:01:25. > :01:29.Saturday night with people and the terraces would be packed. But not
:01:30. > :01:34.tonight. Many of them are closed and shattered. The tables and chairs
:01:35. > :01:39.have been folded away. Everywhere soldiers and police at strategic
:01:40. > :01:44.places at street corners and particularly in the city centre.
:01:45. > :01:48.This Irish bar has been closed. None of the sport has been on the
:01:49. > :01:54.screens. It has been closed all afternoon. Police are driving and
:01:55. > :01:58.talking to people as well, telling them to keep off the street if they
:01:59. > :02:05.can. At the end here, you might be able to see the sheds of the
:02:06. > :02:11.personnel carrier, armed personnel personnel carrier, armed personnel
:02:12. > :02:15.carrier at the end of the street among the market. All of this is
:02:16. > :02:19.because the terror alert in Brussels has been raised to its highest level
:02:20. > :02:26.with concerns about an imminent attack. The Metro system has been
:02:27. > :02:32.closed until Sunday. Many museums and concert halls have been closed
:02:33. > :02:35.as well the hunt is still continuing for Salah Abdeslam, the missing
:02:36. > :02:40.gunmen who crossed into Belgium a week last Saturday. He is the only
:02:41. > :02:50.remaining gunmen still alive from the Paris attacks. He has been
:02:51. > :02:53.described of the most wanted man. The Prime Minister says the country
:02:54. > :03:02.is at risk from an attack similar to the one that took place in Paris,
:03:03. > :03:07.coordinated explosions. There is a heavy police presence on the
:03:08. > :03:11.streets. Around the country today, a number of football matches were
:03:12. > :03:16.postponed by the authorities and the national team, their game with Spain
:03:17. > :03:20.was postponed as well. Members of the public wants to avoid large
:03:21. > :03:31.crowded places. Outside Brussels, the terror threat is lower.
:03:32. > :03:33.The Security Council has passed an unanimous motion against
:03:34. > :03:37.The resolution - drafted by France - calls upon member states to destroy
:03:38. > :03:41.And it has been announced President Hollande and David Cameron
:03:42. > :03:44.The talks will take place in Paris on Monday.
:03:45. > :03:52.This morning in Brussels soldiers took the place of commuters,
:03:53. > :03:58.taking care here to use the zebra crossing during their patrol.
:03:59. > :04:01.The government has closed all metro stations in the capital.
:04:02. > :04:07.It has deployed forces to counter the immediate threat of an attack.
:04:08. > :04:13.We have received quite precise information about the threat
:04:14. > :04:19.A scenario in which several individuals with arms
:04:20. > :04:25.and explosives could launch an attack, perhaps in several places.
:04:26. > :04:28.It might be that this man, Salah Abdeslam is involved.
:04:29. > :04:33.He is one of the Paris attackers and is still on the run.
:04:34. > :04:36.Police believe he came back to Belgium after the attacks.
:04:37. > :04:39.His Brussels neighbourhood, Molenbeek, was also home to one
:04:40. > :04:52.Brussels is usually among the quietest of European capitals.
:04:53. > :04:54.But this city feels very different right now.
:04:55. > :04:56.The government has instructed its citizens to follow all official
:04:57. > :05:01.instructions, and not to spread any rumours.

:06:05. > :06:23.This is not sustainable, of course. Already businesses are complaining
:06:24. > :06:27.about the damage that has been done. And the sheer plays into the
:06:28. > :06:31.hands of the terrorist. The government is under enormous

:07:09. > :07:13.lives in Molenbeek even if it means that the local authority goes on the
:07:14. > :07:16.job -- goes and bangs on the door of every house.

:10:14. > :10:20.blogs for a blog. His name is Andy Townsend. I took a trip down to the
:10:21. > :10:25.central station and I saw a convoy of eight armoured personnel carriers
:10:26. > :10:30.and no people. Normally the streets would be packed. Where you -- where
:10:31. > :10:35.we are now, you would not be able to move. Do you come here used?
:10:36. > :10:38.we are now, you would not be able to move. Do you come here used Not
:10:39. > :10:43.here, but into the city centre. This is usually thronged, you can't move.
:10:44. > :10:49.I am not quite sure how long they can sustain this? I don't think it
:10:50. > :10:54.can last long, to be honest. The city has just shut down. I went into
:10:55. > :10:58.the very heart of the city today and there was nobody there. It feels
:10:59. > :11:02.like Christmas day, doesn't it? With the lights on, but nothing
:11:03. > :11:07.happening? Yes, the atmosphere is dead. Like a science-fiction film
:11:08. > :11:12.where everybody has disappeared. Does it frustrates you, because it
:11:13. > :11:17.frustrates me, it sends a signal to the terrorists that have one. I
:11:18. > :11:25.couldn't agree more. It was part of the reason that I set out today to
:11:26. > :11:28.take photos. I was in London at in the 2005 bombings and like most
:11:29. > :11:34.people I was back on the tube the next day and trying to go about my
:11:35. > :11:41.ordinary life. I would not be so brave if people were pointing guns
:11:42. > :11:45.at me, but... Quite. And another reason why you expose is

:14:02. > :14:06.of this kind of attack. And the fact that the hotel was filling with
:14:07. > :14:15.diplomats ready to hold the sixth meeting of the committee of the
:14:16. > :14:19.Algiers Accord. I think there is just as much reason to believe that
:14:20. > :14:28.this was tied to things other than Paris. But it is too early to know
:14:29. > :14:35.for sure. And for anyone not familiar with those are called, it
:14:36. > :14:42.was quite a big thing. There was an accord signed and militant groups
:14:43. > :14:46.might want to disrupt it? Yes, it is entirely possible. This peace deal
:14:47. > :14:50.was after lengthy and difficult negotiations as a mean trying to
:14:51. > :14:55.settle the enduring conflict in the north which of course broke out in
:14:56. > :15:00.2012 and led to the division of the country until the French
:15:01. > :15:04.intervention in early 2013. So it is possible that militant groups were
:15:05. > :15:09.intending to disrupt the talks. At the same time, these groups were not
:15:10. > :15:16.present at the talks and one part of them, so it is a bit too early to
:15:17. > :15:22.talk about -- to talk about anything then potential reasons. When we talk
:15:23. > :15:25.about the group that has claimed responsibility, people will be
:15:26. > :15:30.familiar with the description, an offshoot of Al-Qaeda, but -- but
:15:31. > :15:39.al-Murabitoun, what do we know about them, what are their agenda? They
:15:40. > :15:45.are a recent development, MR John of veteran fighters and other jihad
:15:46. > :15:50.fighters in West Africa. They have been operating in the Sahara and the
:15:51. > :15:59.sap out for some time for nearly two decades. They are attempting both to
:16:00. > :16:04.use the space in order to -- to use the base in order to recruit members
:16:05. > :16:10.and also to implement their own vision of Islamic law in the Sahara,
