0:00:06 > 0:00:07A warm welcome to BBC World News Today.
0:00:07 > 0:00:09I'm Celia Hatton.
0:00:09 > 0:00:10Our top stories...
0:00:10 > 0:00:19The clock is ticking
0:00:19 > 0:00:23No deal yet and just hours to go. Democrats were called to the White
0:00:23 > 0:00:28House by President Trump. We shall have a good number of disagreements.
0:00:28 > 0:00:34The discussions will continue. Both sides appeared to be readying
0:00:34 > 0:00:38themselves for the blame game. We'll look at what it might mean for the
0:00:38 > 0:00:45USA. America switches its military focus to fighting terror to
0:00:45 > 0:00:55competing with other great powers. We face growing threats.Scientists
0:00:55 > 0:00:58take a major step towards the biggest goals in medicine. A
0:00:58 > 0:01:09universal test for cancer.
0:01:14 > 0:01:21Welcome to world news today.
0:01:21 > 0:01:24We start in the United States, where the federal government
0:01:24 > 0:01:26is on the verge of being shut down.
0:01:26 > 0:01:32If the Senate doesn't approve new budget measures
0:01:32 > 0:01:34by midnight local time - that's eight hours from now -
0:01:34 > 0:01:36many services will be frozen.
0:01:36 > 0:01:38The House of Representatives passed the legislation on Thursday,
0:01:38 > 0:01:40but it's not certain there is enough support in the Senate
0:01:40 > 0:01:41to approve it.
0:01:41 > 0:01:44Let's go live to our correspondence in Washington. There has been some
0:01:44 > 0:01:49movement in the last few hours. The movement is that the Democratic
0:01:49 > 0:01:55leader in the Senate has been to see the president at the White House to
0:01:55 > 0:01:58discuss what is happening and discuss their differences. There has
0:01:58 > 0:02:04been some movement but there are a good number of things they have
0:02:04 > 0:02:09disagreed on. The problem is they have only eight hours to go until
0:02:09 > 0:02:13government money runs out and authorisation for that federal
0:02:13 > 0:02:18spending runs out. They are looking at various options. They are looking
0:02:18 > 0:02:25at is four or five day extension to the budget. That is something will
0:02:25 > 0:02:29not go down well here. The other option is a 30 day extension, which
0:02:29 > 0:02:35is undesirable in itself. That is on the table at the moment. The
0:02:35 > 0:02:38Democrats still want some movement on the question of undocumented
0:02:38 > 0:02:45young people, the so-called dreamers. Other Republicans have got
0:02:45 > 0:02:53some concessions they want. The Senator from South Dakota was a note
0:02:53 > 0:03:00yesterday and is a yesterday. I asked them whether he thought
0:03:00 > 0:03:02President Trump actions has distracted Congress from getting a
0:03:02 > 0:03:09deal.He has made his own job more challenging. While his tweeting may
0:03:09 > 0:03:14be popular with some people, it creates controversy and that
0:03:14 > 0:03:19controversy makes it more difficult for members of Congress to do their
0:03:19 > 0:03:25job and for him to be able to respond, particularly if information
0:03:25 > 0:03:30is updated to him and he realises that he has to backtrack. It would
0:03:30 > 0:03:36be nice if we could slim down the tweeting and perhaps take more time
0:03:36 > 0:03:42and get all the details in place and find out what is administration is
0:03:42 > 0:03:48doing to prepare issues. He has some good nominations out there and his
0:03:48 > 0:03:52people do good work. Sometimes the information doesn't get back to the
0:03:52 > 0:03:57president as quick as his tweets can come out.Are we seeing more unity
0:03:57 > 0:04:04right now among Democrats or Republicans?It's a good point.
0:04:04 > 0:04:11There are still Republicans who are opposed to this continuing
0:04:11 > 0:04:16resolution of 30 day funding and they will remain opposed. That is
0:04:16 > 0:04:23why the Republican leadership needs Democrats onside to get the thing
0:04:23 > 0:04:35through. One has broken off and is in a particular bind because of the
0:04:35 > 0:04:41nature of his local politics. At the moment the Democrats are really
0:04:41 > 0:04:45insisting they want movement on the immigration issue before they will
0:04:45 > 0:04:47agree to the funding. The calculation that everyone is making
0:04:47 > 0:04:53is on who would lose most from a government shutdown? Who would the
0:04:53 > 0:05:00government blamed? One factor of influence will be federal employees
0:05:00 > 0:05:06did get paid this week so even if there is a shutdown, people won't be
0:05:06 > 0:05:11able to get things done in those federal offices but there isn't a
0:05:11 > 0:05:22looming paycheque that they will not get.Very interesting. All of this
0:05:22 > 0:05:26comes as Donald Trump repairs to celebrate his first year in office.
0:05:26 > 0:05:29Our correspondence is in Pennsylvania one of the key states
0:05:29 > 0:05:38he want to secure the presidency. This is a state that Democrats
0:05:38 > 0:05:43thought Hillary Clinton was definitely going to win. Donald
0:05:43 > 0:05:47Trump pulled a surprise victory out of the bag, winning the state by
0:05:47 > 0:05:53less than 1%. By this is that margins, just over 40,000 votes. He
0:05:53 > 0:05:57couldn't afford to lose many boards here if he was to be re-elected and
0:05:57 > 0:06:05part of his success was his message and how that resonated with white,
0:06:05 > 0:06:07blue-collar workers, formerly Democratic supporters who live in
0:06:07 > 0:06:11areas of industrial clients and responded to his message that he
0:06:11 > 0:06:15will bring back jobs and bring back their dreams. How are those people
0:06:15 > 0:06:21feeling one year after the first year in office? This is what people
0:06:21 > 0:06:30have been saying. People who are trying to make a living. He cares
0:06:30 > 0:06:35about that kind of stuff. Some stuff I agree with like the tax cuts and
0:06:35 > 0:06:40the working class people will stop but I'm not a big fan of the rants
0:06:40 > 0:06:48on social media. Economic issues really seem to be important to the
0:06:48 > 0:06:54voters that you have spoken to. How big a win was that tax cut package
0:06:54 > 0:07:03that Trump was able to ship the Lima usher in? People will feel the
0:07:03 > 0:07:10effects in their pay cheques. The president said yesterday that the
0:07:10 > 0:07:15corporate tax cut is probably a bigger deal. The slashing of the
0:07:15 > 0:07:21corporate tax rate to 22%. People the tax cut itself, depending on how
0:07:21 > 0:07:31much you pay, lowering the corporate tax rate. Donald Trump hopes that
0:07:31 > 0:07:34will spur economic growth. Apple has announced that it is bringing back
0:07:34 > 0:07:41cash that it has been stashing abroad. That is also part of the tax
0:07:41 > 0:07:45reform. Business leaders here in Pittsburgh are encouraged by the
0:07:45 > 0:07:49corporate tax reform and hope it will spur economic growth. As to
0:07:49 > 0:07:53whether Donald Trump gets the credit for it, despite the fact that the
0:07:53 > 0:07:59economy is in good shape, his approval rating is mired at 38%.
0:07:59 > 0:08:03People like some of his policies but there is almost universal
0:08:03 > 0:08:14disapproval of his own undisciplined social media habits. While the
0:08:14 > 0:08:19battle over the budget has been rumbling on we have seen a
0:08:19 > 0:08:24significant announcement about the change in military policy. The
0:08:24 > 0:08:28Defence Secretary says that instead of past on terrorism, national
0:08:28 > 0:08:34security is now competing with other great powers like China and Russia.
0:08:34 > 0:08:40We face growing threats from powers as different as China and Russia are
0:08:40 > 0:08:53from each other. Pursuing veto authority over other nations's
0:08:53 > 0:09:00decisions. No regimes like North Korea and Iran have threatened and
0:09:00 > 0:09:06global stability. Oppressing their own people and shredding their own
0:09:06 > 0:09:19people's dignity and human rights. With me is a former officer and
0:09:19 > 0:09:23adviser to the government on security issues. Thank you for
0:09:23 > 0:09:27joining us. How big an announcement was the announcement that came from
0:09:27 > 0:09:33him today will stop what will it mean for the shape and size of the
0:09:33 > 0:09:39military?It is significant. It is a strong announcement, putting the
0:09:39 > 0:09:47military at the centre of foreign policy. It is saying that more money
0:09:47 > 0:09:54is going to go into the military, making the military stronger. What
0:09:54 > 0:10:00it is going to do in the long-term is open to question. There are a lot
0:10:00 > 0:10:06of myths surrounding this assumption. That the USA is falling
0:10:06 > 0:10:11behind and needs a stronger militarily to deal with the world.
0:10:11 > 0:10:17One of the issues is which the statement doesn't address is that
0:10:17 > 0:10:25when Russia was and still is insignificant in terms of military
0:10:25 > 0:10:32power five years ago, it did so through what is called hybrid
0:10:32 > 0:10:40warfare. That problem is a problem that needs to be cracked
0:10:40 > 0:10:46diplomatically and militarily. This increasing expenditure is coinciding
0:10:46 > 0:10:52with a gradual decrease in expenditure on the State Department
0:10:52 > 0:10:56and other aspects of US foreign power. Another area where this
0:10:56 > 0:11:06policy is dangerously overlooking is the fact that, during the Cold War
0:11:06 > 0:11:15the US was weaker than the Soviet bloc. What that meant was that...
0:11:15 > 0:11:28Now we have. We would have even more if this policy was in pretty
0:11:28 > 0:11:33implemented. If a war will take place, all we're doing is reducing
0:11:33 > 0:11:40the time before China or Russia decide to go nuclear. This conflict
0:11:40 > 0:11:45between China, Russia and the US needs more than just military
0:11:45 > 0:11:54hardware or... It needs strategic thought. It doesn't appear that
0:11:54 > 0:12:00anything in this policy is addressing these issues.Thank you
0:12:00 > 0:12:12for joining us. An organisation in Syria and Iraq says that US attacks
0:12:12 > 0:12:18killed 3900 civilians. The group believes the two figure could be
0:12:18 > 0:12:24higher than 6000. The Islamic state militants were crushed in a series
0:12:24 > 0:12:29of major battles last year. Let's take a look at some other stories.
0:12:29 > 0:12:38Russia has denied withdrawing its forces head of a suspected Turkish
0:12:38 > 0:12:44attacked
0:12:44 > 0:12:45forces head of a suspected Turkish attacked. The Russian Foreign
0:12:45 > 0:12:49Minister has said these reports have been refuted. The number of
0:12:49 > 0:12:56Venezuelans fleeing a severe economic crisis has jumped by more
0:12:56 > 0:13:02than 60% in the last six months. Officials say more than 550,000
0:13:02 > 0:13:08Venezuelans are now living in Colombia, mostly illegally. It is
0:13:08 > 0:13:10putting petpressure on the government to provide them with food
0:13:10 > 0:13:15and shelter. Some good news for you now. Scientists say they've taken a
0:13:15 > 0:13:22step towards reaching one of the biggest goals in medicine. A
0:13:22 > 0:13:29universal blood test for cancer. Ultimately they are hoping to design
0:13:29 > 0:13:37a test that can catch early cancer and save lives. It is ten years
0:13:37 > 0:13:45since she was diagnosed with pancreatic cancer. It is rare for
0:13:45 > 0:13:50anyone to survive that long. There is no screening programmes of
0:13:50 > 0:13:53tumours are usually found too late. A blood test would make a big
0:13:53 > 0:13:58difference.If we can get more people diagnosed sooner like me, it
0:13:58 > 0:14:06is going to make me feel a lot happier. Only 1% survive and it is a
0:14:06 > 0:14:17lonely place. The rat many of us around. I want that's what I want
0:14:17 > 0:14:25cancer...Scientists say they have made significant progress towards a
0:14:25 > 0:14:40blood test for cancer. They had one of eight different, cancers. Cancer
0:14:40 > 0:14:41cells
0:14:41 > 0:14:43of eight different, cancers. Cancer cells shed bits of DNA which
0:14:43 > 0:14:54circulate in the blood. The test looked for... Overall, the blood
0:14:54 > 0:15:05test found 70%. That success rate fell to 40%. This is when you want
0:15:05 > 0:15:09tumours detected when there is the best chance of victory were through
0:15:09 > 0:15:14surgery. A reliable blood test for cancer is some way off. This
0:15:14 > 0:15:19Institute in London which is pioneering research believes it will
0:15:19 > 0:15:25come.I am almost certain that in the next five to ten years we will
0:15:25 > 0:15:30see test site this become much more routine in clinical practice to
0:15:30 > 0:15:36diagnose tumours and increase the keyword rates. -- the queue were
0:15:36 > 0:15:47rates. Each positive result would need further investigation. The
0:15:47 > 0:15:50burden on the NHS would need to be weighed against the benefits of
0:15:50 > 0:16:01early treatment.Stay with us on BBC World News. The thousand colour
0:16:01 > 0:16:16matter per hour worked you. This could be the future of transport.
0:16:18 > 0:16:34The people of Saigon have just heard... I'm going home.
0:16:41 > 0:16:44Anti-apartheid campaigners say they will carry on the protests
0:16:44 > 0:16:55throughout the tour.He is being held on it from charge in Bolivia.
0:16:56 > 0:17:01throughout the tour.He is being held on it from charge in Bolivia.
0:17:06 > 0:17:13Millions came to bathe in this spot. A tide of humanity that is breaking
0:17:13 > 0:17:23all records.
0:17:35 > 0:17:41The US Defence Secretary says America is changing its military
0:17:41 > 0:17:46policy and will now put competing with other global powers ahead of
0:17:46 > 0:17:53fighting terrorism. The Californian couple accused of imprisoning and
0:17:53 > 0:17:58torturing 13 of their own children have appeared in court. They were
0:17:58 > 0:18:01arrested on Sunday after one of their children escaped and raise the
0:18:01 > 0:18:11alarm.
0:18:22 > 0:18:24David Turpin appearing in court to deny torturing his own children
0:18:24 > 0:18:26and sexually abusing one of his young daughters.
0:18:26 > 0:18:28His wife, Louise, also pleaded not guilty.
0:18:28 > 0:18:31Prosecutors say the siblings endured the abuse for years as their parents
0:18:31 > 0:18:32plumbed the depths of human depravity.
0:18:32 > 0:18:41One of the children at age 12 is the weight of an average
0:18:41 > 0:18:427-year-old.
0:18:42 > 0:18:44Several of the victims have cognitive impairment and neuropathy,
0:18:44 > 0:18:47which is nerve damage, as a result of this extreme
0:18:47 > 0:18:48and prolonged physical abuse.
0:18:48 > 0:18:50The children were supposedly schooled here in their home,
0:18:50 > 0:18:52but the district attorney said some didn't even know
0:18:52 > 0:19:01what a police officer was.
0:19:01 > 0:19:03They were reportedly allowed to shower just once a year
0:19:03 > 0:19:13and were taunted with food that they were forbidden to eat.
0:19:18 > 0:19:20They would buy food, including pies, apple pies, pumpkin pies,
0:19:20 > 0:19:23leave it on the counter, let the children look at it
0:19:23 > 0:19:24but not eat the food.
0:19:24 > 0:19:26About the only thing the children were allowed
0:19:26 > 0:19:28to do in their rooms, or chained up, was to
0:19:28 > 0:19:29write in journals.
0:19:29 > 0:19:31We now have recovered those journals, hundreds
0:19:31 > 0:19:33of them, and we are combing through them for evidence.
0:19:33 > 0:19:36The 17-year-old who raised the alarm after climbing out of the home
0:19:36 > 0:19:39through a window had been plotting the escape for two years.
0:19:39 > 0:19:42One of her sisters made it out with her but turned back out of fear.
0:19:42 > 0:19:44This case has sent waves of revulsion across
0:19:44 > 0:19:45the United States and beyond.
0:19:45 > 0:19:48The authorities say the siblings are doing well but some of them
0:19:48 > 0:19:50at least have almost certainly suffered irreparable
0:19:50 > 0:19:57physical and mental damage.
0:19:57 > 0:19:59The parents are due in court again next month.
0:19:59 > 0:20:01If convicted, they face life in prison.
0:20:01 > 0:20:05James Cook, BBC News, Riverside in California.
0:20:05 > 0:20:16The sport.The football legend Pele's spokesman has dismissed
0:20:16 > 0:20:22reports that the legend had been taken to hospital with exhaustion.
0:20:22 > 0:20:28He was due to travel to London for a dinner. He is the only player in the
0:20:28 > 0:20:33world to have won the World Cup three times. He withdrew from the
0:20:33 > 0:20:41event and said he was being monitored by doctors. They have
0:20:41 > 0:20:53called the hospitalisation reports fake news. It is still to be
0:20:53 > 0:20:57complicated. Quite a turnaround as he was expected to join Manchester
0:20:57 > 0:21:09city. He is united's manager Joseph Marie Newell.As everybody knows
0:21:09 > 0:21:19that we are there. Especially when the Arsenal manager speaks so
0:21:19 > 0:21:27clearly like he did, there is no point in trying to deny. But not
0:21:27 > 0:21:36done at all.I think he's going to go to United will stop
0:21:36 > 0:21:42congratulations to both of them. They can decide whether they want to
0:21:42 > 0:21:50play. They decide that. Good luck. There is nothing to add. It was a
0:21:50 > 0:22:00pleasure to be with him. And he was going to decide to move on then I
0:22:00 > 0:22:06wish the best. The England striker faced the media on Friday and
0:22:06 > 0:22:10promised goals will stop using like to make his debut against West
0:22:10 > 0:22:14Bromwich on Saturday. The Hollywood stars have been out again in
0:22:14 > 0:22:22Melbourn. Will Smith was courtside to watch the only Australian left in
0:22:22 > 0:22:34the draw.He is my favourite actor and if one person could be in my
0:22:34 > 0:22:40life, I would always pick him. I was talking to him in the third set. I
0:22:40 > 0:22:44kept looking at him. I said I have got to break the ice and say
0:22:44 > 0:22:48something. He was really nice and I met him after the game and he was
0:22:48 > 0:22:56really genuine. The world number one Rafa Nadal one in straight sets on
0:22:56 > 0:23:11his way to the fourth round. She lost in three sets. Golf. World
0:23:11 > 0:23:21number one is four shots off the lead. He is a shot ahead of Johnson.
0:23:21 > 0:23:29The course was... Looking at the leaderboard, have you guys went low.
0:23:29 > 0:23:35I hit them all very well, I drove it well, I give myself plenty of
0:23:35 > 0:23:38chances and that is what I'm going to have to do over the next couple
0:23:38 > 0:23:46of days to win the tournament. There wasn't many fireworks apart from
0:23:46 > 0:23:53that put on the last. It was nice to finish that way.How would you like
0:23:53 > 0:24:04to be strapped inside a pod and then fired through it you?
0:24:04 > 0:24:05They call it the hyperloop.
0:24:05 > 0:24:07Our technology correspondent, Rory Cellan-Jones, has been
0:24:07 > 0:24:17to the Nevada Desert to see it in action.
0:24:24 > 0:24:27We are heading through the Nevada Desert, north of Las Vegas,
0:24:27 > 0:24:30for a glimpse of what its backers claim is the future of transport.
0:24:30 > 0:24:32This is Hyperloop, an attempt to send passengers hurtling at
0:24:32 > 0:24:34700 mph through a vacuum tube.
0:24:34 > 0:24:36Many think that's far-fetched, but this project got the backing
0:24:36 > 0:24:38last year of Virgin, with Sir Richard Branson
0:24:38 > 0:24:39becoming chairman.
0:24:39 > 0:24:42In this 500-metre test track, they say they have shown
0:24:42 > 0:24:44that the technology works, though they've not yet put any
0:24:44 > 0:24:45human beings on board.
0:24:45 > 0:24:47I think my background in spacecraft engineering has given me
0:24:48 > 0:24:49the skill set to be able...
0:24:49 > 0:24:51The head of engineering, a space scientist recruited from Nasa,
0:24:51 > 0:24:53sees no reason why people might be scared.
0:24:53 > 0:24:56The Hyperloop is a maglev train in a vacuum system
