:04:28. > :04:29.The parents of the victim campaigned against his release and believe
:04:30. > :04:31.he should have been punished more severely.

:04:51. > :04:54.Since then new laws have been brought in and many believe that not
:04:55. > :05:01.The BBC's South Asia Editor is Joanna Jolly.
:05:02. > :05:04.She told me more about the release of the juvenile, now aged 20,
:05:05. > :05:09.who was found guilty of rape and murder.
:05:10. > :05:15.There are five men who were convicted of the Delhi rape, but
:05:16. > :05:19.this man was only a few months short of his 18th birthday when the crime
:05:20. > :05:25.took place and because of that even though he took part in the crime and
:05:26. > :05:29.it was very brutal, the rape and the murder, he has been sentenced to
:05:30. > :05:32.three years in a juvenile detention centre and those three years are up
:05:33. > :05:38.and he is set to be freed and start a new life. The other four men who
:05:39. > :05:47.have been convicted are appealing their sentences and they have a
:05:48. > :05:53.harsher sentence. What other reaction has there been to this
:05:54. > :05:58.release? It has sparked a debate in India as to whether the juvenile law
:05:59. > :06:02.should be changed. Under 18 you are tried as a juvenile, many are
:06:03. > :06:08.calling for this to be changed to 16 so those years between 16 and 18 for
:06:09. > :06:12.very serious crimes are tried as adults. There is a law at the moment
:06:13. > :06:16.that is being introduced in Parliament but has become stuck
:06:17. > :06:20.there, many MPs are saying they do think the law should be changed in
:06:21. > :06:24.light of this particular case. We were both in India at the time of
:06:25. > :06:28.the rape and I remember a huge debate about strengthening the law
:06:29. > :06:32.is about making sure people come forward if they have been raped,
:06:33. > :06:37.stricter laws on sexual offenders, what has changed? The laws have
:06:38. > :06:41.changed, there are amendments to the laws and they are much stricter, but
:06:42. > :06:45.they are not always being implemented. The changes have not
:06:46. > :06:49.made that much difference on the ground. If you are a rape victim and
:06:50. > :06:53.you complain to the police, sometimes the police will not take
:06:54. > :06:56.it seriously and you may be subjected to accumulating medical
:06:57. > :07:01.exam. When it comes to court you may not get much protection, they may
:07:02. > :07:05.not put a screen up between you and the defendant. You may not be
:07:06. > :07:09.protected in ways you would hope to be protected. This has deterred many
:07:10. > :07:14.rape victims from coming forward and speaking about their crime. Since
:07:15. > :07:19.the Delhi rape, many more people are reporting that they have been raped,
:07:20. > :07:23.but other activists feel this is just the tip of the iceberg and
:07:24. > :07:24.there is much more sexual crime in India that still goes unreported.
:07:25. > :07:28.Samir Qantar, a leading figure of the Lebanese group Hezbollah,
