0:00:08 > 0:00:12This is BBC World News today, I'm Samantha Simmonds, top stories: US

0:00:12 > 0:00:17Congress releases a Republican memo alleging that the FBI abuse

0:00:17 > 0:00:19surveillance powers during the election campaign, the release is

0:00:19 > 0:00:23approved by President Trump.I think it is a disgrace what is happening

0:00:23 > 0:00:27in our country, and when you look at that and you see that and some of

0:00:27 > 0:00:32the other things that are going on, a lot of people should be ashamed of

0:00:32 > 0:00:36themselves.The disgraced US a gymnastics Virgin sticks Dr Larry

0:00:36 > 0:00:43Nassar is lunged at by a father of one of those that he abused, at his

0:00:43 > 0:00:46final hearing.

0:00:51 > 0:00:53Abandoned in a mountain blizzard, how one Syrian refugees survived

0:00:53 > 0:00:58after being left for dead by smugglers. Unique view of poll and

0:00:58 > 0:01:03bears struggling to find enough food as they arrive on the shrinking

0:01:03 > 0:01:07Arctic ice.

0:01:07 > 0:01:12-- polar bears.

0:01:19 > 0:01:23Controversial 4-page Republican drafted memo that accuses the FBI

0:01:23 > 0:01:27and Justice Department of bias against US President Donald Trump

0:01:27 > 0:01:32has been released, the document suggests the FBI and the Department

0:01:32 > 0:01:35of justice have shown an anti-Trump bias in their investigation into

0:01:35 > 0:01:39alleged collusion between the election campaign and Russia. The

0:01:39 > 0:01:44president chose to release it and had this to say to reporters.I

0:01:44 > 0:01:47think it is terrible, you want to know the truth, I think it is a

0:01:47 > 0:01:51disgrace, what is going on in this country, I think it is a disgrace,

0:01:51 > 0:01:55the memo was sent to Congress, declassified, Congress will do what

0:01:55 > 0:01:59ever they are going to do. I think it is a disgrace what is happening

0:01:59 > 0:02:03in our country, and when you look at that and see that and so many other

0:02:03 > 0:02:07things that are going on, a lot of people should be ashamed of

0:02:07 > 0:02:12themselves. And much more than that. I sent it over to Congress, they

0:02:12 > 0:02:18will do what they are going to do, whatever they do is fine, it was

0:02:18 > 0:02:21declassified, let's see what happens. A lot of people should be

0:02:21 > 0:02:25ashamed.Thank you very much. I asked our correspondent in

0:02:25 > 0:02:28Washington where the release of the memo left the investigation into

0:02:28 > 0:02:39Russian interference.

0:02:51 > 0:02:53Those are very separate matters, this memo has no impact

0:02:53 > 0:02:55on the Russia investigation in that it continues,

0:02:55 > 0:02:58it does not have any impact on whether Robert Mueller will be

0:02:58 > 0:03:00able to talk to Donald Trump or not.

0:03:00 > 0:03:02This is about one small part of an ongoing investigation,

0:03:02 > 0:03:04do not forget, there are many investigations going

0:03:04 > 0:03:07on at the moment, but this pulls into question the process

0:03:07 > 0:03:10by which the FBI and the Department of justice obtain evidence.

0:03:10 > 0:03:11That is what this is about.

0:03:11 > 0:03:13The actual investigation is not necessarily affected,

0:03:13 > 0:03:16and the White House goes on to say that the main reason

0:03:16 > 0:03:18they supported its release is because it raises serious

0:03:18 > 0:03:20questions about the integrity of decisions at the highest level

0:03:20 > 0:03:23of the department of justice and FBI to use the government's most

0:03:23 > 0:03:25obtrusive surveillance tools against American citizens.

0:03:25 > 0:03:28In other words, should the FBI have this power to be able to spy

0:03:28 > 0:03:30on American citizens when there is not any real oversight

0:03:30 > 0:03:40as to how they obtain it?

0:03:42 > 0:03:45And in using this information, in knowing the source of information,

0:03:45 > 0:04:00showed bias. The Democrats say that is an inaccurate picture.

0:04:00 > 0:04:02The Republicans and the White House claimed that that shows

0:04:02 > 0:04:06that there was bias at the very top level of the FBI, and of

0:04:06 > 0:04:08the department of justice, which has opened up a huge war

0:04:08 > 0:04:11between Donald Trump and members of his own apartment of justice

0:04:11 > 0:04:13and the people he appointed to oversee these departments.

0:04:13 > 0:04:15The Democrats say that this memo is incomplete, misleading,

0:04:15 > 0:04:17does not tell the whole story.

0:04:17 > 0:04:20The FBI says it has grave concerns but Republicans are saying that it

0:04:20 > 0:04:22shows there was bias that should undermine the Russia probe.

0:04:22 > 0:04:25The release and of the memo was expected because that is how

0:04:25 > 0:04:27President Trump operates, the content of the memo was really not

0:04:27 > 0:04:29much of anything, it was very lacklustre, really made no charges.

0:04:29 > 0:04:31The allegation is that the FBI misused their powers in a

0:04:31 > 0:04:35nonpartisan way, is that something that is feasible in your view?Every

0:04:35 > 0:04:40FBI ageing, every FBI employee has their own political beliefs and

0:04:40 > 0:04:44religious beliefs but we carry out our job in a very nonpartisan

0:04:44 > 0:04:49manner. Our call of duty is to the Constitution and the rule of law.

0:04:49 > 0:04:56Having said that, do I think this is partisan, do I think the

0:04:56 > 0:05:00investigation was partisan? I do not.You say you have never

0:05:00 > 0:05:04witnessed anybody behave in a nonpartisan way, to misused their

0:05:04 > 0:05:07powers, is it possible that somebody could have done so, are there enough

0:05:07 > 0:05:11checks and balances on every member of the FBI, that they could have

0:05:11 > 0:05:17done everything correctly, to make sure they had checked, and make sure

0:05:17 > 0:05:23they are not doing something wrong? Yes, I have to say, the application

0:05:23 > 0:05:28is a very own is application, the Fisa application, this 4-page memo

0:05:28 > 0:05:33alludes that basically the entire application was written based upon

0:05:33 > 0:05:41one person's statements, but the application is going to have many,

0:05:41 > 0:05:44many, many facts that need to be proven and documented. The dossier

0:05:44 > 0:05:50may have been one of one dozen, possibly hundreds of facts that

0:05:50 > 0:05:55needed to go into that application. Clearly no love lost between

0:05:55 > 0:06:00President Trump and many members of the intelligence community, do you

0:06:00 > 0:06:03think this ongoing investigation and this mudslinging in so many

0:06:03 > 0:06:08directions is going to permanently damage the FBI in any way?The FBI

0:06:08 > 0:06:12has been the target of attacks in the past and will be the target of

0:06:12 > 0:06:16attacks in the future. The FBI personnel are professionals, they

0:06:16 > 0:06:20will continue to do their job. Having said that, it is not good and

0:06:20 > 0:06:25does not help the FBI, or the general public, when the president

0:06:25 > 0:06:29of the United States is attacking them, credibility, trustworthiness,

0:06:29 > 0:06:35that is detrimental not just to the FBI but to the American public.

0:06:35 > 0:06:39Chaotic scenes at a court in Michigan during the sentencing of

0:06:39 > 0:06:42the former team doctor of the American gymnastics team, Larry

0:06:42 > 0:06:51Nassar, found guilty of sexually abusing girls in his care.

0:06:52 > 0:06:56Another family stands like so many before them to confront the

0:06:56 > 0:06:59disgraced doctor, all three of these children were sexually assaulted by

0:06:59 > 0:07:04Larry Nassar, at this final sentencing hearing, two of them,

0:07:04 > 0:07:08Lauren and Madison speak of their grief and the parents guilt.I see

0:07:08 > 0:07:12the look in their faces, I know that they want to be able to do something

0:07:12 > 0:07:16that they cannot, and the guilt they have will never go away, all of this

0:07:16 > 0:07:21is because of you.To my parents, thank you for all your love and

0:07:21 > 0:07:26support you through all of this. You have done everything that a parent

0:07:26 > 0:07:33could ever do. I love you.Randy Margrave then asks permission, as a

0:07:33 > 0:07:43distraught father, to speak.You son of a...We don't want to have

0:07:43 > 0:07:50profanity. The court room chuckles as he requests time alone. As part

0:07:50 > 0:07:54of the sentencing, I want you to grant me five minutes in a locker

0:07:54 > 0:08:04room with this man. That is not how... No sir, I cannot. Would you

0:08:04 > 0:08:09give me one minute?LAUGHTER You know that I cannot do that, that

0:08:09 > 0:08:17is not how the legal system works. Let me at him.Stay down, stay down,

0:08:17 > 0:08:22sir.There have been numerous powerful moments throughout Larry

0:08:22 > 0:08:26Nassar's sentencing hearings, but this one for the's reaction shows

0:08:26 > 0:08:32how clearly raw emotions are. When the court resumed, the judge shows

0:08:32 > 0:08:36compassion.There is no way that this court is going to issue any

0:08:36 > 0:08:42type of punishment given the circumstances of this case. My heart

0:08:42 > 0:08:46does go out to you, and your family, because of what you have gone

0:08:46 > 0:08:52through.The reality that Larry Nassar's sexually abuse close to 300

0:08:52 > 0:08:57girls over years has been regarded as a failure of society. This case

0:08:57 > 0:09:02has inevitably led to investigations but more importantly, has forced the

0:09:02 > 0:09:09nation to take a hard luck at how women are treated and valued.

0:09:09 > 0:09:12Two weeks ago, 16 Syrians including several children died trying to

0:09:12 > 0:09:17travel across the mountains from Syria into Lebanon, they were caught

0:09:17 > 0:09:22in an icy blizzards. Only a few survived. Our correspondent has been

0:09:22 > 0:09:24to meet one of them, a three-year-old girl.

0:09:26 > 0:09:31Meet little Sara, just three years old, black marks on her face are

0:09:31 > 0:09:37caused by frostbite. Smugglers abandoned Zara during a blizzard, as

0:09:37 > 0:09:41she was crossing the mountains from the war in Syria to join her father.

0:09:41 > 0:09:47She only survived because the man who dumped her was forced at

0:09:47 > 0:09:54gunpoint to go back and get her. Zara's mother, Big Sister and granny

0:09:54 > 0:10:01all froze to death. Now, in a Lebanese hospital, her father

0:10:01 > 0:10:07watches over her day and night. TRANSLATION:I do my best to be a

0:10:07 > 0:10:12mother and a father to her, I will do everything I can to help her get

0:10:12 > 0:10:17over this, she is all that I have now.16 Syrians died trying to reach

0:10:17 > 0:10:22safety that day, for the rescuers, it was the worst thing they had ever

0:10:22 > 0:10:32seen. There is some good news. A couple of days after first meeting

0:10:32 > 0:10:38Zara and her dad, we went to see them again. Sara has had an

0:10:38 > 0:10:44operation on her face. She has got back her appetite. Her doctor says

0:10:44 > 0:10:46that the surgery was a success.

0:11:04 > 0:11:08Her father captured the first moment after the operation, she has a long

0:11:08 > 0:11:10way to go, she is still smiling.

0:11:17 > 0:11:21Hopes are fading that any more survivors will be found after a

0:11:21 > 0:11:25migrant boat capsized off the coast of Libya, 90 people appear to have

0:11:25 > 0:11:30drowned, we are following the story from Tunisia.90 people on board the

0:11:30 > 0:11:35boat that capsized off the Libyan coast, looking around me, we can see

0:11:35 > 0:11:37how these calm waters seemed to represent a risk

0:11:37 > 0:11:45worth taking, in these dangerous shores. Those on board included

0:11:45 > 0:11:49Pakistanis as well as Libyans according to some of the survivors.

0:11:49 > 0:11:53We do know that most of the migrants that take the journey from Libya are

0:11:53 > 0:12:00often from sub Saharan Africa. This group of people represent perhaps a

0:12:00 > 0:12:06shift in trend, according to some observers in the region. Even where

0:12:06 > 0:12:09I am standing, a marked increase of locals from here taking the journey,

0:12:09 > 0:12:14from their own country, to southern Europe. The political and economic

0:12:14 > 0:12:19turmoil in the region, the ticket early in Libya, is contributing to

0:12:19 > 0:12:22this, we know that the EU strategy to curb illegal migration from North

0:12:22 > 0:12:28Africa to southern Europe is largely focused on the traditional groups

0:12:28 > 0:12:34that make the journey. This includes asylum seekers and refugees from

0:12:34 > 0:12:38countries like Syria, Eritrea and Saddam, as well as economic

0:12:38 > 0:12:42migrants, that some believe make up the largest portion of those who

0:12:42 > 0:12:52make the crossing from sub-Saharan Africa. -- Sudan. If there is a

0:12:52 > 0:12:55potential shift, then Europe will have to readjust the strategy and

0:12:55 > 0:12:57they will be watching developments with concern.

0:12:57 > 0:13:03We can speak with a spokesperson for the centre of international

0:13:03 > 0:13:06immigration, he was asked about Pakistani refugees making the

0:13:06 > 0:13:10dangerous trip.It is an opportunistic thing, smugglers will

0:13:10 > 0:13:13go and recruit from wherever they can. The fact it is Pakistani 's

0:13:13 > 0:13:18this time is not particularly significant, Bangladesh 's number

0:13:18 > 0:13:22three in the running order, through Libya, strange as it seems. --

0:13:22 > 0:13:31Bangladesh is number three. -- Pakistanis. It is a journey of

0:13:31 > 0:13:35exploitation, often they fall into the hands of militia. These people

0:13:35 > 0:13:40hope and pray that they will get to Europe and start a new life. A new

0:13:40 > 0:13:45El Dorado. A lot of this is driven by greed by the smugglers but also

0:13:45 > 0:13:49inadvertently, social media companies allow this to happen. Many

0:13:49 > 0:13:55lies are told on social media, innocent enough would-be migrants

0:13:55 > 0:13:59believe what they read on social media platforms. They are then

0:13:59 > 0:14:14helped to avoid the authorities must to use encrypted messaging apps,

0:14:14 > 0:14:19like Viber, and much more needs to be done to communicate the dangers

0:14:19 > 0:14:24of taking the bait and giving them money. If you have a smartphone in

0:14:24 > 0:14:28your pocket, does not cost much, you can see what looks like a glamorous

0:14:28 > 0:14:34life in another part of the world. Put those together, huge demand for

0:14:34 > 0:14:39people to come to what they think is a new life, but what really needs to

0:14:39 > 0:14:43happen is some kind of organised economic growth in their own

0:14:43 > 0:14:45countries and better opportunities, less corruption in the government,

0:14:45 > 0:14:48that kind of thing.

0:14:48 > 0:14:51Morrice police are being deployed to the French port city of Calais

0:14:51 > 0:14:56following clashes between groups of migrants. Four Eritreas are in

0:14:56 > 0:15:02critical condition after being shot by an Afghan man who was firing at a

0:15:02 > 0:15:06queue for food hand-outs, 800 migrants are living rough in Calais,

0:15:06 > 0:15:10according to estimates.

0:15:10 > 0:15:15The latest from there from Gavin Lay.This is the scene 24 was on,

0:15:15 > 0:15:19from the violence yesterday, where 20 migrants were injured.-- Gavin

0:15:19 > 0:15:24Lee. What we know is that not far from here, on the outskirts of

0:15:24 > 0:15:28Calais, close to the so-called jungle camp, which has subsequently

0:15:28 > 0:15:35been demolished.Five Eritrea and men, between 16 and 18, teenagers,

0:15:35 > 0:15:41shot, four still in hospital. --

0:15:45 > 0:15:48137-year-old Afghan suspect, suspected people smuggler, still

0:15:48 > 0:15:52missing, the French interior Minister came here to say they are

0:15:52 > 0:15:57still looking for him, increased police patrols, talking about this

0:15:57 > 0:16:02particular area, violence here, into the evening, 22 injured including

0:16:02 > 0:16:06police officers. What is going on, what has changed? Tonight it is a

0:16:06 > 0:16:11lot quieter, people are relatively calm, one thing that migrants will

0:16:11 > 0:16:15not say on camera, off-camera they say they have felt tension rising,

0:16:15 > 0:16:19issue about clusters of camps have been growing since they have not

0:16:19 > 0:16:24been allowed to have the jungle camp. Turf war, things have kicked

0:16:24 > 0:16:31off between Afghans and Eritreans. 300 police officers hope to calm

0:16:31 > 0:16:36down the situation. The manual off said will be no return to the jungle

0:16:36 > 0:16:41camp and in one month's time, you migration plans from him. As you

0:16:41 > 0:16:46see, this place starts to grow by the day, 700 to 800 people here now,

0:16:46 > 0:16:51according to charities, increasing by 20 to 50 people everyday. Stay

0:16:51 > 0:16:52with us.

0:16:52 > 0:17:02Coming up: unique insight into the polar bear's struggle for survival,

0:17:02 > 0:17:14on Milton polar ice.-- Arctic ice. -- melting.

0:18:14 > 0:18:16This is BBC World News Today.

0:18:16 > 0:18:20The latest headlines:

0:18:20 > 0:18:22The US Congress has released a controversial Republican

0:18:22 > 0:18:24memo alleging the FBI abused its surveillance powers

0:18:24 > 0:18:26during the election campaign.

0:18:26 > 0:18:28The father of three sexual abuse victims has lunged

0:18:28 > 0:18:31at the disgraced USA gymnastics team doctor Larry Nassar during his final

0:18:31 > 0:18:35sentencing hearing.

0:18:37 > 0:18:39Scientists studying the decline in the survival rates

0:18:39 > 0:18:42of polar bears have observed them expending more energy than they can

0:18:42 > 0:18:43consume as they hunt.

0:18:43 > 0:18:46The researchers found that the bears have a higher metabolic rate

0:18:46 > 0:18:48than previously thought and are unable to catch enough prey

0:18:48 > 0:18:49to meet their energy needs.

0:18:49 > 0:18:54Victoria Gill has more.

0:18:56 > 0:18:58A polar bear's view of the Arctic.

0:18:58 > 0:18:59These remarkable images were captured cameras

0:18:59 > 0:19:01inside tracking collars that scientists fitted to nine solitary

0:19:02 > 0:19:11female polar bears.

0:19:20 > 0:19:23In a study carried out over three seasons in the Arctic,

0:19:23 > 0:19:25the researchers set out to understand whether the animals

0:19:25 > 0:19:27were getting enough to eat during the critical spring thaw.

0:19:27 > 0:19:30Satellite studies have shown that Arctic sea ice is decreasing

0:19:30 > 0:19:32at a rate of about 14% every decade.

0:19:32 > 0:19:35And the bears need that ice to hunt and to eat their main and most

0:19:35 > 0:19:36calorie-rich prey - seals.

0:19:36 > 0:19:39So as well as fitting them with GPS tracking,

0:19:39 > 0:19:40camera-containing collars, the researchers injected the bears

0:19:40 > 0:19:41with a metabolic tracer.

0:19:41 > 0:19:44This revealed that wild bears have a higher metabolic rate

0:19:44 > 0:19:45than previously thought.

0:19:45 > 0:19:47And that most of them were unable to catch enough food

0:19:47 > 0:19:49to meet their energy needs.

0:19:49 > 0:19:50The scientists say that this new technology,

0:19:50 > 0:19:52following their every move and their every meal,

0:19:52 > 0:19:54reveals just how these predators' survival will be affected

0:19:54 > 0:20:04as their icy environment transforms around them.

0:20:21 > 0:20:23The Israeli Embassy in Warsaw

0:20:23 > 0:20:27has warned of a wave of anti-Semitic statements in Poland,

0:20:27 > 0:20:30in the midst of a row between the two countries

0:20:30 > 0:20:33over a proposed Polish law related to the Holocaust.

0:20:33 > 0:20:35The legislation outlaws references that imply that Poland was complicit

0:20:35 > 0:20:38in crimes committed by Nazi Germany during the Second World War.

0:20:38 > 0:20:45Adam Easton reports from Warsaw.

0:20:46 > 0:20:50Auschwitz, the concentration and death camp that has come to

0:20:50 > 0:20:53symbolise the Holocaust, 1 million due is people were gassed here,
