:00:00. > :00:08.This is BBC World News Today, broadcasting in the UK

:00:09. > :00:17.The headlines: What impact will the reopened FBI investigation

:00:18. > :00:20.into Hillary Clinton's emails have on the US election?

:00:21. > :00:24.Could the move jeopardise Clinton's lead over rival Donald Trump -

:00:25. > :00:30.with just ten days to go until election day?

:00:31. > :00:39.Hillary has nobody to blame but herself for her mounting legal

:00:40. > :00:46.troubles. Her criminal action was wilful. Even the director noted that

:00:47. > :00:50.this new information may not be significant, so let's get it out.

:00:51. > :00:52.Iraq's Shia militias launch an attack on Islamic State

:00:53. > :01:01.The aim to cut off their supply route to Syria.

:01:02. > :01:07.Also coming up, how an all-female Saudi mobile show -- mobile phone

:01:08. > :01:14.shop is helping women keep their privacy.

:01:15. > :01:17.Chelsea thrash West Brom 4-0 to end Pep Guardiola's worst run as

:01:18. > :01:26.manager. The head of the FBI has

:01:27. > :01:39.defended his decision to announce a further investigation

:01:40. > :01:41.into Hillary Clinton's email use James Comey said not making

:01:42. > :01:48.the bureau's position public would be misleading

:01:49. > :01:50.the American people. Mrs Clinton has called

:01:51. > :01:54.on the FBI to give full and complete facts immediately -

:01:55. > :01:57.her presidential rival Donald Trump says it's the biggest

:01:58. > :02:10.scandal since Watergate. Ten days to go and this is not the

:02:11. > :02:17.conversation Hillary Clinton wanted America to be having.

:02:18. > :02:20.Once again, her e-mails are being investigated by the FBI,

:02:21. > :02:22.and once again she says she has done nothing wrong.

:02:23. > :02:25.So we do not know the facts, which is why we are calling

:02:26. > :02:28.on the FBI to release all the information that it has.

:02:29. > :02:31.Even Director Comey noted that this information may not be significant,

:02:32. > :02:41.Hillary Clinton has been dogged by one question in her bid

:02:42. > :02:43.to become president - did she mishandle classified

:02:44. > :02:46.information while she was Secretary of State because she used a private

:02:47. > :02:47.rather than government protected e-mail server?

:02:48. > :02:50.The FBI cleared her in July, but said she had been careless.

:02:51. > :02:55.The new inquiry is thought to be linked to this man,

:02:56. > :02:56.the disgraced former Congressman Anthony Weiner.

:02:57. > :03:00.The FBI is looking into his e-mails to see whether he sent sexually

:03:01. > :03:05.He used to be married to Hillary Clinton's

:03:06. > :03:10.Investigators seized the couple's devices.

:03:11. > :03:13.It is thought the e-mails may have come from there.

:03:14. > :03:16.In an internal memo to staff, the FBI director James Comey said

:03:17. > :03:20.he felt an obligation to investigate these e-mails.

:03:21. > :03:24.He said he was unsure of the significance of this

:03:25. > :03:26.discovery, but he made it clear he is aware that the announcement

:03:27. > :03:32.In the middle of an election season, there is a significant risk

:03:33. > :03:37.This is a gift to Donald Trump, who has nicknamed his

:03:38. > :03:47.The investigation is the biggest political scandal since Watergate,

:03:48. > :03:54.and it is everybody's hope that justice at last can be delivered.

:03:55. > :04:00.Hillary Clinton will hope America has heard enough about her e-mails

:04:01. > :04:03.that they have already made up their minds.

:04:04. > :04:07.Or will they have second thoughts about casting their ballot

:04:08. > :04:22.for a candidate still under suspicion by the FBI?

:04:23. > :04:24.Well Donald Trump has been addressing supporters

:04:25. > :04:28.In the last few ours he told them the FBI was right

:04:29. > :04:30.to release the details, despite reports the Department

:04:31. > :04:44.Now the Attorney General is fighting the SPI because the FBI finally did

:04:45. > :04:47.what was right. But also something that should have been done a long

:04:48. > :04:51.time ago. Well, we've been getting

:04:52. > :04:53.a lot of reaction on this development from both sides

:04:54. > :04:55.of the political fence. Here's just a little of

:04:56. > :05:05.what commentators have had to say. I believe the FBI should provide a

:05:06. > :05:12.lot more information than they have up to now. There is massive

:05:13. > :05:17.speculation. Nobody knows quite what the details are and the FBI itself

:05:18. > :05:21.doesn't even know whether it is significant or not. We need more

:05:22. > :05:27.information to help voters make a judgment. Otherwise, Republicans

:05:28. > :05:33.will play politics with this and I'm fortunately, the FBI will have

:05:34. > :05:38.played into the Republican politics if they don't provide more

:05:39. > :05:42.information. They already had issues with what they said Clinton did but

:05:43. > :05:47.they said there was no reason to go further. For them to open it up now,

:05:48. > :05:50.my God, there is something there. And with WikiLeaks releasing

:05:51. > :05:56.information every day about the foundation, about the e-mails, about

:05:57. > :05:58.the e-mails between Clinton and her campaign people, it is painting a

:05:59. > :06:06.picture that she cannot be happy with. It is in the best is dress of

:06:07. > :06:09.the FBI, the American people, the campaign, to have a full airing of

:06:10. > :06:14.what this is. The second part of this is Donald Trump thinks this

:06:15. > :06:17.will help sway the election but what you really need is a proactive

:06:18. > :06:22.vision and something to campaign on, not just hope that there will be

:06:23. > :06:27.some sort of e-mail that will help sway the election, which I do think

:06:28. > :06:30.it's going to happen. The timing is not good for Hillary Clinton but I

:06:31. > :06:36.don't think the FBI director had a choice. He had an obligation to

:06:37. > :06:41.alert Congress when his actions deviated from the testimony he gave

:06:42. > :06:45.Congress. He was stuck between a rock and a hard place, this was

:06:46. > :06:50.unprecedented but yet, here we are. Donald Trump is to be careful not to

:06:51. > :06:57.gloat about. This is nothing to gloat about. This is a real blight

:06:58. > :07:01.on American politics. If you want more background on this latest twist

:07:02. > :07:10.and much more, go to our website. There, you will find analysis.

:07:11. > :07:13.Let's go Iraq now where Shia militia fighters have launched an attack

:07:14. > :07:15.against so-called Islamic State militants west of Mosul

:07:16. > :07:18.as the offensive to retake the city continues.

:07:19. > :07:21.Members of the Shia-dominated Popular Mobilisation Forces say

:07:22. > :07:29.they are advancing on the town of Tal Afar.

:07:30. > :07:31.Their intentions, they say is to cut off Mosul,

:07:32. > :07:34.Islamic State's stronghold in Iraq - from Raqqa - the groups's

:07:35. > :07:56.The Apple for Tal Afar could be important. Its population was once

:07:57. > :08:01.around a quarter of a million, mixed around soon ease and Shia. It was

:08:02. > :08:07.overrun by so-called Islamic State fighters after a two-day battle in

:08:08. > :08:11.2014. Since then, IS has used Tal Afar as a base for its leaders and

:08:12. > :08:19.as a key link between its operations in Iraq and Syria. According to a

:08:20. > :08:25.spokesman, the Shia militants took them by surprise by attacking on

:08:26. > :08:29.three fronts. After 78 hours, we have liberated nearly ten villages.

:08:30. > :08:35.This corridor is considered the main artery in the mainline for the

:08:36. > :08:40.Islamic State group between Mosul on one end and Raqqa and Syria on the

:08:41. > :08:49.other. Victory for the government backed Shia militias. The city could

:08:50. > :08:53.be left in circled. Meanwhile, to the south of Mosul, the Iraqi army

:08:54. > :08:59.is claiming a new victory over IS, saying it has taken another town.

:09:00. > :09:02.But it is the involvement of the Iranian-backed Shia militias that is

:09:03. > :09:08.raising concerns, mainly that the axle of Mosul could aggravate

:09:09. > :09:14.sectarian tensions. In the past 24 hours, the Iraqi army has driven IS

:09:15. > :09:18.fighters out of a predominately Christian town. It had been occupied

:09:19. > :09:23.by two years and during that time, churches were destroyed. Many

:09:24. > :09:28.Christians abandon their homes and lead towards the autonomous Kurdish

:09:29. > :09:30.region. The battle for Mosul is expected to be the biggest since the

:09:31. > :09:34.invasion of Iraq 13 years ago. Well, Turkey's President Erdogan

:09:35. > :09:36.is unhappy with the increased involvement of Shia militia

:09:37. > :09:38.in the operation to recapture He has warned of a different

:09:39. > :09:42.response if Shia militia groups cause terror in the city

:09:43. > :09:44.of Tal Afar which is home He said Turkey would also aim

:09:45. > :09:51.to reinforce it's troops in the town President Erdogan has also been

:09:52. > :10:00.speaking about the death penalty in Turkey saying the government

:10:01. > :10:02.will submit a bill to Capital punishment was abolished

:10:03. > :10:08.in Turkey in 2004 - but in the months since a failed

:10:09. > :10:23.coup, Mr Erdogan has called Tens of thousands of taken to the

:10:24. > :10:30.streets of Taiwan for a gay pride parade. Many called for the

:10:31. > :10:35.legalisation of same-sex marriage. Taiwan is more liberal than much of

:10:36. > :10:40.Asia but moves towards marriage equality have stored.

:10:41. > :10:42.Spain's conservative leader, Mariano Rajoy has won a vote

:10:43. > :10:44.of confidence in the country's parliament to end 10 months

:10:45. > :10:48.His centre-right People's Party will form a minority government -

:10:49. > :10:49.after most deputies from the main opposition Socialists

:10:50. > :10:54.Mr Rajoy, who has been acting Prime Minister -

:10:55. > :10:56.says he'll name his new cabinet on Thursday.

:10:57. > :11:00.His party has been hit by corruption allegations.

:11:01. > :11:03.France's President has urged Britain to take its share of migrant

:11:04. > :11:06.children who remain in Calais after the camp known

:11:07. > :11:11.President Hollande has been touring one of the temporary refugee centres

:11:12. > :11:14.set up for those who have been moved from the camp.

:11:15. > :11:17.He said the clearance of the camp had been a success.

:11:18. > :11:21.And that makeshift encampments that had sprung up in Paris would be

:11:22. > :11:26.The Jungle camp had been seen as a key symbol of Europe's failure

:11:27. > :11:38.to deal with the worst migrant crisis since World War Two.

:11:39. > :11:56.TRANSLATION: There are 1500 miners isolated in Calais, ... The UK needs

:11:57. > :12:02.to accompany these miners to the centres and do their part. In a

:12:03. > :12:05.short period of time, we will be able to effectuate the totality of

:12:06. > :12:16.what was called the camp of Calais. The headlines saying the jungle has

:12:17. > :12:20.been completely cleared are not really telling the real story.

:12:21. > :12:27.Hundreds of young people are still on site. 1500 of them on-site, those

:12:28. > :12:34.are the people that Francois Hollande has been talking about. You

:12:35. > :12:37.can see the hillside over there. That was covered in shanty houses

:12:38. > :12:41.this morning but the mechanical diggers have been moving through,

:12:42. > :12:46.taking them down as they go and overhear, this is the new jungle,

:12:47. > :12:53.these shipping containers and there are dozens of them that our home for

:12:54. > :12:58.those 1500 people. They are having a bit of a kickabout before the dinner

:12:59. > :13:01.siren sounds this evening. Conditions are better for them than

:13:02. > :13:06.in the tense but this is not where they want to be. Beyond them, there

:13:07. > :13:11.are more tends to be cleared. Fully clear the site will take the diggers

:13:12. > :13:19.a few days but finding a permanent home for these young people, that

:13:20. > :13:21.could take far longer. The criminal investigation has been launched in

:13:22. > :13:28.Italy after the fatal collapse of a road in Milan. Some viewers may find

:13:29. > :13:35.the following footage disturbing. The bridge gave way on Friday under

:13:36. > :13:37.the weight of a heavy goods vehicle. The collapsing masonry crashed

:13:38. > :13:42.vehicles and killed a man and injured five others. The highways

:13:43. > :13:49.agency requested its immediate closure. Stay with us here on BBC

:13:50. > :13:54.News. Still to come, smiles all around for Pep Guardiola as

:13:55. > :13:59.Manchester City bead West Brom to go talk the English Premier League. --

:14:00. > :15:09.top of the English Premier League. This is BBC World News Today. Here

:15:10. > :15:13.is our top story. The head of the FBI has defended his decision to

:15:14. > :15:17.announce a further investigation into Hillary Clinton's e-mail use,

:15:18. > :15:24.ten days before the presidential selection. Let's stay with that

:15:25. > :15:29.story. I spoke to Brad Blakeman, a Republican strategist and former

:15:30. > :15:33.aide to President George W Bush, I asked him what he thought about the

:15:34. > :15:39.timing of the FBI announcement just ten days before Americans had to the

:15:40. > :15:42.polls. Certainly the timing is not good for Hillary Clinton but I don't

:15:43. > :15:48.think the FBI director have a choice, he had an obligation to

:15:49. > :15:52.alert Congress when his actions may deviate from the testimony he gave

:15:53. > :15:56.Congress so he was stuck between a rock and a hard place, this was

:15:57. > :15:59.unprecedented but yet here we are. Donald from Nice to be very careful

:16:00. > :16:05.not to gloat about this. This is nothing to gloat about. This is a

:16:06. > :16:09.real blight on American politics. Donald from Nice to take the high

:16:10. > :16:14.road and tell the American public what a shame this is that Hillary

:16:15. > :16:20.Clinton has put our nation and her party in this predicament. This is

:16:21. > :16:24.all self inflicted. If Hillary would not have had a personal server we

:16:25. > :16:29.would not be in this predicament and if she had turned over what her

:16:30. > :16:35.e-mails, then there would not be once dubbed the FBI to turn over.

:16:36. > :16:39.Officials are saying they are deeply upset about this decision and that

:16:40. > :16:45.really the FBI shouldn't interfere in this so close to the election.

:16:46. > :16:49.Again, the FBI didn't have a choice. As a lawyer, I have to say that

:16:50. > :16:53.probably they are looking at perjury, first and foremost, and

:16:54. > :16:59.there must be evidence showing that the evidence that they had of

:17:00. > :17:04.material value differs than the testimony that was given. So, if you

:17:05. > :17:08.look at American medical corruption, they seem to have one thing in

:17:09. > :17:15.common and it is perjury. It is not the underlying criminal charge that

:17:16. > :17:20.matters, it is the perjury. Do you think this could influence the

:17:21. > :17:24.outcome of the election? Absolutely. There is no doubt that in the

:17:25. > :17:29.closing days of the election, independence are making up their

:17:30. > :17:33.minds and this could be a bombshell for them to have a tipping point in

:17:34. > :17:37.their feeling that voting for Hillary is voting for somebody who

:17:38. > :17:44.will be played by scandal, not only in her past, but as president.

:17:45. > :17:47.Donald Trump has some serious allegations to answer as well. That

:17:48. > :17:53.will be interesting, in terms of the outcome of this election. Well, I

:17:54. > :17:56.think that anything in Donald Trump's past is eclipsed by the

:17:57. > :18:01.bombshell announced by the FBI of criminal conduct on behalf on

:18:02. > :18:08.Hillary Clinton and those close to her. That I think overwhelms

:18:09. > :18:12.anything that we know of Donald Trump that has come before. But,

:18:13. > :18:17.again, there could be other surprises for Donald Trump as well.

:18:18. > :18:28.It was a case of whatever you can do we can do too at the top

:18:29. > :18:32.All three teams that started the day level on points at the top won

:18:33. > :18:35.Arsenal had a 4-1 victory at bottom club Sunderland.

:18:36. > :18:37.Liverpool manager Jurgen Klopp was content his team won

:18:38. > :18:53.Very good. The first half, I was not happy with the start. But then we

:18:54. > :19:00.started playing really nice football. It was really outstanding,

:19:01. > :19:04.what we did then, passing wise and movement wise, it was really good.

:19:05. > :19:07.The other members of the leading pack Manchester City also scored 4.

:19:08. > :19:11.Sergio Aguero scored two first half goals before Ilkeye Gundogan added

:19:12. > :19:17.The end of Pep Guardiola's worst run as manager.

:19:18. > :19:22.He had been without a win in six matches.

:19:23. > :19:27.But his side are back on top tonight.

:19:28. > :19:36.It is the first time in my career, six times without winning is a long

:19:37. > :19:43.time. It is complicated but always you have doubt. The principles are

:19:44. > :19:48.not doubted at the players, the players with any other one, we have

:19:49. > :19:51.to play in different systems, sometimes you make it out.

:19:52. > :19:54.Lewis Hamilton's hopes of closing the 26 point gap to championship

:19:55. > :19:56.leader Nico Rosberg have been boosted by claiming pole

:19:57. > :20:00.Hamilton was more than a quarter of a second quicker

:20:01. > :20:02.than his Mercedes team mate, who's struggled to get close

:20:03. > :20:07.But Rosberg could take Hamilton's crown if he wins the race

:20:08. > :20:10.and the Briton finishes tenth or lower.

:20:11. > :20:14.The world number one Anglique Kerber is into the final of the WTA end

:20:15. > :20:15.of season tournament after a surprisingly one-sided match

:20:16. > :20:21.The German, who has won the Australian and US Opens

:20:22. > :20:25.in a breakthrough year, had too much power for the defending

:20:26. > :20:30.6-2 6-1 the final score in favour of the German.

:20:31. > :20:34.Kerber will face Dominika Cibulkova in Sunday's final.

:20:35. > :20:37.What a victory for Cibulkova who beat the russian

:20:38. > :20:42.Svetlana Kuznetsova in three sets in the first semi final.

:20:43. > :20:45.She looked out of sorts in the opener before bouncing

:20:46. > :20:52.Pretty impressive from a player making her tournament debut

:20:53. > :20:56.and who is yet to win a Grand Slam title.

:20:57. > :21:00.Bangladesh have a lead of 128 over England with seven second

:21:01. > :21:03.innings wickets remaining after an enthralling

:21:04. > :21:08.In their first innings the tourists were reduced to 144 for 8 before

:21:09. > :21:12.a dogged partnership between Chris Woakes and Adil Rashid

:21:13. > :21:15.allowed them to build a modest lead of 24.

:21:16. > :21:19.But a brisk 59 from Imrul Kays has given the hosts the advantage

:21:20. > :21:22.and set up a potentially decisive third day's play

:21:23. > :21:26.England suffered a narrow 17 points to 16 defeat to New Zealand

:21:27. > :21:30.in their opening match of the rugby league Four Nations tournament.

:21:31. > :21:35.A drop kick with 14 minutes to go from man of the match Shaun Johnson

:21:36. > :21:38.sealed it for the reigning champions in front of a sell-out

:21:39. > :21:46.It was Johnson who scored the last-gasp try to beat England

:21:47. > :21:59.A BBC Arabic investigation has revealed more about a disturbing

:22:00. > :22:02.new phenomenon - the use of private or sexually explicit images

:22:03. > :22:06.to threaten, blackmail, or shame young people -

:22:07. > :22:23.We travel to Saudi Arabia where female honour is a highly volatile

:22:24. > :22:24.subject and where one mobile phone repair shop is helping women to

:22:25. > :24:37.safeguard their privacy. Right, before we go, let me take you

:24:38. > :24:42.to Berlin. A zombie flashmob put on a dance

:24:43. > :24:45.performance to spooky classics including Michael

:24:46. > :24:47.Jackson's "Thriller". Their outfits ranged

:24:48. > :24:50.from the classic bloodstained The group say they didn't intend

:24:51. > :24:56.to frighten people to death, just before Halloween,

:24:57. > :25:14.but to give them a bit FBI director James Comey has

:25:15. > :25:20.defended his decision to break US lawmakers on FBI moves to look again

:25:21. > :25:26.into Hillary Clinton's e-mail use. Not making it public would be

:25:27. > :25:30.misleading, he said. He was aware of a risk of being misunderstood, given

:25:31. > :25:34.that the FBI does not know the significance of the newly found

:25:35. > :25:42.e-mails. Mrs Clinton has urged the FBI to give full and complete facts

:25:43. > :25:47.immediately. Donald Trump has said it is the biggest scandal since

:25:48. > :25:52.Watergate. That is it from me and the team. Before we go, we can give

:25:53. > :25:58.you these pictures, this is Hillary Clinton in Dakota. We will bring you

:25:59. > :26:02.much more in the coming hours. That is indeed it from me and the team.

:26:03. > :26:15.Goodbye for now. Good evening. It has been a very

:26:16. > :26:17.mild and eight, temperatures as high as 18 degrees in
