:02:08. > :02:11.caused in the aftermath of hurricane Hardy. As you can see, people have
:02:12. > :02:15.had to abandon their homes, they have had to abandon their cars.
:02:16. > :02:19.These are extraordinary scenes. And just this morning, I have witnessed
:02:20. > :02:23.dramatic rescues. People have come from all over taxes and even out of
:02:24. > :02:28.Texas with their boats, just to try and do whatever they can in the face
:02:29. > :02:32.of this extraordinary situation. Now, the flooding behind me has been
:02:33. > :02:35.worsened by the fact that we are in Houston, where two reservoirs on the
:02:36. > :02:39.outskirts are full to capacity and they have been over spelling and so
:02:40. > :02:43.the authorities have had to do time to releases of water from the dam to
:02:44. > :02:47.stop something even worse from happening and that has increased the
:02:48. > :02:49.flooding behind me, if you can believe it. My colleague James Cook
:02:50. > :02:52.has this report on the overall situation.

:02:55. > :02:56.The people of Houston awoke after a night under
:02:57. > :03:09.Rodman Young is now homeless in his own city after his house
:03:10. > :03:16.was flooded when two reservoirs spilled over.

:03:21. > :03:24.Because you're losing all your stuff.
:03:25. > :03:27.And they only gave us from the point we woke up,

:03:30. > :03:36.The federal government says nearly 200,000 people here have
:03:37. > :03:44.For days now, these helicopter crews have been putting their lives
:03:45. > :03:49.on the line, performing daring and dangerous rescues.

:03:54. > :04:00.Last night, a woman was swept away holding her young daughter.
:04:01. > :04:04.The mother died, her child, still clinging on, survived.
:04:05. > :04:07.Heartbreak for Houston which faces other troubles as well.

:04:10. > :04:12.was under curfew last night amid reports of looting.
:04:13. > :04:16.There are too many people from across our city,
:04:17. > :04:18.too many residents that are out of their homes.
:04:19. > :04:23.And I do not want them to have to worry about someone breaking
:04:24. > :04:26.into their home or looting or doing anything of that nature
:04:27. > :04:33.All of this has paralysed this American energy hub with oil
:04:34. > :04:36.production in many places coming to a halt.
:04:37. > :04:43.It will take weeks if not months to fully recover.
:04:44. > :04:46.Refineries including this one have been shut down because staff cannot
:04:47. > :04:52.That is not just bad news for the big oil firms, but also
:04:53. > :04:54.for the many thousands of businesses here in Texas which
:04:55. > :04:58.And also for the American economy as a whole.
:04:59. > :05:01.Of course, nothing matters more than saving lives and that has now
:05:02. > :05:07.This baby is just one of 30,000 people forced from their homes.
:05:08. > :05:09.With the storm heading east, Louisiana is next.
:05:10. > :05:24.Well, behind me, people have been rescuing their belongings all
:05:25. > :05:30.morning, and the National Guard deployment in this state of Texas
:05:31. > :05:33.has been increased to 14,000. Now, just a little bit earlier, Governor
:05:34. > :05:35.Greg Abbott, the governor of the state of Texas give this update on
:05:36. > :05:38.the situation here. The rain that was received in the
:05:39. > :05:42.greater Harris County area has set Now that rain has moved

:06:43. > :06:48.last hour who had been rescued, Jill Strong, anti-doping story. The water
:06:49. > :06:51.had gotten to the point where it was about two feet into the house and it
:06:52. > :06:55.was four or five feet deep on the road. It looked like a river and
:06:56. > :06:59.there was no way to cross it. Yesterday, it was still low enough
:07:00. > :07:03.that you could walk across, but not today. You needed a boat. That was
:07:04. > :07:06.the only safe way to go. Fortunately, some guys can buy this
:07:07. > :07:09.morning and we flagged them down and give them a phone number and then
:07:10. > :07:15.texted them and said we were ready to come and so they came and picked
:07:16. > :07:19.us up. It is five days after the hurricane made landfall. Why is your
:07:20. > :07:21.home flooding now? Is that the torrential rainfall or the
:07:22. > :07:25.controlled flooding they are doing? It is a little bit of both. There is
:07:26. > :07:28.a certain amount of run off that keeps adding to the flow, but they
:07:29. > :07:34.opened the floodgates and started letting more water out, plus we were
:07:35. > :07:40.informed that somewhat started running over the north side of the
:07:41. > :07:45.dam and there might be a break in it today that is causing more water, so
:07:46. > :07:50.it is just getting worse all the time. We kept hoping that it would
:07:51. > :07:58.received out the rain left up, but it never did. It continued to rise.
:07:59. > :08:01.That was a survivor comment was rescued from this neighbourhood
:08:02. > :08:05.where I am talking to you from now, just in the past hour. That was one
:08:06. > :08:09.of 30,000 people in Houston and the surrounding areas who have been
:08:10. > :08:13.rescued in the past five days. So just extraordinary scenes here, and
:08:14. > :08:17.even though the storm has passed by, it is now moving inland in
:08:18. > :08:19.Louisiana. The National Weather Service warned today that
:08:20. > :08:25.catastrophic and life-threatening flooding will continue in Houston
:08:26. > :08:35.for the rest of this week. So that is the situation here now. Back to
:08:36. > :08:37.you in London. And every national disaster at some point becomes
:08:38. > :08:44.political. Has that point been reached? Not here in Texas, I
:08:45. > :08:48.wouldn't say. People who are immediately affected have focused on
:08:49. > :08:53.picking up their lives, going back into the properties when they can,
:08:54. > :08:58.when the flood recede. Of course, Texas is a red state, the governor
:08:59. > :09:00.is a supporter of President Donald Trump. Donald Trump was here
:09:01. > :09:03.visiting yesterday and he will be back at the weekend and he may go to
:09:04. > :09:07.Louisiana as well. People I spoke about the President's visit said
:09:08. > :09:15.they want the Government to give them all of the assistance that it
:09:16. > :09:18.possibly. There are hard questions that have been asked about whether
:09:19. > :09:20.or not there should have been an evacuation of Houston, but the
:09:21. > :09:24.greater Houston area, more than 6 million people live there, and where
:09:25. > :09:28.would they have gone exactly? As it is, over 30,000 rescues have been
:09:29. > :09:31.carried out. Undoubtedly and tragically the death toll will rise
:09:32. > :09:34.as the flood water recedes and people who were trapped in their
:09:35. > :09:38.homes and could not escape our sound. But I would say, speaking to
:09:39. > :09:42.you from here in Texas, no, it does not feel at this point as though it
:09:43. > :09:47.has become politicised, the rescue effort. Laura, thank you very much

:10:12. > :10:16.mention, we have participated in some water rescues. We have over
:10:17. > :10:20.5200 homes that are to some degree under water right now and the only
:10:21. > :10:27.way for people to get out is by boat. We have also taken in the
:10:28. > :10:32.homeless to feed them and shelter them. This has been pretty hard on
:10:33. > :10:36.that population of people here in the community. In addition to that,
:10:37. > :10:43.we are servicing through partnership with all of the area churches all of
:10:44. > :10:48.the shelters, we are providing host homes. We have hundreds of people
:10:49. > :10:52.who stepped up and opened up their homes to invite total strangers to
:10:53. > :10:59.come in until they are able to get back on their feet. It has just been
:11:00. > :11:03.an amazing display of kindness here. So tell us more about that. That is
:11:04. > :11:06.individual families inviting a family they would not have known a
:11:07. > :11:13.few days ago into their home indefinitely, or how are you
:11:14. > :11:18.organising it? Well, we have a point of contact for our host homes. It
:11:19. > :11:23.has been a beautiful thing. I was with a family yesterday. We rescued
:11:24. > :11:31.them by boat. We got them back to one of the schools that is serving
:11:32. > :11:34.as a point of contact for connecting evacuees with host homes, and they
:11:35. > :11:40.connected with the family that they did not know yesterday I received a
:11:41. > :11:43.text message with a picture of both families around the dinner table,
:11:44. > :11:48.saying that they had become the best of friends. This is the beautiful
:11:49. > :11:53.thing that we are seeing happen here in our community. We appreciate you
