:01:02. > :01:05.We are taking you straight to Cuba where President Obama has arrived on

:01:06. > :01:09.what is being termed an historic visit, the first to the island by a

:01:10. > :01:15.sitting President for nearly 90 years. He'll be there for two days

:01:16. > :01:21.and will meet President Raul Castro where the pair will discuss trade

:01:22. > :01:25.and political reform. Well, Dr Helen Yaffi is economic history fellow at

:01:26. > :01:29.the London School of Economics and the author of Che Guevara; the

:01:30. > :01:34.Economics of the Revolution. Welcome. You and I were watching the

:01:35. > :01:39.arrival of the first family of the United States arriving en mass OK on

:01:40. > :01:44.the tarmac in Havana just about 15 minutes ago now. The term historic

:01:45. > :01:49.is often overused by us journalists, we are horribly guilty of it but in

:01:50. > :01:54.this instance it's justified? Absolutely. If you think these are

:01:55. > :02:00.two countries who brought the world to the brink of a nuclear war in

:02:01. > :02:04.1962 and who would have thought this just a few years ago when the

:02:05. > :02:09.relationship between the countries seemed to be at crisis point. So

:02:10. > :02:15.yes, since the announcement in December 2014 that the countries had

:02:16. > :02:22.re-established diplomatic relations, and that was the result of 18 months

:02:23. > :02:27.of secret talks which really took the world by surprise. There's been

:02:28. > :02:33.a sort of positive spiral between the two countries and there are many

:02:34. > :02:37.issues still to be resolved but the first steps are being taken.

:02:38. > :02:41.The first important steps being taken. Dr Helen please stick around

:02:42. > :02:47.because we have a lot to talk about over the next half hour. Right now,

:02:48. > :02:52.I want to check in with Barbara Plett-usher who is on the streets of

:02:53. > :02:56.Havana for us. We were talking earlier about the slight make-over

:02:57. > :03:00.that the central states of old Havana have undertake none the

:03:01. > :03:06.run-up to this visit by President Obama, the smell of paint still

:03:07. > :03:11.wafting about in the air? Yes. The Cubans have done as much as

:03:12. > :03:16.they can to make the city look good for President Obama. Not only in old

:03:17. > :03:19.Havana where he'll be going on a walkabout shortly if the weather

:03:20. > :03:23.clears, but in other parts of the city, the streets he'll drive on,

:03:24. > :03:30.the streets from the airport and in the city on which he'll drive. They

:03:31. > :03:34.haven painted buildings, repaired the pavement and put up some bill

:03:35. > :03:41.boards. Posters have been put up of President Obama himself, including

:03:42. > :03:47.one of Obama and Raul Castro, things that you wouldn't have believed you

:03:48. > :03:50.would have seen just 18 months ago. The city has been undergoing a

:03:51. > :03:54.make-over for President Obama and the people themselves have been

:03:55. > :03:59.eagerly looking forward to his visit. I think many are fairly

:04:00. > :04:04.understanding that him actually stepping on to Cuban soil isn't

:04:05. > :04:11.going to radically thing their lives right away.

:04:12. > :04:16.The reproachment happened and Cubans' lives haven't changed right

:04:17. > :04:25.away. But they understand the symbolic importance of Mr Obama.

:04:26. > :04:28.Visiting with his entire family, Malia, Sasha and Michelle. We won't

:04:29. > :04:46.see the streets swamped. Cubans have been encouraged to stay

:04:47. > :04:50.home during this visit. The weather is not so great at the

:04:51. > :04:55.moment. The images of endless sunshine here, but you get,

:04:56. > :04:58.especially at this time of year what they call cold fronts and rain

:04:59. > :05:03.sweeping in, which is bad timing unfortunately. So less people on the

:05:04. > :05:05.street for this reason. Also, as you said, the Cubans government have

:05:06. > :05:09.been telling people it would be better for them if they didn't come

:05:10. > :05:13.out on the street. There'll be street closures for security

:05:14. > :05:27.reasons. They wouldn't get a close look at the President anyway.

:05:28. > :05:31.Anything else President Obama does during this trip, the emphasis of

:05:32. > :05:34.the trip has been on the Cuban people. President Obama will be

:05:35. > :05:38.meeting President Castro and there'll be press conferences and

:05:39. > :05:42.pomp and ceremony around that. The Obama administration's always said

:05:43. > :05:48.its policy is aimed at engaging the Cuban people and hoping that will

:05:49. > :05:54.bring change about, rather than isolating the leadership.

:05:55. > :06:00.Stimulating the private sector is a big part of the American approach.

:06:01. > :06:04.He'll go to a baseball game. Again, something common between Cuba and

:06:05. > :06:07.the United States. They all love baseball and a lot of the American

:06:08. > :06:13.leagues are Cuban. He's also going to address the nation, he'll be

:06:14. > :06:17.speaking at a famous theatre down town.

:06:18. > :06:21.Remarks will be broadcast on state television which would be

:06:22. > :06:25.unprecedented. It's an amazing thing that this is something they plan to

:06:26. > :06:30.do, meaning all Cubans will be able to hear his message. He'll be

:06:31. > :06:34.meeting with the dissidents that the Americans have been backing all

:06:35. > :06:40.along, saying this is an issue of human rights to stand up against an

:06:41. > :06:44.authoritarian regime, something the government said they wouldn't want

:06:45. > :06:52.interference on but it's something Mr Obama is going to be raising with

:06:53. > :07:00.President Raul Castro, that is the area of his visit.

:07:01. > :07:08.Really gad to check in with you Barbara. For now, thank you.

:07:09. > :07:12.Dr Helen, who is still hear with me in the studio from the London school

:07:13. > :07:17.of economics, Barbara touched on it at the end there that President

:07:18. > :07:21.Obama will be meeting with political dissidents during this visit,

:07:22. > :07:25.including this group that was demonstrating a few hours before his

:07:26. > :07:28.arrival the ladies in white. Could you explain who they are and the

:07:29. > :07:34.significance of that? The ladies many white got set up as

:07:35. > :07:40.the wives and sisters of a group of people who were arrested a few years

:07:41. > :07:45.ago and accused by the Cuban government of receiving money from

:07:46. > :07:52.the US or through agencies funded by the US to break the laws in Cuba

:07:53. > :08:00.through various means of promoting regime change. The interesting thing

:08:01. > :08:04.is that all those prisoners have subsequently been released in Cuba,

:08:05. > :08:08.they have had an amnesty. But the ladies in white have continued

:08:09. > :08:14.protesting, they are free to do so, they have a protest every week and

:08:15. > :08:20.obviously for them, the opportunity provided by Obama's visit to draw a

:08:21. > :08:23.bit of the Spotlight to themselves, is something that wouldn't be

:08:24. > :08:29.missed. They are a controversial group, they don't have much

:08:30. > :08:31.following, hardly any among the Cuban people, not least because they

:08:32. > :08:35.receive payment for their activism. So the payment they receive for

:08:36. > :08:41.attending one march is almost the same as a monthly average monthly

:08:42. > :08:46.salary of a Cuban. That is interesting. Yes. Important to

:08:47. > :08:51.remember that although there's been so many steps taken in the lead up

:08:52. > :08:54.to this visit in terms of the thawing of relations, including

:08:55. > :08:59.economic relations between the two, this visit does not mark the

:09:00. > :09:03.complete normalisation of a relationship between Cuba and the US

:09:04. > :09:10.because that 54-year-old economic embargo, that's still in place isn't

:09:11. > :09:16.it? Absolutely. It's codified in law through congress so it would require

:09:17. > :09:20.a vote. However, the Cubans have been very clear in laying out the

:09:21. > :09:25.aspects that could be removed very quickly by executive degree. Obama

:09:26. > :09:29.took some measures, or rather his administration did, which were

:09:30. > :09:33.announced a couple of days ago. Among these measures, it gives you

:09:34. > :09:38.an idea, I don't think people realise the extent of the blockade,

:09:39. > :09:44.so one of the measures that's just been removed was that US citizens

:09:45. > :09:50.visiting any country in Europe would have been breaking the law to drink

:09:51. > :09:54.any drink that had a Cuban product in, so if they'd gone to a bar, I'm

:09:55. > :09:57.thinking about my students at the London School of Economics, there

:09:58. > :10:03.are many from the US, if they went to the student bar and had a Cuba

:10:04. > :10:09.drink, they would have been violating the US blockade. So there

:10:10. > :10:16.are some quite absurd measures which are thankfully being removed. But

:10:17. > :10:22.it's interesting that all this sort of apparatus or infrastructure

:10:23. > :10:28.that's impeding the relationship is on the US side so the onus is really

:10:29. > :10:31.on the United States administration and Obama has shown, particularly

:10:32. > :10:36.with the announcement a couple of days ago, that he is serious. There

:10:37. > :10:40.are many more measures he can take using his presidential privilege.

:10:41. > :10:44.What a wonderful first step to have been taken today, the first of many

:10:45. > :10:50.perhaps. Dr Helen from the London school of economics, many thanks.

:11:00. > :11:02.Barack Obama but also his wife Michelle, their daughters Sasha and

:11:03. > :11:08.Malia having touched down in the last half hour or so on the runway

:11:09. > :11:14.in Havana in Cuba, the first visit by a sitting US President in 88

:11:22. > :11:25.There is some other news happening in the world, including officials in

:11:26. > :11:29.Turkey, saying that the suicide bomber behind an attack in Istanbul

:11:30. > :11:33.on Saturday has been identified as a member of the Islamic state militant

:11:34. > :11:38.group. The Interior Minister announced the findings of their

:11:39. > :11:45.investigation, referring to Islamic state as Daesh.

:11:46. > :11:53.Our findings though the terrorist is afilliated with the terrorists of

:11:54. > :11:57.Daesh. We investigated whether there are other connections to others

:11:58. > :12:04.behind the attack. The information I received was there was no warrant

:12:05. > :12:08.issued so far. Fever people have been detained. -- five people have

:12:09. > :12:10.been detained. Five people were killed

:12:11. > :12:13.and more than 30 wounded And the city remains on edge today

:12:14. > :12:18.as officials postponed a football match earlier, citing

:12:19. > :12:20.an unspecified threat. Daniel Boettcher has

:12:21. > :12:28.the latest from Istanbul. This is the heart of Istanbul, its

:12:29. > :12:31.most popular shopping street. This is where the suicide bombing

:12:32. > :12:34.happened yesterday. Last night this area was emptied. People are coming

:12:35. > :12:38.back out on to the streets here. The authorities say they have now

:12:39. > :12:45.formally identified the suicide bomber who they say was linked to

:12:46. > :12:50.Islamic state. This is the site of the bombing and people have put up

:12:51. > :12:54.banners saying "we are not afraid, we are not going away". There's

:12:55. > :12:58.carnations that have been set on the ground there. There's a mood of

:12:59. > :13:05.defiance. Some people are staying away. This area would normally be

:13:06. > :13:09.even busier on a weekend. Some embassies have been warning

:13:10. > :13:14.visitors, tourists, to stay away from crowded areas and from the main

:13:15. > :13:17.tourist sites. There is a sense here of a city on

:13:18. > :13:21.edge and while the main concerns are of course about safety and security,

:13:22. > :13:25.people are also beginning to wonder what all of this will mean for

:13:26. > :13:29.businesses like these for shops, restaurants, cafes and also for

:13:30. > :13:37.Turkey's tourism. I'm a restaurant owner so I know

:13:38. > :13:41.that it's going to a risk. For a couple of months actually, there's a

:13:42. > :13:45.huge decrease in the number of people coming to the restaurant. How

:13:46. > :13:49.would you judge the mood amongst people in Istanbul at the moment?

:13:50. > :13:58.It's the first time that we are living in that kind of mood that any

:13:59. > :14:02.time, anywhere, there could be blast bombings. This has been the fourth

:14:03. > :14:09.suicide bombing in Turkey's two main cities this year and, although there

:14:10. > :14:16.isn't a visible presence, there is a heightened state of security as

:14:17. > :14:23.Turkey faces threats from Kurdish militants. Some other news: The

:14:24. > :14:29.lawyer for Paris attack suspect says he's planning legal action against a

:14:30. > :14:34.French prosecutor for revealing details of his first interrogation

:14:35. > :14:38.to journalists. The prosecutor told reporters that he admitted backing

:14:39. > :14:46.out of blowing himself up during the November attacks.

:14:47. > :14:48.The European Union's new rules for migrants crossing from Turkey

:14:49. > :14:52.From today, all migrants who don't prove a case for asylum in Europe

:14:53. > :14:54.can expect to be sent back to Turkey.

:14:55. > :14:57.But the new rules haven't stopped people from making the short

:14:58. > :15:00.but dangerous trip from Turkey to the Greek Island of Lesbos.

:25:22. > :25:27.environment between the US and Cuba and some new say he is selling them

:25:28. > :25:29.out because he is giving the Cuban government legitimacy when it has

:25:30. > :25:36.not changed its authoritarian policies. Good to talk to you. On
