:01:18. > :01:20.watchdog says Iran has put in place all the measures outlined

:01:21. > :01:22.in the agreement on its nuclear programme.

:01:23. > :01:25.The formal announcement is due any minute now.

:01:26. > :01:29.This is the scene live at the press centre where the European Union's

:01:30. > :01:32.foreign policy representative and the head of the International

:01:33. > :01:37.Atomic Energy Agency are expected to deliver a joint statement.

:01:38. > :01:41.The announcement from the IAEA effectively opens the way

:01:42. > :01:45.for the lifting of international sanctions on Tehran.

:01:46. > :01:47.Let's go live now to our correspondents -

:01:48. > :01:54.Barbara Plett Usher in Washington and in Kasra Naji in Vienna.

:01:55. > :02:03.Barbara, to you first. Dramatic day of events in Tehran and Washington

:02:04. > :02:04.and Vienna, too. What are you of events in Tehran and Washington

:02:05. > :02:10.and Vienna, too. What are you hearing there? Well, I think the

:02:11. > :02:16.expectation now is that the announcement is going to be made

:02:17. > :02:23.imminently. The IAEA report is the trigger for all of this to happen.

:02:24. > :02:29.Once the UN, the IAEA has confirmed Iran has met its obligations under

:02:30. > :02:33.the deal, factions can be lifted. We have been told that can happen

:02:34. > :02:36.straightaway because they have done the sanctions paperwork months ago

:02:37. > :02:43.to come into affect 1's this announcement was made. Once it is

:02:44. > :02:49.made, you will see quickly, statements and steps being taken to

:02:50. > :02:56.lift sanctions by the European Union and by the US and by the UN. This is

:02:57. > :03:02.the result of two years of hard work. Tell us what the situation is

:03:03. > :03:09.where you are in BNR. There has been a day of delays, hasn't there?

:03:10. > :03:17.Absolutely. Nearly 12 hours of delay, to be exact. We expected a

:03:18. > :03:24.statement from Iran's Foreign Minister Javad Zarif and EU foreign

:03:25. > :03:28.policy chief. Now we are told they are going to be here any moment now.

:03:29. > :03:35.We're at the press centre of the IAEA in Vienna. We expect them to

:03:36. > :03:38.issue a joint statement here and in that statement, they are going to

:03:39. > :03:44.say that the agreement that they were breached in Vienna some six

:03:45. > :03:48.months ago, it is going to go into effect and they will announce the

:03:49. > :03:52.lifting of international sanctions against Iran. Very important step

:03:53. > :04:00.for Iran and for the international community. How interrelated is the

:04:01. > :04:05.prisoner deal announced by Washington and Iran and this

:04:06. > :04:15.statement by the IAEA on the hopeful lifting of sanctions? It is

:04:16. > :04:18.difficult to say. My reading of the situation is that the issue of

:04:19. > :04:28.swapping the prisoners between Iran and America complicated negotiations

:04:29. > :04:33.today, particularly given the different, the time difference

:04:34. > :04:37.between Iran and the US, because in the US, there was going to be

:04:38. > :04:41.release of prisoners more less at the same time, it was too early in

:04:42. > :04:48.the morning, maybe that took a long time to do. But, nevertheless, it

:04:49. > :04:52.has been done. Iranians have released five prisoners, Iranian

:04:53. > :04:57.Americans who were in jail in Iran and in the US, some seven prisoners

:04:58. > :05:02.have been released and 14 others who have been under investigation by the

:05:03. > :05:10.judiciary in the US, the US has decided to drop that and ends that

:05:11. > :05:16.investigation for those 14 people. On the whole, it's complicated the

:05:17. > :05:20.issues here. But nevertheless, we have reached where we were supposed

:05:21. > :05:26.to reach this morning and any moment now, Mr Zarif will be here

:05:27. > :05:31.announcing the lifting of the sanctions. I know you have been

:05:32. > :05:41.following this story for quite some time now. Can you explain just how

:05:42. > :05:46.historic moment this is? It really is. We are talking about years and

:05:47. > :05:53.years of negotiations. Negotiations to resolve the

:05:54. > :05:56.crisis. It is not just two years, it really started in 2003. It is 12

:05:57. > :06:03.years, 13 years so far. In two years, it sort of built up

:06:04. > :06:06.momentum and it reached the two sides reached the agreement some six

:06:07. > :06:11.months ago and that agreement is coming into effect today in a few

:06:12. > :06:17.minutes from now. It is important for Iran, it means that Iran is

:06:18. > :06:22.coming out of the cold. It means that the sanctions have been lifted.

:06:23. > :06:31.It means that their threat of war over Iran's nuclear programme has

:06:32. > :06:35.receded, there is no threat of that at the moment. Iran can join the

:06:36. > :06:41.international community as an active member of the international

:06:42. > :06:44.community. Iran can begin to have normal trade and economic relations

:06:45. > :06:52.with the outside world. And for the outside world, don't forget, only

:06:53. > :06:55.just six, seven, eight months ago, we were talking about the fact that

:06:56. > :06:59.if the two sides don't reach an agreement, the alternative would be

:07:00. > :07:05.an attack on Iran's nuclear facilities. We were talking about

:07:06. > :07:05.possibly a war involving the whole region. So, that war has been

:07:06. > :07:15.averted, as far as the international community has -- is concerned. Iran

:07:16. > :07:24.is a big market, it is economically important, it has

:07:25. > :07:30.outside and Iran's relations in terms of the economic relations,

:07:31. > :07:36.terms of financial relations, they are back to normal. Iran can have a

:07:37. > :07:44.decent, normal banking relations with the outside world, the lifting

:07:45. > :07:49.of oil sanctions will mean that Iran will be exporting more oil. In fact,

:07:50. > :07:55.the reports we are getting is that immediately, Iran can put another

:07:56. > :07:59.200 or 300,000 barrels of oil a day in the market, given the fact that

:08:00. > :08:02.the market is very weak at the moment, and it will have an impact

:08:03. > :08:07.on the price of oil in the world economy. It is a very important day,

:08:08. > :08:15.generally speaking, not only for Iran, but for the outside world,

:08:16. > :08:20.too. Barbara, an important day in Iran and is seen very positively.

:08:21. > :08:26.How is it being seen in Washington where you are? Well, it is an

:08:27. > :08:31.important day for Iranian and US relations. After more than 35 years

:08:32. > :08:34.of 30 and anonymity, both countries have taken the lead in international

:09:18. > :09:23.Republican-dominated Congress so it is an achievement for them. There is

:09:24. > :09:30.real concern and criticism about this deal in Congress, the feeling

:09:31. > :09:34.that it does only postpones the development of the nuclear weapons,

:09:35. > :09:39.it doesn't dismantle the nuclear programme of Iran. They feel if Iran

:09:40. > :09:43.gets sanctions relieved, they feel it will get them to fund further

:09:44. > :09:47.nefarious activities in the region. Obama only really has one more year

:09:48. > :09:51.in office to make this stick, mindful that there will be another

:09:52. > :09:56.Administration coming in after him, possibly a republic -- a Republican

:09:57. > :10:01.administration. They are hoping this will be a successful deal and there

:10:02. > :10:07.will also be strong international support for it which another

:10:08. > :10:10.presidency would not go against. Barbara, back to the prisoner deal.

:10:11. > :10:18.We are expecting this prisoner release to happen any moment. Who

:10:19. > :10:25.has done the most? Who has done best out of this deal? Well, that is a

:10:26. > :10:29.difficult question to answer because people with different views of it

:10:30. > :10:34.will have different ideas. But the issue of the American prisoners in

:10:35. > :10:38.Iran has been a real irritant in nations and it is something the

:10:39. > :10:45.administration has been trying to solve for quite a long time. Now

:10:46. > :10:48.that they have done so, they will call it a political achievement. But

:10:49. > :10:53.they will also be criticised for making an exchange. Thank you very

:11:34. > :11:38.your work and your presence. Today, we have achieved implementation day

:11:39. > :11:45.of the joint comprehensive plan of action. Ever since adoption Day, we

:12:39. > :12:42.Federal Republic of Germany, Russian Federation, United Kingdom of Great

:12:43. > :12:45.Britain and Northern Ireland, and the United States of America and

:12:46. > :12:52.Iran will also copper break in the field of peaceful nuclear injury --

:12:53. > :12:59.energy in the field of the GC POA. UN sanctions related to Iran's

:13:00. > :13:06.nuclear programme are lifted. United Nations Security Council resolution

:13:07. > :13:10.2231 of 2015, which endorsed the GC POA, will from now onwards, together

:13:11. > :13:15.with the Treaty of the nonproliferation of nuclear weapons,

:13:16. > :13:23.be the sole international legal framework related to Iran's nuclear

:13:24. > :13:36.activities, permeating provisions of resolutions 1696 of 2006, 173 of

:13:37. > :13:44.2007, 1747 of 2007, 1803 of 2008, 1835 of 2008, 1929 of 2010, and to

:13:45. > :13:47.two to four of 2015. The European Union has confirmed that the legal

:13:48. > :13:52.framework providing for the lifting of its nuclear related economic and

:13:53. > :13:58.financial sanctions is effective. The United States today is seizing

:13:59. > :14:01.the application of its nuclear rated statutory stanchions on Iran,

:14:02. > :14:07.including terminating relevant executive orders and licensing of

:14:08. > :14:13.certain activities, as specified in the GC POA. The European Union and

:14:14. > :14:18.the United States have issued relevant guidelines on the details

:14:19. > :14:21.of sanctions which have been lifted, bust facilitating international

:14:22. > :14:30.engagement in Iran's economic development. As -- we will continue

:14:31. > :14:34.to thoroughly monitor and oversee the full and effective

:14:35. > :14:41.implementation of the GC POA exactly as agreed on the 14th of July 2015

:14:42. > :14:46.through the joint commission consisting of the e-3 plus three and

:14:47. > :14:52.Iran and coordinated by the high representative of the union for

:14:53. > :14:55.foreign affairs and Security policy. The IAEA is entrusted with aerosol

:14:56. > :15:03.34 the monitoring and verification of the GC POA as well as of Iran's

:15:04. > :15:08.obligation for nonproliferation Treaty and the safeguarding of

:15:09. > :15:14.treaties. We would like to use this opportunity to thank the Austrian

:15:15. > :15:17.government for the hospitality and all those countries that supported

:15:18. > :15:26.the negotiation process and helped to implement some of the commitments

:15:27. > :15:28.under the GC POA. We also wish to express our appreciation to all of

:15:29. > :15:36.those who led this negotiation on behalf of the Islamic Republic of

:15:37. > :15:43.Iran and the e-3 EU plus three since 2003. All sides remain thirdly

:15:44. > :15:50.convinced that this historic deal is both strong and fair and that it

:15:51. > :15:56.meets the requirements of all. It's proper in the mentation will be a

:15:57. > :15:59.key contribution to improved regional and international peace,

:16:00. > :16:06.stability and security. This achievement clearly demonstrates

:16:07. > :16:09.that with political will, perseverance and through

:20:00. > :20:00.blocks along the way. Oh, many. Both the nature of these negotiations

:20:01. > :20:10.which involves several different countries with several complete

:20:11. > :20:13.different national interests, security priorities, it

:20:14. > :20:16.very, very tough, but also the nature of the talks

:20:17. > :20:21.nuclear facilities, how complicated and technical they are because of

:20:22. > :20:35.the whole itself is very, very complex. Also,

:20:36. > :20:46.there were issues deal, some Arab countries were

:20:47. > :20:53.today we see this happening is today we see this happening is

:20:54. > :20:58.almost a miracle. Barbara, if we cross to use their in Washington,

:20:59. > :21:04.will every sanction be lifted or are there some that point be lifted?

:21:05. > :21:09.Only sanctions that are related to Iran's nuclear programme. We have

:21:10. > :21:12.just heard in the last five or ten minutes that Secretary Kerry has

:21:13. > :21:16.issued a statement saying that he has terrified that the IAEA have

:21:17. > :21:23.confirmed that Iran has met its nuclear steps and therefore the fact

:21:24. > :21:25.-- the sanctions are lifted. The paper work was done beforehand so

:21:26. > :21:29.they are technically lifted now. This will involve Rugeley second

:21:30. > :21:35.party sanctions. They affect companies and banks outside of

:21:36. > :21:38.America. They sanction companies and banks outside of America that do

:21:39. > :21:43.business with Iran, that is no longer the case so it will open the

:21:44. > :21:50.doors for countries not to worry about American penalties if they do

:21:51. > :21:54.with Iran. US businesses will be allowed to import a certain number

:21:55. > :22:00.of things like foodstuffs for example. They will be allowed to

:22:01. > :22:04.sell aviation equipment, including commercial air rise to Iran but that

:22:05. > :22:09.is kind of the essence of what they will be able to do. The biggest

:22:10. > :22:11.impact will be the effect on US restrictions related to other

:22:12. > :22:19.countries and foreign banks that sort of thing. We are looking to a

:22:20. > :22:26.US election. Other concerns that the progress made could be halted when a

:22:27. > :22:29.new president, then? There is political uncertainty around this

:22:30. > :22:36.agreement because it was done, and it is not unusual, done by executive

:22:37. > :22:41.order, which was a presidential act, and it wasn't confirmed by from

:22:42. > :22:51.grace. There is a lot of Congress opposition to this. There is the

:22:52. > :22:56.question in a year's time, if it is the Republican presidency, would

:22:57. > :23:00.these steps be reversed? What the administration has argued is that

:23:01. > :23:06.the effects, the results of the mentation, they are hoping it will

:23:07. > :23:09.be positive and create a momentum of their own, and also the strong

:23:10. > :23:13.international support for this agreement. It was done not just

:24:00. > :24:04.he was elected, he would lift sanctions and strike a deal with the

:24:05. > :24:08.world powers. The Iranian people have been up and glued to the

:24:09. > :24:15.screens, as far as we know BBC Persia. They have been following the

:24:16. > :24:20.story very closely. Their reactions on social media is very positive. Of

:24:21. > :24:29.course it is very important day for the rainy and economy. -- the

:24:30. > :24:37.Iranian economy. What actually will happen tomorrow on the streets in

:24:38. > :24:45.Iran? It does give a high rise of hope for the Iranian nation in the

:24:46. > :24:48.media to long term. The -- the economic situation of the country

:24:49. > :24:53.will improve and so will the livelihood of the people. Thank you
