:00:00. > :00:00.This is BBC World News Today, broadcasting in the UK

:00:07. > :00:16.A massive car bomb has hit the main square of the Turkish capital,

:00:17. > :00:20.Ankara, killing 34 people and wounding many more.

:00:21. > :00:23.The Turkish government bans access to Facebook and other sites

:00:24. > :00:28.to prevent images of the attack being shared on social media.

:00:29. > :00:31.In Ivory Coast, there's been shootings at a resort popular

:00:32. > :00:35.with tourists, with at least 16 people killed.

:00:36. > :00:40.Al-Qaeda in the Islamic Maghreb says it carried out the attack.

:00:41. > :00:43.They killed a child, despite him kneeling

:00:44. > :00:50.I swear, I heard them shouting "Allahu Akbar."

:00:51. > :00:56.Exit polls in regional elections in Germany suggest heavy losses

:00:57. > :00:59.for Chancellor Merkel's ruling Christian Democrats and major gains

:01:00. > :01:10.And the family cat who has helped a little girl with autism start

:01:11. > :01:29.The Turkish government has accused Kurdish militants of being behind

:01:30. > :01:33.a deadly car bomb attack in the capital Ankara

:01:34. > :01:39.in which at least 34 people have been killed.

:01:40. > :01:47.In the past few minutes, the Turkish Health Minister has

:01:48. > :01:49.announced that at least one or two of the dead

:01:50. > :01:52.The blast could be heard across the city,

:01:53. > :01:55.sending a huge plume of smoke into the air and setting vehicles

:01:56. > :01:57.on fire in the busy Kizilay district.

:01:58. > :02:00.As well as being a transport hub the area is also

:02:01. > :02:02.Rescue workers arrived at the scene quickly.

:02:03. > :02:05.At least 125 people have been injured, although that figure

:02:06. > :02:12.The blast happened at 6.40pm local time.

:02:13. > :02:13.Turkish Prime Minister, Ahmet Davutoglu, convened

:02:14. > :02:15.an emergency security meeting after the bombing.

:02:16. > :02:18.He has been receiving advice from security chiefs.

:02:19. > :02:19.Today's explosion comes with the country already

:02:20. > :02:26.An attack last month on a military convoy in Ankara killed 28 people.

:02:27. > :02:41.Panic as emergency crews respond to an explosion in the city centre.

:02:42. > :02:45.A car blew up near a bus stop, a bus destroyed, vehicles burnt out.

:02:46. > :02:47.The blast could be heard across the city.

:02:48. > :03:03.TRANSLATION: It came next to us, the second past. There was a lady near

:03:04. > :03:04.us and her seat catapulted. Something hit my forehead. A car

:03:05. > :03:08.exploded. Five or six people on board

:03:09. > :03:12.the bus died, I saw it. Something hit my forehead

:03:13. > :03:16.and my shoulder. Police sealed off

:03:17. > :03:21.the scene of the blast. With many already confirmed dead,

:03:22. > :03:26.the number killed is likely to rise. The explosion happened

:03:27. > :03:28.in the Kizilay district, there are government

:03:29. > :03:31.buildings nearby. Just two days ago, the US

:03:32. > :03:34.Embassy in Ankara warned Last month, 29 people died in a car

:03:35. > :03:42.bombing and a Kurdish militant In October, a double suicide bombing

:03:43. > :03:48.blamed on so called Islamic State Authorities are now investigating

:03:49. > :03:53.this latest attack. So far no group has

:03:54. > :03:55.claimed responsibility. Our Turkey correspondent Mark Lowen

:03:56. > :04:03.gave us this update from Istanbul. This looks like being a very

:04:04. > :04:06.serious attack in the heart As the casualties rise there will be

:04:07. > :04:13.questions as to who carried it out. Turkey faces multiple

:04:14. > :04:17.security threats. Three separate bomb blasts in Ankara

:04:18. > :04:21.over the last six months, one in October killed over 100

:04:22. > :04:25.people, blamed on so-called Islamic State and one last month

:04:26. > :04:29.close to the site of today's bomb blast that killed 30 people

:04:30. > :04:39.was blamed by the Turkish government on a Syrian Kurdish group

:04:40. > :04:41.but responsibility was claimed by separate Kurdish group, one based

:04:42. > :04:44.in Turkey although the Turkish Turkey is involved in the coalition

:04:45. > :04:47.against so-called Islamic State, it is fighting IS in Syria and Iraq,

:04:48. > :04:51.making it liable to attacks, and is fighting a renewed insurgency

:04:52. > :04:54.in south-eastern Turkey with PKK Kurdish militants, leaving it open

:04:55. > :04:56.to attacks by Kurdish This country for so long

:04:57. > :05:02.considered the stable corner of the Middle East, the West's vital

:05:03. > :05:07.ally in a volatile region. Today's attack, the third

:05:08. > :05:11.attack in six months, raises serious questions

:05:12. > :05:14.about the government's ability to maintain security in the heart

:05:15. > :05:17.of the capital and shows once again how dangerous a moment

:05:18. > :05:22.this country now faces. With me now is Ibrahim Dogus,

:05:23. > :05:34.director of the Centre for Turkey Thank you for joining us. No one has

:05:35. > :05:38.yet claimed responsibility for the attack, but where are the suspicions

:05:39. > :05:44.falling? Turkey has become very vulnerable to terrorist attacks over

:05:45. > :05:49.the last 15 months and a lot of that is to do with the Syrian policies

:05:50. > :05:56.and the Kurdish issue. Last month in Ankara there was an attack against a

:05:57. > :06:01.monetary convoy which was claimed by TAK, claiming they did the attack in

:06:02. > :06:09.retaliation for Turkish operations against militants in the Kurdish

:06:10. > :06:14.region of Turkey. Who is TAK? As far as we know it is a group that split

:06:15. > :06:17.from the PKK, the main Kurdish militant force in Turkey who have

:06:18. > :06:23.had negotiations with Turkish authorities. TAK claims the

:06:24. > :06:27.negotiations are not going to work for Turkish people and they say that

:06:28. > :06:32.the PKK is a very passive organisation. They are claiming to

:06:33. > :06:35.represent the desires and wishes of the Kurdish people. They are known

:06:36. > :06:43.to be using terrorist tactics and violence to reach out. Today's

:06:44. > :06:49.attack comes as Turkish authorities have launched a renewed offensive, a

:06:50. > :06:54.crackdown against the PKK party, the pro-Kurdish party. Turkey has

:06:55. > :07:00.changed its policy on Kurds over the last 15 months. There have been

:07:01. > :07:05.similar attacks against civilians in Turkey. The most recent one was in

:07:06. > :07:11.October in Ankara, which was blamed on Islamic State and prior to that,

:07:12. > :07:17.suicide attacks elsewhere which were blamed on Islamic State. If this

:07:18. > :07:21.attack was an attack against civilians, then we shouldn't rule

:07:22. > :07:25.out Islamic State's involvement yet but if it was aimed at military

:07:26. > :07:29.personnel, it is very likely to be carried out by TAK. The Turkish

:07:30. > :07:37.government was in serious negotiations with the Kurdish people

:07:38. > :07:40.and the PKK, indirectly through elected officials.

:07:41. > :07:45.Turkey plays an important role on the international political stage,

:07:46. > :07:47.it is part of the coalition against IS. I'm afraid we have to leave it

:07:48. > :07:51.there. Thank you for joining us. Huge but peaceful protests have been

:07:52. > :07:56.taking place in cities across Brazil to demand the resignation

:07:57. > :08:00.of President Dilma Rousseff. The opposition accuses Ms Rousseff

:08:01. > :08:04.of mishandling the economy and of involvement in a massive

:08:05. > :08:07.corruption scandal, which has also Tens of thousands of Islamists

:08:08. > :08:16.in Pakistan have held a rally in Karachi in protest

:08:17. > :08:20.at the execution last month of Mumtaz Qadri, a former bodyguard

:08:21. > :08:24.who killed a provincial governor for criticising the

:08:25. > :08:28.country's blasphemy laws. The head of the Conservative

:08:29. > :08:30.Jamaat-e-Islami party described Mr Qadri's death

:08:31. > :08:36.as judicial murder. A Palestinian teacher has won

:08:37. > :08:42.a prestigious education award worth a million dollars,

:08:43. > :08:44.described as the Nobel Prize The Varkey Foundation Global Teacher

:08:45. > :08:48.Prize was awarded in Dubai to Hanan Al-Hroub, who works

:08:49. > :08:50.at a school near Ramallah Ms Al-Hroub has developed a unique

:08:51. > :08:53.approach to teaching, using co-operative play

:08:54. > :09:02.to counter violent behaviour. The president of Ivory Coast,

:09:03. > :09:04.Alassane Ouattara, says 14 civilians and two soldiers

:09:05. > :09:07.were killed in a gun attack at a beach resort at

:09:08. > :09:11.Grand Bassam near Abidjan. The resort is popular

:09:12. > :09:13.with Western tourists. The government says six attackers

:09:14. > :09:16.were killed by security forces. An offshoot of the Islamist militant

:09:17. > :09:18.group al-Qaeda claimed The country's interior

:09:19. > :09:25.minister, Hamed Baka-yoko, went on television to announce

:09:26. > :09:40.the attack was over TRANSLATION: Three hotels in Grand

:09:41. > :09:47.Bassam, not far from Abidjan, were attacked early morning on Sunday the

:09:48. > :09:52.13th of March by armed men. The Ivorian defence and security forces

:09:53. > :09:58.intervened immediately. They were able to neutralise six terrorists.

:09:59. > :10:02.Searches are underway. A detailed report will be communicated in the

:10:03. > :10:04.next few hours. We ask people to stay calm.

:10:05. > :10:07.The gunmen targeted a holiday town with no history of terror attacks

:10:08. > :10:11.The BBC's Will Ross has this report.

:10:12. > :10:14.An eyewitness trapped in a hotel room films the confusion and terror

:10:15. > :10:22.People fleeing from the beach in search of safety.

:10:23. > :10:26.The sleepy resort of Grand Bassam has never witnessed

:10:27. > :10:31.One eyewitness said the gunmen were masked.

:10:32. > :10:39.They killed a child, despite him kneeling

:10:40. > :10:51.I swear I heard them shouting, "Allahu Akbar."

:10:52. > :10:55.The military are coming now, as you can see.

:10:56. > :10:57.The government appealed for calm as heavily-armed soldiers took

:10:58. > :11:05.They also helped drive people away from the scene to places

:11:06. > :11:11.Medical staff helped those injured, including some children.

:11:12. > :11:12.On the ground, evidence of the attackers.

:11:13. > :11:15.Other images, which are too graphic to show, are of bloodied bodies

:11:16. > :11:20.A BBC colleague at a different coastal resort spoke to people

:11:21. > :11:25.who had been relaxing in Grand Bassam when the gunmen struck.

:11:26. > :11:29.Friends who were there at different hotels have told me they heard

:11:30. > :11:33.the shooting, they heard big bang sounds.

:11:34. > :11:37.The army came in and swooped up quite a lot of people and put them

:11:38. > :11:44.My friend could not tell me where she was on the phone

:11:45. > :11:46.because the army said the terrorists could be listening.

:11:47. > :11:48.Although Ivory Coast has a history of political turmoil,

:11:49. > :11:59.this looks like yet another terror attack in the West African region.

:12:00. > :12:01.With me now is Will Ross, former BBC correspondent in west

:12:02. > :12:13.What's the latest on this? We have had a group called Al-Qaeda in the

:12:14. > :12:17.Islamic Maghreb saying they carried out the attack and another Al-Qaeda

:12:18. > :12:22.linked group have also said that it sent the gunmen to this resort. What

:12:23. > :12:28.is very clear is that this is of great concern, not just to Ivory

:12:29. > :12:31.Coast, which has never experienced anything like this before, but to

:12:32. > :12:38.the entire region because this is the third to mellow style attack

:12:39. > :12:44.since November in West Africa. Mali was targeted, its capital was

:12:45. > :12:50.targeted and we had Burkina Faso and 30 people were killed in this

:12:51. > :12:53.attack. There is a lot of concern about the movement of jihadists

:12:54. > :12:58.across the porous borders in the region. We have heard that

:12:59. > :13:03.authorities are using the phrase "Have neutralise" the attackers.

:13:04. > :13:09.They say that six of them were killed but we don't know if there

:13:10. > :13:10.were any more. We had a comment from the French president Francois

:13:11. > :13:16.Hollande calling it a cowardly attack and saying that France is

:13:17. > :13:23.going to bring in logistical support and intelligence and will intensify

:13:24. > :13:27.its fight with partners against terrorism. It is no coincidence that

:13:28. > :13:32.this is the third former French colony that has been targeted.

:13:33. > :13:36.France has huge interest in its former colonies, business interests

:13:37. > :13:40.in particular. France is playing a lead role when it comes to the

:13:41. > :13:46.military fight against Jihadist groups across West Africa and

:13:47. > :13:49.certainly the comments that have come from Jihadist groups in the

:13:50. > :13:53.past are that they are going to keep targeting them until they pull out

:13:54. > :13:58.the troops. The Ivory Coast became the base of the French fighting

:13:59. > :14:05.against IS in 2014, didn't it? It has other bases, in Chad but also in

:14:06. > :14:09.Mali, the French troops have played a key role in stopping the spread of

:14:10. > :14:14.the Jihadist insurgency that came down from the North. It was the

:14:15. > :14:18.French who led the attempt to stop the Jihadist is taking over even

:14:19. > :14:25.more territory. So they have really spread across the region and they

:14:26. > :14:28.are seeing this as a key priority. Francois Hollande says they are

:14:29. > :14:30.going to beef up the effort rather than being put off by such attacks.

:14:31. > :14:32.Thank you for joining us. Exit polls from state elections

:14:33. > :14:36.in Germany suggest the party of Chancellor Angela Merkel,

:14:37. > :14:38.the conservative Christian Democratic Union, has

:14:39. > :14:42.suffered significant losses. The votes have been seen as a test

:14:43. > :14:46.of Mrs Merkel's refugee policy. The anti-immigration

:14:47. > :14:50.Alternative for Germany party, the AfD, looks poised to enter three

:14:51. > :14:56.regional parliaments, and could surpass the 20%

:14:57. > :14:58.mark in the eastern The exit polls also suggest

:14:59. > :15:03.that the Green Party is on track The AFD has demanded that

:15:04. > :15:10.Germany closes its borders. Mrs Merkel has said the AfD stokes

:15:11. > :15:15.up prejudice and division. Stay with us on BBC

:15:16. > :15:18.World News, still to come. The family cat who has helped

:15:19. > :15:38.a little girl with autism start The numbers of dead and wounded

:15:39. > :15:45.defied belief. This worst terrorist atrocity on European soil in modern

:15:46. > :15:48.times. In this than 24 hours, the Soviet Union lost an elderly Sikh

:15:49. > :15:56.leader and replaced him with a dynamic figure 20 years his junior.

:15:57. > :16:05.We hope these gunshots. We were petrified. James Earl Ray, aged 41,

:16:06. > :16:12.sentenced to 99 years, due for parole when he is 90, travelling to

:16:13. > :16:17.Nashville State prison in a convoy. Paul, what does it feel like to be

:16:18. > :16:22.married at last? Fine, thank you. Is it going to change or life? I don't

:16:23. > :16:34.know, I've never been married before!

:16:35. > :16:41.A massive car bomb has hit the main square of the Turkish capital,

:16:42. > :16:43.Ankara, killing 34 people and wounding many more.

:16:44. > :16:46.In Ivory Coast there's been shootings at a resort popular

:16:47. > :16:52.with tourists, with at least 16 people killed.

:16:53. > :16:57.Al Qaeda in the Islamic Maghreb says it carried out the attack.

:16:58. > :17:02.The German pilot who deliberately crashed an airliner

:17:03. > :17:07.into the French Alps last year killing all 150 people on board

:17:08. > :17:09.had been told by his doctor two weeks before the tragedy

:17:10. > :17:10.that he needed treatment

:17:11. > :17:15.Andreas Lubitz, who had a history of severe depression,

:17:16. > :17:19.never told airline bosses of his doctor's recommendation.

:17:20. > :17:22.The final report by French investigators into the tragedy

:17:23. > :17:24.says there must be "clearer rules" on the lifting

:17:25. > :17:37.Every life that ended here began with one locked door.

:17:38. > :17:39.The last deadly claim of privacy for a man in the grip

:17:40. > :17:44.After locking his fellow pilot out of the cockpit,

:17:45. > :17:47.Andreas Lubitz aimed the plane he was flying directly into a remote

:17:48. > :17:53.part of the French Alps, killing all 150 people on board.

:17:54. > :17:57.In the face of all that can't be changed, investigators today focused

:17:58. > :18:10.TRANSLATION: Our first recommendation is a balance

:18:11. > :18:13.between medical secrets, confidentiality, and public safety.

:18:14. > :18:17.We want clear rules to require health care providers to inform

:18:18. > :18:19.the authorities when a specific patient's health is very likely

:18:20. > :18:26.Andreas Lubitz had battled depression for years and had seen

:18:27. > :18:29.several psychiatric doctors in the weeks before the crash,

:18:30. > :18:34.one of whom recommended he be treated in a psychiatric hospital,

:18:35. > :18:39.information that was not passed to his employer.

:18:40. > :18:43.By the time Mr Lubitz sat behind the controls a year ago,

:18:44. > :18:48.The cockpit voice recorder registered only his level breathing

:18:49. > :18:56.Doors that had been strengthened in the wake of 9/11

:18:57. > :18:59.against hijacking by passengers now proved fatal when the threat

:19:00. > :19:07.To this, investigators said there was no easy answer.

:19:08. > :19:09.Relatives of those who died have expressed their disappointment

:19:10. > :19:17.Almost everybody, completely unsatisfied with the answers that

:19:18. > :19:26.Most of the people who were present didn't understand the reasons given

:19:27. > :19:35.A year ago, one young co-pilot spread pain across Europe.

:19:36. > :19:39.The question of who could have stopped him will haunt it for a long

:19:40. > :19:51.FA Cup football to come but we start with rugby union because England

:19:52. > :19:56.Scotland beat France by 29-18 in Edinburgh

:19:57. > :19:59.which means England have an unassailable lead at the top

:20:00. > :20:06.It was Scotland's first win over France in a decade.

:20:07. > :20:09.So, a good day for Scotland and a great day for England,

:20:10. > :20:11.crowned Six Nations champions for the first time since 2011

:20:12. > :20:13.and just four months after Eddie Jones was

:20:14. > :20:18.Here's conformation, with two points for a win,

:20:19. > :20:20.England can't be caught at the top of the table.

:20:21. > :20:22.They will head to Paris next Saturday night looking

:20:23. > :20:26.Our reporter Sonja McLaughlin has caught up with the England coach

:20:27. > :20:28.and asked him, now with the Championship assured,

:20:29. > :20:39.whether he thinks they can make it a clean sweep.

:20:40. > :20:41.If we prepare well then we can do the business.

:20:42. > :20:45.France are always going to be a difficult side and they showed

:20:46. > :20:48.at times today that they can play some sublime rugby.

:20:49. > :20:51.Other times it isn't so we have to make sure they don't have too

:20:52. > :20:57.You just said that you were talking to Dylan and what did you come up

:20:58. > :20:58.with? We have our normal squad meeting

:20:59. > :21:01.after dinner and we might go down to the bar and have

:21:02. > :21:13.a couple of beers. Football

:21:14. > :21:15.now and after winning the last two FA Cups, Arsenal have been dumped

:21:16. > :21:17.out of the competition, beaten 2-1 by Watford

:21:18. > :21:19.at the Emirates. It was a thrilling quarter-final,

:21:20. > :21:21.with Watford taking This strike by Odion Igahlo

:21:22. > :21:26.putting them ahead. scored this absolute screamer

:21:27. > :21:29.to double their advantage. Danny Welbeck got one back

:21:30. > :21:31.for Arsenal, but it's Watford We felt that our performance

:21:32. > :21:35.deserved a victory but let's give credit to Watford for

:21:36. > :21:38.the chances that they took. Maybe we've made one or two

:21:39. > :21:41.mistakes defensively. Overall, we put in

:21:42. > :21:44.a decent performance. Our run comes to an end,

:21:45. > :21:47.it is very sad. We had a chance to equalise

:21:48. > :22:02.in the last minute. will need a replay to decide

:22:03. > :22:06.the last FA Cup semi-final spot minutes, a magnificent free-kick

:22:07. > :22:15.from Dimitri Payet looked put West Ham on course

:22:16. > :22:18.for a semi-final at Wembley. But Manchester United keep

:22:19. > :22:20.pushing for an equaliser and Anthony Martial provided

:22:21. > :22:34.it for the home side It was a fantastic match between two

:22:35. > :22:41.good sides. And I'm very happy that my players could show their spirit

:22:42. > :22:46.again, especially after a very nasty week, where we lost against West
