0:00:08 > 0:00:14Our top stories.

0:00:14 > 0:00:18The UN Security Council prepares to vote on a new ceasefire in Syria -

0:00:18 > 0:00:22as government forces continue to target eastern Ghouta,

0:00:22 > 0:00:27These are live pictures from the United Nations in New York.

0:00:27 > 0:00:34The vote has been postponed several times. One of Donald Trump's former

0:00:34 > 0:00:40campaign aides omits to conspiring and lying to investigators.

0:00:40 > 0:00:42A blunt assessment from the European Council President

0:00:42 > 0:00:44of the UK's plans for a post-Brexit relationship with

0:00:44 > 0:00:45the European Union.

0:00:45 > 0:00:52If the reports are correct, I am afraid that the UK's position today

0:00:52 > 0:00:55is based on pure illusion.

0:00:55 > 0:00:57Were you the mastermind that cheated the Olympics?

0:00:57 > 0:00:59Yes.

0:00:59 > 0:01:03The man who revealed Russian doping, now in fear for his life,

0:01:03 > 0:01:05says Russia should not be allowed at the closing of

0:01:05 > 0:01:11the Winter Olympics.

0:01:11 > 0:01:14This is the most important moment in the history of the International

0:01:14 > 0:01:19Olympic Committee and if the flag is allowed to appear, it will be the

0:01:19 > 0:01:24worst decision. The Olympics could die.

0:01:35 > 0:01:43Hello and welcome to World News Today.

0:01:43 > 0:01:46Intensive diplomatic efforts are under way at the UN Security

0:01:46 > 0:01:48Council, which holds the fate of the residents of Eastern Ghouta in its

0:01:48 > 0:01:53hands.The Security Council is currently debating resolution and

0:01:53 > 0:01:58these are live pictures, calling for a 30 day humanitarian ceasefire in

0:01:58 > 0:02:04Syria. The vote due earlier has been postponed for hours and on Thursday

0:02:04 > 0:02:09it was called off. Russia has previously objected to the

0:02:09 > 0:02:12resolution and still has reservations.

0:02:12 > 0:02:17Let's go to the UN in New York, and our correspondent, Nada Tawfik.

0:02:17 > 0:02:24Is clear if any deal is likely yet? Negotiations are ongoing and I asked

0:02:24 > 0:02:29one diplomat if we would see a vote tonight and he said, who knows?

0:02:29 > 0:02:34There is the old saying, nothing is agreed until everything is agreed

0:02:34 > 0:02:39and so diplomats have been waiting to see if they can agree on a final

0:02:39 > 0:02:45language, and I am told there is no final draft yet, so as they say,

0:02:45 > 0:02:49negotiations are still fresh and getting under way but these

0:02:49 > 0:02:53negotiations over the original draft put forward by Sweden and Kuwait

0:02:53 > 0:02:57have been going on for two weeks and I have to say the mood music is that

0:02:57 > 0:03:01we are much closer to agreement on a ceasefire family have been at any

0:03:01 > 0:03:11point.Given Russia and Syria's position that basically President

0:03:11 > 0:03:14Assad is fighting terrorists on the doorstep of Damascus, the capital,

0:03:14 > 0:03:21what is it that Russia might have agreed to to allow some deal? There

0:03:21 > 0:03:27were several amendments that Russia put forward, that they wanted to be

0:03:27 > 0:03:31considered. They said it was an unrealistic draft, they did not

0:03:31 > 0:03:33think they were getting enough reassurances that the rebels would

0:03:33 > 0:03:40abide by it and also they wanted extremist groups like Isis and

0:03:40 > 0:03:43Al-Qaeda and even their associates to be excluded from the ceasefire so

0:03:43 > 0:03:47that the Syrian military could continue its campaign against those

0:03:47 > 0:03:53groups. Again, there are negotiations going on so I have not

0:03:53 > 0:03:57seen the latest draft but as of last night, at least the consideration

0:03:57 > 0:04:03about keeping extremist groups exempt was included in the draft and

0:04:03 > 0:04:08so that very well could be enough to get Russia to agree. Some of the

0:04:08 > 0:04:16other Russian amendments were not put into the new draft. Again, it is

0:04:16 > 0:04:21unclear at the moment but the final words or passages are that the

0:04:21 > 0:04:33diplomats are negotiating.Thank you very much.

0:04:36 > 0:04:40Gates was a deputy campaign manager for Trump during the 2016 election.

0:04:40 > 0:04:43Special Counsel Robert Mueller had been investigating him as part of

0:04:43 > 0:04:49his probe into alleged Russian meddling in the election. Gates was

0:04:49 > 0:04:53facing more serious charges before entering his guilty plea earlier

0:04:53 > 0:04:58today. Laura Trevelyan has more from Washington. What Rick Gates pleaded

0:04:58 > 0:05:03guilty to is not actually relating to the specific issue of collusion

0:05:03 > 0:05:07between the Trump campaign and Russia. Previous charges had been

0:05:07 > 0:05:10brought against him by the Special Counsel about money-laundering and

0:05:10 > 0:05:17tax evasion. What is highly significant here is that Gates seems

0:05:17 > 0:05:21to have co-operated with Robert Mueller in the hope he will then get

0:05:21 > 0:05:26a reduced sentence for these other crimes. Remember, Rick Gates was

0:05:26 > 0:05:31deputy chair of the Trump campaign, deputy chair of the Trump inaugural,

0:05:31 > 0:05:38so a very significant figure and he joins the third former Trump

0:05:38 > 0:05:43campaign aide to be cooperating with the Special Counsel. But also, in

0:05:43 > 0:05:50corroborating he puts more pressure on Paul Manafort, the former chair,

0:05:50 > 0:05:54who maintains his innocence about money-laundering. In order to get a

0:05:54 > 0:06:00plea deal with an investigator, you need to be giving up some

0:06:00 > 0:06:04investigation and information in return so the question is, what

0:06:04 > 0:06:08information is Rick Gates giving up on the question of collusion between

0:06:08 > 0:06:12the Trump campaign and Russia that the Special Counsel is interested

0:06:12 > 0:06:17in? We don't know the answer yet but that is the big question. He is an

0:06:17 > 0:06:20important figure, deputy chair of the Trump campaign and after Paul

0:06:20 > 0:06:28Manafort left in 2016 under Clyde, Gates stayed with the campaign and

0:06:28 > 0:06:33was deputy chair of the Trump inaugural as well so he is a perk --

0:06:33 > 0:06:37person in a position to know a lot about what did or did not happen in

0:06:37 > 0:06:42terms of length between the Trump campaign and Russia. The Special

0:06:42 > 0:06:47Counsel, he was appointed to look at whether there was collusion between

0:06:47 > 0:06:49the Trump campaign and Russia and that is all he is interested in. If

0:06:49 > 0:06:56he has someone willing to give him information in return for a reduced

0:06:56 > 0:07:00sentence, you must assume that the information pertains to that key

0:07:00 > 0:07:04question of whether there was was not collusion and admits tremendous

0:07:04 > 0:07:09pressure on Paul Manafort, who not so far cooperating and maintaining

0:07:09 > 0:07:14his innocence but the fact that his business partner, Rick Gates, has

0:07:14 > 0:07:17flipped, but some in a very difficult position.Laura Trevelyan

0:07:17 > 0:07:23in Washington. We can go live to Washington because just outside the

0:07:23 > 0:07:30White House, this is the scene. Our vehicle has rammed into a security

0:07:30 > 0:07:34barrier near the White House, according to the US secret service.

0:07:34 > 0:07:43This is the live scene. -- a vehicle. The White House was placed

0:07:43 > 0:07:47on lockdown, armed agents were seen running into positions and President

0:07:47 > 0:07:51Trump was inside the building at the time, he just hosted the Australian

0:07:51 > 0:07:57Prime Minister. It is reported that there was a female driver of the

0:07:57 > 0:08:00car, she was apprehended, although it is reported that no law

0:08:00 > 0:08:05enforcement personnel were injured and no shots were fired. But the

0:08:05 > 0:08:13Secret Service officers did take in the female driver of that vehicle.

0:08:13 > 0:08:17It has been reported that it struck a security barrier near the White

0:08:17 > 0:08:23House at 17th and East but did not breach the security barrier of the

0:08:23 > 0:08:29White House complex. You can see a number of emergency personnel. As

0:08:29 > 0:08:33you can imagine, with that sort of incident. We will keep you updated

0:08:33 > 0:08:41as more information comes into us. Saying in the United States...

0:08:41 > 0:08:44After last week's school shooting in Florida in which 17 people

0:08:44 > 0:08:46were killed, President Trump has called for some teachers to carry

0:08:46 > 0:08:49concealed weapons in schools.

0:08:49 > 0:08:57He was speaking to the Conservative Political Action Conference.

0:08:57 > 0:09:00This might be tempered scent or 20% of the population of teachers. It is

0:09:00 > 0:09:06not all of them. But you would have a lot. And you would tell people,

0:09:06 > 0:09:12they are inside. The beauty is it is concealed, nobody would ever see it,

0:09:12 > 0:09:17unless they needed it. It is concealed, so this crazy man who

0:09:17 > 0:09:24walked in would not even know who it is that hazard, that is good. And a

0:09:24 > 0:09:26teacher would have shot the hell out of him before he knew what

0:09:26 > 0:09:37happened... APPLAUSE.

0:09:40 > 0:09:46They loved their students, they loved the students, a member that.

0:09:46 > 0:09:48BBC's Gary O'Donoghue is at that conference.

0:09:48 > 0:09:50I spoke to him earlier about President Trump's comments,

0:09:50 > 0:09:53and what the reaction has been so far.

0:09:53 > 0:09:59In terms of the shooting, you had the meat of it, that went down

0:09:59 > 0:10:02pretty well that this audience and I would not say they were overwhelmed

0:10:02 > 0:10:07with the idea of arming teachers but they certainly like his robust

0:10:07 > 0:10:11support for the second Amendment in general, the amendment that

0:10:11 > 0:10:16Americans use to protect their right to own guns and weapons more

0:10:16 > 0:10:21generally. Interestingly, his idea about arming teachers has not

0:10:21 > 0:10:25exactly gone down well with some teaching unions but also the

0:10:25 > 0:10:30governor of Florida, Rick Scott, a Republican. He is not too keen on

0:10:30 > 0:10:37that either. He is proposing raising the age at which you can buy an

0:10:37 > 0:10:40assault weapon in Florida after the age of 21. Which of course would

0:10:40 > 0:10:45have prevented Nicholas Cruz from getting that weapon he used last

0:10:45 > 0:10:54week. But the debate is on this teacher arming business. And I think

0:10:54 > 0:10:59that will define people significantly. On the one hand,

0:10:59 > 0:11:02Donald Trump says it will make schools safer and on the other,

0:11:02 > 0:11:06people will say the last thing America needs to combat gun problem

0:11:06 > 0:11:13is guns.If I can just turn to another piece of news we're getting

0:11:13 > 0:11:21here... United States apparently will open a new embassy in Jerusalem

0:11:21 > 0:11:27in May to coincide with the 70th anniversary of Israel? We knew this

0:11:27 > 0:11:34was coming but confirmation of the timing.Yes, that is interesting and

0:11:34 > 0:11:38Donald Trump referred to Jerusalem this morning in his speech and the

0:11:38 > 0:11:45moving of the embassy and that got an enormous cheer. It is surprising

0:11:45 > 0:11:50that they are doing it quite so quickly because obviously there are

0:11:50 > 0:11:52going to have to be some pretty heavy security arrangements for that

0:11:52 > 0:11:58building in Jerusalem and I think they have a consulate there already

0:11:58 > 0:12:04from memory so that might be partly it. Yes, he will say, fulfilling a

0:12:04 > 0:12:08campaign promise. There will be many in the Republican movement and

0:12:08 > 0:12:13particularly on the Christian Right who will welcome this enormously but

0:12:13 > 0:12:17there will be, I can tell you, in European capitals and other parts of

0:12:17 > 0:12:24the world, where they have been trying for years to help age some

0:12:24 > 0:12:29sort of peace process, there will be anxiety about this move and a lot of

0:12:29 > 0:12:34America's allies do not support the idea and the Palestinians are

0:12:34 > 0:12:38utterly opposed to it in its current form. It is going to cause a row,

0:12:38 > 0:12:46there is no doubt.Gary O'Donoghue. And indeed, senior Palestinian

0:12:46 > 0:12:49officials have called this a blatant provocation, criticising the timing

0:12:49 > 0:12:53of it and the announcement was brought forward by at least a year,

0:12:53 > 0:12:59we think. We will keep you posted with the latest details. To stay

0:12:59 > 0:13:03with us. Much more ahead... EU leaders deliver an unusually blunt

0:13:03 > 0:13:07message to London a week before the British Prime Minister is due to set

0:13:07 > 0:13:18out her Brexit ambitions.

0:13:22 > 0:13:27Prince Charles has chosen his bride, he proposed three weeks ago and she

0:13:27 > 0:13:31accepted without hesitation. As revolutions go this had its fair

0:13:31 > 0:13:36share. A climax outside the gates of his sanctuary. The name itself

0:13:36 > 0:13:40symbolises one of the cruellest regimes of modern Asia.The world's

0:13:40 > 0:13:45first clone has been produced of an adult mammal, it was a sheep called

0:13:45 > 0:13:50Dolly, using a cell from another ship.Citizens are trying to come to

0:13:50 > 0:13:55grips with their new freedom. There is joy and relief today. But the

0:13:55 > 0:13:59scars are everywhere. But for 20 years have locusts been seen in such

0:13:59 > 0:14:04numbers in this part of Africa. Some of the swarms have been ten miles

0:14:04 > 0:14:08long.This is the last time the public will see this Pope, very

0:14:08 > 0:14:12soon, for the sake of the authority of the next Pope, Benedict the 16th

0:14:12 > 0:14:25will in his own words be hidden from the world for the rest of his life.

0:14:29 > 0:14:33The latest headlines... Syrian government forces continue to target

0:14:33 > 0:14:37Eastern Ghouta and intensive diplomatic efforts are under way at

0:14:37 > 0:14:42the UN to approve a ceasefire. And one of Donald Trump's former

0:14:42 > 0:14:46campaign aides admits to conspiring against the United States and lying

0:14:46 > 0:14:58to investigators. John Watson has the sport.

0:14:58 > 0:15:00The man who exposed the Russian doping scandal has given his first

0:15:00 > 0:15:02international broadcast interview to the BBC.

0:15:02 > 0:15:03Evidence from whistle-blower Dr Grigory Rodchenkov

0:15:03 > 0:15:06on state-sponsored doping saw Russia banned from the Winter Olympics

0:15:06 > 0:15:09and the fallout from the testimony forced him into hiding and in fear

0:15:09 > 0:15:11of his life.

0:15:11 > 0:15:16This exclusive report is by our sports editor, Dan Roan.

0:15:16 > 0:15:19He said the integrity of the Olympic movement is at stake if Russian

0:15:19 > 0:15:23athletes competing under a neutral banner impaled China can parade

0:15:23 > 0:15:25under the Russian flag at the closing ceremony.

0:15:43 > 0:15:48Does British sport have a problem with cheating? Do you think?

0:15:48 > 0:15:58Honestly? Yes. I hear some several cases in British sport and this is

0:15:58 > 0:16:01the most important moment in the history of the Olympic Committee and

0:16:01 > 0:16:05it should show how they are consistent with the fight against

0:16:05 > 0:16:13doping. You know that Russia rejects any charges. They say that I am a

0:16:13 > 0:16:18liar and if the flag will be allowed to appear, it will be the worst

0:16:18 > 0:16:25decision. The Olympics could die. You can see more of that interview

0:16:25 > 0:16:30across BBC News and over the website. If athletes competing as a

0:16:30 > 0:16:34big athletes from Russia or allowed to march under their own flag, speed

0:16:34 > 0:16:38skating sensation Sigurd Toner says she will carry it, the 15-year-old

0:16:38 > 0:16:42won her first gold-medal for the away with a stunning routine to

0:16:42 > 0:16:45become the second youngest Olympic gold medallist in figure skating

0:17:00 > 0:17:03Germany's men shocked the reigning champions Canada to reach the ice

0:17:03 > 0:17:07hockey final, they will play the OAR team in the gold-medal match after

0:17:07 > 0:17:14they beat the Czech Republic. Casey Sarah Ware pulled away from his

0:17:14 > 0:17:18compatriot to claim Ski Cross goal as Canada scored the one, two,

0:17:28 > 0:17:38the men's 1000 metres ahead of no where. It is a second gold, who also

0:17:38 > 0:17:41won the 1500 Metre title. Away from the Winter Olympics, the third round

0:17:41 > 0:17:45of the Six Nations Championship is already under way. France taking

0:17:55 > 0:17:58Saturday Wales will look to topple Ireland from the top of the table in

0:17:58 > 0:18:01Dublin before Scotland and England battle it out for the Calcutta cup

0:18:01 > 0:18:08at Murrayfield. Man City manager Pep Guardiola has been charged by the FA

0:18:08 > 0:18:12are wearing a yellow ribbon which shows his support for those

0:18:12 > 0:18:15imprisoned in the fight for Catalunya and independence. He

0:18:15 > 0:18:17revealed in November he were surrendered in support of the

0:18:17 > 0:18:23politicians imprisoned in his native Catalonia, where he was born, played

0:18:26 > 0:18:31of its kit and advertising regulations. In cycling, Phil Babb

0:18:31 > 0:18:35pipped his German compatriot Marcel Kittel and Paschal Ackerman to take

0:19:00 > 0:19:07ten under par. Fantastic conditions as well, that course. Playing very

0:19:07 > 0:19:10well and stands a good chance of winning. And that is all the sport.

0:19:10 > 0:19:14Back to you.

0:19:14 > 0:19:16The President of the European Council, Donald Tusk,

0:19:16 > 0:19:18has told reporters in Brussels that London's position on Brexit

0:19:19 > 0:19:20is based on 'pure illusion'.

0:19:20 > 0:19:24He made the comment at the end of a meeting of leaders from 27 EU

0:19:24 > 0:19:26countries, excluding Britain.

0:19:26 > 0:19:30One of the topics discussed at that meeting was the bloc's joint stance

0:19:30 > 0:19:32on ties with Britain after Brexit.

0:19:32 > 0:19:38If the media reports are correct, I am afraid that the UK position

0:19:38 > 0:19:44today is based on pure illusion.

0:19:44 > 0:19:49It looks like the cake philosophy is still alive.

0:19:49 > 0:19:55From the very start it has been a key principle of the EU 27

0:19:55 > 0:20:01that there can be no cherry picking and no single market a la carte.

0:20:01 > 0:20:05This will continue to be a key principle, have no doubt.

0:20:05 > 0:20:08Our correspondent, Adam Fleming, has been following developments

0:20:08 > 0:20:10in Brussels, and I spoke to him earlier about the significance

0:20:10 > 0:20:14of Donald Tusk's comments.

0:20:14 > 0:20:19The first thing to say is Donald Tusk was responding to reports of

0:20:19 > 0:20:24what the British government agreed Adam ate our long meeting of the

0:20:24 > 0:20:27Cabinet at the Prime Minister's country residence yesterday and he

0:20:27 > 0:20:31does not to the British position in detail and will not until he meets

0:20:31 > 0:20:34Theresa May in London next Thursday and the rest of us won't know until

0:20:34 > 0:20:37the Prime Minister gives a speech detailing it the day after on

0:20:37 > 0:20:44Friday. Having said that, that was a pretty brutal put-down of what

0:20:44 > 0:20:47Donald Tusk, the sort of thing he has been hearing from London. When

0:20:47 > 0:20:52he talks about this philosophy, he is talking about the idea that the

0:20:52 > 0:20:56EU has all along had the idea that Britain cannot pick parts of the
