:00:33. > :00:40.Today came a decision described as truly historic for the city.

:00:41. > :00:42.After 14 years, the City Council finally approved plans to transform

:00:43. > :00:51.Drake's Island into a ?10 million luxury hotel and resort.

:00:52. > :00:54.Fantastic news that the committee have agreed

:00:55. > :00:59.It has been months and months of hard work behind the scenes

:01:00. > :01:01.in negotiation with the applicant, with various statutory

:01:02. > :01:04.organisations, so we are all delighted we can give a thumbs-up

:01:05. > :01:11.A colony of roosting birds which have held up the project

:01:12. > :01:14.for the last few years will be given a new home at nearby

:01:15. > :01:21.Visitors to the island will arrive to find luxury hotel rooms

:01:22. > :01:25.and suites with a bar and restaurant area, spa, gym and swimming pool.

:01:26. > :01:27.Drake's Island is iconic, it is in a very important

:01:28. > :01:31.part of Plymouth Sound and it is long overdue.

:01:32. > :01:35.The regeneration of the island is going to be a jewel

:01:36. > :01:44.On a day like this sitting over there, nice, cold beer,

:01:45. > :01:48.That'll be nice as long as they restored properly,

:01:49. > :01:51.and pay testament to the south-west as it is, it'll be good.

:01:52. > :02:00.Yeah, a good thing the Plymouth and the locals and visitors.

:02:01. > :02:03.It's about time Plymouth started using their waterfront capabilities.

:02:04. > :02:06.Have you ever been to Drake's Island?

:02:07. > :02:12.But these plans will allow public access to the island for the first

:02:13. > :02:24.And of course the only way to get there is by boat.

:02:25. > :02:27.People are starting to pay the price for dishonesty on Dartmoor.

:02:28. > :02:30.Parking meters are going to replace the old-fashioned honesty boxes.

:02:31. > :02:34.The national park says, following a trial in Princetown,

:02:35. > :02:36.it now wants to install pay and display machines

:02:37. > :02:39.after discovering the average donation was just 15p per car.

:02:40. > :02:52.Honesty boxes have been a feature here on Dartmoor for years.

:02:53. > :02:56.But soon, instead of being asked to make a donation, you might have

:02:57. > :03:05.How does it make you feel, looking at this?

:03:06. > :03:15.We are on a park of natural beauty and we've got this.

:03:16. > :03:18.The honesty boxes at Meldon, Postbridge, Newbridge and here

:03:19. > :03:25.I don't like the idea of having a parking machine there.

:03:26. > :03:28.That is probably going to have to have parking meter attendants

:03:29. > :03:32.coming round and checking regularly to make sure people have paid.

:03:33. > :03:39.It's a lot less impersonal than the pay-and-display machine.

:03:40. > :03:42.The honesty box, I don't think a lot of people bother with.

:03:43. > :03:45.So they have got to do something if we want to preserve this

:03:46. > :03:56.The honesty box in Princetown generated ?5,000 a year,

:03:57. > :04:01.but that went up by 360% to ?23,000 a year when the parking

:04:02. > :04:06.What we have found from our research is that the average amount of money

:04:07. > :04:09.people put in as a voluntary donation is about 15p per car,

:04:10. > :04:13.which is next to nothing and it just isn't sustainable in this day

:04:14. > :04:16.and age of keeping car parks and visitor centres and so forth

:04:17. > :04:23.The proposed charges would be ?1 for up to three hours

:04:24. > :04:32.The national park is hoping that is not too steep.

:07:11. > :07:13.to look at other countries and see how they actually get a buoyant

:07:14. > :07:15.tourism sector, more affordable holidays for hard-pressed families,

:07:16. > :07:20.and having no negative impact on education.

:07:21. > :07:23.I think that could be part of the answer, and schools

:07:24. > :07:27.already have the freedom to set their own terms.

:07:28. > :07:30.I don't think it will ever be the full answer.

:07:31. > :07:32.I just think, fundamentally, it's not the job of the Government

:07:33. > :07:35.to dictate to parents in this way and therefore we need

:07:36. > :07:38.Staying in these cottages this week compared to last

:07:39. > :07:41.could cost you up to double, and some say it's these price hikes
