:01:27. > :01:30.re-elected as a result of the elections held on Tuesday, the

:01:31. > :01:36.result was announced this evening after the election commission

:01:37. > :01:53.tallied all the votes. Having filled the requirement by law and having

:01:54. > :02:03.turnout of 54.27% of the vote, I therefore declare Uhuru Kenyatta...

:02:58. > :03:03.Uhuru Kenyatta reached out to the opposition and called for unity

:03:04. > :03:10.across Kenya. To our brothers who are worthy competitors, we are not

:03:11. > :03:17.enemies. We are all citizens of one Republic. As with any competition

:03:18. > :03:23.there shall always be winners and there shall be losers but we all

:03:24. > :03:29.belong to one great nation called Kenya and I extend the hand of

:03:30. > :03:32.friendship, I extend a hand of cooperation, I extend the hand of

:03:33. > :03:39.partnership, knowing fully well that this country needs all of us pulling

:03:40. > :03:43.together in order for us to succeed and Kenyans want us to succeed.

:03:44. > :04:00.So like I said to my worthy competitor, especially the Right

:04:01. > :04:06.Honourable Raila Odinga, I reach out to you, I reach out to oiler

:04:07. > :04:14.supporters, I reach out to all who are elected on now the opposition

:04:15. > :04:17.benches, we shall work together, we shall partner together, we shall

:04:18. > :04:25.grow together, we shall develop this country together and we are there

:04:26. > :04:31.ready to engage, to dialogue, to discourse together. So that we can

:04:32. > :04:35.build this nation of ours together. President-elect Uhuru Kenyatta

:04:36. > :04:39.polled almost 10% votes than his rival Raila Odinga, the opposition

:04:40. > :04:49.has already rejected the result and complained of broad and hacking of

:04:50. > :04:53.the counting process. One of the things we need to stress is the

:04:54. > :04:59.opposition Raila Odinga's people were not at the announcement of the

:05:00. > :05:04.result. They were not, they were here earlier in the day holding

:05:05. > :05:08.meetings, they said they raised objections to the commission with

:05:09. > :05:12.regard to the count and they wanted those objections addressed but the

:05:13. > :05:19.condition maintained that the result is announced last so they left this

:05:20. > :05:22.venue in protest saying that they were not going to be party to this

:05:23. > :05:31.announcement because they were and happy with the process. So what will

:05:32. > :05:35.they do, go to the courts? How do they proceed? The international

:05:36. > :05:40.observers appealed to anyone who would dispute the result to go to

:05:41. > :05:44.the polls but we have had from the opposition coalition, we have heard

:05:45. > :05:50.it's not a route they would like to take, that they have gone to the

:05:51. > :05:54.courts in the past and lost, referring to 2013 when they

:05:55. > :05:59.challenged the result is this Britain court so they say it's not

:06:00. > :06:04.an option -- in the Supreme Court. So we wait and hear what the next

:06:05. > :06:11.course of action could be. In the meantime Uhuru Kenyatta received 54%

:06:12. > :06:19.of the vote, no real surprise about the fact he's a winner? That's

:06:20. > :06:24.right, the opposition however presented their own set of results

:06:25. > :06:30.which they said showed that Raila Odinga was in the lead but these

:06:31. > :06:34.results were rejected by the electoral committee saying they were

:06:35. > :06:40.the only body mandated by law to count and announce the results. And

:06:41. > :06:44.we have seen a lot of discussions that have been going on, a lot of

:06:45. > :06:50.pressure piling on the opposition to follow due process, the country has

:06:51. > :06:53.been anxious this week, people stayed away from work because they

:06:54. > :06:57.did not know how it was going to turn out. In the past elections have

:06:58. > :07:04.been marred with violence but this time around it has been peaceful

:07:05. > :07:09.save for isolated cases of small protests and just two parts of the

:07:10. > :07:12.country so far. People hoping the situation is going to continue but

:07:13. > :07:17.then the voice of the opposition leader is going to be very

:07:18. > :07:22.important, is he going to appease his supporters, what is he going to

:07:23. > :07:28.tell them? Is he going to accept the offer by the president to work with

:07:29. > :07:34.him? We are hearing reports some tear gas has been fired on protests

:07:35. > :07:41.in one part of Nairobi, these are some of the supporters of Raila

:07:42. > :07:45.Odinga and happy with the result. Of course it isn't poured on to state

:07:46. > :07:49.everyone was anxious about the violence which broke out ten years

:07:50. > :07:59.ago, not taken place than fully this time round. No, not at all. The

:08:00. > :08:07.reports we are hearing are small, one locality in the city. One slum

:09:22. > :09:26.President Trump was asked by what he meant by locked and loaded. We are

:09:27. > :09:29.looking at it very carefully and I hope they are going to fully

:09:30. > :09:34.understand the gravity of what I said and what I said is what I mean

:10:04. > :10:07.he utters one threat in the form of an overt threats which by the way he

:10:08. > :10:11.has been uttering three years and his family has been uttering for

:10:12. > :10:18.years, or if he does anything with respect to Guam or anyplace else

:10:19. > :10:23.that is an American territory or American ally he will truly regret

:10:24. > :10:27.it and he will regret it fast. President Trump speaking in the last

:10:28. > :10:35.30 minutes, the rising tension has forced world leaders to encourage

:10:36. > :10:37.calm. Angela Merkel said they could be no military solution adding an

:10:38. > :10:44.escalation of the rhetoric is the wrong answer.

:11:38. > :11:39.And with me, he's not getting away with it.

:11:40. > :11:42.He got away with it for a long time between him and his family.

:11:43. > :11:49.As the government of Japan deployed missile interceptors to guard

:11:50. > :11:51.against North Korean rockets, international leaders essentially

:11:52. > :11:59.I'm firmly convinced that an escalation

:12:00. > :12:03.of rhetoric will not contribute to a solution of this conflict.

:12:04. > :12:05.TRANSLATION: When a fight has nearly broken out,

:12:06. > :12:08.the first step away from that dangerous threshold should

:12:09. > :12:13.be taken by the side that is stronger and smarter.

:12:14. > :12:15.Amidst this verbal brinkmanship, it's emerged the Trump

:12:16. > :12:17.administration has been secretly talking to North Korea

:12:18. > :12:19.about Americans in prison there, and deteriorating relations.

:12:20. > :12:23.The news came as America's Defence Secretary emphasised diplomacy.

:12:24. > :12:25.You can see the American effort is diplomatically led,

:12:26. > :12:37.it has diplomatic traction, it is gaining diplomatic results.

:12:38. > :12:39.And I want to stay right there, right now.

:12:40. > :12:42.The tragedy of war is well enough known.

:12:43. > :12:44.It doesn't need another characterisation beyond the fact

:12:45. > :12:50.Holiday-makers on Guam, the island North Korea has

:12:51. > :12:52.threatened with missiles, still seem unfazed.

:13:35. > :13:42.his original remarks, when said if North Korea makes one threat, one

:13:43. > :13:46.over threat they will regret it, that's similar to what Donald Trump

:13:47. > :13:51.said a couple of days ago. It was not the fire and fury warning he

:13:52. > :13:57.made but he was talking about punishing North Korean threats and

:13:58. > :14:04.we saw people like Rex Tillerson and James Matus, talking about US

:14:05. > :14:13.military response to North Korean actions so once again it seems

:14:14. > :14:22.Donald Trump is saying, the mere threat could prompt response.

:14:23. > :14:27.Definitely worth flagging that up. He is standing by his earlier

:14:28. > :14:33.comments but as you say, James Mattis was playing this town, who is

:14:34. > :14:37.advising him to behave this way? During the campaign Donald Trump

:14:38. > :14:41.said he is his own best foreign policy adviser, that the generals

:14:42. > :14:45.are all well and good but he trusts his instincts and his instincts got

:14:46. > :14:51.him elected and he was going to use them while the leader of the

:14:52. > :14:56.country, and I think we are seeing that in play. He has criticised

:14:57. > :15:03.previous Presidents are not talking a strong game, not upping the

:15:04. > :15:07.rhetoric when confronted by North Korea so his strategy seems to be

:15:08. > :15:12.match over the top language with language of his own. But if we step

:15:13. > :15:16.back and look at it, his words are not necessarily being followed up by

:15:17. > :15:20.American action on the ground, if we were preparing for some sort of

:15:21. > :15:24.extended military campaign you would see troop movement and preparations

:15:25. > :15:27.which are not there right now, bombers are flying out of Guam,

:15:28. > :15:32.there are planned military operations with South Korea, but the

:15:33. > :15:37.sort of preparations for military action are not there right now. As
