:00:33. > :00:35.Home care companies have warned of a funding crisis...

:00:36. > :00:40.Never far from the headlines, but there is a new side to this story.

:00:41. > :00:44.One report today claims the care system nationally is no longer

:00:45. > :00:49.I have been told one company after another providing

:00:50. > :00:52.home care in Cornwall dipped into their own pockets

:00:53. > :00:57.Of four providers I spoke to, they all said they were

:00:58. > :01:01.struggling financially and to recruit carers.

:01:02. > :01:04.I am a carer simply because I love it.

:01:05. > :01:10.I love coming in to help people daily and seeing different people.

:01:11. > :01:15.Being able to be that person that keeps them in their own home.

:01:16. > :01:19.Cornwall Council says it agreed its prices after negotiations.

:01:20. > :01:22.But the owner of Trelawney Domiciliary Care in Camborne

:01:23. > :01:26.says she is one of many not making a profit.

:01:27. > :01:30.That is putting the home care system under real threat.

:01:31. > :01:34.We are literally just treading water, there is no money left over

:01:35. > :01:37.and I'm sure we're not the only ones and I hear it among other colleagues

:01:38. > :01:44.59-year-old Jan Radley helps look after her father, Terry Brown.

:01:45. > :01:49.Three daily care visits keep him at home.

:01:50. > :01:52.I don't like the idea of my dad going into a care home at all.

:01:53. > :02:00.And the care that they give enables my dad to stay at home.

:02:01. > :02:03.In response to worries about the future, Cornwall Council

:02:04. > :02:06.says it is trying to spend its money more cleverly with a 10-year plan

:02:07. > :02:09.making sure care and support is available at home

:02:10. > :02:16.to promote independence and social inclusion.

:02:17. > :02:20.With us, people take their last breaths and it is good to know those

:02:21. > :02:24.people went with somebody there next to them, even if their family

:02:25. > :02:27.couldn't be there, at least we could be there,

:02:28. > :02:35.People living on the Isles of Scilly have been asked for ideas to keep

:02:36. > :02:39.The council says it's had significant problems

:02:40. > :02:45.At a packed public meeting today, the head of social care said

:02:46. > :02:47.she didn't want to see anyone moved out.

:02:48. > :02:52.Christine Butler reports from St Mary's.

:02:53. > :02:58.Both part of the heart and in the hearts of this island community.

:02:59. > :03:02.Providing care for its residents and reassurance for their families.

:03:03. > :03:08.Yesterday, those living at Park House were faced with

:03:09. > :03:15.finding somewhere else to live after the announcement it was to close.

:03:16. > :03:18.And to me, it is losing a family, splitting up my family.

:03:19. > :03:22.making them, when they need me, to need me,

:03:23. > :03:25.And that is the most heartbreaking of all,

:03:26. > :03:28.to think that somebody that has looked after you in your hour

:03:29. > :03:32.of need or brought you up and you have looked up to

:03:33. > :03:35.is not going to be there when they need you.

:03:36. > :03:38.Hundreds of islanders packed out the Town Hall on St Mary's to hear

:03:39. > :03:43.for themselves the reason for the planned closure.

:03:44. > :03:49.Six months ago, if you knew this was on the cards,

:03:50. > :03:56.An appeal was made from the director of adult social care for fresh ideas

:03:57. > :04:00.on how to save Park House, and it worked.

:04:01. > :04:03.The issue is recruitment and retention of staff,

:04:04. > :04:06.and I think one of the solutions that this brilliant meeting came up

:04:07. > :04:08.with is that there was a clear commitment from the community

:04:09. > :04:11.that they would like to see our carers paid more money,

:04:12. > :04:13.and members have arranged to have a special meeting

:04:14. > :04:16.to review that, and I'm really, really pleased that

:04:17. > :04:21.Members of the Isles of Scilly Council have three weeks

:04:22. > :04:24.to find the money to increase pay for carers, in the hope that this

:04:25. > :04:29.will attract qualified staff to apply to work here.

:04:35. > :04:37.Exeter City Council's ruling Labour group has been facing

:04:38. > :04:40.tough questions tonight about delays in the redevelopment

:04:41. > :04:46.This emergency meeting was held at the Guildhall -

:04:47. > :04:49.the first time such an event has taken place in the city

:04:50. > :04:58.A destination has been agreed, but the journey to a new bus station

:04:59. > :05:02.has been delayed and no-one is sure how long it will take.

:05:03. > :05:05.Work should have started this month, plans were made

:05:06. > :05:09.to re-route services, but the timetable has changed.

:05:10. > :05:13.and the project management company was sacked.

:05:14. > :05:18.Long-term opponents of the ?32 million scheme want answers.

:05:19. > :05:21.Exeter does need a bus station, but it's got to be fit for purpose.

:05:22. > :05:24.We want one that coaches can crawl out, we want one

:05:25. > :05:26.that has a waiting room, we want one big enough,

:05:27. > :05:29.so let's build for the future, and I don't believe the bus station

:05:30. > :05:33.Most people agree that this part of town does need redevelopment.

:05:34. > :05:36.We've had the new cinema over there, John Lewis in one direction

:05:37. > :05:39.and then, of course, there is the new Princesshay.

:05:40. > :05:42.But while all of that development has been taking place,

:05:43. > :05:48.The plans are not just for a bus station, but also a leisure complex

:05:49. > :05:53.But some wonder if it needs to be so expensive.

:05:54. > :05:56.You need a restaurant, places for people to sit

:05:57. > :05:58.while they are waiting for their bus, and everything

:05:59. > :06:05.Just make it into a decent bus station.

:06:06. > :06:09.Because we've got one or two pools around,

:06:10. > :06:14.This is brilliant, it is right in the city centre, it's a brilliant

:06:15. > :06:19.asset to the city and it's right where it should be.

:06:20. > :06:22.The Labour-run City Council said pausing the scheme for a short time

:06:23. > :06:28.Is the ?32 million the maximum you will spend on this?

:06:29. > :06:30.We don't know what's going to happen, and that's

:06:31. > :06:33.a good question to ask me, and it's an even better one

:06:34. > :06:37.for me not to answer, because we just don't know.

:06:38. > :06:39.I'm not being evasive, I'm not being secretive,

:06:40. > :06:42.I'm trying to say those negotiations are still in play.

:06:43. > :06:45.We are not going to disclose our hand.

:06:46. > :06:48.Tonight's emergency meeting, the first of its type in Exeter

:07:32. > :07:35.I was the first severely disabled person to do a Dance Theatre BA

:07:36. > :07:42.Presently, I am studying for a Masters in Performance Training.

:07:43. > :07:47.Kevin communicates with an iPad, by using his nose or a head pointer.

:07:48. > :07:49.My speech is my biggest problem, because not being able

:07:50. > :07:52.to verbally communicate, most people think I'm mentally

:07:53. > :07:55.challenged and I don't know what I'm doing.

:07:56. > :08:00.When people take the time to engage with me, they find out who I am.

:08:01. > :08:03.Kevin has become a life model to use his nudity

:08:04. > :08:10.When I am dancing or life modelling, I am expressing who I am.

:08:11. > :08:13.That I am intelligent, creative, sensitive and

:08:14. > :08:19.In my Masters, I am focusing on movement, body image and nudity

:08:20. > :08:23.because my disability gives me great body definition.

:08:24. > :08:27.Now 53, he is determined not to let his disability get in the way.

:08:28. > :08:31.He's run for Parliament, travelled all around the world and...

:08:32. > :08:34.In the future, I hope to get my Masters,

:08:35. > :08:38.maybe do a PhD and hopefully, make more close friends.

:08:39. > :08:43.I understand I challenge many people and their varying

:08:44. > :08:50.To my amazement, many artists and even lecturers have problems

:08:51. > :09:00.If one person's view of what I can do

:09:01. > :09:04.is altered positively, it is one more small victory

:09:05. > :09:14.On to football now - Torquay United have been in action

:10:10. > :10:13.was the Isles of Scilly, out there, some lovely sunshine, looks a bit

:10:14. > :10:17.threatening in the distance and there has certainly been quite a

:10:18. > :10:21.wind blowing. Some very blustery conditions not just here but right

:10:22. > :10:26.across the South West. Some of the showers have been wintry and it is a

:10:27. > :10:29.cold night despite the band of rain. We're looking at temperatures

:10:30. > :10:33.reasonably close to freezing to start tomorrow. Some of the showers

:10:34. > :10:38.tomorrow have the potential to give a dusting of snow over high ground.

:10:39. > :10:42.The rest of us, slow-moving showers and a top temperature of between

:10:43. > :10:46.seven and nine sources. The outlook is for milder air, we develop

:10:47. > :10:49.easterly winds as we head towards the weekend. Have a good night.
