:02:05. > :02:06.Defence Secretary James Mattis gave this update

:02:07. > :02:17.on what they had discussed: We have many military options and

:02:18. > :02:23.the president wanted to be briefed on each one of them. We made clear

:02:24. > :02:29.that we have the ability to defend ourselves and our allies, South

:02:30. > :02:33.Korea and Japan. From any attack. And our commitments among the allies

:02:34. > :02:40.are iron clad. Any threat to the United States or its Teletubbies,

:02:41. > :02:45.including Guam, or its allies, will be met with the massive military

:02:46. > :02:49.response, a response both effective and overwhelming. We are not looking

:02:50. > :02:54.to the total annihilation of a country, namely North Korea, but as

:02:55. > :02:58.I said, we have many options to do so.

:02:59. > :03:00.China has urged North Korea to halt its nuclear programme.

:03:01. > :03:02.Russia said that the North risked "serious consequences",

:03:03. > :03:05.while Britain's Prime Minister Theresa May said the UN

:03:48. > :04:00.If confirmed, it means Pyongyang can arm these long-range missiles -

:04:01. > :04:02.weapons that put the US mainland within range.

:04:03. > :04:03.To this latest incident, President Trump responded

:04:04. > :04:12."North Korea's words and actions continue to be very dangerous

:04:13. > :04:17."South Korea's talk of appeasement with North Korea will not work.

:04:18. > :04:26.Later, leaving church, the president was asked

:04:27. > :04:28.Mr President, will you attack North Korea?

:04:29. > :04:32.For months now, South Korea's president said talking

:04:33. > :04:41.Today he expressed outrage and disappointment.

:04:42. > :04:45.TRANSLATION: North Korea has made an absurd tactical mistake,

:04:46. > :04:46.by committing a series of provocations, such

:04:47. > :04:49.as launching ICBM missiles, and conducting a nuclear test,

:04:50. > :04:51.which has heightened tensions on the peninsula

:04:52. > :05:01.The latest act from North Korea comes just days after the regime

:05:02. > :05:03.fired this missile which flew over Japan.

:05:04. > :05:06.In response, America and South Korean jets

:05:07. > :05:08.conducted bombing drills, with more military measures planned.

:05:09. > :05:17.But it is hard to see what action can be taken.

:05:18. > :05:20.Here in Seoul, a city that is home to tens of millions of people,

:05:21. > :05:23.we are only about 50 kilometres from the border with North Korea,

:05:24. > :05:26.and at any given time a mass of weapons is pointed

:05:27. > :05:32.That is why the international community has been trying to put

:05:33. > :05:34.economic pressure on Pyongyang rather than taking

:05:35. > :05:46.It has been less than a month since strict sanctions

:05:47. > :05:48.Nothing appears to deter Kim Jong-un.

:05:49. > :05:51.After the latest - and most powerful -

:05:52. > :05:54.evidence of the extent of North Korea's nuclear programme,

:05:55. > :05:58.what are the options for the international community?

:05:59. > :06:00.Our Diplomatic Correspondent James Robbins has been assessing

:06:01. > :06:04.Kim Jong-un and his regime are simply refusing to bow

:06:05. > :06:11.Well, partly because the regime is convinced its survival depends

:06:12. > :06:18.on having the ultimate weapon, as insurance against outside attack.

:06:19. > :06:21.But already the North Koreans have such an array of conventional

:06:22. > :06:24.weapons they could kill hundreds of thousands of people,

:06:25. > :06:27.and maybe that is why they have ignored Donald Trump's warning

:06:28. > :06:32.North Korea best not make any more threats to the United States.

:06:33. > :06:46.They will be met with fire and fury, like the world has never seen.

:06:47. > :06:49.But the fact is North Korea has not been stopped by that fiery rhetoric

:06:50. > :06:52.and has now made a new threat which raises the question,

:06:53. > :06:56.The US does have the means, the fire and fury.

:06:57. > :07:01.They could almost certainly destroy the regime eventually,

:07:02. > :07:02.but not before retaliation sparked appalling consequences

:07:03. > :07:07.for South Korea, Japan and the wider region.

:07:08. > :07:11.So could the world live with a nuclear armed North Korea?

:07:12. > :07:13.Arguably, it may have to - and that would then mean relying

:07:14. > :07:16.on Kim Jong-un to be rational, and North Korea to accept

:07:17. > :07:20.the old Cold War restraint that any use of nuclear weapons guarantees

:07:21. > :07:27.No wonder North Korea's immediate neighbour China is pushing hard

:07:28. > :07:29.for international talks with the regime to find

:07:30. > :07:36.As most options, other option's are fraught with very severe

:07:37. > :07:43.possible consequences, I think in the end one does come

:07:44. > :07:46.down to the line that this has got to be solved,

:07:47. > :07:53.unless you want catastrophe, by negotiation.

:07:54. > :07:55.But to some leading Republicans an American military response

:07:56. > :08:00.This was Senator Lindsey Graham speaking hours before

:08:01. > :08:08.I am 100% certain that if Kim Jong-un continues to develop

:08:09. > :08:12.missile technology that can hit America, if diplomacy fails

:08:13. > :08:15.to stop him, there will be an attack by the United States

:08:16. > :08:22.The stakes with North Korea have never been higher.

:08:23. > :08:24.The ultimate decision rests with President Trump,

:08:25. > :08:53.In a sign of the possible foreign relations between China

:08:54. > :08:56.and its old ally, this test came just a few hours before

:08:57. > :08:59.President Xi Jinping gave a keynote speech at a summit he is hosting

:09:00. > :09:03.here, and the government has been quick to react,

:09:04. > :09:09.saying it condemns the test in the strongest terms.

:09:10. > :09:14.But despite all of Donald Trump's urging, the question is,

:09:15. > :09:22.It has toughened up sanctions on some goods, but the reality

:09:23. > :09:45.Normal trade continues, textile and tourism. The calculation for China

:09:46. > :09:51.all along has been this, that whilst it doesn't like the idea of a

:09:52. > :09:57.nuclear armed North Korea it appears much, much more at the prospect of

:09:58. > :10:04.economic collapse. Because that would bring chaos and instability

:10:05. > :10:08.right up against its border. Each stage North Korea gets closer and

:10:09. > :10:12.closer to having a deliverable nuclear weapon but it doesn't for

:10:13. > :10:13.most analysts look as if that calculation will have changed all

:10:14. > :10:17.that much for China. Joining me now from Notre Dame

:10:18. > :10:19.University in Indiana He is the Director of Policy Studies

:10:20. > :10:32.at the Kroc Institute Thank you for your time. Should the

:10:33. > :10:38.US withdraw militarily from the region to get China to help? Not

:10:39. > :10:42.necessarily, we need to engage diplomatically, everyone is talking

:10:43. > :10:46.about a range of actions but the most important and perhaps only

:10:47. > :10:51.option is to engage diplomatically. For that the United States needs to

:10:52. > :10:57.partner with China, China has much more leverage on North Korea than we

:10:58. > :11:02.do. It has the potential to offer significant incentives in terms of

:11:03. > :11:05.greater trade investment and security assurances so the option is

:11:06. > :11:09.for the United States to stay involved, be more committed that use

:11:10. > :11:17.the tools of diplomacy, political dialogue, not military threats. Do

:11:18. > :11:23.not think Beijing must have already tried that level of diplomatic

:11:24. > :11:27.pressure on the north? Certainly Beijing has engaged diplomatically

:11:28. > :11:30.but the US also needs to be involved because the United States is

:11:31. > :11:34.technically still at war with North Korea, we are the ones with massive

:11:35. > :11:38.military power in the neighbourhood. We are seen as the greatest threat

:11:39. > :11:41.to North Korea and its because of that threat and their insecurity

:11:42. > :11:45.that they seem to feel the need for all this weaponry so we have to be

:11:46. > :11:50.engaged. But we also need to have a partnership with China that enables

:11:51. > :11:56.us to offer a diplomatic package. China and the US share the concern

:11:57. > :12:08.to avoid further nuclear realisation of the Korean Peninsula. I think

:12:09. > :12:15.it's a possibility we could work together. The goal of a diplomatic

:12:16. > :12:20.engagement is likely to be not complete demutualisation but a

:12:21. > :12:25.freeze, can we get them to halt testing and to then begin to work on

:12:26. > :12:31.a package of incentives and sanctions which can be part of the

:12:32. > :12:34.package, to move North Korea towards a firm agreement. Do you think there

:12:35. > :12:38.will be any kind of agreement on the Security Council meeting on Monday?

:12:39. > :12:44.China has not gone the way other members wanted and there are many in

:12:45. > :12:51.the US who fear a action is the only way forward. I think the council can

:12:52. > :12:56.agree, if you think about the Iran nuclear deal, it was the Security

:12:57. > :13:00.Council, the European states and the United States working together with

:13:01. > :13:06.their consent and support of Russia and China that offered to Iran a

:13:07. > :13:11.package of incentives as well sanctions and especially the offer

:13:12. > :13:14.to lift sanctions if Iran agreed to nuclear freeze. I think a similar

:13:15. > :13:19.formula could be offered to North Korea. Let's go with a further

:13:20. > :13:22.sanctions package, I think the council is ready for that and the

:13:23. > :13:27.European states have been supporting it but it should be tied to an offer

:13:28. > :13:32.to lift sanctions if North Korea will agree to a significant package,

:13:33. > :13:36.a freeze on its nuclear programme, nuclear inspections like we have in

:13:37. > :13:40.Iran. We would probably not get the kind of intrusive monitoring we have

:13:41. > :13:45.in the and North Korea butlers get back to some kind of more rigorous

:13:46. > :13:49.monitoring in North Korea. Diplomacy worked before and it can work again.

:15:03. > :15:05.talks with Turkey. What is ironic about that is that Angela Merkel

:15:06. > :15:12.herself has never wanted Turkey to join the EU but in that debate she

:15:13. > :15:15.fell short of calling for that particular demand herself saying

:15:16. > :15:19.instead she would be prepared to speak to other EU members to see if

:15:20. > :15:26.they could try to stop prepayments to Turkey before any kind of EU

:15:27. > :15:30.accession. Angela Merkel has been the key architect of the migrant

:15:31. > :15:36.deal between Turkey and the EU and takes the view it's better to keep

:15:37. > :15:39.your enemies closer. This was an interesting debate, primarily

:15:40. > :15:43.because I think many in advance thought that Angela Merkel who was

:15:44. > :15:47.not known for her particularly powerful rhetoric, is not known for

:15:48. > :15:52.enjoying this kind of debate, actually I think came out on top.

:15:53. > :15:56.She's been in the job 12 years and to make it showed. Her experience

:15:57. > :16:00.came through, she was able to score points against her main rival Martin

:16:01. > :16:07.Schulz. Pointing out for example very detailed arguments about for

:16:08. > :16:11.example the refugee crisis, Martin Schulz try to attack on the way

:16:12. > :16:16.refugees who have arrived in Germany are being integrated in his view not

:16:17. > :16:20.fast enough. She countered with some detailed statistics about how many

:16:21. > :16:25.applications are being processed and how many people are still going

:16:26. > :16:29.through the system for example. This was a very wide-ranging debate as

:16:30. > :16:35.you would expect, we heard about policing and pensions but also a lot

:16:57. > :17:01.Korea without the US president. Angela Merkel taking a softer view

:17:02. > :17:06.saying she could not see a way forward for diplomatic solutions to

:17:07. > :17:10.that crisis which did not involve the US president. So I wide-ranging

:17:11. > :17:15.debate, looking as though Angela Merkel is coming out on top. The

:17:16. > :17:19.German newspapers saying that as far as they are concerned she did a

:17:20. > :17:24.better job, polling already suggesting she has come out on top.

:17:25. > :17:28.Angela Merkel and her Conservative Party are set to win the election if

:17:29. > :17:32.the polling is to be leaved and I think tonight she was victorious as
