:01:23. > :01:24.bodies to decide if Russian competitors are clean and should be

:01:25. > :01:30.The US Anti-Doping agency condemned the ruling saying the IOC had

:01:31. > :01:34."refused to take decisive leadership" and had left

:01:35. > :01:40.But the International Tennis Federation said it welcomed

:01:41. > :01:42.the decision allowing clean athletes to go to Rio.

:01:43. > :01:49.It said Russia's seven nominated tennis players would be competing.

:01:50. > :01:51.Russian state organised doping, which has brought its much

:01:52. > :01:53.success in recent years, has been exposed.

:01:54. > :01:56.But with just 12 days until the start of the Rio Olympics

:01:57. > :02:02.the IOC today resisted calls for a blanket ban on its team.

:02:03. > :02:05.No Russian athlete can compete unless he or she meets some

:02:06. > :02:14.The International sports federations will carry out an individual

:02:15. > :02:16.analysis of each athlete's anti-doping record, taking

:02:17. > :02:28.into account only reliable international tests.

:02:29. > :02:30.Russia wanted to send a 386 strong team to Rio,

:02:31. > :02:33.but that number has already been reduced by 68 following a failed

:02:34. > :02:35.appeal against an existing ban on its track and field team.

:02:36. > :02:39.Now 27 remaining sports federations must now decide which Russians can

:02:40. > :02:44.go but they are facing a race against time.

:02:45. > :02:48.Despite outward appearances, Russian ministers are tonight

:02:49. > :03:09.We take the investigation very seriously and we are waiting to work

:03:10. > :03:12.With the Olympics looming, given the weight of evidence

:03:13. > :03:15.against Russia, many feel that this has damaged people's trust in Russia

:03:16. > :03:22.I think they have affected the Olympic movement.

:03:23. > :03:24.I worry about the future of clean sport.

:03:25. > :03:28.I worry about the future of clean athletes the Olympic Games.

:03:29. > :03:31.The IOC has also decided that the whistle-blower cannot go

:04:19. > :04:21.But at the same time concentrate on what we are doing

:04:22. > :04:26.With days to go until the Olympics gets underway this should be a times

:04:27. > :04:29.But the decision leaves many Russian competitors in limbo

:04:30. > :04:47.BBC's Sarah Rainsford joined us from Moscow a short time ago

:04:48. > :04:50.and I started by asking her how the IOC decision had

:04:51. > :05:00.As far as Russia was concerned, it was a campaign they had to win. They

:05:01. > :05:03.had to try to persuade the IOC not to make individual athletes who

:05:04. > :05:07.argue that they are clean paid the price that those who have been

:05:08. > :05:14.doping and they believe they have won that argument, the proof of it

:05:15. > :05:19.being there will be no blanket ban. That would have been a humiliating

:05:20. > :05:22.decision for Russia. This is a country that sees itself as a

:05:23. > :05:26.sporting superpower and the idea that all Russian athletes will be

:05:27. > :05:31.banned from the Olympics, that a Russian flag would not fly there is

:05:32. > :05:37.something that Russia did not want to see happen. They have avoided the

:05:38. > :05:41.worst possible outcome, but what we have now is the decision is left to

:05:42. > :05:46.individual sporting federations. Decisions that will take place less

:05:47. > :05:56.than two weeks before the games begin. 12 days to go, is that enough

:05:57. > :05:59.time? We have heard from the International tennis Federation

:06:00. > :06:04.which has said that as far as it is concerned, Russian players should be

:06:05. > :06:09.cleared to compete. They are subjected to rigorous testing abroad

:06:10. > :06:14.and therefore the suggestion they are cheating is not there. As far as

:06:15. > :06:18.the Federation is concerned, they should be clear, but there are other

:06:19. > :06:24.new procedures they will have to go through for those players to make it

:06:25. > :06:30.to Rio. Each federation was at its own criteria. It is very complex, we

:06:31. > :06:33.don't know how it will play out, and other athletes who are clean and

:06:34. > :06:41.have not been doping, it is an extremely nervous wait. Russia's

:06:42. > :06:47.federation has been damaged. What has been the reaction where you are

:06:48. > :06:52.to state-sponsored doping? That is right and Russia continues to insist

:06:53. > :06:55.there is no programme of state-sponsored doping. We have

:06:56. > :07:00.heard that from the sports minister over the past few days. He has told

:07:01. > :07:04.us there was no programme to cheat in sport. He has talked about

:07:05. > :07:07.individuals being copper bowl and therefore argued that the whole

:07:08. > :07:20.Russian team should not be penalised for that. -- been culpable. However,

:07:21. > :07:22.there is a devastating picture of cheating in Russian sport.

:08:48. > :08:56.that have not been caught? Thousands of samples were thrown down the

:08:57. > :09:00.toilet. Who are these clean athletes? Sadly, they will go to Rio

:09:01. > :09:06.and people will not cheer when they walk into the Olympic Stadium or

:09:07. > :09:10.when they win a medal because they will think they have won them

:09:11. > :09:16.because they are doping. There will be instances over the next months,

:09:17. > :09:21.maybe years, where we find out that they have been doping and medals

:09:22. > :09:31.will be taken away from them and given to the people that deserve

:09:32. > :09:40.them. It is not fair. What is your experience of this? We have been

:09:41. > :09:45.through this once before and it is difficult to deal with. I strongly

:09:46. > :09:50.believe there are two sections of society that the IOC should be

:09:51. > :09:54.protecting. First and foremost, the clean athletes because that is the

:23:58. > :24:01.really hard, and I am not sure we have taken the right decision here.
