:01:09. > :01:13.in the Bangladeshi capital Dhaka Mack, a number of people are being

:01:14. > :01:17.held hostage, among them several foreigners. The battle is taking

:01:18. > :01:22.place in a district which is known as the diplomatic area of the city.

:01:23. > :01:25.Police have sealed off the area and said at least three people have been

:01:26. > :01:30.injured, two of them police officers. In the last half an hour,

:01:31. > :01:38.the Islamic state militant group says it is behind the attack. One

:01:39. > :01:46.woman who lives next to the building talks. TRANSLATION: I heard at

:01:47. > :01:50.around 10pm local time people shouting for them to come out, maybe

:01:51. > :01:54.they were shouting at the terrorists, after that we heard a

:01:55. > :01:58.lot of sounds from police operations. My driver told me

:01:59. > :02:03.something was going on outside, the later said don't leave, there is

:02:04. > :02:09.firing going on. Next I heard a loud noise in my living room, I saw the

:02:10. > :02:13.glass in my living room shattered, I heard continuous gunshots. My

:02:14. > :02:18.daughter and all of us started crying, terrorising situation. We

:02:19. > :02:23.have been hearing continuous gunshots after 9pm, too much to

:02:24. > :02:26.take. My auntie, and daughters and others have gone to break the

:02:27. > :02:32.Ramadan fast and we cannot even check where they are. Let us speak

:02:33. > :02:37.to somebody who is in the studios, this appears to be a very serious

:02:38. > :02:42.attack, IS has claimed responsibility, what more do we

:02:43. > :02:46.know? We understand at the moment that there had been a great deal of

:02:47. > :02:51.shooting and now it has gone quiet and dark. Police are very much

:02:52. > :02:55.focused on trying to negotiate the release of the hostages. Police

:02:56. > :03:01.have-nots confirmed how many people are inside. But one person has

:03:02. > :03:04.talked about, there were eight young men armed with knives and guns and

:03:05. > :03:09.he said that quite a lot of foreigners were inside and he thinks

:03:10. > :03:15.that they may be hostages. This comes off the back of a very serious

:03:16. > :03:21.series of incidences in Bangladesh. This seems to be a serious

:03:22. > :03:25.development? Very much so, were not absolutely certain behind this. But

:03:26. > :03:29.if it were the Islamic State militant group involved in this this

:03:30. > :03:36.would be a very definite escalation of their violence in Bangladesh. We

:03:37. > :03:41.have seen a whole series of targeted killings, mostly on religious

:03:42. > :03:45.minorities, secular writers. But nothing on this scale and in fact

:03:46. > :03:51.this is pretty much unprecedented for Dhaka. Well we can speak to a

:03:52. > :03:56.South Asia expert at the Chatham House think tank. Thank you for

:03:57. > :03:59.being with us, so Islamic state appeared to have taken

:04:00. > :04:05.responsibility for this attack. Can you tell us what the presence of

:04:06. > :04:10.this group is inside the country? It is hard to tell, as we all know,

:04:11. > :04:14.there have been numerous incursions reports about the plotting of a

:04:15. > :04:19.major attack for about a year now and the Bangladeshi government did

:04:20. > :04:24.not take much notice. And the Bangladeshi government, has pinned

:04:25. > :04:29.down the responsibility for extremist attacks thus far, at the

:04:30. > :04:34.hands of home-grown militant groups. And also, pinned down the blame to

:04:35. > :04:39.the opposition party which is the Bangladesh National party. In a

:04:40. > :04:44.sense, not much has been investigated so far on the presence

:04:45. > :04:49.and activities of IS, although intelligence agencies within the

:04:50. > :04:53.region are aware, that there is a faction fight to a growing dispute

:04:54. > :05:00.over control between Al-Qaeda and Islamic State has been on for a

:05:01. > :05:07.while. Across the region. But as far as activities in Bangladesh are

:05:08. > :05:10.concerned, this is news. It is a worrying development, because

:05:11. > :05:16.previous attacks have taken place on minorities, but this is an attack

:05:17. > :05:22.involving several hostages, several foreign hostages in fact. What are

:05:23. > :05:28.your thoughts on that? Most certainly, this is a very rapid

:05:29. > :05:32.escalation of what is a pretty bad situation in Bangladesh. As you

:05:33. > :05:36.rightly pointed out, this is the first time that a hostagetaking

:05:37. > :05:43.incident has arisen. This is predominantly a target on Western

:05:44. > :05:47.presence is within Bangladesh and no attempt has been made to conceal the

:05:48. > :05:52.responsibilities. There has been a claim of responsibility but also as

:05:53. > :05:55.we look at what is happening within Bangladesh at this moment, we

:05:56. > :05:59.mustn't lose sight on what has happened over the last decade. The

:06:00. > :06:09.fact that there has been complete impunity for attacks, whether they

:06:10. > :06:13.were by groups that are home-grown or external is not the point, the

:06:14. > :06:18.government has not reacted, there has been a spate of attacks against

:06:19. > :06:26.those who are bloggers and others who ups upheld secular bloggers, or

:06:27. > :06:32.were journalists and writers. And nothing was done. In fact very

:06:33. > :06:37.little has been done in terms of investigation and prosecution. There

:06:38. > :06:38.is also a climate of the extreme political infighting within

:06:39. > :06:43.Bangladesh and the responsibility has always been laid on the door of

:06:44. > :06:47.the opposition party. No responsibility has been taken by the

:06:48. > :06:51.party in power. As we examine what has been happening at this moment,

:06:52. > :06:54.we have to look at what has happened in the past. Thank you very much for

:06:55. > :07:04.joining us. Up to 116 civilians had been killed

:07:05. > :07:07.by American drone strikes since President Barack Obama took office

:07:08. > :07:12.according to a new White House report. The civilians were killed

:07:13. > :07:20.outside of war zones in Pakistan, Yemen and Somalia between 2009 and

:07:21. > :07:25.2015. The report comes as the Obama administration claims to place a

:07:26. > :07:29.greater emphasis on protecting civilians during operations. We can

:07:30. > :07:32.go to the BBC Washington correspondent. Gary seems that the

:07:33. > :07:37.bomber at ministries have been meaning to release these figures for

:07:38. > :07:42.some time, but why have they decided to release them now? As you say they

:07:43. > :07:47.have promised to do this for some time, they have come under a lot of

:07:48. > :07:52.pressure to do this not least from human rights groups. It is really to

:07:53. > :07:57.address the question is, the controversial policies that they

:07:58. > :08:01.have had. In terms of hitting people outside of normal combat areas.

:08:02. > :08:07.Outside areas of war basically and as you said, we are looking at

:08:08. > :08:11.things like the tribal areas of Pakistan, Libya, Somalia and Yemen.

:08:12. > :08:15.What the Obama administration is trying to do is to explain how they

:08:16. > :08:19.go about choosing these terrorist targets as they put it, in those

:08:20. > :08:22.areas and what safeguards they put in place before and after to make

:08:23. > :08:28.sure that the only hit the people that they are intending to hit. This

:08:29. > :08:33.number, they issued a pretty stark health warning with these numbers

:08:34. > :08:36.anyway, they say it is impossible to be sure about the numbers

:08:37. > :08:41.particularly in areas where they cannot verify afterwards but also

:08:42. > :08:45.there is a lot of scepticism from some of the groups like Amnesty

:08:46. > :08:51.International, saying, that Howard County is that you have killed a lot

:08:52. > :08:53.more civilians. There is a disagreement between administration

:08:54. > :09:01.and the groups that modern these attacks. Significantly they can

:09:02. > :09:03.seems to leave out people killed in Afghanistan, Syria and Iraq and

:09:04. > :09:14.therefore we're not getting overall picture? Tick elite in Syria and

:09:15. > :09:18.Iraq, the coalition does publish estimates of civilians killed in

:09:19. > :09:24.those areas as well, the reason they are doing this is because in these

:09:25. > :09:27.nonhostile environments, they come under this pressure and they say

:09:28. > :09:33.that they only try and go after people in these areas if there is

:09:34. > :09:34.near certainty that they can't kill civilians at the same time. Thank

:09:35. > :09:43.you very much. Let us go back to our main story,

:09:44. > :09:47.and we can go to Akbar Hussain. You are very close to where this gun

:09:48. > :09:59.battle is taking place, tell me what you know? Now, I am in, the area, it

:10:00. > :10:05.is literally one of the most secure areas in the country. You can see

:10:41. > :10:44.talked to them, local people, the rest room manager and another

:10:45. > :10:50.person, they manage to get out of the rest room. What they told us, at

:10:51. > :10:55.least 20 foreigners are still being trapped inside the restaurant. And

:10:56. > :11:00.they are being taken hostage by the gunman. This restaurant is a very

:11:01. > :11:06.popular destination for European and American citizens living in Dakar.

:11:07. > :11:11.The area where I am standing now, this is a well protected area

:11:12. > :11:15.compare to other parts of the city so people this area very surprised

:11:16. > :11:21.to see the way that the gunmen breach the security system of the

:11:22. > :11:25.area. If you see the road behind me. You can see, the police are not

:11:26. > :11:33.allowing anyone to get inside the area, now, they are waiting to get

:11:34. > :11:37.response from the criminals. The elite police force, the chief of it

:11:38. > :11:42.told us, that they are thinking, that they are trying to negotiate

:11:43. > :11:47.with the gunman to avoid further bloodshed because so far, the news

:11:48. > :11:52.we have received. One police officer was shot dead by the militants and

:11:53. > :11:57.another 50 police officers received bullet injuries, and they're now

:11:58. > :12:05.treated in a local hospital. So that they can avoid further bloodshed. It

:12:06. > :12:11.is now going on here and police are saying, that all of the preparation,

:12:12. > :12:15.will avoid further bloodshed. In the last half an hour Islamic state has

:12:16. > :12:23.claimed responsibility for this attack, do we know how many

:12:24. > :12:27.militants are involved? What police have said is that at least eight to

:12:28. > :12:31.nine militants that took part in the whole operation, this is such a

:12:32. > :12:37.coordinated attack, and they were carrying heavy weapons and they were

:12:38. > :12:40.firing indiscriminately. You say that Islamic State claimed the

:12:41. > :12:44.responsibility but the Bangladesh government has long denied the

:12:45. > :12:49.presence of Islamic State inside the country. They always say that some

:12:50. > :12:52.home-grown jihadis groups, I involved with militant activities.

:12:53. > :12:58.Because we have seen at least 45 people had been killed in manga dash

:12:59. > :13:03.in the last half year. They include secular brothers and writers,

:13:04. > :13:08.especially Hindus and Christians are being targeted. But the government

:13:09. > :13:15.said there is no existence of this Islamic state. So now, their main

:13:16. > :13:18.focal point is that, they are trying to save the lives of foreigners who
