0:00:00 > 0:00:14he hopes to prove the earnings forecasts wrong.

0:00:14 > 0:00:15Good afternoon.

0:00:15 > 0:00:18A 12-year-old Devon girl has spoken out over the dangers of online

0:00:18 > 0:00:21grooming, after she was blackmailed into sending intimate pictures

0:00:21 > 0:00:23over the internet.

0:00:23 > 0:00:25Her parents say the experience has been devastating

0:00:25 > 0:00:29and want to speak out to help protect other young people.

0:00:29 > 0:00:34In this report from Clare Casson we've disguised their identity.

0:00:34 > 0:00:37Just a few stolen moments on the daily walk to school.

0:00:37 > 0:00:41No parents, no teachers, but do you know who your child

0:00:41 > 0:00:44is contacting on their phone?

0:00:44 > 0:00:47For this 12-year-old, a few minutes on her own each day

0:00:47 > 0:00:51opened up a murky world of sexual exploitation.

0:00:51 > 0:00:55He began talking to me so I befriended him, not knowing

0:00:55 > 0:00:57what was about to happen.

0:00:57 > 0:01:00I felt scared and like I couldn't talk to anyone.

0:01:00 > 0:01:04This person then showed her some explicit images of other young girls

0:01:04 > 0:01:07and told her if she didn't do what they asked, they would spread

0:01:07 > 0:01:10it amongst friends and family, tell the world that these

0:01:10 > 0:01:13images were her.

0:01:13 > 0:01:17After I sent one picture, I knew that I was trapped.

0:01:17 > 0:01:21I felt scared and isolated.

0:01:21 > 0:01:25He put me under pressure and he got angry and aggressive.

0:01:25 > 0:01:28It breaks my heart that there was about three or four months that

0:01:28 > 0:01:31I didn't know about, she had been held prisoner.

0:01:31 > 0:01:36It must've been soul destroying for her to feel so trapped.

0:01:36 > 0:01:37And this girl is not alone.

0:01:37 > 0:01:41Across Devon and Cornwall sexting, as it is known, is now the most

0:01:41 > 0:01:46common form of child sexual exploitation the police deal with.

0:01:46 > 0:01:49Officers go into schools to try to help educate young people

0:01:49 > 0:01:52about the dangers but they've told me it's a struggle to keep up

0:01:52 > 0:01:55with what's happening and the average age of victims

0:01:55 > 0:01:58is getting younger.

0:01:58 > 0:02:02We are certainly seeing either a greater disclosure of incidents

0:02:02 > 0:02:07with younger children or a greater number of younger children doing it.

0:02:07 > 0:02:10About ten years ago it would be pretty unheard-of

0:02:10 > 0:02:13that we would visit a primary school and they would be talking

0:02:13 > 0:02:16about dealing with this sort of an event, now we do deal

0:02:16 > 0:02:18with them increasingly.

0:02:18 > 0:02:21And many children don't realise that it's illegal to possess,

0:02:21 > 0:02:25take or distribute sexual images of someone under 18,

0:02:25 > 0:02:31including themselves.

0:02:31 > 0:02:33There's anger over plans by the French company EDF to change

0:02:33 > 0:02:36the way it handles high level radioactive waste at

0:02:36 > 0:02:38Hinkley Point in Somerset.

0:02:38 > 0:02:41The company wants to double the size of a proposed waste store

0:02:41 > 0:02:43on the Hinkley C site.

0:02:43 > 0:02:47It also wants to introduce a system of encasing the waste in concrete.

0:02:47 > 0:02:50Clinton Rogers reports.

0:02:50 > 0:02:54It's the idea that it's our grandchildren's grandchildren that

0:02:54 > 0:02:56will be picking up the pieces.

0:02:56 > 0:03:00This area is going to be lumped with X amount of nuclear waste

0:03:00 > 0:03:03that will never go away.

0:03:03 > 0:03:05And it's the high-grade waste.

0:03:05 > 0:03:08Among those who live in the shadow of Hinkley Point

0:03:08 > 0:03:11there is a mixture of fear and fury.

0:03:11 > 0:03:15My concerns are the long-term effect of having a great lump of concrete

0:03:15 > 0:03:19on the edge of an area of outstanding natural beauty,

0:03:19 > 0:03:21that's going to be there essentially forever,

0:03:21 > 0:03:24because then they're talking about what they're

0:03:24 > 0:03:27going to do with the very nasty substance inside it.

0:03:27 > 0:03:29EDF has always said that all high-level radioactive waste

0:03:29 > 0:03:31produced by Hinkley C, and that includes the spent

0:03:31 > 0:03:34fuel rods, will need to be stored locally.

0:03:34 > 0:03:37Right now there's nowhere else for it to go.

0:03:37 > 0:03:39Now EDF have applied for permission to double the size

0:03:39 > 0:03:43of their radioactive waste store on this site, but they also

0:03:43 > 0:03:47want to change the method for handling radioactive waste,

0:03:47 > 0:03:49choosing now a system that will involve encasing

0:03:49 > 0:03:52it in concrete blocks.

0:03:52 > 0:03:56In a statement the company has told us it's a safe and robust system

0:03:56 > 0:03:59used across Europe and the USA, but opponents say that switching

0:03:59 > 0:04:03from a method where high-level waste is held in water to what's known

0:04:03 > 0:04:06as a dry system has dangers.

0:04:06 > 0:04:09The problem with dry storage is it relies on the integrity

0:04:09 > 0:04:13of a concrete block, that a concrete block containing waste

0:04:13 > 0:04:16material will last forever.

0:04:16 > 0:04:18The leader of West Somerset council says he's more concerned

0:04:18 > 0:04:22by the plans to increase the size of the storage building.

0:04:22 > 0:04:25It is going to be the last building there on site.

0:04:25 > 0:04:30When decommissioning takes place, which will be a long time from now,

0:04:30 > 0:04:33the reactors will go but that building will be left

0:04:33 > 0:04:37there when the rest of the site has been flattened.

0:04:37 > 0:04:43EDF has told us there is no plan to increase the amount

0:04:43 > 0:04:46of waste stored here, merely to change the system,

0:04:46 > 0:04:48but it's the Environment Department which will make the final decision

0:04:48 > 0:04:52and that won't be for some while yet.

0:04:53 > 0:04:54In other news this lunchtime:

0:04:54 > 0:04:57The Government's promising help for the hi-tech photonics industry

0:04:57 > 0:04:59in Torbay after Conservative MP Kevin Foster raised

0:04:59 > 0:05:03the issue in Parliament.

0:05:03 > 0:05:05Photonics involves the use of lasers and optics in areas

0:05:06 > 0:05:07such as aerospace and defence.

0:05:07 > 0:05:10In the Channel Islands, weak decision-making's being blamed

0:05:10 > 0:05:14for the delay and extra costs in building Jersey's new hospital.

0:05:14 > 0:05:18A report's found it took too long to decide on the best site.

0:05:18 > 0:05:21Jersey's Health Minister has admitted the process

0:05:21 > 0:05:23could have been better.

0:05:23 > 0:05:25Jersey's all-weather lifeboat could be back in the island

0:05:25 > 0:05:27by the end of this year.

0:05:27 > 0:05:29The RNLI says lots of volunteers want to help run

0:05:29 > 0:05:32the station and crew the boat, after the previous crew

0:05:32 > 0:05:35announced they wanted to operate independently.

0:05:35 > 0:05:38In sport, Exeter Chiefs' forward Sam Simmonds is set

0:05:38 > 0:05:42to make his first England start against Samoa on Saturday.

0:05:42 > 0:05:45The 23-year old from Teignmouth was named in the starting line-up

0:05:45 > 0:05:47alongside Henry Slade, with another Chief,

0:05:47 > 0:05:52Harry Williams, on the bench.

0:05:52 > 0:05:55It's been the moment of truth for a group of students

0:05:55 > 0:05:58who, with little or no experience, have learnt how to build

0:05:58 > 0:06:00boats in just 38 weeks.

0:06:00 > 0:06:02Today they finally got to test their designs

0:06:02 > 0:06:04on the water at Lyme Regis.

0:06:04 > 0:06:10Our Dorset reporter Anna Varle was there to see the launch.

0:06:10 > 0:06:14The boats are now launching and so far so good.

0:06:14 > 0:06:17It's incredibly windy here today and they're not putting up sails

0:06:17 > 0:06:19or going out of the harbour.

0:06:19 > 0:06:22I have one of the students with me, Sam Smith.

0:06:22 > 0:06:25What is this you'll be launching?

0:06:25 > 0:06:29This is a 16-foot two-seater runabout speedboat.

0:06:29 > 0:06:34We won't be going quite so fast today in the harbour but a beautiful

0:06:34 > 0:06:37sunny day for it and looking forward to getting on the water.

0:06:38 > 0:06:39How are you feeling?

0:06:39 > 0:06:42This is the first time in the water for this boat, isn't it?

0:06:42 > 0:06:45Absolutely, always a few nerves but she is beautifully built,

0:06:45 > 0:06:49well engineered so feeling confident and looking forward to it.

0:06:49 > 0:06:52And your career before this, very different, what did you do?

0:06:52 > 0:06:56I was a musician, a clarinettist in the Coldstream Guards Band,

0:06:56 > 0:07:01so my daily work was playing for the Trooping of the Colour

0:07:01 > 0:07:04and Changing of the Guard ceremony at Buckingham Palace and now

0:07:04 > 0:07:05I'm down here building boats in Lyme Regis.

0:07:06 > 0:07:07Sam is going to be third in.

0:07:07 > 0:07:09We've already had one boat in already.

0:07:09 > 0:07:13There is a shortage of boat builders so all these students

0:07:13 > 0:07:22are likely to get jobs or start their own businesses.

0:07:22 > 0:07:25Bright and breezy in Lyme Regis. Let's

0:07:25 > 0:07:26Bright and breezy in Lyme Regis. Let's see how it's looking across

0:07:26 > 0:07:34the region. Breezy but the wind is not as strong as we saw yesterday.

0:07:34 > 0:07:38This scene yesterday in Devon almost like the calm after the storm with

0:07:38 > 0:07:44plenty of blue sky but we have seen one or two showers. This was the

0:07:44 > 0:07:48scene in Cornwall and at the moment we are between weather systems but

0:07:48 > 0:07:53you can see a squeeze in the isobars bringing breezy conditions and it

0:07:53 > 0:07:59stays breezy this afternoon, a lot of dry and bright weather, just a of

0:07:59 > 0:08:04one or two showers especially for Northern areas but it will feel

0:08:04 > 0:08:09chilly. This evening it will be dry for a time before the cloud thickens

0:08:09 > 0:08:13and brings some rain and it will be colder than recent nights,

0:08:13 > 0:08:17temperatures falling to low single figures for the motion states frost

0:08:17 > 0:08:22free. Friday is mainly dry and bright, we could see some cloud

0:08:22 > 0:08:28pushing in with some outbreaks of rain but with lighter winds it will

0:08:28 > 0:08:33feel colder tomorrow, temperatures struggling to reach beyond 10

0:08:33 > 0:08:37Celsius. The Channel Islands seeing sunny spells but also scattered

0:08:37 > 0:08:42showers and a gentle breeze and as we head towards the weekend it feels

0:08:42 > 0:08:47colder with temperatures struggling to reach double figures. A mixture

0:08:47 > 0:08:52of sunshine, scattered showers and they could turn wintry over higher

0:08:52 > 0:08:54ground with some frosty nights to come.

0:08:54 > 0:08:56Coming up on Spotlight tonight, Neil Gallacher is finding out

0:08:56 > 0:08:58about the future of a Plymouth landmark.

0:08:58 > 0:09:00There's been a lot of talk about hotel building

0:09:00 > 0:09:03in Plymouth for Mayflower 2020.

0:09:03 > 0:09:06Making it stack up financially is always a challenge

0:09:06 > 0:09:10but what happens if the hotel that you want to build is on an island?

0:09:10 > 0:09:20We'll have the latest on Spotlight at 6:30pm.

0:09:21 > 0:09:26More on that story and news from across the West on Spotlight at

0:09:26 > 0:09:336:30pm. Have a very good afternoon.
