:01:19. > :01:20.The victim, Philando Castile, had been pulled over in his car

:01:21. > :01:24.His girlfriend said he was shot as he was reaching

:01:25. > :01:27.Our North America correspondent Nick Bryant reports now.

:01:32. > :01:33.He's licensed, he's carrying, he's licensed to carry.

:01:34. > :01:36.He was trying to get out his ID and his wallet.

:01:37. > :01:38.The immediate aftermath of another police shooting,

:01:39. > :01:46.this time not just caught on camera, but streamed live on Facebook.

:01:47. > :01:49.He was briefed, he had a firearm and he was reaching for his wallet

:01:50. > :01:52.and the officer just shot him in his arm.

:01:53. > :02:02.The female passenger in the car, Diamond Reynolds has just

:02:03. > :02:05.seen her boyfriend shot by a policeman and he's fast losing

:02:06. > :02:08.I told him not to reach for anything.

:02:09. > :02:15.You told him to get his ID, sir, his driver's licence.

:02:16. > :02:18.Philando Castile had been pulled over because his rear light wasn't

:02:19. > :02:20.working and apparently told the officer he had

:02:21. > :02:22.a legally-purchased concealed weapon with him in the car.

:02:23. > :02:24.Mr Castile had worked as a cafeteria supervisor

:02:25. > :02:36.Protesters converged on the governor's mansion,

:02:37. > :02:39.draping it with police tape, taken from the scene of the shooting

:02:40. > :02:40.and giving angry voice to now familiar cries.

:02:41. > :02:49.Then, Diamond Reynolds stepped before the crowd.

:02:50. > :02:52.The police put four, five shots into him for no reason.

:02:53. > :02:59.It's the latest in a long line of police shootings involving

:03:00. > :03:03.African-Americans and the second high-profile incident this week.

:03:04. > :03:07.This is footage from Baton Rouge, Louisiana, showing a black man,

:03:08. > :03:11.Alton Stirling, being held down by police and shot several times.

:03:12. > :03:13.So another police shooting, another black family left to mourn,

:03:14. > :03:15.another racial flashpoint and this is happening

:03:16. > :03:24.Already this year in America, 123 African-Americans have been

:03:25. > :03:31.The fear is that this could be the start of a long, hot summer,

:03:32. > :03:44.words which for decades have come with a sense of foreboding.

:03:45. > :03:50.And Laura Bicker in Baton Rouge, Louisiana.

:03:51. > :03:55.What is the Minnesota police Department shame about the fatal

:03:56. > :04:02.shooting of Philando Castile? -- saying. They have confirmed that a

:04:03. > :04:07.black man was fatally shot by a police officer in a traffic stop.

:04:08. > :04:11.But they have not said much more than that. The deputy chief said

:04:12. > :04:15.that he heard about a video which had been streamed live, but at the

:04:16. > :04:19.time of speaking he had not seen it. Maybe he has now. We are waiting for

:04:20. > :04:24.more information from him. The governor has already said the state

:04:25. > :04:28.Department of criminal apprehension will conduct an investigation. He

:04:29. > :04:32.has also said he has called the White House to see of the Justice

:04:33. > :04:36.Department can conduct a separate investigation, bringing in federal

:04:37. > :04:40.investigators, but that is still being assessed. In front of the

:04:41. > :04:45.Governor's mention we have got 200 people that have gathered to talk

:04:46. > :04:51.about what happened and prayed, express anger and call for change.

:04:52. > :04:54.Barbara, on that point about a possible justice to bond

:04:55. > :04:58.investigation, a Minnesota Congressman has called for that as

:04:59. > :05:04.well. Can you talk us through the significance of that if it happens?

:05:05. > :05:10.Well, the Justice Department investigation was just today

:05:11. > :05:13.announced and this is a civil right investigation being conducted. It is

:05:14. > :05:16.not clear if the Justice Department would conduct a similar type of

:05:17. > :05:21.investigation but if it did it would see it as a racially motivated

:05:22. > :05:25.incident. That is something that people here definitely believe. It

:05:26. > :05:31.is also interesting these investigations are being called now.

:05:32. > :05:35.It seems to me more than before. I do not know if a man being killed by

:05:36. > :05:40.a policeman, but we are hearing about it a lot more and this video

:05:41. > :05:45.which went viral that Philando Castile's girlfriend filmed is the

:05:46. > :05:50.latest in when these things get filmed it draws national attention

:05:51. > :05:58.to them. Let's go to Laura Bicker. She is in Louise Young were Altman

:05:59. > :06:02.Stirling was killed. What is the impact on the killing in Minnesota

:06:03. > :06:10.having on the community where you are, already in morning? We have

:06:11. > :06:12.just heard from the lawyers for the Altman Stirling family. They called

:06:13. > :06:15.it an epidermis. They said that it is time to organise action. They

:06:16. > :06:25.called for more peaceful protest. They said it is time to say, no

:06:26. > :06:28.more. That is the kind of reaction they are having here. There are

:06:29. > :06:36.hundreds if not thousands of people lining up the streets and this is

:06:37. > :06:40.where Altman Stirling was killed. He used to sell CDs. They have kept a

:06:41. > :06:43.presence here throughout. They want to keep up the pressure on the

:06:44. > :06:49.police and local representatives to what they said is about getting

:06:50. > :06:52.justice the Altman Stirling. It is interesting following on from what

:06:53. > :06:59.Barbara has said. When you speak to one of the representatives here, his

:07:00. > :07:06.job is to follow the police scanners when there is about to be any kind

:07:07. > :07:09.of action and film it. They said they have already been many

:07:10. > :07:16.incidents here. The difference with Altman Stirling is it is on tape,

:07:17. > :07:20.not just once, but twice. That has outraged people here and right

:07:21. > :07:24.across the country. When it comes to the presence here and calling for

:07:25. > :07:28.justice, they do not believe the investigation will be transparent

:07:29. > :07:31.enough and do not trust it. But they say that is all they have got to

:07:32. > :07:37.hang onto at the moment. Laura in Louise Young and Barbara in

:07:45. > :07:46.In their ballot to select a new party leader,

:07:47. > :07:49.Conservative MPs whittled down the list to two women -

:07:50. > :07:50.Theresa May, the current Home Secretary -

:07:51. > :07:54.Michael Gove, one of the key figures in the campaign

:07:55. > :07:56.for Britain to leave the EU, came third in today's ballot.

:08:02. > :08:10.Miles ahead of both her rivals today, her supporters already

:08:11. > :08:20.This vote shows the Conservative Party can come together

:08:29. > :08:31.the European Union, to unite our party and our country and to make

:08:32. > :08:33.Britain a country that works not for the privileged

:08:34. > :08:38.In the grand rooms of Westminster the

:08:39. > :08:50.Therefore Michael Gove, having the lowest

:08:51. > :08:55.number of votes, has been eliminated from the ballot.

:08:56. > :09:01.With Michael Gove out and the Energy Minister Andrea

:09:02. > :09:04.Leadsom trailing, Mrs May's supporters were delighted.

:09:05. > :09:07.Not in Number Ten yet but she has just won

:09:08. > :09:09.the very clear endorsement of the majority of Tory MPs.

:09:10. > :09:11.Her backers hope her experience makes her the

:09:12. > :09:15.She can truly say as we go to the country that she is

:09:16. > :09:20.Are you surprised by how strong the result was?

:09:21. > :09:23.She got 165 earlier, that is overwhelming in

:09:24. > :09:26.itself and to go even further, touching 200 is a clear indication

:09:27. > :09:28.of what parliamentarians think we need of our

:09:29. > :09:44.Traditional Tories are excited by Andrea Leadsom.

:09:45. > :09:47.The Eurosceptic Energy Minister, is far less experienced

:09:48. > :09:49.and her colleagues need assurances about her record,

:09:50. > :09:52.is excited enough to march along the river

:09:53. > :09:53.in an unusual show Conservative support.

:09:54. > :09:59.Before the Referendum she was hardly known.

:10:00. > :10:05.I feel that having played a part in showing this

:10:06. > :10:09.country the prospects for us outside the EU, I

:10:10. > :10:12.just felt I needed to put myself forward, to offer to lead the way

:10:13. > :10:16.through it, because I really believe in it.

:10:17. > :10:19.Just a couple of days into the race she's already been

:10:20. > :10:32.I spent the best part of ten years in Visa and

:10:33. > :10:35.Barclays and the best part of ten years in Invesco.

:10:51. > :10:57.I love the idea of two women battling it out and showing us how

:10:58. > :11:02.The Justice Secretary Michael Gove betrayed his friend Boris Johnson

:11:03. > :11:06.I am naturally disappointed I have not

:11:07. > :11:08.been able to make it through to the final

:11:09. > :11:12.This is a moment Theresa May's will treasure.

:11:13. > :11:14.A more successful start to the race than

:11:15. > :11:17.But now MPs lose control and the contest goes to

:11:18. > :11:28.Its the Conservative party, not Parliament, that makes the call.

:11:29. > :11:31.President Obama is currently on his way to a NATO summit in Warsaw.

:11:32. > :11:34.The UK's exit from the EU, tensions with Russia and the ongoing

:11:35. > :11:37.war in Syria are all due to be on the agenda.

:11:38. > :11:40.This is Mr Obama's fifth NATO summit, and is likely to be his last

:11:41. > :11:46.To find out a more about what we can expect from this summit, let's speak

:11:47. > :11:53.to Former Supreme Allied Commander at NATO, Admiral James Stavridis.

:11:54. > :12:03.Thank you for being with us. Thank you. There is so much on the table

:12:04. > :12:07.at this summit. Let's start with Afghanistan. The president announced

:12:08. > :12:12.he will keep 8400 troops in Afghanistan through the end of next

:12:13. > :12:19.year. Do you expect Nato allies will also up their contributions? I very

:12:20. > :12:23.much do. The ratio has been consistent through the 15 years of

:12:24. > :12:30.this campaign. Two US soldiers for everyone Nato. I think if the US

:12:31. > :12:36.will keep around 8500 I think the Allies will go up about 4000 troops.

:12:37. > :12:40.I am very confident of that. It has been a very solid arrangement and

:12:41. > :12:44.will help Afghanistan. Moving to Islamic State where they have been a

:12:45. > :12:50.spate of attacks by that group in the last few weeks, most recently in

:12:51. > :12:56.Baghdad, what could Nato, with on the fight against Islamic State?

:12:57. > :13:02.First of all, you're going to see Nato deploying what are called the

:13:03. > :13:06.airborne early warning aircraft. They are huge aeroplanes with large

:13:07. > :13:09.domes on top. They are very sophisticated with radar systems and

:13:10. > :13:14.they can do a lot for air control over that battle space and can

:13:15. > :13:19.monitor the communications which are going on in the area. Secondly and

:13:20. > :13:23.more important even than that, I think we will see Nato signing up to

:13:24. > :13:29.a training mission in Iraq to support their security forces, with

:13:30. > :13:34.the ponderings of boots on the ground really going after Islamic

:13:35. > :13:38.State and thirdly, Nato will commit to doing more in special forces and

:13:39. > :13:41.intelligence. They need to up their game against Islamic State and I

:13:42. > :13:46.think they will do that coming out of this summit. Is that enough of a

:13:47. > :13:52.contribution from them in the fight against Islamic State? I think it is

:13:53. > :13:58.insufficient. I think we need at least a total of 15-20,000 Western

:13:59. > :14:02.troops involved in this fight. Right now in total we have probably got

:14:03. > :14:07.about half that. Maybe 10,000 in total. That is being generous. I

:14:08. > :14:12.think Nato needs to put more troops on the ground. Probably another

:14:13. > :14:15.10,000. It would be a heavy lift from Nato but the things I have

:14:16. > :14:20.outlined would be a step in that direction. On the question of

:14:21. > :14:25.Russian aggression in Ukraine, how will Nato response to that? More

:14:26. > :14:33.forces on the eastern border? No question. I think you still allies,

:14:34. > :14:36.the Baltic states, Latvia, that the winner, Poland and Rumania, all

:14:37. > :14:42.those states formally part of either the Soviet Union or the Warsaw Pact

:14:43. > :14:49.are very nervous. They watched Russia invaded Georgia in 2008 and

:14:50. > :14:55.Ukraine in 2014 and the annexation of crummy air. They are seeing

:14:56. > :15:06.aggressive Russian behaviour with many exercises. -- the Crimean 's. I

:15:07. > :15:11.think they will deploy in the Baltics and Poland and they will

:15:12. > :15:15.come from the US and United Kingdom, Germany and perhaps Canada, we will

:15:16. > :15:20.learn more after the summit. Those forces will be the means of

:15:21. > :15:26.deterrence against Russia. You will see that coming out of the summit.

:15:27. > :15:31.Will that annoy Russia and threaten whatever cooperation varies over

:15:32. > :15:35.Syria? This is always the dialogue we have to have. I say that the

:15:36. > :15:41.annoying thing was the Russian invasion of Ukraine and the Annex

:15:42. > :15:48.Asian. That is beyond annoying. I think Nato is rightfully stepping up

:15:49. > :15:56.a deterrent. -- the Annex Asian. -- the Annex Inc. We do not want to

:15:57. > :15:59.stumble back. The Secretary-General has said that we need high-level

:16:00. > :16:03.dialogue with Russia. I think you will see the reassurance and

:16:04. > :16:09.deterrence and moving battalions will stop you will also see an olive

:16:10. > :16:15.branch asking for higher level dialogue. It will be choppy waters

:16:16. > :16:17.both ways. Thinking very much. My pleasure.

:16:21. > :16:22.Iraqi officials say the number of people killed in Sunday's suicide

:16:23. > :16:29.bombing in Baghdad is now known to be 281.

:16:30. > :16:33.The attack targeted a shopping complex in a Shia Muslim district.

:16:34. > :16:36.The so-called Islamic State group has said it was behind the bombing,

:16:37. > :16:38.the deadliest in the country since the 2003 US-led invasion.

:16:39. > :16:41.The German parliament has passed a new law defining rape -

:16:42. > :16:44.clarifying that "No means no", even if a victim did not fight back.

:16:45. > :16:47.Critics have argued that Germany has long lagged behind other developed

:16:48. > :16:49.nations when it comes to its rape laws.

:16:50. > :16:52.The new law classifies groping as a sex crime, and makes it easier

:16:53. > :16:59.At least 21 people have been injured, some of them seriously,

:17:00. > :17:01.after an explosion went off on a commuter train in Taipei.

:17:02. > :17:11.The capital's official news agency is reporting local police as saying

:17:12. > :17:12.the explosive looked like a firecracker.

:17:13. > :17:14.Taiwan's Premier has ordered government agencies to form a team

:18:41. > :18:45.They have been toing and froing all day. Some people have been

:18:46. > :18:50.retrieving what they can from their apartment. It is sunny and there is

:18:51. > :18:55.no rain but the worry is there is a typhoon coming in the next 36 hours.

:19:16. > :19:17.FBI Director James Comey has defended his decision not

:19:18. > :19:19.to recommend criminal charges against Presidential candidate

:19:20. > :19:21.Hilary Clinton over her use of a private email server

:19:22. > :19:23.during her time as Secretary of State.

:19:24. > :19:25.Comey said she did not break the law or mislead investigators.

:19:26. > :19:27.However Republicans said Mrs Clinton received special treatment

:19:28. > :19:32.Anthony Zurcher is here to talk us through this.

:19:33. > :19:39.The chair said he was mystified and confused and said they would call

:19:40. > :19:43.out the mistakes made but they do not recommend indictment. They said

:19:44. > :19:46.the key was criminal intent. Did Linton intends to commit a crime

:19:47. > :19:52.when she was sending it from the private e-mail server? They also

:19:53. > :19:56.said you cannot be grossly negligent with classified information but that

:19:57. > :20:01.has only been prosecuted one time in the last 100 years. -- you can be.

:20:02. > :20:06.He did not think there was any legal precedent for pursuit of this

:20:07. > :20:09.against Hillary Clinton. Did Republicans get anything out of this

:20:10. > :20:13.that they can use against Hillary Clinton in the run-up to the

:20:14. > :20:17.election? Again, there was classified material on her e-mail

:20:18. > :20:25.server at the time. He did say there were only three instances of

:20:26. > :20:29.e-mails... That was without any classified markings at the top. He

:20:30. > :20:34.said there was a small number in his press conference will stop but

:20:35. > :20:36.sitting there and detailing some of the ways in which Hillary Clinton

:20:37. > :20:40.has said things in public which do not chime with the facts of the

:20:41. > :20:44.investigation, that can be harmful in the Court of public opinion, if

:20:45. > :20:49.not the legal one. Some Republicans think that Donald Trump has missed

:20:50. > :20:54.an opportunity with this because he has been too busy defending a

:20:55. > :21:01.controversial tweet. He is in town. What is he doing? He is meeting

:21:02. > :21:03.congressional leaders in the House of Representatives. Standing room

:21:04. > :21:08.only. Apparently it went fairly well. He went through his standard

:21:09. > :21:13.speech and he talked about Saddam Hussein and was once again praised

:21:14. > :21:18.for being tough on terrorism. He met with senators and got into an

:21:19. > :21:22.argument in the meeting about his criticisms of Mexicans in the past.

:21:23. > :21:28.I think people walked out feeling that he had been less sure about

:21:29. > :21:29.Donald Trump than they did when they walked in. Thank you very much for

:21:30. > :21:32.that update. Well, there are still four months

:21:33. > :21:35.to go before voters head to the polls to decide this election

:21:36. > :21:38.- and the only certainty is that women will be decisive in choosing

:21:39. > :21:41.who makes it to the White House. But what are female voters looking

:21:42. > :21:44.for in a candidate - and how do Hillary Clinton

:21:45. > :21:46.and Donald Trump stack up? The BBC's Katty Kay has been

:21:47. > :21:57.looking for the answers. You call women new do not like fat

:21:58. > :22:07.pigs, dogs, slobs and disgusting animals. Only Rosie O'Donnell.

:22:08. > :22:14.Donald Trump's rhetoric towards women has become a flash point in a

:22:15. > :22:19.presidential election pitting a man against a woman. It is said to be

:22:20. > :22:22.the most agenda driven election in US history, with Hillary Clinton the

:22:23. > :22:26.first ever female nominee for the White House. More women vote in

:22:27. > :22:34.America than men. Research has showed that they have decided the

:22:35. > :22:37.last five US elections. Donald Trump is currently polling worse with

:22:38. > :22:42.women than any presidential candidate 's 1972. Millions of women

:22:43. > :22:47.did vote for him in the primaries. One is Lynn Ryan. She will be a

:22:48. > :22:52.Pennsylvania delegate at the Republican convention. She owns a

:22:53. > :22:58.gardening business and likes his views on trade. I think he will do

:22:59. > :23:04.the best job to keep us safe and try and grow the economy. He definitely

:23:05. > :23:08.knows how to run a business. We are going to Philadelphia and we are

:23:09. > :23:13.going to win! Thank you and God bless you! She is clearly not moved

:23:14. > :23:17.by the historic nature of the Hillary Clinton candidacy. For many

:23:18. > :23:21.American women the possibility of putting a woman in the White House

:23:22. > :23:27.after 44 male presidents is irresistible. Is it important for

:23:28. > :23:33.you that she is a woman and would either first woman president? Of

:23:34. > :23:36.course! It is so important. Her campaign has thrown up an

:23:37. > :23:41.interesting phenomenon. A generational gap among female

:23:42. > :23:44.voters. Older women seem to support Hillary Clinton because they

:23:45. > :23:48.urgently want a female president and they want it now. Younger women tend

:23:49. > :23:52.to feel confident they are going to get one at some point in their

:23:53. > :24:00.lifetime and they are just not sure that they want Hillary Clinton. Amy,

:24:01. > :24:03.a Democratic senator from Minnesota, inks Hillary Clinton is able to

:24:04. > :24:10.successfully reach younger women voters. -- thinks. You have got a

:24:11. > :24:12.generation that did not see her in those roles. Many of them were

:24:13. > :24:17.hardly voting when she was secretary of state. She needs to introduce

:24:18. > :24:26.herself in a non-primary setting when it is her against Donald Trump.

:24:27. > :24:31.This is a classic swing voter. Economic lead Conservative at

:24:32. > :24:34.socially liberal. She has voted Republican and Democrat in the past.

:24:35. > :24:40.She is struggling with who to support this year. We need to

:24:41. > :24:44.regulate the economic 's in this country more. That is probably my

:24:45. > :24:48.draw a little bit too Donald Trump. He is a businessman. He has that

:24:49. > :24:52.economic ground and has made a successful business of it. Her

:24:53. > :24:57.foreign policy background draws me to her. I feel more confident in

:24:58. > :25:02.having somebody that has sat at the table and held the positions she has

:25:03. > :25:08.had. I am very torn between being a businesswoman and being a woman. Of

:25:09. > :25:14.course, nobody knows exactly how many women will vote, or which

:25:15. > :25:19.candidate they will vote for. If we did, we would already be able to say

:25:20. > :25:23.who is going to win. What we do know is women will decide who lives in

:25:24. > :25:28.the White House after Aric Obama, whether it is America's 45th male

:25:29. > :25:32.president or its first woman. -- after President Obama.
