:00:19. > :00:19.The figure's reached a five year high

:00:20. > :00:21.with more than 550 incidents in the South West

:00:22. > :00:26.Police say they include people who take shortcuts

:00:27. > :00:35.These are some of the 8,000 people who trespassed

:00:36. > :00:39.In one instance, a man staggers off the track and just about manages

:00:40. > :00:48.to haul himself onto the platform, with seconds to spare.

:00:49. > :00:53.Worryingly, more and more people have trespassed on the railways.

:00:54. > :00:56.Here in Devon and Cornwall, we are recording 150 crimes a year.

:00:57. > :01:01.That is the tip of the iceberg, we have another 150-plus incidents

:01:02. > :01:05.recorded, so we are into 300, and we believe it is probably

:01:06. > :01:12.double that, so between 600 and 800 offences every year in the county.

:01:13. > :01:14.Across the country, one person trespasses

:01:15. > :01:20.Last year in the South West, 32 children were caught trespassing,

:01:21. > :01:24.with boys aged 14 to 16 being stopped the most.

:01:25. > :01:32.We get young children who are exploring, we get teenagers

:01:33. > :01:35.who don't understand the dangers, and we get adults who are taking

:01:36. > :01:37.short cuts or something similar to that.

:01:38. > :01:40.Even professionals working on the track are only allowed

:01:41. > :01:43.to do so with a raft of safety measures, including lookouts

:01:44. > :01:49.Trains that travel so fast, trespeassers

:01:50. > :02:02.The trains are silent until they are on top of you.

:02:03. > :02:05.Some hospitals in the region claim the new junior doctors' contract

:02:06. > :02:08.at a time when they need to save money.

:02:09. > :02:11.They say it's already much harder to fill rota gaps

:02:12. > :02:14.and believe the new contract could have a significant

:02:15. > :02:20.The government has argued the contracts will lead to more

:02:21. > :02:22.efficient working practices that benefit the NHS.

:02:23. > :02:25.Here's our Health correspondent Jenny Walrond.

:02:26. > :02:32.It was a bitter stand-off between junior doctors

:02:33. > :02:34.and the Government, the end of years of disagreement

:02:35. > :02:39.But as it is phased in, hospitals have started

:02:40. > :02:44.Jeremy Hunt had described it in Parliament as cost neutral.

:02:45. > :02:53.We have set aside considerable sums, up to ?1 million,

:02:54. > :02:54.for the new contract, so we are anticipating

:02:55. > :02:57.it won't be cost neutral, it will be more expensive

:02:58. > :03:04.The contract is in the process of being phased in.

:03:05. > :03:07.Half of the South West hospitals have told us it is either having

:03:08. > :03:13.But in the last financial year, others say it has cost them a total

:03:14. > :03:21.These extra costs come at a time when hospitals

:03:22. > :03:24.in England are being asked to reduce their spending as part

:03:25. > :03:28.of so-called sustainability-and- transformation plans.

:03:29. > :03:31.Plans which may include the loss of acute hospital services,

:03:32. > :03:36.particularly ones which do not have enough staff.

:03:37. > :03:46.Something which has led to protests in part of Devon.

:03:47. > :03:51.But there's another way in which the new contract

:03:52. > :03:55.could impact on some of those vulnerable services.

:03:56. > :03:57.It's making it harder to fill gaps in the rotas.

:03:58. > :03:59.Torbay Hospital has warned that could have a significant impact

:04:00. > :04:04.on service continuity in urgent and emergency services.

:04:05. > :04:07.We have in the South West 15% of junior-doctor posts

:04:08. > :04:09.are not filled, and we have over the years developed

:04:10. > :04:13.ways of flexing to fill those gaps, and this contract will make

:04:14. > :04:19.There is a concern that morale amongst junior doctors

:04:20. > :04:26.The British Medical Association fought against the introduction

:04:27. > :04:31.of the contract for years, and says it warned

:04:32. > :04:34.This contract was brought in by Government, it was forced

:04:35. > :04:37.in before we felt it was ready, this contract was rejected

:04:38. > :04:42.We still think there are huge areas of concern in this contract that

:04:43. > :04:43.need to be addressed, and this was pushed

:04:44. > :04:47.through on a political timeline without considering the implications

:04:48. > :04:56.that we have already raised exist within this new contract.

:04:57. > :04:58.Today Royal Cornwall Hospitals Trust said it won't know yet

:04:59. > :05:01.about additional costs until after August,

:05:02. > :05:06.Well, in response to other hospital's concerns NHS Improvement

:05:07. > :05:09.told the BBC, "it's important when moving on to the new contract

:05:10. > :05:12.that providers take the necessary steps to help doctors

:05:13. > :05:28.Now a brief round-up of other stories making

:10:26. > :10:29.On Saturday, it's a similar sort of day but I think there is a better

:10:30. > :10:34.chance for breaks in the cloud. It will be dry. On the cool side though

:10:35. > :10:38.with those north-west winds, just 11 or 12 degrees as the top temperature
