:00:09. > :00:10.This is BBC World News Today with me, Geeta Guru-Murthy.

:00:11. > :00:16.The United States has just announced it is suspending

:00:17. > :00:19.talks with Russia over a Syria peace deal.

:00:20. > :00:22.As the misery in Aleppo continues, the US accuses Russia of failing

:00:23. > :00:26.to meet its commitments under a ceasefire agreement.

:00:27. > :00:28.After Hungary votes against accepting more migrants,

:00:29. > :00:35.we'll speak live to the country's ambassador to the UK.

:00:36. > :00:39.Trump's tax details - does it show the man is a genius,

:00:40. > :00:42.Or could the revelations be a bombshell moment

:00:43. > :00:49.Kim Kardashian West is robbed at gunpoint in a Paris apartment,

:00:50. > :01:12.We start with breaking news from America where

:01:13. > :01:16.the State Department has just announced it's suspending talks

:01:17. > :01:30.with Russia on trying to end the violence in Syria.

:01:31. > :01:45.And it is not a shock. It is a recognition of reality. In recent

:01:46. > :01:50.weeks and months, mainly in the form of US Secretary of State John Kerry

:01:51. > :01:56.and his Russian counterpart, are trying to say, is there anyway to

:01:57. > :02:06.get racist nation of hostility, a truce, -- an end to the violence.

:02:07. > :02:15.There was an attempt to get some kind of ceasefire for if you days --

:02:16. > :02:24.a number of days after the deal was struck. But this did not continue,

:02:25. > :02:32.fighting on both sides. Now those talks have broken down, no attempt

:02:33. > :02:38.to try and reduce the ceasefire. If there were facilities, they said

:02:39. > :02:43.maybe we could get AIDS into these areas, if they were sustained

:02:44. > :02:54.hostility is, amazingly, the Russians and Americans -- get a help

:02:55. > :03:00.to these areas. The Russians and Americans were going to work

:03:01. > :03:09.together. They have been seeing, now there is no point talking. A

:03:10. > :03:14.statement today gave confirmation that talks have been suspended.

:03:15. > :03:22.Russia it is said to have not lived up to their commitments. Unable or

:03:23. > :03:29.unwilling to ensure that the Syrian regime...

:03:30. > :03:38.Reports saying the White House spokesman saying that everyone buys

:03:39. > :03:47.like patients with Russia has run out. We see daily misery they are,

:03:48. > :03:53.what does that mean? If this is completely run into the ground, what

:03:54. > :03:58.happens now? Right now, the scale of the violence is such that the

:03:59. > :04:08.Americans do not believe, it is pointless they are saying. The

:04:09. > :04:11.intensified attacks against civilian areas, attacks against

:04:12. > :04:19.infrastructure including hospitals, attack on an aid convoy, in that

:04:20. > :04:24.context, there is little point having talks. It doesn't mean that

:04:25. > :04:31.can't happen in the future. You could see talks continuing if things

:04:32. > :04:32.changed on the ground. The Americans are thinking, look, this needs to

:04:33. > :04:57.stop. Using German occasions to... The knock on from Syria, apart from

:04:58. > :05:01.the misery on the ground, is affecting other parts of the ground.

:05:02. > :05:07.The question about weather Europe should take more people from all the

:05:08. > :05:15.world us trouble spots, like Syria and other areas, that is causing

:05:16. > :05:18.political problems. This weekend, the people of fungi have said is now

:05:19. > :05:31.in a referendum. But the turnout was low -

:05:32. > :05:34.only 44% of voters took part - The opposition says no,

:05:35. > :05:38.but the Hungarian Prime minister, Viktor Orban, says he will ask

:05:39. > :05:40.parliament to change the constitution in order

:05:41. > :05:44.to accept the result. For the EU, the president

:05:45. > :05:48.of the parliament has accused Hungary of playing "a dangerous

:05:49. > :06:07.game" by attacking EU treaties. The AdSense for domestic reasons,

:06:08. > :06:13.against the European Union, of the legal legislation in the European

:06:14. > :06:18.Union fails. Overwhelming majority of Hyperion is by other staining

:06:19. > :06:23.from the vote voted against the attempts of the Government. We are

:06:24. > :06:33.grateful to the Hungarian people who've refused. The proposal.

:06:34. > :06:52.Britain is also promising to get tough on immigration.

:06:53. > :07:02.Is this results going to the balance? Not the full measure of

:07:03. > :07:12.people voted in this referendum in Hungary. Hungary took an important

:07:13. > :07:23.historic decision last night. 3.3 million voted for a no answer. It is

:07:24. > :07:28.important to know that when our country entered the European Union

:07:29. > :07:33.there was another referendum. Then, there was less vote supporting the

:07:34. > :07:38.entry to the European Union. It is a very important vote that has taken

:07:39. > :07:44.place now. It is an overwhelming and strong show of support for the

:07:45. > :07:51.Government to act. Does it mean that an unfair burden will be placed on

:07:52. > :07:58.Italy and Greece? You are saying, look, we will not do anything to

:07:59. > :08:05.help? I couldn't hear the question. Is it not unfair of Hungary to say,

:08:06. > :08:17.we are going to leave the problem of migrants to Italy and Greece? Well,

:08:18. > :08:25.we have been a very bold. We have been decisive on putting up

:08:26. > :08:34.directions on the Balkan countries, Serbia and Croatia, stopping the

:08:35. > :08:37.legal migrants. It does not mean our borders are closed. Our borders are

:08:38. > :08:46.ready to accept people through the open gate. Defences are there to

:08:47. > :08:51.stop the illegal migration. Do you think that Europe ayes hold policy

:08:52. > :09:00.on migration can keep going as it is? What should happen now?

:09:01. > :09:06.Concerning the referendum, there will be, what should happen next,

:09:07. > :09:12.the Government is proposing legal steps. It is continuing its fight

:09:13. > :09:20.against the not well working quota system. A year ago, we started to

:09:21. > :09:25.talk about this. Now, more and more countries are adopting this

:09:26. > :09:33.approach. The referendum result is enough for the Government to act

:09:34. > :09:38.legally. In terms of the Constitution, this is an important

:09:39. > :09:43.step to go forward and ensure decisions will be made about

:09:44. > :09:52.Algerians in the depressed in... And not in Brussels. -- treble.

:09:53. > :09:59.Budapest. As Europe tries to work out

:10:00. > :10:01.what to do, the migrant crisis continues even as the weather starts

:10:02. > :10:04.to get colder. This year, 3500 people have died

:10:05. > :10:06.or been reported missing. More than 600 children have drowned

:10:07. > :10:08.- that's about two Reeta Chakrabarti joined one rescue

:10:09. > :10:12.mission, led by the charity Scanning the horizon in the early

:10:13. > :10:15.morning, when the sea The migrant boat set out at night

:10:16. > :10:19.so the owners won't be caught. A vessel comes into view with around

:10:20. > :10:22.100 on board. There is no orange to be seen,

:10:23. > :10:27.meaning no life jackets. The team scrambles to

:10:28. > :10:29.get the small rescue They're given life jackets

:10:30. > :10:36.to make them safe. Over 300,000 people reached Europe

:10:37. > :10:39.across this sea, this year. Over 3000 have died doing so,

:10:40. > :10:43.or been reported missing. The people have been

:10:44. > :10:52.quite calm until now, but they are quite clearly getting

:10:53. > :10:55.a bit agitated and the rescuers are having to tell them to sit down,

:10:56. > :10:58.stay calm and they These people will have been

:10:59. > :11:02.travelling for several hours now, they have left the Libyan

:11:03. > :11:04.coast in the darkness, unclear if they're ever

:11:05. > :11:11.going to reach their destination. There are smiles, relief,

:11:12. > :11:16.but no celebration. The group is entirely male

:11:17. > :11:22.and mostly from West Africa. This young man is among them,

:11:23. > :11:25.he didn't want to be identified. He's come from the Ivory Coast,

:11:26. > :11:28.which he left four years He says he's experienced kidnap

:11:29. > :11:33.and forced labour and hopes TRANSLATION: We are all human

:11:34. > :11:43.beings, what ever the colour We don't do this because we really

:11:44. > :11:48.want to, we do this If only people would welcome

:11:49. > :11:54.us because we're not The conditions in which we find

:11:55. > :12:03.ourselves are really unfavourable. And now there is effectively

:12:04. > :12:06.a second rescue going on. There is another humanitarian

:12:07. > :12:11.mission ship over there. It's already transporting migrants,

:12:12. > :12:13.and about 100 of them are being transferred from that ship

:12:14. > :12:18.to this one. There are women this time,

:12:19. > :12:20.some of them looking shattered The majority of these

:12:21. > :12:27.people are from Somalia. One is this 16-year-old girl,

:12:28. > :12:31.escaping a forced marriage. She's been travelling for ten months

:12:32. > :12:33.and wants to study medicine Italy, where the boat is heading

:12:34. > :12:39.will let her stay in till she's 18. If you don't like me,

:12:40. > :12:45.maybe you will have I may be different from others,

:12:46. > :12:51.or I may be the same. The flimsy vessels that deliver

:12:52. > :13:00.people here are destroyed by the rescuers so it

:13:01. > :13:02.can't be reused. As for their occupants,

:13:03. > :13:08.they face an uncertain future in a Europe uncertain

:13:09. > :13:11.that it wants them. Reeta Chakrabarti, BBC News off

:13:12. > :13:16.the Libyan coast. Colombia's Government is in damage

:13:17. > :13:21.control after voters unexpectedly rejected a peace deal it had struck

:13:22. > :13:24.with the FARC rebel group. 50.2% of the people that took part

:13:25. > :13:29.in the referendum chose More concerning for the Government

:13:30. > :13:35.though was the fact that only 38% of eligible voters

:13:36. > :13:38.actually turned out. And take a look at this map put out

:13:39. > :13:41.by Kings College London researcher It shows areas in green that voted

:13:42. > :13:51.yes, and orange that voted no. Many of the areas affected

:13:52. > :14:26.by the conflict voted Based in the countryside, it was a

:14:27. > :14:39.rebellion against the country. FARC has come against serious opposition

:14:40. > :14:41.by the military. After four years of negotiations, the Colombian

:14:42. > :14:50.president and rebel leaders signed a peace deal a week a goal.

:14:51. > :14:57.Celebrations have been shot lived. A referendum has been cold to ratify

:14:58. > :14:58.the agreement. By the narrowest of margins, the peace agreement has

:14:59. > :15:12.been rejected. TRANSLATION: That these we want is

:15:13. > :15:20.possible and can be strengthened from this situation -- this piece

:15:21. > :15:27.that we want. I want to leave a better country for our children. Now

:15:28. > :15:34.the Government must address concerns of those who voted no. Because of

:15:35. > :15:53.concerns at this terms of the ceasefire were too lenient.

:15:54. > :16:02.The drugs test and hostagetaking is believed to have brought them large

:16:03. > :16:09.amounts of cash. If the peace deal is invalid, for many the fear is

:16:10. > :16:16.that the rebels with the powerful players in future elections.

:16:17. > :16:19.US TV reality star Kim Kardashian has been robbed at gun point

:16:20. > :16:21.of jewellery worth over $10 million dollars while staying

:16:22. > :16:25.It included a ring worth more than $4 million.

:16:26. > :16:27.Our correspondent Amy Cole has this report.

:16:28. > :16:33.Her mega-rich lifestyle and famous family make her a target.

:16:34. > :16:36.In the early hours of this morning Kim Kardashian was robbed

:16:37. > :16:39.at gunpoint at this luxury residence in Paris.

:16:40. > :16:41.It's understood a nightwatchman was handcuffed and five men dressed

:16:42. > :16:46.as police wearing masks stormed her apartment

:16:47. > :16:48.and held her at gunpoint before ransacking it and fleeing.

:16:49. > :16:54.She was left tied up in the bathroom.

:16:55. > :17:01.Kim's husband, rapper Kanye West, was on stage in New York at the time

:17:02. > :17:09.This was actress Salma Hayek's reaction.

:17:10. > :17:15.The thieves are said to have stolen mostly jewellery worth

:17:16. > :17:22.Lee Turner has been a close protection security guard

:17:23. > :17:25.to the rich and famous for more than ten years.

:17:26. > :17:29.He says attacks like this make his job harder.

:17:30. > :17:31.We end up, you know, employing a lot more staff these

:17:32. > :17:35.days, especially for people like herself.

:17:36. > :17:41.We are always on the lookout for potential risks.

:17:42. > :17:44.Kim stayed quiet on social media but TV host James Corden has berated

:17:45. > :18:03.It's not known whether the star's two children

:18:04. > :18:06.A spokesperson said Kim was left badly shaken

:18:07. > :18:22.That's how some of his Republican allies have described him,

:18:23. > :18:24.defending the Presidential nominee against claims he hasn't paid

:18:25. > :18:28.An article in the New York Times suggested that, by declaring huge

:18:29. > :18:31.business losses in the 1990s, Donald Trump avoided paying taxes.

:18:32. > :18:48.His campaign team are refusing to confirm or deny the report,

:18:49. > :18:55.While millions of American families where are working hard and playing

:18:56. > :19:02.our fair share, it seems he was contributing nothing to our nation.

:19:03. > :19:10.Imagine that. Not fair, no grants for helping gates go to college.

:19:11. > :19:21.Nothing for veterans are a military -- children to go to college. He has

:19:22. > :19:27.been talking down America. He makes disparaging comments. He calls our

:19:28. > :19:34.military a disaster. It is not, but it might have been if everyone else

:19:35. > :19:45.failed to pay taxes to support our brave men and women in uniform. I

:19:46. > :19:56.saw a newspaper article, a gentleman named Steve who owns the Class City

:19:57. > :20:07.cafe. He said, it is flat out cheating the Government. Bernie

:20:08. > :20:11.Sanders, my friend, he said Donald Trump reflects a distorted view

:20:12. > :20:20.about this country and what it is about. Former Mayor of New York has

:20:21. > :20:27.also been speaking about the tax question. He is a genius. He took

:20:28. > :20:34.advantage of something that could have saved his enterprise. He came

:20:35. > :20:44.back. When's the Church and Steve jobs talk about that also. Great men

:20:45. > :20:49.have big failures, they take those areas and turn them into good

:20:50. > :20:55.results -- Steve Jobs. One of the most powerful hurricanes

:20:56. > :21:02.for a decade is moving Hurricane Matthew may bring winds

:21:03. > :21:06.of more than 240 kilometres per hour Haiti is expected to bear

:21:07. > :21:19.the brunt of the storm. Parts of Jamaica have already been

:21:20. > :21:30.hit. The worst of the weather is yet to come. Hurricane Matthew is moving

:21:31. > :21:38.at five miles per hour. The rain and flooding is going to get worse. Dark

:21:39. > :21:44.ominous storm clouds. Matthew was a category five storm. It has weakened

:21:45. > :21:49.a little, but it is one of the most powerful hurricanes to hit the

:21:50. > :21:56.Caribbean in years, winds over 45 miles an hour. Cuba lies in its

:21:57. > :22:02.path. Tourists are trying to make the most of their holidays despite

:22:03. > :22:09.the choppy water. I am on vacation. Unfortunately, her again has spoiled

:22:10. > :22:16.application. -- the hurricane has spoiled the vacation. Local people

:22:17. > :22:21.will be taking to more primitive storm shelters than the tourists.

:22:22. > :22:29.For this man and family it will be a cave. TRANSLATION: We think we will

:22:30. > :22:33.be saved. If they want to get to hike the whole city will be

:22:34. > :22:41.swallowed up. A judge how the most important and we are trying to keep

:22:42. > :22:48.them safe. -- our children. There have already been deaths in the

:22:49. > :22:52.waters. Even so, it is being hard to persuade people to leave their

:22:53. > :23:04.homes. It is a challenge from one of the poorest nations in the Americas.

:23:05. > :23:12.We have been hearing from Hillary Clinton. This is a big New York

:23:13. > :23:20.Times story. How is it playing at there? It has been cold a

:23:21. > :23:25.blockbuster. It is what political journalists are talking about all

:23:26. > :23:32.the time. A window into Donald Trump's taxes. Sheds light on his

:23:33. > :23:38.finances at the time. Almost $1 billion loss in that one year. That

:23:39. > :23:46.allows him to stretch out, not paying any kind of federal income

:23:47. > :23:50.taxes. His perception that he is a great businessmen is dented because

:23:51. > :24:00.all of a sudden people are saying, well, he lost all that money, how

:24:01. > :24:10.can he be great? The also criticised Barack Obama for paying too little

:24:11. > :24:17.taxes. Americans like to see rich people pay taxes. They know there

:24:18. > :24:23.are loopholes. It is annoying to them for him not paying taxes for an

:24:24. > :24:28.extended length of time. The emphasis is that he has earned a lot

:24:29. > :24:34.of money. At the same time, they have been a lot of facts and

:24:35. > :24:40.misappropriation of the truth. Donald Trump us support has held up.

:24:57. > :25:06.Daylight opening up. I don't think the tax story has really had an

:25:07. > :25:12.impact yet. But a week of Donald Trump stumbling over himself on the

:25:13. > :25:16.issue of his past criticism of the beauty pageant contestants. And his

:25:17. > :25:29.early morning tweaked attacking that woman. -- tweet. Hillary Clinton has

:25:30. > :25:37.been very strong of late. America has suspended cooperation on the

:25:38. > :25:42.Syria ceasefire talks. Russia regrets the American decision to

:25:43. > :25:49.suspend cooperation on the ceasefire. The Russian Foreign

:25:50. > :25:54.Ministry have been cited with that. A breakdown of talks, we will bring

:25:55. > :26:06.you developments in the next few hours. Thanks for watching.

:26:07. > :26:11.The weather story for the rest of the week is a fairly dry one.
