little bit. As we head towards the weekend. Now at the

:10:15. > :10:19.moment we have got temperatures dropping already, down for still

:10:20. > :10:23.quite breezy and that will feed a few showers and it just shows how

:10:24. > :10:26.cold the areas, we have still got this breeze and yet temperatures

:10:27. > :10:31.could be down as low as two or three degrees so the potential for a bit

:10:32. > :10:35.patchy frost first thing tomorrow Roura Lee. Some sunshine first

:10:36. > :10:40.thing, very quickly we will see showers heavy at times with risks of

:10:41. > :10:43.heavy rain and thunder and I think the showers will become more

:10:44. > :10:48.widespread into the afternoon. Generally feeling cooler especially
