0:01:21 > 0:01:24We start in the United States, where the federal government

0:01:24 > 0:01:26is on the verge of being shut down.

0:01:26 > 0:01:32If the Senate doesn't approve new budget measures

0:01:32 > 0:01:34by midnight local time - that's eight hours from now -

0:01:34 > 0:01:36many services will be frozen.

0:01:36 > 0:01:38The House of Representatives passed the legislation on Thursday,

0:01:38 > 0:01:40but it's not certain there is enough support in the Senate

0:01:40 > 0:01:41to approve it.

0:01:41 > 0:01:44Let's go live to our correspondence in Washington. There has been some

0:01:44 > 0:01:49movement in the last few hours.The movement is that the Democratic

0:01:49 > 0:01:55leader in the Senate has been to see the president at the White House to

0:01:55 > 0:01:58discuss what is happening and discuss their differences. There has

0:01:58 > 0:02:04been some movement but there are a good number of things they have

0:02:04 > 0:02:09disagreed on. The problem is they have only eight hours to go until

0:02:09 > 0:02:13government money runs out and authorisation for that federal

0:02:13 > 0:02:18spending runs out. They are looking at various options. They are looking

0:02:18 > 0:02:25at is four or five day extension to the budget. That is something will

0:02:25 > 0:02:29not go down well here. The other option is a 30 day extension, which

0:02:29 > 0:02:35is undesirable in itself. That is on the table at the moment. The

0:02:35 > 0:02:38Democrats still want some movement on the question of undocumented

0:02:38 > 0:02:45young people, the so-called dreamers. Other Republicans have got

0:02:45 > 0:02:53some concessions they want. The Senator from South Dakota was a note

0:02:53 > 0:03:00yesterday and is a yesterday. I asked them whether he thought

0:03:00 > 0:03:02President Trump actions has distracted Congress from getting a

0:04:04 > 0:04:11There are still Republicans who are opposed to this continuing

0:04:11 > 0:04:16resolution of 30 day funding and they will remain opposed. That is

0:04:16 > 0:04:23why the Republican leadership needs Democrats onside to get the thing

0:04:23 > 0:04:35through. One has broken off and is in a particular bind because of the

0:04:35 > 0:04:41nature of his local politics. At the moment the Democrats are really

0:04:41 > 0:04:45insisting they want movement on the immigration issue before they will

0:04:45 > 0:04:47agree to the funding. The calculation that everyone is making

0:04:47 > 0:04:53is on who would lose most from a government shutdown? Who would the

0:04:53 > 0:05:00government blamed? One factor of influence will be federal employees

0:05:00 > 0:05:06did get paid this week so even if there is a shutdown, people won't be

0:05:06 > 0:05:11able to get things done in those federal offices but there isn't a

0:05:11 > 0:05:22looming paycheque that they will not get.Very interesting. All of this

0:06:21 > 0:06:30have been saying. People who are trying to make a living. He cares

0:06:30 > 0:06:35about that kind of stuff. Some stuff I agree with like the tax cuts and

0:06:35 > 0:06:40the working class people will stop but I'm not a big fan of the rants

0:06:40 > 0:06:48on social media. Economic issues really seem to be important to the

0:06:48 > 0:06:54voters that you have spoken to. How big a win was that tax cut package

0:06:54 > 0:07:03that Trump was able to ship the Lima usher in? People will feel the

0:07:03 > 0:07:10effects in their pay cheques. The president said yesterday that the

0:07:10 > 0:07:15corporate tax cut is probably a bigger deal. The slashing of the

0:07:15 > 0:07:21corporate tax rate to 22%. People the tax cut itself, depending on how

0:07:21 > 0:07:31much you pay, lowering the corporate tax rate. Donald Trump hopes that

0:07:31 > 0:07:34will spur economic growth. Apple has announced that it is bringing back

0:07:34 > 0:07:41cash that it has been stashing abroad. That is also part of the tax

0:07:41 > 0:07:45reform. Business leaders here in Pittsburgh are encouraged by the

0:07:45 > 0:07:49corporate tax reform and hope it will spur economic growth. As to

0:07:49 > 0:07:53whether Donald Trump gets the credit for it, despite the fact that the

0:07:53 > 0:07:59economy is in good shape, his approval rating is mired at 38%.

0:07:59 > 0:08:03People like some of his policies but there is almost universal

0:08:03 > 0:08:14disapproval of his own undisciplined social media habits. While the

0:08:14 > 0:08:19battle over the budget has been rumbling on we have seen a

0:08:40 > 0:08:53from each other. Pursuing veto authority over other nations's

0:08:53 > 0:09:00decisions. No regimes like North Korea and Iran have threatened and

0:09:00 > 0:09:06global stability. Oppressing their own people and shredding their own

0:09:06 > 0:09:19people's dignity and human rights. With me is a former officer and

0:09:19 > 0:09:23adviser to the government on security issues. Thank you for

0:09:23 > 0:09:27joining us. How big an announcement was the announcement that came from

0:09:27 > 0:09:33him today will stop what will it mean for the shape and size of the

0:09:33 > 0:09:39military?It is significant. It is a strong announcement, putting the

0:10:52 > 0:10:56and other aspects of US foreign power. Another area where this

0:10:56 > 0:11:06policy is dangerously overlooking is the fact that, during the Cold War

0:11:06 > 0:11:15the US was weaker than the Soviet bloc. What that meant was that...

0:11:28 > 0:11:33implemented. If a war will take place, all we're doing is reducing
