:01:09. > :01:13.and services. Through all this, the commission remained focused on

:01:14. > :01:17.delivering its mandate. There are many lessons that we have learned

:01:18. > :01:25.from this electoral cycle that we believe will strengthen our

:01:26. > :01:34.institution, ways of quicker transmission of election results for

:01:35. > :01:40.example. Allow me to express our greatest gratitude to those that

:01:41. > :01:45.contributed to the successful completion of the 2017 elections.

:01:46. > :01:59.Firstly, the people of Kenya, our number-1 stakeholder. You have

:06:09. > :06:16.Once this form is filled in, the Presiding Officer is required to

:06:17. > :06:21.scan the form and send it along with another document for the returning

:06:22. > :06:32.officer in the national tallying centre. The result is final, when

:06:33. > :06:41.announced. All the results are collected, tallied and aggregates

:06:42. > :06:45.are found in order to inform the fort back. The returning officer and

:06:46. > :06:55.enters the result of the election and economic -- economically

:06:56. > :07:01.transmits them. The final decision by the tallying of is final. The job

:07:02. > :07:11.of the national tallying centre is to collate and tally results from

:07:12. > :07:16.the 290 returning officers. They record the results. That is our role

:08:47. > :08:52.general election. As we heard there, nothing goes completely smoothly. We

:08:53. > :09:00.will be kept waiting a bit longer because the results have re-signed

:09:01. > :09:09.first. As we heard, they really were very precise about this whole

:09:10. > :09:17.election procedure because ten years ago there was incredible violence in

:09:18. > :09:22.Kenya after that disputed election win 1100 Kenyans diet, 600,000 were

:09:23. > :09:29.displaced, following that election. This time round, it has been

:09:30. > :09:35.peaceful and this time we are expecting imminently... Now, we have

:09:36. > :09:39.been waiting for this result. We are waiting for them to be signed and I

:09:40. > :09:48.believe that is what is happening right now. Once we see that we can

:09:49. > :09:54.expect to get this resolved. Whether it's Uhuru Kenyatta, the incumbent,

:09:55. > :09:59.the president that has been in power for 4-5 years. Or will it be the

:10:00. > :10:03.opposition, Raila Odinga, the opposition says that they do not

:10:04. > :10:08.accept the provisional results but they say they are not prepared to go

:10:09. > :10:15.to the courts to fight those results. It will be interesting to

:10:16. > :10:23.see finally, once confirmed, what the opposition will do. We assume

:10:24. > :10:28.that Uhuru Kenyatta will be announced as President. Stay with us

:10:36. > :10:37.has stepped up the war of words with North Korea,

:10:38. > :10:39.saying that the US military is "locked and loaded", with plans

:10:40. > :10:42.in place if Pyongyang acts unwisely. The rising tensions have forced

:10:43. > :10:44.world leaders to encourage German Chancellor Angela Merkel

:10:45. > :10:52.said there could be no military solution -

:10:53. > :11:03.adding an escalation of the rhetoric Russia's Foreign Minister said that

:11:04. > :11:06.he believed the risks are very high and offered a plan to ease tensions.

:12:46. > :12:50.The news came as America's Defence Secretary emphasised diplomacy.

:12:51. > :12:52.You can see the American effort is diplomatically lead,

:12:53. > :12:59.it has diplomatic traction, it is gaining diplomatic results.

:13:00. > :13:01.And I want to stay right there, right now.

:13:02. > :13:05.The tragedy of war is well enough known.

:13:06. > :13:07.It doesn't need another characterisation beyond the fact

:13:08. > :13:11.Holiday-makers on Guam, the island North Korea has

:14:12. > :14:16.emphasises diplomacy, Rex Tillerson owner of this week said that

:14:17. > :14:24.diplomacy is the only way forward. Donald Trump is trying to, Jim Matus

:14:25. > :14:28.has said that as well, is to show that America does have the military

:14:29. > :14:33.remains. What is confusing about this is when is the point where

:14:34. > :14:39.Donald Trump thinks he needs to use these military remains in order to

:14:40. > :14:45.enforce the line that the US is taking. -- these military means. No

:14:46. > :14:50.option has been ruled out, everything is on the table and that

:14:51. > :14:57.seems to include a pre-emptive strike. The concern is that this is

:14:58. > :15:00.how Kim Jong-un will reject and that could -- will read it and that could

:15:01. > :15:04.inspire him to pull the trigger first. Thank you very much.

:15:05. > :15:07.So how are people in the south of the peninsula reacting to crisis

:15:08. > :15:10.Yogita Limaye in Seoul has been finding out.

:15:11. > :15:17.Fierce reactions have come to be expected of North Korea.

:15:18. > :15:20.In the US, it now seems to be becoming a pattern.

:15:21. > :15:22.The president makes strong remarks, then a member of his cabinet tries

:15:23. > :15:29.Analysts I've been speaking to say they so far don't believe that

:15:30. > :15:33.either side will act on the threats they are making but when you are in

:15:34. > :15:35.such a heated situation, a few days ago in Pyongyang

:15:36. > :15:37.there was a mass rally, a big show of strength,

:15:38. > :15:39.anti-American slogans, and in that situation,

:15:40. > :15:41.when you don't have a line of communication open

:15:42. > :15:45.with North Korea, even the slightest miscalculation could be dangerous.

:15:46. > :15:48.We have to remember that war can break out with a really small

:15:49. > :15:55.That's what people are worried about.

:15:56. > :15:57.At this point, I don't think they are strategically

:15:58. > :16:04.But really unfortunate things happen that can trigger the war.

:16:05. > :16:10.Here in South Korea are concerns about were all of this is heading.
