:02:15. > :02:18.murder of their local MEP, Jo Cox. Jo Cox was attacked on a pavement

:02:19. > :02:22.just in front of the local library just a few metres behind where I am

:02:23. > :02:26.talking to you from. Let us begin with a story of what happened in

:02:27. > :02:33.this report from the BBC's Ed Thomas. This morning, Birstall was

:02:34. > :02:41.acquired Yorkshire town and now it is full of armoured police, fear and

:02:42. > :02:45.unanswered questions. Why was the local MP, Jo Cox, shot and stabbed

:02:46. > :02:53.in the middle of the day? I saw him up the gun out and then he went like

:02:54. > :02:59.that with it fired a shot. This man watched the attack on his local MP.

:03:00. > :03:06.It never crossed your mind that she would fall on the four, bleeding. Jo

:03:07. > :03:11.Cox had been stabbed and shot. She was rushed to Leeds General

:03:12. > :03:14.infirmary, but today at 5pm, West Yorkshire Police confirmed she had

:03:15. > :03:23.died, despite the efforts to save a life. Just before 1pm today, Jo Cox

:03:24. > :03:27.M P or the tags in market Street, Birstall. I am now sad to have to

:03:28. > :03:34.report that she has died as a result of her injuries. My heart goes out

:03:35. > :03:40.to Jo Cox's husband, Brendan, their two children and their family and

:03:41. > :03:42.friends. The pain they must now be enduring is unimaginable. Our

:03:43. > :03:47.thoughts and prayers are with them at this terrible time. Within

:03:48. > :03:51.minutes of the attack, this footage was filmed close by. The BBC

:03:52. > :03:58.understands that the man being arrested is: Tommy Mair. All day,

:03:59. > :04:02.police forensic teams searched his home. Neighbours are struggling to

:04:03. > :04:08.understand what has happened. Did you see him this morning? Yes. Did

:04:09. > :04:14.he appear calm? Yes, you just walked straight past. He's normally quiet

:04:15. > :04:21.person who likes gardening. Is he a friendly neighbour? A man of few

:04:22. > :04:25.words, really. Jo Cox had only been an MEP for a year, but her

:04:26. > :04:29.reputation was growing. Accessible and always willing to listen. Just

:04:30. > :04:34.before the attack, she was in the local library talking and trying to

:04:35. > :04:38.help the local constituents. She was very down-to-earth, a loving, caring

:04:39. > :04:44.person. You could ask any question and she would answer you honestly.

:04:45. > :04:51.She was lovely. Now, police need answers. Why did it happen? What was

:04:52. > :04:55.the motivation? Tonight, Jo Cox's husband releases picture of his

:04:56. > :05:02.wife. Not just an MEP, but also a mother to two young children, a

:05:03. > :05:06.reminder of what has been taken. Well, Jo Cox had only been a member

:05:07. > :05:10.of Parliament since the general election of 2015, but she had

:05:11. > :05:18.already forged a formidable reputation. Here is the BBC's Carol

:05:19. > :05:24.Walker. Jo Cox was 153 Labour MPs newly elected in 2015. She swiftly

:05:25. > :05:29.made a name for herself as a rising star, is hugely popular. Friends and

:05:30. > :05:33.colleagues of all parties are shocked and deeply saddened at the

:05:34. > :05:38.news of her death. Tonight, the Prime Minister led the tributes.

:05:39. > :05:43.This is tragic and a dreadful news and my thoughts are with her

:05:44. > :05:49.husband, Brendan, and their two children and wider family. We have

:05:50. > :05:55.lost a great star. She was a great campaigning MP with a huge com

:05:56. > :06:01.passion, a big heart and people will be very, very sad at what has

:06:02. > :06:08.happened. Dreadful, dreadful news. It is a year since Jo Cox was sworn

:06:09. > :06:11.in as MP. Border raised locally, she had been to Cambridge and was the

:06:12. > :06:15.first in a family to graduate from university. Before she entered

:06:16. > :06:20.Parliament, Jo Cox was a passionate charity worker who once spent a

:06:21. > :06:24.decade in a variety of roles with the aid agency Oxfam and at

:06:25. > :06:28.Westminster, she continued to campaign on international

:06:29. > :06:32.development and foreign policy. This is somebody who had spent her whole

:06:33. > :06:38.career not in a bubble somewhere, but out in the field, working for

:06:39. > :06:45.Oxfam and absolutely understanding how things work out there in the

:06:46. > :06:53.real world. I share an office with the and Parliament will be a much

:06:54. > :06:58.poorer place. She described herself as a proud Yorkshire lass. In

:06:59. > :07:02.London, she lived with her husband and children on a barge on the

:07:03. > :07:06.Thames. I will be zipping down to the House of Commons which is about

:07:07. > :07:10.half an hour from where I live on a boat. From the outset, her honesty

:07:11. > :07:16.and determination won her a huge amount of respect. I decided to

:07:17. > :07:20.approach being an MEP with a decent, healthy chunk of cynicism. It is

:07:21. > :07:24.very humbling. It's an amazing building, but I won't be

:07:25. > :07:28.intimidated. Can the Prime Minister tell the house whether he thinks he

:07:29. > :07:34.has led public opinion on the refugee crisis or followed it? Away

:07:35. > :07:39.from Westminster, constituency surgeries and open meetings of an

:07:40. > :07:43.essential part of the work of MPs. The referendum campaign was

:07:44. > :07:48.surrendered -- suspended today as a mark of respect and several MPs have

:07:49. > :07:56.said the tragic death of young and colleague must not be allowed to

:07:57. > :08:05.harm the process of democracy. Well, as Carol has been telling us, Jo Cox

:08:06. > :08:09.represented the constituency of Batley and a member of Parliament in

:08:10. > :08:14.between 1983 and 1987 was Elizabeth Peacock and she is joining us live

:08:15. > :08:19.now in a Birstall. Elizabeth, what are your emotions today? Looe-macro

:08:20. > :08:27.great sadness, shock, I couldn't believe when I heard the radio this

:08:28. > :08:31.afternoon. I had to stop my car and pull over, I just felt so sick. I

:08:32. > :08:35.felt so sick of it could happen when a member of Parliament is going

:08:36. > :08:39.about their business that she is elected to do, meet her constituents

:08:40. > :08:51.and take up their problems or views on their behalf. It is a huge loss.

:08:52. > :08:54.She was a bright, lively, very experienced and experienced in

:08:55. > :08:58.different walks of life. She would have been a great asset to

:08:59. > :09:01.Parliament. Europe is that the Conservatives, she ripped out of the

:09:02. > :09:04.Labour Party, but it is striking today at how people across the

:09:05. > :09:09.political spectrum helper her in such high regard. I think Parliament

:09:10. > :09:13.does that, and politics does it. You wouldn't think so when you see what

:09:14. > :09:16.is up in an hour over the referendum and people fighting almost. But

:09:17. > :09:21.Parliament is like that, it comes together when something happens and

:09:22. > :09:25.I can understand why everybody has, together to speak highly of her,

:09:26. > :09:31.even though she had only been in Parliament for one year. She had

:09:32. > :09:35.made her mark. I saw her make her maiden speech, she was presentable,

:09:36. > :09:41.she made her speech well, it was well crafted. I was very impressed

:09:42. > :09:47.and I sat down and wrote her a letter and said well done. A maiden

:09:48. > :09:52.speech is quite awe-inspiring for the first time and she did write

:09:53. > :09:58.back to me, so we were correspondence. But you don't

:09:59. > :10:03.believe this tragedy. She was here in Birstall to hold a surgery which

:10:04. > :10:09.is something that all MPs do on a regular basis. Would you ever think

:10:10. > :10:15.about your safety when you did them? I didn't, but my husband reminded me

:10:16. > :10:19.a couple of hours ago that we had about four occasions when the police

:10:20. > :10:25.were needed to be in eye surgery, because they knew somebody who was

:10:26. > :10:29.attending, so they were always hidden, I would not have them into

:10:30. > :10:33.view, because people had to feel they could come and see me privately

:10:34. > :10:38.and speak frankly. I held my surgeries in the library down the

:10:39. > :10:42.road where she was today. If members of Parliament can't do that, then I

:10:43. > :10:49.do believe they can fulfil their duties as a member of Parliament. I

:10:50. > :10:52.was going to ask you about that. The zoomable, one of the core elements

:10:53. > :10:55.of being a member of Parliament that you relished was in direct contact

:10:56. > :11:00.with the people you're a present, whether they voted for you or not?

:11:01. > :11:05.Yes, I made it clear. This being a Labour seat for 50 years, I made it

:11:06. > :11:09.clear when I was elected that I represented everybody, not just the

:11:10. > :11:13.people who voted for me and I reinforced that fairly regularly for

:11:14. > :11:15.the first 12 months, because people thought that wouldn't happen and it

:11:16. > :11:22.did and I didn't represent everybody. That is what she was

:11:23. > :11:26.doing. Just a few metres away from us, flowers are starting to be laid.

:11:27. > :11:32.How else would you like this town and this constituency to remember Jo

:11:33. > :11:37.Cox? I think they will remember her, I'm not sure at this stage how, but

:11:38. > :11:40.there is a service tonight in Saint Peter's church and I think there

:11:41. > :11:46.will be others. So many people are still in shock. It is not easy to

:11:47. > :11:50.think other than take flowers and that is just the start. There will

:11:51. > :11:56.be a service, I am sure and people will remember her. She made her mark

:11:57. > :12:02.in such a short time. , Elizabeth, thank you. Elizabeth Peacock was

:12:03. > :12:10.member of this constituency between 1983 and 1997. Let us go live to Tom

:12:19. > :12:24.what you have heard from MPs? There is a rare moment in politics causes,

:12:25. > :12:28.comes to a standstill and simply reflects. And here in Westminster

:12:29. > :12:33.tonight, it is a mark of the magnitude of the events, but also

:12:34. > :12:38.the shock, members of Parliament, politicians from across ability to

:12:39. > :12:42.divide have been feeling about this. There was an impromptu vigil taking

:12:43. > :12:46.place and getting under way at the moment in Parliament Square beneath

:12:47. > :12:50.Big Ben where candles are being licked and flowers are beginning to

:12:51. > :12:56.be laid. We've heard in the last few hours that flags will be lowered to

:12:57. > :12:59.half-mast at Downing Street and Government departments and right

:13:00. > :13:04.across Westminster. I think it is a sense of the way in which Jo Cox was

:13:05. > :13:08.regarded, despite the fact she was a new MEP as we have been heard. She

:13:09. > :13:14.was elected only last year, describing herself as a proud

:13:15. > :13:17.Yorkshire lass and wanted to represent the seat in which she was

:13:18. > :13:21.aboard. She media Limited mark in Parliament and it is striking the

:13:22. > :13:27.number of MPs, but Conservative, Labour and across various colours

:13:28. > :13:32.here in Westminster of different parties, the way in which people are

:13:33. > :13:36.being being tribute. One called her outstanding. Another called a rising

:13:37. > :13:39.star. And it was the work as a humanitarian aid worker before she

:13:40. > :13:45.came to Parliament that helped her make her mark in that very short

:13:46. > :13:49.time. She was the co-chair of the friends of Syria Parliamentary group

:13:50. > :13:53.and took that fight about her concern for Syrian refugees to

:13:54. > :14:01.Parliament. She felt passionately about it and she was noticed for it

:14:02. > :14:04.in that short time she was an MP. Would I be right in thinking that

:14:05. > :14:10.most MPs will go about their day-to-day work with no security? Is

:14:11. > :14:15.it an issue that is often discussed? We have heard from at least one MP

:14:16. > :14:20.tonight in the way -- about the way in which a decade ago, there was no

:14:21. > :14:24.thoughts about security when it came to constituency surgeries. In the

:14:25. > :14:29.last 16 years or so, there have been at least two incidents in which one

:14:30. > :14:34.member of polymer was attacked and another in which an aide to a member

:14:35. > :14:39.of polymer was attacked. I feel there's more conscious thought was

:14:40. > :14:42.security. We now that MPs take some advice on the police about how to

:14:43. > :14:48.hold their surgeries and the fact members of the public will be coming

:14:49. > :14:52.in. We heard from one Conservative MP who was threatened by a

:14:53. > :14:56.constituent and call the police and this person was found to have a

:14:57. > :15:00.knife on him. I think it tells you about the fact that of course, when

:15:01. > :15:03.people are meeting members of the public on a regular basis, some

:15:04. > :15:09.level of risk, but it really hasn't been a concern I think until today

:15:10. > :15:13.and I think that is why we have had such a shock that these appalling

:15:14. > :15:17.events. You have to go back 20 years or more to find the last time an MP

:15:18. > :15:21.was killed as the result of a criminal like so now was at the end

:15:22. > :15:25.of the dark days of the Troubles of Northern Ireland, but there will be

:15:26. > :15:32.focusing of mind is now about how MPs think about their security. Tom,

:15:33. > :15:35.thank you for joining us from Westminster. Well, he in Birstall in

:15:36. > :15:40.West Yorkshire, the local parish church will be holding a vigil for

:15:41. > :15:48.Jo Cox. The Reverend Paul Knight spoke to me earlier on. She was

:15:49. > :15:53.public, lively, determined to work for her community. A lovely person.

:15:54. > :15:58.When you talk about politicians, they are divisive figure. But I've

:15:59. > :16:02.heard nobody say anything negative about her character or personality,

:16:03. > :16:06.regardless of their politics. I'm not aware of anything. As I say, she

:16:07. > :16:10.was determined to help this community, individuals and groups

:16:11. > :16:19.alike. People watching us all around the world, here in Birstall. Can you

:16:20. > :16:25.tell us about the place? It is a community of 15,000 people, it has a

:16:26. > :16:32.retail Park it has Jacobean houses and gardens. There was the major

:16:33. > :16:37.factory and there are churches here. It is full of good, Yorkshire people

:16:38. > :16:41.with good hearts. Here we are in the market. What would have been

:16:42. > :16:46.happening here around lunchtime on the attack happened? It is market

:16:47. > :16:49.today and that is one of the reasons Joe was here doing her surgery,

:16:50. > :16:53.meeting people in the community. They have the market stalls set up

:16:54. > :16:57.and they would have been doing all the different kind of things and

:16:58. > :17:02.they, once a week and people come to it and the local shop around. Just

:17:03. > :17:06.to explain to viewers, behind any of the local library and that is where

:17:07. > :17:10.she would have been holding her surgery and meeting constituents?

:17:11. > :17:14.Yes, it was advertised surgery and anybody could go along to speak to

:17:15. > :17:20.her about whatever their concerns were. Just a moment ago, the record

:17:21. > :17:23.all of 12-year-old girls staring through the cord and to where she

:17:24. > :17:28.was attacked. It is hard to know what to say to them or any of the

:17:29. > :17:34.other teenagers or kids who have been looking on are today. It is a

:17:35. > :17:38.story that is hard to explain. Or to comprehend. So often we are talking

:17:39. > :17:45.about gun crime in America, but when it comes into your own community,

:17:46. > :17:50.the whole issues of life and death are brought home. And those of you

:17:51. > :17:54.watching BBC News I must also remind you of you want to follow the story

:21:36. > :21:42.the search teams are drawing a map of the wreckage which has been

:21:43. > :21:44.spotted in different areas of the

:21:45. > :21:49.Mediterranean. Both sides in the European

:21:50. > :21:54.referendum have suspended their campaigns after a British MP

:21:55. > :21:56.was shot and critically wounded in her constituency

:21:57. > :21:59.in the north of England. Back to my colleague

:22:00. > :22:01.Ros Atkins is near the scene of the attack in Birstall,

:22:02. > :22:16.West Yorkshire. There is disbelief and all around me

:22:17. > :22:20.are TV news reporters, but also groups of locals talking to each

:22:21. > :22:25.other, some of them eating pizza, all of them trying to comprehend

:22:26. > :22:30.what took place just behind where I'm speaking to you from, because in

:22:31. > :22:33.front of the local library where Jo Cox was going to be holding a

:22:34. > :22:37.surgery to meet constituents and hear about their concerns, she was

:22:38. > :22:42.attacked. She was shot and she was stabbed and she subsequently died of

:22:43. > :22:46.her injuries. Well, Jo Cox represented the opposition Labour

:22:47. > :22:52.Party. Its leader is Jeremy Corbyn and he has been paying tribute to

:22:53. > :22:56.her. The whole of the Labour family are devastated to night. Jo Cox has

:22:57. > :23:02.been killed doing her duty, her work as a constituency MP. She is

:23:03. > :23:08.somebody who dedicated her life to human rights and justice. She worked

:23:09. > :23:12.for anti-slavery campaigns, she worked for Oxfam and she became an

:23:13. > :23:19.MEP for the area where she was born and grew up and loved. -- MP. In

:23:20. > :23:22.polymer, she was respected across the house is somebody with deep

:23:23. > :23:29.commitment and passion for human rights and justice. Sadly, today,

:23:30. > :23:32.she died. She was killed on the streets of her constituency, doing

:23:33. > :23:40.her duty as a local member of Parliament, helping people. She

:23:41. > :23:44.leaves behind a husband, a wonderful man who, likewise, spends his life

:23:45. > :23:49.campaigning for human rights and justice. And she leaves behind two

:23:50. > :23:55.young children. Two young children who will never grow up to see their

:23:56. > :23:59.mother again. They can be proud of what she was, they can be proud of

:24:00. > :24:06.what she did and they can be very proud of everything that she stood

:24:07. > :24:11.for. We come together at a time like this to support the family and to

:24:12. > :24:19.mourn. And also to reflect that the violence is not an answer to

:24:20. > :24:23.anything. We need to come together and express our deepest condolences

:24:24. > :24:28.to Jo Cox and her family. We've lost a wonderful woman. We've lost a

:24:29. > :24:33.wonderful member of Parliament. But our democracy will go on. Her work

:24:34. > :24:37.will go on as we mourn her memory, we will work in her memory to

:24:38. > :24:43.achieve that better world she spent her life trying to achieve. Earlier

:24:44. > :24:49.in the afternoon, Jo Cox's husband, Brendan, posted a picture of her in

:24:50. > :24:53.London and then a couple of hours later, he released a statement in

:24:54. > :25:00.which she talked about her zest for life and the joy and love that he

:25:01. > :25:03.brought in to his family's life and he repeatedly emphasised the need to

:25:04. > :25:08.bring up their children with the love which she showed them and he

:25:09. > :25:14.reiterated his commitment to doing that. Meanwhile, the police have not

:25:15. > :25:16.commented in any way on a possible motivation for this attack. They

:25:17. > :25:22.have both said they are not looking for anyone else as part of their

:25:23. > :25:26.investigation. Remember, they are already holding a 52-year-old man

:25:27. > :25:31.who was arrested shortly after the attack. I will also remind you that
