:00:00. > :00:00.This is BBC World News Today with me, Geeta Guru-Murthy.
:00:07. > :00:09.The headlines: New details emerge from the horror of
:00:10. > :00:14.49 people were murdered - President Obama has described
:00:15. > :00:19.the massacre as an act of home-grown extremism.
:00:20. > :00:24.There is no evidence so far that he was in fact directed.
:00:25. > :00:27.Also, at this stage, there is no direct evidence that he
:00:28. > :00:32.More questions about the man who carried out the worst
:00:33. > :00:42.It's reported he was mentally unstable and prone to violence.
:00:43. > :00:46.The FBI explains how they tracked him in the past.
:00:47. > :00:49.We are working hard to understand the killer and his motives
:00:50. > :00:53.But we are highly confident that this killer was radicalised
:00:54. > :00:55.and, at least in some part, through the internet.
:00:56. > :00:57.Violence by fans at the Euro football championships -
:00:58. > :00:59.now the French authorities could ban alcohol and threaten
:01:00. > :01:04.Microsoft has announced it will buy the professional
:01:05. > :01:26.networking website LinkedIn for $26bn.
:01:27. > :01:29.President Obama has said there is no clear evidence that the Orlando
:01:30. > :01:34.terrorist attack was directed by the Islamic State group
:01:35. > :01:37.or that it was part of a larger plot.
:01:38. > :01:39.The President said it seemed the gunman had pledged allegiance
:01:40. > :01:43.to IS at the last minute and had been inspired by extremist
:01:44. > :01:49.The FBI gave details of how it had tracked Omar Mateen
:01:50. > :01:52.but its Director said, at present, he couldn't see
:01:53. > :01:54.what they could have done differently.
:01:55. > :01:57.In the last half an hour or so, Hillary Clinton named
:01:58. > :02:00.countries in the Middle East who she said should do more to stop
:02:01. > :02:14.Let's get more from Michelle Fleury in Orlando, Florida.
:02:15. > :02:23.Thank you. The police have described three encounters with the gunman
:02:24. > :02:27.over the course of three hours. That is at the Pulse nightclub about a
:02:28. > :02:37.block away from where I stand. This area is still cordoned off and an
:02:38. > :02:41.active investigation scene. The mayor of Orlando told me that over
:02:42. > :02:44.the next few days he expects investigators do try and recreate
:02:45. > :02:48.what happened in the early hours of Sunday morning. From what we have
:02:49. > :02:56.learned, the decision was taken to go into the nightclub after the
:02:57. > :03:01.gunman threatens to use explosives. At the time, he had several
:03:02. > :03:03.hostages. By the latest let's cross to Laura.
:03:04. > :03:06.The hours of anguish ended in horror for so many.
:03:07. > :03:08.Relatives ushered quietly inside to be told there are
:03:09. > :03:16.some, their daughter, their brother was among the dead.
:03:17. > :03:19.The sound of rapid gunfire coming from this
:03:20. > :03:23.popular gay nightclub will haunt this city.
:03:24. > :03:25.The attacker fired relentlessly, and when
:03:26. > :03:34.There was a stand-off for three hours before an armed response unit
:03:35. > :03:41.When the shooting stopped, 50 people were left dead.
:03:42. > :03:48.I want to say it lasted for about eight minutes.
:03:49. > :03:52.He just kept on shooting and shooting and just walking around.
:03:53. > :03:56.And then he changed to other ammunition.
:03:57. > :03:59.And then changed to another ammunition...
:04:00. > :04:01.I could just smell the ammo in the air and
:04:02. > :04:15.President Obama said the gunman Omar Mateen had hatred in his heart.
:04:16. > :04:24.We are still looking at all the motivations of the Keller but it is
:04:25. > :04:30.a reminder that, regardless of race, religion, faith or sexual
:04:31. > :04:33.orientation, we are all Americans. -- the killer.
:04:34. > :04:35.We need to be looking after each other.
:04:36. > :04:36.A 29-year-old citizen of Afghan descent, he
:04:37. > :04:39.dialled 911 before the attack to swear allegiance to the so-called
:04:40. > :04:52.What he did was... Totally he is wrong and I do not approve of what
:04:53. > :04:54.he did. As a father, I do not forgive him.
:04:55. > :04:56.He'd come to the attention of the FBI on three
:04:57. > :05:04.occasions, but they decided he posed no threat.
:05:05. > :05:10.So far we see no indication this was a plot directed from outside the
:05:11. > :05:13.United States and no indication he was part of any kind of network.
:05:14. > :05:15.His ex-wife said he was volatile and unstable.
:05:16. > :05:19.A few months after we were married, I saw his instability and I saw that
:05:20. > :05:21.he was bipolar and would get mad out of nowhere.
:05:22. > :05:24.That's when I started worrying about my safety and then
:05:25. > :05:27.after a few months he started abusing me physically.
:05:28. > :05:36.The gay, lesbian and transgender community has seen violence before,
:05:37. > :05:41.Across the country, rainbow flags were held
:05:42. > :05:47.high in solidarity and in unity, their voices raised to condemn this
:05:48. > :06:10.Years before committing one of the worst shootings in American history,
:06:11. > :06:17.Omar Mateen was already on the radar of the FBI. Twice he had been
:06:18. > :06:25.investigated. It while ago, FBI director offered this information.
:06:26. > :06:27.Our investigation involved introducing confidential sources to
:06:28. > :06:32.him and recording conversations with him. We followed him and reviewed
:06:33. > :06:39.transactional records from his communications. Searching all
:06:40. > :06:42.Government holdings for any possible connections are derived free
:06:43. > :06:46.information. We interviewed him twice and he edited making the
:06:47. > :06:48.statements his co-workers reported that explain he did it in anger
:06:49. > :06:54.because he thought his co-workers were discriminating against him and
:06:55. > :06:57.teasing him because he was Muslim. After ten months of investigation,
:06:58. > :07:03.we closed the preliminary investigation. Two months later in
:07:04. > :07:09.July 2014, the Keller's name surfaced again in an indirect way.
:07:10. > :07:19.Our Miami office investigated the Florida man who had won himself up
:07:20. > :07:26.for the Nusra group in Syria, a group Inc on flat with Isil in
:07:27. > :07:29.Syria. -- in conflict. Our investigation turned up no ties of
:07:30. > :07:33.any consequence between the two of them. Our investigation again turned
:07:34. > :07:37.and interviewed the Keller to find out whether he had any significant
:07:38. > :07:44.contact with the suicide bomber from Nusra. We determined he did not and
:07:45. > :07:47.the enquiry continue focusing on the suicide bomber with no moral focus
:07:48. > :07:53.on the Orlando killing. Our work is challenging and we are looking for
:07:54. > :07:57.needles in a nationwide haystack but we are also called upon to figure
:07:58. > :08:03.out which pieces of he might become needles someday.
:08:04. > :08:08.That was the FBI director. One thing we keep hearing from law enforcement
:08:09. > :08:14.officials and those who worked in the past insecurity, they keep
:08:15. > :08:17.repeating this word about vigilance, that people need to report and talk
:08:18. > :08:21.to anyone if they see anything suspicious. While this shooting
:08:22. > :08:27.raises many questions about gun control and home-grown terrorism,
:08:28. > :08:32.and, phobia, at least for the residents here in Orlando, this is
:08:33. > :08:37.still a time for grief and mooring. -- homophobia. -- morning.
:08:38. > :08:41.Well, the authorities in the US have now revealed that Omar Mateen had
:08:42. > :08:43.As we mentioned, the US Democratic Presidential candidate,
:08:44. > :08:45.Hillary Clinton, has been speaking in the last hour.
:08:46. > :08:48.She called for increased efforts to remove Islamic State propaganda
:08:49. > :08:58.I am not going to stop fighting for these provisions. The third area
:08:59. > :09:02.that demands attention is preventing radicalisation and countering
:09:03. > :09:07.efforts by Isis and other international terrorist networks to
:09:08. > :09:18.recruit in the United States. And Europe. For starters, it is long
:09:19. > :09:22.past time for the people from Saudi Arabia, and Kuwait to stop their
:09:23. > :09:26.citizens from funding extremist organisations.
:09:27. > :09:32.Hillary Clinton in the last hour or so. The other parties in the US have
:09:33. > :09:35.revealed that Omar Mateen had visited Saudi Arabia twice in the
:09:36. > :09:40.last five years but say they do not know why. Again, questions are being
:09:41. > :09:43.asked about how a man who is described as being unstable and
:09:44. > :09:46.unhinged could have access to firearms so easily.
:09:47. > :09:48.Mass shootings like the incident in Orlando this weekend
:09:49. > :09:51.are a frequent occurrence in the United States.
:09:52. > :09:55.It's estimated at least 1.5 million Americans have died in gun related
:09:56. > :09:59.incidents over the past 50 years - more than those killed
:10:00. > :10:07.But, for Donald Trump, who was recently endorsed by the
:10:08. > :10:13.powerful National Rifle Association, gun control is not on the agenda.
:10:14. > :10:16.Instead, within hours of the Orlando shootings,
:10:17. > :10:19.he launched a bruising political salvo at the Obama
:10:20. > :10:24.administration and his rival for the presidency, Hillary Clinton.
:10:25. > :10:28.We'd better get smart to it because, believe me, all I want is safety.
:10:29. > :10:33.What happened yesterday and what happened many times over
:10:34. > :10:36.with a president like Obama that doesn't even want to use the term
:10:37. > :10:48.In sharp contrast, Hillary Clinton so far has been measured in her
:10:49. > :10:50.response to the Orlando killings, not jumping to conclusions
:10:51. > :11:00.Her campaign team has been bitterly critical of Donald Trump,
:11:01. > :11:03.calling him a narcissistic man baby who turned a national tragedy
:11:04. > :11:06.into a moment of self-congratulation.
:11:07. > :11:08.He claimed he'd been right about the threat
:11:09. > :11:16.Today, so-called Islamic State has repeated its claim that the Orlando
:11:17. > :11:20.attack had been carried out by one of its fighters.
:11:21. > :11:23.But it's still far from clear if IS had any direct link
:11:24. > :11:28.Some of the markers are there, as I said.
:11:29. > :11:31.It does look like an Isis-inspired attack.
:11:32. > :11:34.It would follow in a pattern of Isis-inspired attacks.
:11:35. > :11:37.It also very clearly fits their model of what
:11:38. > :11:42.They want people to undertake so-called do-it-your-own terrorism.
:11:43. > :11:46.Whether this was an Islamic State inspired attack or not,
:11:47. > :11:50.it's clear what happened in Orlando is now being used politically
:11:51. > :12:09.I should say that report was before we heard live from Hillary Clinton
:12:10. > :12:13.who has given more detail on her position and response to the
:12:14. > :12:15.shooting. Actually a very sober response in the last hour.
:12:16. > :12:18.Vali Nasr is a Middle East scholar and former US Government
:12:19. > :12:24.He is on the line from Washington DC for us.
:12:25. > :12:33.Your response to this, how much of this is a reflection of Obama's
:12:34. > :12:39.foreign policy failure in tackling Syria?
:12:40. > :12:43.It is a very tragic either end and it is a reminder of the connection
:12:44. > :12:49.between developments in the region and the potential for violence in
:12:50. > :12:56.the United States. -- a tragic event. The event is not directly the
:12:57. > :13:00.consequence of Obama's foreign policy but to the extent of the
:13:01. > :13:05.Islamic State in Iraq and Syria has gained ground because of the
:13:06. > :13:10.collapse of political order in Iraq and what happened in Syria. It
:13:11. > :13:15.reflects on American foreign policy. Not just the Obama Administration,
:13:16. > :13:19.since the Iraq war was actually started by George Bush's
:13:20. > :13:23.Administration. The collapse of Iraq created room for Isis to grow and in
:13:24. > :13:26.recent years the inability of the United States and its European
:13:27. > :13:32.allies to bring the Syrian conflict to an end has given room for Isis to
:13:33. > :13:37.continue to fight, and that has made it an attraction for lone wolves in
:13:38. > :13:44.the active states who are self motivated terrorists in Europe, and
:13:45. > :13:47.they see this fight in Syria and the image of Isis as something glorified
:13:48. > :13:56.that they can rally to. Hillary Clinton just said that Saudi
:13:57. > :13:59.Arabia and Kuwait have to do more to stop their citizens funding
:14:00. > :14:06.terrorism. The you agree? Yes, I agree. The funding from Gulf
:14:07. > :14:12.countries of the past two or three decades has created a fertile ground
:14:13. > :14:18.for extremism. The funding of hardline clerics and mosques and
:14:19. > :14:24.books and pamphlets, all of which promote a vision of Islam that is
:14:25. > :14:31.intolerant, is exclusive this, it is hard and harsh in its judgment of
:14:32. > :14:37.society. All of this makes for Stark interpretations of Islam and is used
:14:38. > :14:40.by terrorist organisations to recruit young people. Many
:14:41. > :14:45.terrorists we have seen in the active states or Europe did not know
:14:46. > :14:49.much about Islam at all until they came into contact with the
:14:50. > :14:55.literature that was subsidised and promoted by funding from the Gulf.
:14:56. > :14:58.There are very first encounter with Islam was the hardline Islam
:14:59. > :15:03.promoted by funding from the Gulf. Hillary Clinton has... She has just
:15:04. > :15:08.said that if she is elected she will make it a top priority to stop these
:15:09. > :15:12.lone wolves, to bring Government departments together. Realistically
:15:13. > :15:16.that is extremely difficult to do. How much of a threat now do you
:15:17. > :15:21.think the United States is at from the sort of attacks?
:15:22. > :15:28.A tremendous amount of bread because guns are available, as we saw in
:15:29. > :15:31.this case. -- threat. Somebody who is a loser and thinks by doing
:15:32. > :15:35.something like this they can gain glory and fame and be somebody can
:15:36. > :15:41.very easily pick a target and acquire a weapon, and declare
:15:42. > :15:47.allegiance to Isis, which is a way of transforming what is a criminal
:15:48. > :15:51.act into some kind of a "Heroic" political act, and then carry this
:15:52. > :15:55.out. Intelligence agencies and law enforcement agencies can do much
:15:56. > :16:03.more but in the end the United States is a vast country and we have
:16:04. > :16:07.a culture among some sets of Muslims in the US and Europe you think Isis
:16:08. > :16:13.is a glorified military at war with the United States, and if you can
:16:14. > :16:17.join a city become a soldier in a global fight against a superpower...
:16:18. > :16:20.And they can easily acquire the weapons to carry it out.
:16:21. > :16:22.Thank you so much. Now a look at some of
:16:23. > :16:24.the day's other news. A psychologist has told a court
:16:25. > :16:27.in South Africa that the athlete Oscar Pistorius is suffering
:16:28. > :16:29.from depression and anxiety and is not able to testify
:16:30. > :16:37.at his sentencing hearing. Pistorius faces a jail term
:16:38. > :16:40.of at least 15 years for murdering his girlfriend
:16:41. > :16:45.Reeva Steenkamp in 2013. A sentencing decision
:16:46. > :16:49.is expected this week. Nato is to send another
:16:50. > :16:52.4,000 more troops to Poland and the Baltic states to help
:16:53. > :16:55.reinforce their defences. Nato's General Secretary,
:16:56. > :16:58.Jens Stoltenberg, said the decision would send a clear signal that it
:16:59. > :17:03.stands ready to defend any ally. The move is in response to
:17:04. > :17:09.Russia's intervention in Ukraine. Brazil have been eliminated
:17:10. > :17:11.from the Copa America football It is the first time since 1987
:17:12. > :17:15.that the five-time world champions The result lifted Peru to the top
:17:16. > :17:22.of Group B in the tournament Euro 2016 is in the news
:17:23. > :17:36.for more than the football. The authorities in France say
:17:37. > :17:38.150 Russian hooligans travelled to the tournament "well
:17:39. > :17:40.prepared for ultra-violent action". The chief prosecutor of Marseille,
:17:41. > :17:42.Brice Robin, said they were able to escape arrest after clashes
:17:43. > :17:45.with England fans in Marseille Two England fans have now been
:17:46. > :17:50.jailed for throwing bottles Three French and an Austrian
:17:51. > :17:56.are also due to appear These scenes from England's opener
:17:57. > :18:05.in Marseille have cast a cloud England and Russia are now on notice
:18:06. > :18:09.that their fans's behaviour could get their teams thrown out
:18:10. > :18:11.of Euro 2016 if there's It is a threat the England camp
:18:12. > :18:17.are taking very seriously. Now we have a big game coming
:18:18. > :18:20.up against Wales. I would like to ask the fans,
:18:21. > :18:22.please, if you don't For the fans with tickets, be safe,
:18:23. > :18:26.be sensible and continue with your great support
:18:27. > :18:29.for the players. We have worked very hard to get
:18:30. > :18:32.here, and we desperately want to stay in the competition,
:18:33. > :18:36.and I am appealing therefore to all of our fans,
:18:37. > :18:39.and we appreciate your support at the matches of course,
:18:40. > :18:41.and we are appealing After the three days of clashes
:18:42. > :18:48.in Marseille, a handful of British and French fans are in custody,
:18:49. > :18:51.but the French authorities say a hardcore group of Russian thugs
:18:52. > :18:54.was largely responsible for this, Two England fans were given short
:18:55. > :19:03.jail sentences. TRANSLATION: There are around 150
:19:04. > :19:05.people who have a reputation They are very well-trained,
:19:06. > :19:09.they are very fast and it is They came here to fight, and were
:19:10. > :19:16.very quick and very violent. Dozens of Germans attacked Ukraine
:19:17. > :19:20.supporters in Lille yesterday. That incident was over in minutes,
:19:21. > :19:23.but there is real concerns about English and Russian fans
:19:24. > :19:25.meeting here this week, An alcohol ban is under
:19:26. > :19:31.consideration, but that, The Russians and the locals
:19:32. > :19:36.here who have been attacking football fans have been
:19:37. > :19:39.stone cold sober. They are constantly focus,
:19:40. > :19:43.they trained for six months, preparing for acts of hooliganism
:19:44. > :19:46.and violence like this. They are not drunk, that is not
:19:47. > :19:50.what has caused the violence here. The headlines echoed the bad
:19:51. > :19:55.old days of endless trouble. England, Russia and France are under
:19:56. > :19:58.pressure to ensure that this So French prosecutors are blaming
:19:59. > :20:06.hardened hooligans for the violence They are pointing out
:20:07. > :20:09.that Russian hooligans were "extremely well trained",
:20:10. > :20:11.so we sent our Moscow correspondent Sarah Rainsford to find
:20:12. > :20:15.out more about them. Violence has been part of Russian
:20:16. > :20:19.football for years and the irony is that Russian hooligans have
:20:20. > :20:21.learnt a lot of what they Now, as one former hooligan told me,
:20:22. > :20:25.they are beating the English There is often talk
:20:26. > :20:31.about a far-right ideology being at the heart
:20:32. > :20:33.of Russian hooliganism, and certainly racism is a problem
:20:34. > :20:35.within the domestic game. Black players talk about insults
:20:36. > :20:38.and they have "monkey" chants But it seems that in France the key
:20:39. > :20:44.motivation is the violence itself. Russian hooligans are trying
:20:45. > :20:47.to prove their supremacy. What I've been told is that the key
:20:48. > :20:51.characteristic of Russian hooligans today is that they work out
:20:52. > :20:54.and they don't drink. In fact, one former hooligan
:20:55. > :20:59.told me that they describe Well, joining me from Paris now
:21:00. > :21:12.is the BBC's John Bennett. We have seen much less football
:21:13. > :21:17.hooliganism in England in recent years and I thought there was a
:21:18. > :21:22.travel ban and a proper policing operation. How were people able to
:21:23. > :21:29.get to France from the UK? Were these people who were not on a
:21:30. > :21:33.police tracking list? That is a question the authorities will be
:21:34. > :21:37.asking. Earlier this year, 2000 million football hooligans from
:21:38. > :21:41.England, Wales and Northern Ireland were banned from travelling here to
:21:42. > :21:47.ensure they would not be in France during the Euro 2016 tournament.
:21:48. > :21:52.Still, the violence has happened. I think it is a coveted situation in
:21:53. > :21:59.Marseille. It is more than just the England fans. -- complicated. It has
:22:00. > :22:02.to be stressed that it was a very, very small minority who were
:22:03. > :22:07.troublemakers. Those are the reports we have been getting here. I have
:22:08. > :22:11.been in Paris for all of the Euro 2016 and you would not know there
