:03:11. > :03:16.Defence Ministry tonight, Russians came to pay their respects. These

:03:17. > :03:20.are the first confirmed deaths of Russian soldiers in combat in

:03:21. > :03:24.Syria. Today Moscow made it clear it doesn't want to go to war with

:03:25. > :03:28.Turkey over what happened to its aircraft and its soldiers. But it

:03:29. > :03:37.described the shooting down of the jet as a deliberate planned act, and

:03:38. > :03:42.ambush. But Ankara insists this was Moscow's fault, and that the Russian

:03:43. > :03:46.jet violated Turkish airspace. Today the Turkish president said his

:03:47. > :03:52.country didn't want an escalation. We are just the defending our

:03:53. > :03:57.security, he said. But Turkey is also defending these people, the

:03:58. > :04:00.Turkmen. They are Syrians of Turkish descent. Russia has been carrying

:04:01. > :04:05.out air strikes here claiming there are terrorists in the area. Just a

:04:06. > :04:12.few days ago Turkey told Russia to stop the bombing here. Russians,

:04:13. > :04:17.though, are in no mood to listen. In Moscow, this crowd attacked the

:04:18. > :04:21.Turkish embassy with eggs and rocks. Furious that Turkey had shot down a

:04:22. > :04:29.Russian bomber. They are chancing "we won't forget or forget".

:04:30. > :04:35.The BBC's Mark Owen is in Istanbul. I asked him if the angry words

:04:36. > :04:40.between the countries were being toned down. It is starting to look

:04:41. > :04:45.more conciliatory today, the president gave an address today

:04:46. > :04:50.saying it is not Turkey's aim to get into conflict with any country. He

:04:51. > :04:53.wants to de-escalate the crisis, but he insisted Turkey still has the

:04:54. > :04:58.right to defend its airspace, which has been echoed by President Obama

:04:59. > :05:02.and the Nato Secretary General, the UN... But clearly there is

:05:03. > :05:09.diplomatic pressure on both sides here to try to pull back, in the

:05:10. > :05:14.hope that they will see the United front forming against Islamic State

:05:15. > :05:17.as more of a priority, because in recent weeks after the Paris

:05:18. > :05:24.attacks, after the Russian airliner was brought down by the bomber over

:05:25. > :05:29.Sinai, there was a move to some kind of grand coalition involving Russia,

:05:30. > :05:34.Turkey and the West, in trying to fight Islamic State, and there is

:05:35. > :05:38.the fear that this play up yesterday could destabilise that. On top of

:05:39. > :05:44.that, you have the bilateral relationship which is now clearly in

:05:45. > :05:49.crisis, a very harsh word from President Hu tinkling Turkey and a

:05:50. > :05:53.compass of terror, warning of grave consequences, and some moves towards

:05:54. > :05:57.stepping that up. The Russian Foreign Ministry has advised against

:05:58. > :06:01.tourists visiting Turkey, military cooperation between Ankara Moscow

:06:02. > :06:07.suspended for now, so clearly a grave situation here, but the hope

:06:08. > :06:12.that in the long term, this escalation can be averted by trying

:06:13. > :06:17.to focus both these countries on the greater threat, I suppose, of

:06:18. > :06:21.Islamic State. Are we any closer to understanding why Turkey took this

:06:22. > :06:27.section of shooting down the jet? It was on its territory, we hear, only

:06:28. > :06:31.17 seconds. It was very quick, the violation, as far as Turkey is

:06:32. > :06:37.concerned, they Moscow denies any violation. I think there are two

:06:38. > :06:52.reasons, firstly Turkey was frankly very irritated last month when there

:06:53. > :06:55.were Russian violations of its airspace, it warned Russia against

:06:56. > :06:57.that and had to escort a Russian jet out of Turkish airspace last month,

:06:58. > :06:59.so said this was coming, and Russia defied and ignore the warnings.

:07:00. > :07:03.Secondly, Turkey feels the Turkmen, the ethnic Turk minority in Syria

:07:04. > :07:08.fighting against Assad's regime, Turkey feels closely linked to that,

:07:09. > :07:10.they have been targeted by Russian air strikes recently, fled to the

:07:11. > :07:14.Turkish border, Turkey feels a strong ethnic link with them and

:07:15. > :07:20.feels the need to step in and try to defend them. The question now is how

:07:21. > :07:27.Moscow will respond. All eyes are on the grand chess master the Kremlin

:07:28. > :07:30.to see his next move. French President Francois Hollande

:07:31. > :07:34.has held a joint news conference with German Chancellor Angela Merkel

:07:35. > :07:37.talking about how to combat the Islamic State group following the

:07:38. > :07:42.Paris attacks, but they have also spoken about this incident, the

:07:43. > :07:47.shooting down of the Russian jet. Let's tell you what Francois

:07:48. > :07:54.Hollande said. He said "we must all work to ensure the situation

:07:55. > :07:57.de-escalates". They are keen like other countries to enter the

:08:17. > :08:20.Eight US military investigation into an American air strike on a hospital

:08:21. > :08:26.in Afghanistan has found it was caused by human error, procedure

:08:27. > :08:31.failures and technical faults. The strike Englanders killed at least 30

:08:32. > :08:39.people. It was described as a war crime -- England as province. Forces

:08:40. > :08:44.in Afghanistan said the tragedy was avoidable. The report determined the

:08:45. > :08:50.US strike upon the hospital in Afghanistan was a direct result of

:08:55. > :09:01.directly involved in this incident did not know the targeted compound

:09:02. > :09:05.was the MSF trauma centre. The medical facility was misidentified

:09:06. > :09:08.as a target by US personnel who believed they were striking a

:09:09. > :09:13.different building several hundred meters away where there were reports

:09:14. > :09:17.of combatants. The report also determined that the personnel who

:09:18. > :09:21.requested the strike and those who executed it from the air did not

:09:22. > :09:27.undertake the appropriate measures to verify that the facility was a

:09:28. > :09:32.legitimate military target. General John Campbell. Barbara Kurt Ashya is

:09:33. > :09:37.in Washington and told us what measures the US will take to avoid a

:09:38. > :09:44.repeat of something like this. General Campbell stressing he had

:09:45. > :09:48.taken steps to make immediate changes to ensure these failures

:09:49. > :09:54.would not happen again. We got a bit of detail about that. For example

:09:55. > :09:57.this involves reviewing their targeting process, ensuring

:09:58. > :10:01.everybody is trained in the targeting process, and looking at

:10:02. > :10:04.the development and use of no strike lists, lists of buildings that

:10:05. > :10:10.shouldn't be struck because they should be protected for whatever

:10:11. > :10:13.reason, safe zones. But the catalogue of errors he described, a

:10:14. > :10:17.perfect storm of errors, was such that I think the action taken by the

:10:18. > :10:22.US military will have that I think the action taken by the

:10:23. > :10:27.this couldn't happen again, because it was a really tragic and awful

:10:28. > :10:33.mistake. Brussels is emerging from four days

:10:34. > :10:36.of lockdown. Schools and Metro stations are reopening. For four

:10:37. > :10:39.days there were closed with fears of a Paris style attack imminent. The

:10:40. > :10:43.city is still on high alert with armed police expected on the streets

:11:03. > :11:08.attacks serious and imminent. There were mixed emotions when people

:11:09. > :11:15.arrived at this city Centre Station. Does it feel like things are back to

:11:16. > :11:19.normal? Identity so, we are still really scared. Today is good, there

:11:20. > :11:23.were a lot of people in the street so it is better. You are not scared?

:12:37. > :12:41.He is described as Paris two days before the attacks.

:12:42. > :12:45.dangerous. We have to find out as soon as possible these terrorists,

:12:46. > :12:54.these people who are putting fear in the minds of whole populations. And

:12:55. > :12:57.is working life resumes here, people are uncomfortably aware that there

:12:58. > :13:05.will be others still seeking to attack at random.

:13:06. > :13:09.Let's take you through some of the day's avenues. So-called Islamic

:15:54. > :16:00.concerns, do we know to what extent those have affected the schedule

:16:01. > :16:05.planned? Well, security is very, very tight. We have been asking this

:16:06. > :16:09.question because this city has been rocked with attacks especially from

:16:10. > :16:15.militant groups in the past, and so roads have been closed because of

:16:16. > :16:18.the Pope's visit, and indeed the government declared on Thursday,

:16:19. > :16:22.tomorrow, and national holiday, so people will stay at home, and I

:16:23. > :16:27.believe this is to ease traffic so he can move around more freely. He

:16:28. > :16:32.will go to Uganda after his visit to Kenny, that is on Friday, then to

:16:33. > :16:36.the Central African Republic, and despair that there have been

:16:37. > :16:42.concerns for security raised, given the situation on the ground. And,

:17:48. > :17:50.and the Noi State police determined all those cartridge cases were fired

:17:51. > :17:54.from Officer van Dyck's weapon. Jason van Dijk appeared in court

:17:55. > :17:57.yesterday charged with first-degree murder, and the -- camp footage was

:17:58. > :18:04.released under orders from the judge short time later. I understand

:18:05. > :18:09.people will be upset and want to protest when they see this video.

:18:10. > :18:13.But I would like to echo the comments of the MacDonald family.

:18:14. > :18:19.They have asked for calm and for those who choose to speak out to do

:19:11. > :19:14.the ongoing situation with neighbour Ukraine is causing tensions again

:19:15. > :19:19.between Kiev and Moscow. Ukraine has announced a ban on Russian aircraft

:19:20. > :19:24.from its airspace. This is as Moscow says it. Natural gas deliveries to

:19:25. > :19:28.Ukraine. Over the weekend unknown individuals blew up four electricity

:19:29. > :19:35.pylons in southern Ukraine cutting off supply to Crimea which Russia

:19:36. > :19:38.annexed last year. Stern census report.

:19:39. > :19:44.This is one of the electrical pylons blown up in the early morning hours

:19:45. > :19:47.over the weekend. No one has taken credit for this but they also

:19:48. > :19:53.brought down two of the pylons in this field and one more in another

:19:54. > :19:58.location. You can see the lines stretching along the field

:19:59. > :20:03.ultimately to the south and into Crimea off in the distance. These

:20:04. > :20:07.are the only sources of power, these four lines, for the Crimean

:20:08. > :20:11.peninsula, so when they came down the entire peninsula was plunged

:20:12. > :20:16.into darkness. Schools have been closed until the end of the month, a

:20:17. > :20:22.state of emergency has been declared. Repair work on one of the

:20:23. > :20:26.pylons has begun. Maintenance workers rebuilt it and as we speak

:20:27. > :20:30.they are preparing to raise the electrical lines. The Organisation

:20:31. > :20:36.for Security and Co-Operation in Europe is here monitoring this

:20:37. > :20:40.process. I am an observer with the special monitoring mission to

:20:41. > :20:43.Ukraine and what I am looking at right now is the restoration of the

:20:44. > :20:47.electric power lines. The work seems to be progressing but we don't know

:20:48. > :20:55.when electricity will be turned back on. The other three pylons, it is

:20:56. > :21:00.not clear. You can see this is occupied, this tent, by Crimean

:21:01. > :21:04.Tartar activists blocking the work here, and at the other location,

:21:05. > :21:09.more activists are not allowing workers to get close. But as you can

:21:10. > :21:13.see it is also a modest presence, the Crimean Tatas are just a

:21:14. > :21:16.handful, so there seems to be an understanding between the government

:21:17. > :21:23.and protesters that the workers will not try to begin repair work on the

:21:24. > :21:27.remaining pylons and restoring full electricity to Crimea.

:23:20. > :23:24.lively, strongest El Nino s since 1950, so a strong effect of that. It

:23:25. > :23:29.is estimated to be 15 or 20% of the impact on the temperature rise this

:23:30. > :23:34.year, so it is considerable, but it is not just this year but next year

:23:35. > :23:37.as well, so they expect 2016 male Serbia record year because of this

:23:38. > :23:54.continuing effect which will continue through the first half of

:23:55. > :23:56.the year. It will give people a lot to talk about in the climate

:24:11. > :24:13.so there isn't much to play with. So they are saying to politicians,

:24:14. > :24:17.these are the scientific facts as we see them, it is up to craft a policy

:24:18. > :24:21.to make sure we don't go beyond two degrees. Individuals and

:24:22. > :24:26.corporations will say we are doing so much to reduce emissions, carbon

:24:27. > :24:30.neutrality, solar panels, who isn't doing enough, what needs to change

:24:31. > :24:35.to really start to make a difference stop yellow huge factors are at play

:24:36. > :24:40.here, a huge number of countries rely on cold which is very carbon

:24:41. > :24:44.intensive, India and Asia are increasing coal stations and the

:24:45. > :24:48.Philippines will build 23 new ones by 2020. Many countries in the world

:24:49. > :24:54.want to industrialise which are aware of the climate problem but

:24:55. > :24:57.want to get people out of poverty. The government thinks that is the

:24:58. > :25:00.priority, so it is squaring that circle. They want to develop and

:25:01. > :25:05.have a right to develop that the Western world want them do doing it

:25:06. > :25:09.without fossil fuels. That is the not they will try to crack. Thank

:25:41. > :25:45.called military authorities in Moscow and expressed their readiness

:25:46. > :25:48.for corporation. We heard a little earlier and audio recording in which

:25:49. > :25:52.the Russian plane was asked to change course immediately before it

:25:53. > :25:56.was downed near the Syrian border, but it sounds today like Turkey is

:25:57. > :25:59.trying to calm down the rhetoric little after the shooting down of
