:01:25. > :01:28.there are warnings of deadly floods and storm surges to come.

:01:42. > :01:43.So far, the only known fatality from the storm.

:04:16. > :04:28.We saw James a little earlier - he told me more about

:04:29. > :04:35.the destruction left in the storms path.

:04:36. > :04:38.Conditions have improved since last night, when it was really dramatic

:04:39. > :05:00.and vicious, this storm rolled in. A building came clattering to the

:05:01. > :05:04.ground. Palm trees have come down and a tree has come down into this

:05:05. > :05:09.house. But further up the coast, where there is no mobile phones

:05:10. > :05:14.signal and no ability for people to get in touch with the emergency

:05:15. > :05:20.services, the damage is more severe, particularly in Rockport where the

:05:21. > :05:23.eye of the hurricane came ashore. There, quite a lot of houses have

:05:24. > :05:27.been damaged and some businesses have been damaged as well as have

:05:28. > :05:31.three homes for elderly people from which people had to be evacuated

:05:32. > :05:37.last night. For them, a very difficult night. A lot of people

:05:38. > :05:44.decided to stay put, many saying they had nowhere else to go. What

:05:45. > :05:48.kind of help was available to them? Resources are beginning to move in.

:05:49. > :05:52.But when we were in Rockport, it was just beginning to arrive. We have

:05:53. > :05:58.come directly from there just now. There were Sheriff's officers going

:05:59. > :06:02.door-to-door and checking whether anybody was in the houses. There was

:06:03. > :06:05.also some help coming from neighbours and friends. We spoke to

:06:06. > :06:10.people who were going door to door just checking to see if the people

:06:11. > :06:14.they knew had survived. Because quite a lot of people rode out the

:06:15. > :06:20.storm and there are probably two main reasons to that. One woman said

:06:21. > :06:25.she did not have the money to leave. It is a poor area, Rockport, with

:06:26. > :06:29.many trailer homes which have been damaged. And the other reason is

:06:30. > :06:35.that this storm intensified much faster than originally predicted.

:06:36. > :06:40.Forecasters did not expected to come ashore as a category four hurricane,

:06:41. > :06:45.the second most powerful category. And we are still expecting further

:06:46. > :06:50.flooding? I think that could yet be the most significant element of this

:06:51. > :06:57.hurricane. It is moving slowly across Texas but this fear is that

:06:58. > :07:01.it will stall, perhaps for several days. It will not remain a

:07:02. > :07:09.hurricane, but it'll be a serious storm with a lot of rainfall. That

:07:10. > :07:12.could cause very big rainfall. There is concern about Houston, the

:07:13. > :07:16.fourth-largest city in the United States which is prone to flooding

:07:17. > :07:20.and New Orleans, which under Hurricane Katrina and which still

:07:21. > :07:24.does not seem to be entirely ready for this kind of event.
