:00:13. > :00:16.after being caught up in today's terror incident at Westminster.

:00:17. > :00:19.Some were in Parliament at the time while others were in nearby offices.

:00:20. > :00:22.Our political editor, Martyn Oates, was at Westminster

:00:23. > :00:25.as events unfolded just yards from where the attack took place.

:00:26. > :00:32.I was filming on the green outside the Palace of Westminster -

:00:33. > :00:35.that'll be very familiar to viewers, it's where a lot of the broadcasting

:00:36. > :00:40.from Westminster comes from - just a few minutes before people

:00:41. > :00:44.started shouting and running down the street away

:00:45. > :00:47.from Westminster Bridge and New Palace Yard,

:00:48. > :00:52.that's the end of the complex where these incidents took place.

:00:53. > :00:57.I got back here into the building at BBC Westminster -

:00:58. > :01:00.and it's also where ITV and sky and the other broadcasters

:01:01. > :01:02.have their bases - and, from that point on,

:01:03. > :01:07.people were largely restricted to the places they were in when this

:01:08. > :01:09.incident took place - so, obviously, the Houses

:01:10. > :01:17.A number of people also taken to safe places nearby,

:01:18. > :01:21.I'm told 1,000 people, in fact, were held in Westminster Abbey,

:01:22. > :01:26.including the Cornish Lib Dem peer Lord Tyler.

:01:27. > :01:30.You've been speaking to some of our MPs.

:01:31. > :01:38.Well, a lot of our MPs have offices which overlook Westminster Bridge.

:01:39. > :01:43.I spoke to the researcher of one South West MP who witnessed

:01:44. > :01:48.the events involving the car on the bridge, and she said

:01:49. > :01:52.she was too upset to describe what she'd seen.

:01:53. > :01:56.I also spoke to the St Austell and Newquay MP, Steve Double,

:01:57. > :01:59.another MP who's got an office overlooking the bridge.

:02:00. > :02:04.He said he'd heard the splash of the person falling

:02:05. > :02:11.into the Thames and also heard the gunshots and was then told that

:02:12. > :02:17.Now, people were released from here relatively early.

:02:18. > :02:21.I'm told the MPs and the peers were held much longer

:02:22. > :02:24.because many of them are potentially witnesses to this event,

:02:25. > :02:29.so the police will want to be clear as to what they know.

:02:30. > :02:33.And tonight, Martyn, what's the mood like generally in the area?

:02:34. > :02:38.Shock, obviously sorrow at the fatalities that we know

:02:39. > :02:43.about already, great admiration for the police and

:02:44. > :02:49.I suspect, though, questions will be asked quite quickly as to how

:02:50. > :02:54.it was possible for a terrorist to actually get inside

:02:55. > :03:00.I go through this security every week.

:03:01. > :03:06.And I think it will be quite surprising that somebody

:03:15. > :03:17.Devon and Cornwall Police say they're dealing with an ongoing

:03:18. > :03:20.incident in the Bear Street area of the town.

:03:21. > :03:22.Cordons are in place but officers stress there

:03:23. > :03:29.A teenager from Liverpool has been remanded in custody after appearing

:03:30. > :03:32.before Exeter Crown Court, accused of murder.

:03:33. > :03:35.The body of Jonathan Povey was found at a flat in Bridge Court

:03:36. > :03:40.19-year-old Delton Jones is charged with killing the 47-year-old,

:03:41. > :03:46.Poor mobile phone signals are still leaving too many rural

:03:47. > :03:48.people in the Dark Ages, according to the Conservative MP

:03:49. > :03:52.Neil Parish says the South West has some of the worst mobile

:03:53. > :03:58.Tamsin Melville has been to a mobile not-spot in Cornwall.

:03:59. > :04:00.Our beautiful South West - known for its coastline,

:04:01. > :04:05.scenery, food and drink, oh, and something else.

:04:06. > :04:07.Here at Porthtowan on Cornwall's north coast, like many

:04:08. > :04:11.of the regions not-spots, it's a case of seeking out a patchy

:04:12. > :04:21.When there were plans for a phone mast here a few years ago,

:04:22. > :04:25.some of the community didn't want it and the application was withdrawn.

:04:26. > :04:28.I think people quite like the fact they can sometimes come down

:04:29. > :04:31.and switch off and not be bombarded by phone calls.

:04:32. > :04:34.I mean, obviously, we have Wi-Fi that's fully available,

:04:35. > :04:38.but I think, in the main, people quite like the relaxation.

:04:39. > :04:40.But for those running businesses, out and about and reliant

:04:41. > :04:44.on their mobiles, it can be a different story.

:04:45. > :04:47.If other people come to ring me and I've got my phone on me,

:04:48. > :04:54.Anything incoming, they're just not going to get a signal to ring me,

:04:55. > :04:59.Devon MP Neil Parish wants more done to help businesses

:05:00. > :05:03.and individuals like constituent John Tuck from Membury.

:05:04. > :05:06.Registered blind, he's unhappy he can't have a smart meter

:05:07. > :05:09.because it relies on a mobile signal to send meter readings

:05:10. > :05:16.The signal is inadequate to be able to even basic

:05:17. > :05:22.The former Prime Minister, David Cameron, has spoken

:05:23. > :05:26.of his struggle with a poor mobile phone signal when he regularly

:05:27. > :05:29.holidayed up the coast from here in Cornwall.

:05:30. > :05:32.And the government says it understands the frustrations,

:05:33. > :05:36.which is why it's made it a legal requirement for the mobile phone

:05:37. > :05:40.network operators to provide at least 90% of the UK with voice

:05:41. > :05:43.coverage by the end of this year and says there'll be

:05:44. > :05:49.The trade association representing UK mobile operators says ?2 billion

:05:50. > :05:53.is being invested by companies to reach this target and also says

:05:54. > :05:57.rural areas will always present infrastructure providers with unique

:05:58. > :06:03.circumstances, such as challenging topography and sparse population.

:06:04. > :06:06.Ministers say they're also making it easier to roll out new mobile

:06:07. > :06:09.infrastructure to tackle not-spots and deliver the connectivity

:06:10. > :06:17.people need, wherever they are in the country.

:06:18. > :06:20.Wildlife experts are monitoring a whale for the next 24 hours

:06:21. > :06:22.after it was freed from fishing gear off the south Devon coast.

:06:23. > :06:24.Coastguard teams and conservationists worked to untangle

:06:25. > :06:26.the humpback after fishermen reported they'd seen its tail

:06:27. > :06:29.was trapped in lobster pot ropes near to Blackpool Sands.

:06:30. > :06:31.It's been in Start Bay for more than three weeks.

:06:32. > :06:34.She was trying to avoid us at first but, after a while,

:06:35. > :06:37.as she was getting tired, I think she sort of seemed

:06:38. > :06:39.to realise that we were there to try and help.

:06:40. > :06:43.So we were trying to haul the rope up on board the fishing boat

:06:44. > :06:46.and also with the help of the RNLI crew as well, and we were able

:06:47. > :06:49.to get it high enough up out of the water,

:06:50. > :06:52.They're big animals, really powerful, and you just have

:06:53. > :06:56.to respect that and be so careful around them.

:06:57. > :06:59.If she suddenly spooked or startled, she could easily have

:07:00. > :07:01.overturned the boat, people could have been in the water,

:07:02. > :07:05.it could have all ended in tears, so absolutely the right thing

:07:06. > :07:11.to report it to the people who can help.

:07:12. > :07:14.The coxswains of two Cornish lifeboats have been talking

:07:15. > :07:17.about the unique operation to tow a stricken freighter to safety.

:07:18. > :07:22.The Penlee and the Sennen Cove lifeboats pulled the ship to safety.

:07:23. > :07:24.David George has been to meet the two coxswains.

:07:25. > :07:26.The 88-metre freighter Lady Alida, with seven crew on board,

:07:27. > :07:30.had lost power and was being blown onto rocky Gwennap Head off

:07:31. > :07:36.In the early hours, the Penlee and Sennen Cove lifeboats were sent

:07:37. > :07:41.to the scene to tow her to safety - the first time the two boats had

:07:42. > :07:49.It wasn't easy with the weather conditions as well but it worked.

:07:50. > :07:51.We did what we had to do, we stopped the boat

:07:52. > :07:56.Many hours later, the crews were at the Penlee lifeboat station

:07:57. > :07:59.when they were called to the ship a second time because she was

:08:00. > :08:05.I don't think we had more than a couple of sips of our tea

:08:06. > :08:08.and we were asked to go again, she was dragging anchor

:08:09. > :08:09.and travelling at a knot towards the land.

:08:10. > :08:16.The 3,600-tonne ship is more than 60 times heavier than the lifeboats.

:08:17. > :08:20.Both of the lifeboats are equipped with these huge diesel engines

:08:21. > :08:26.The combined power is 2,500 horsepower.

:08:27. > :08:30.So they've got plenty of pull, even to toe a big ship,

:08:31. > :08:33.a 3,000-tonne ship like the Lady Alida, but power alone

:08:34. > :08:45.The biggest issue for us was keeping the lifeboats in the right place

:08:46. > :08:48.without hitting each other, so the boys on the deck

:08:49. > :08:51.had a lot of work to do and they did a really good job.

:08:52. > :08:54.This might have been a job for a coastguard emergency tug,

:08:55. > :08:56.which were stationed around the UK coast until they were

:08:57. > :09:02.With the removal of the constant presence of the tugs,

:09:03. > :09:04.we've known that, eventually, we would get involved

:09:05. > :09:09.It's given us a lot of confidence that, if the same happened again,

:09:10. > :09:13.we could at least keep a ship in a position and hopefully prevent

:09:14. > :09:19.The ship is alongside in Falmouth docks, waiting for repair.

:09:20. > :09:30.Time for the weather now. Here's David with all the details.

:09:31. > :09:36.It has been less rough at sea today, the winds had been much lighter.

:09:37. > :09:41.They pick up again tomorrow though and tomorrow, and on Saturday. Early

:09:42. > :09:44.brightness but rain will move westward starting across Dorset and

:09:45. > :09:49.Somerset and heading towards Cornwall. It will also become windy.

:09:50. > :09:53.All around this area of low pressure which will move away from us by the

:09:54. > :09:57.time we get to the weekend. High pressure for both Saturday and

:09:58. > :10:04.Sunday. The biggest problem we have got overnight is a lot of clear sky,

:10:05. > :10:07.very little wind and pretty cold. Temperatures down to one or 2

:10:08. > :10:11.degrees above freezing. A good chance we will see frost overnight

:10:12. > :10:16.and mist and fog. Fairly low temperatures, just one or 2 degrees

:10:17. > :10:21.above freezing. That gives us the risk of ice on untreated roads and

:10:22. > :10:25.pavements. Patchy rain moving across us join the course of the morning,

:10:26. > :10:30.brightness in between and showers will follow. A freshening

:10:31. > :10:35.north-easterly wind developing with nine or 10 degrees the maximum

:10:36. > :10:39.temperature. Tomorrow we celebrate world meteorological day and the

:10:40. > :10:43.theme this year is clouds. I will show you some of the pictures that
