:01:26. > :01:27.which injured 29 people, But they've said there's no evidence

:01:28. > :01:33.of a link with international groups Security has been heightened

:01:34. > :01:37.in the city - an extra 1,000 police officers

:01:38. > :01:53.are being deployed at bus stations, The blast took place in a district

:01:54. > :01:56.of Chelsea. Everybody has been released from hospital.

:01:57. > :02:04.These are the sort of scenes that New Yorkers have dreaded for years.

:02:05. > :02:08.The frightened aftermath of an explosion in the heart of Manhattan.

:02:09. > :02:12.This was the moment the bomb went off.

:02:13. > :02:18.A fireball that came within an incredibly loud bang.

:02:19. > :02:21.It had just gone 8.30pm, the middle of a Saturday night.

:02:22. > :02:23.The aim clearly was to maximise casualties.

:02:24. > :02:34.It was like close and people were running for their lives.

:02:35. > :02:41.I turned around and saw smoke shooting up over the tops

:02:42. > :02:45.of the buildings and frankly began running.

:02:46. > :02:47.The blast ripped through Chelsea, a fashionable neighbourhood

:02:48. > :02:51.where the bars and restaurants are always crammed at the weekend.

:02:52. > :02:57.The police released a photo of a mangled container,

:02:58. > :03:04.the possible source of the explosion.

:03:05. > :03:06.Into the New York night rushed the emergency services

:03:07. > :03:09.Dozens were injured, though none sustained

:03:10. > :03:15.As forensic teams started to comb the streets for clues,

:03:16. > :03:18.reports came through a second device had been found a few streets away.

:03:19. > :03:20.We're just approaching 1am and the police have just issued

:03:21. > :03:23.an emergency alert saying there was a suspicious package

:03:24. > :03:33.They are telling people to stay away from their windows.

:03:34. > :03:37.This is what they found - a pressure cooker with wires

:03:38. > :03:41.Similar to the home-made bombs left at the finish line of

:03:42. > :03:49.The device was taken away by the bomb unit in

:03:50. > :03:54.a specially-designed trailer so that robots could examine it.

:03:55. > :03:56.The New York authorities are saying that at this stage,

:03:57. > :03:58.there is no evidence of a connection with international terrorism

:03:59. > :04:02.but the investigation is still in an early phase.

:04:03. > :04:06.We know there was a bombing but we have a lot more work to do

:04:07. > :04:09.to be able to say what kind of motivation was behind this.

:04:10. > :04:13.Was it a political motivation, a personal motivation?

:04:14. > :04:22.An extra thousand police officers are now protecting this city,

:04:23. > :04:24.a high visibility presence at tourist sites like Times Square.

:04:25. > :04:25.September is always a time of heightened security

:04:26. > :04:32.Only last week, New York remembered the most traumatic

:04:33. > :04:35.day in its history - 9/11 - this week, world

:04:36. > :04:44.leaders gather here for the United Nations General Assembly.

:04:45. > :04:46.Well, a knife attack in Minnesota, has now been claimed

:04:47. > :04:52.A news agency linked to the group, says the attacker responsible

:04:53. > :04:54.was a "soldier of the Islamic State".

:04:55. > :04:57.The attacker stabbed at least eight people at a mall,

:04:58. > :05:00.before he was killed by an off-duty police officer.

:05:01. > :05:03.Police say the suspect made at least one reference to Allah

:05:04. > :05:19.17 Indian soldiers have been killed in the most deadly militant attack

:05:20. > :05:20.in years in the Indian-administered Kashmir.

:05:21. > :05:22.All four of the attackers were killed.

:05:23. > :05:25.Carrying guns and grenades they stormed a base in Uri,

:05:26. > :05:27.close to the Line of Control with Pakistan in a pre-dawn ambush.

:05:28. > :05:30.Indian Home Affairs Minister Rajnath Singh reacted by calling Pakistan

:05:37. > :05:40.in the disputed region continue, with a strict curfew imposed.

:05:41. > :05:42.More than 80 people, nearly all anti-government protesters,

:05:47. > :05:49.Let's go to Washington now and speak to Lisa Curits,

:05:50. > :05:52.a Senior research fellow at the Heritage foundation, ad has

:05:53. > :06:05.What is your assessment of this attack and how it will affect

:06:06. > :06:10.relations between India and Pakistan? Tensions were already very

:06:11. > :06:15.high between India and Pakistan because of these protests which had

:06:16. > :06:19.been occurring in Kashmir over the last two month and had resulted in

:06:20. > :06:24.80 civilians being killed. But there's attack today, as you said

:06:25. > :06:30.was a major attack. It has brought the region to a crisis point. We

:06:31. > :06:35.have seen a lot of calls on Prime Minister Modi for some kind of

:06:36. > :06:42.retaliation against Pakistan. But in the past, India has shown a lot of

:06:43. > :06:51.restraint, take the 2008 Mumbai attacks, when over 170 people were

:06:52. > :06:53.killed in those attacks, but the Indian government reacted with

:06:54. > :07:00.restraint. But the government will have to look at escalating the

:07:01. > :07:05.situation and whether India would be walking into a Pakistani trap. We

:07:06. > :07:12.know the Pakistanis want to elevate the Kashmir situation, and this is

:07:13. > :07:17.how they do it, by provoking some kind of military crisis. Is it fair

:07:18. > :07:26.to say there has been a failure of a long term strategy in Kashmir? If

:07:27. > :07:30.you are talking about the civil protests that have been going on

:07:31. > :07:36.over the last two month in Kashmir, the Indians need to use a lighter

:07:37. > :07:42.touch. They need to stop using these pellet guns, which have resulted in

:07:43. > :07:46.a lot of injuries to the Kashmiri people. But we have to separate the

:07:47. > :07:49.symbol protests that have been having, which is an issue for the

:07:50. > :07:52.Indian government to deal with. The fact this attack was likely carried

:07:53. > :07:57.out by Pakistan -based terrorists, so that means there has to be

:07:58. > :08:03.something done to convince Pakistan to crack down on terrorists that

:08:04. > :08:09.continue to operate on its soil. That is where the US role comes into

:08:10. > :08:13.play. The US must do more than simply called for dialogue between

:08:14. > :08:18.India and Pakistan. The US has to call on Pakistan to crack down on

:08:19. > :08:23.terrorist that reside on the inside of the border. It also must get both

:08:24. > :08:29.sides, Indian and Pakistani leaders to tone down the rhetoric. Right

:08:30. > :08:34.now, we see the UN General Assembly is going on and Prime Minister

:08:35. > :08:39.Sharif is probably going to make a speech there this week. It is

:08:40. > :08:44.important he not escalate the situation more by using this

:08:45. > :08:50.rhetoric on Kashmir. The same with India. India must refrain from the

:08:51. > :08:58.rhetoric on Baluchistan, which it has recently started to raise. Human

:08:59. > :09:02.rights atrocities on Pakistan. It needs to cool the rhetoric and that

:09:03. > :09:08.should help defuse the situation. Lisa Curtis, thank you very much.

:10:44. > :10:48.elected officials, first the governor, who announced they were

:10:49. > :10:51.going to be 1000 extra police and National Guard officers on the

:10:52. > :10:57.street at transit hubs across the city in the wake of this explosion.

:10:58. > :11:02.He was speaking this morning, and he said at that point there didn't

:11:03. > :11:04.appear to be any international terrorists linked to this explosion

:11:05. > :11:09.in the Chelsea neighbourhood of Manhattan last night. Also, a second

:11:10. > :11:14.unexploded device, a pressure cooker device was found a few blocks away.

:11:15. > :11:18.And then the mayor who spoke after that, would only call this a

:11:19. > :11:22.bombing. He didn't say it was a terrorist act, which is what the

:11:23. > :11:27.governor said. The mayor said this was a bombing but that is about all

:11:28. > :11:32.we know currently. We don't know the motivation, we don't know if it was

:11:33. > :11:38.political or criminal. So many more questions than answers. We do know

:11:39. > :11:42.the device that exploded, the one that didn't explode and also a pipe

:11:43. > :11:46.bomb that went off in New Jersey on Saturday morning, but didn't injure

:11:47. > :11:51.anyone, all of those devices are going to the FBI facilities in

:11:52. > :11:56.Virginia where they are going to be examined. This afternoon in New

:11:57. > :11:59.York, police are carrying on with their forensic evidence, combing

:12:00. > :12:04.through the scene of that explosion in Chelsea as they try and find

:12:05. > :12:07.clues. Of course, they are looking through surveillance video to see if

:12:08. > :12:10.it will provide any evidence about who was behind this. Thank you very

:12:11. > :12:14.much. The Russian prime minister,

:12:15. > :12:16.Dmitry Medvedev, has said his United Russia party has won

:12:17. > :12:19.the parliamentary election. Exit polls indicate that the party

:12:20. > :12:22.is on course to win nearly 45% of the seats in the lower

:12:23. > :12:26.house of parliament. The Russian president,

:12:27. > :12:28.Vladimir Putin, said the party had TRANSLATION: The turnout has not

:12:29. > :12:43.been the highest in Russia but it has been high enough

:12:44. > :12:47.to say our people have demonstrated we have a civil society,

:12:48. > :12:49.that wants to be in charge We know our people face

:12:50. > :12:53.lots of problems, there are numerous People voted for the United Russia,

:12:54. > :12:58.even when their lives are not easy. Based on these exit polls,

:12:59. > :13:00.we can say people have faith in the party, even

:13:01. > :13:03.when we are not able to deliver There is no one else in the country

:13:04. > :13:13.able to deliver better than us. Let's go to Moscow to speak

:13:14. > :13:22.to our correspondent Oleg Boldyrev. If confirmed, how significant is

:13:23. > :13:28.this result for United Russia? United Russia is losing a chunk of

:13:29. > :13:32.the vote, it still remains the largest party in the parliament. The

:13:33. > :13:37.Russian voters going to bed will face exactly the same composition of

:13:38. > :13:43.parties in the Parliament. Although the Communists seem to be coming

:13:44. > :13:48.third and the Liberal Democratic party second. In essence, it is the

:13:49. > :13:52.same Parliament which used to be there five years ago. And the hopes

:13:53. > :13:59.of some liberals, the novelty, now their individual candidates were not

:14:00. > :14:04.on the party list, but individually, those candidates will try and be in

:14:05. > :14:08.the Parliament. Even though those hopes don't seem to be realised. How

:14:09. > :14:17.do you foresee United Russia governing in this next term, given

:14:18. > :14:24.what you are saying? For five years, the Parliament has been approving

:14:25. > :14:27.pretty much everything the Kremlin was telling them to do. The

:14:28. > :14:33.government is initiating most of the laws and is enjoying a good ride in

:14:34. > :14:37.the Parliament. There is no reason to expect something will change.

:14:38. > :14:42.Some analysts were saying that perhaps now times are more difficult

:14:43. > :14:46.for Mr Putin, he needs a more robust Parliament, Parliament which will

:14:47. > :14:51.reflect the level of discussion in the society. But this doesn't seem

:14:52. > :14:54.to be happening. So far, the only deputy, the only MP which was

:14:55. > :15:01.symbolising the liberal lobby in the last Parliament seems to be losing

:15:02. > :15:06.to another United Russia candidate. Thank you very much.

:21:38. > :21:43.make sure this assistance will reach Aleppo or Eastern Aleppo without

:21:44. > :21:49.being targeted. But if you allow me one second, the aim of all

:21:50. > :21:54.coordination among international targets, not only be to make

:21:55. > :22:01.humanitarian assistance to reach people, but to put an end to this

:22:02. > :22:05.war on Syria. Syrian people want to grow their crops, want to plough

:22:06. > :22:10.their lands, want to go to their factories. And they never, ever

:22:11. > :22:22.needed help from anybody when peace and security was secured for them in
