0:01:07 > 0:01:11In one of the biggest shake-ups in football for years,

0:01:11 > 0:01:14it looks like the World Cup in Russia will use video technology

0:01:14 > 0:01:17to assist referees.

0:01:17 > 0:01:19The system, known as VAR, lets referees review controversial

0:01:19 > 0:01:23incidents like disputed goals or penalties.

0:01:23 > 0:01:26The body which sets the rules for world football has voted

0:01:26 > 0:01:30to approve it after a series of top-level trials -

0:01:30 > 0:01:34even though some of the decisions have proved controversial.

0:01:34 > 0:01:37Here's our sports news reporter Richard Conway.

0:01:37 > 0:01:42From Diego Maradona's hand of God to injustice in the biggest games.

0:01:42 > 0:01:45Football has long opposed technology to help officials make

0:01:46 > 0:01:48the important decisions.

0:01:48 > 0:01:51But after an historic vote, all that has changed,

0:01:51 > 0:01:53with video assistant referees, or VAR, as it's known,

0:01:53 > 0:01:56finally given the go-ahead.

0:01:56 > 0:02:02VAR is good for football, it's good for refereeing.

0:02:02 > 0:02:07It brings more fairness in the game.

0:02:07 > 0:02:13And for these reasons we have decided to approve.

0:02:13 > 0:02:16VAR will be used to correct errors relating to goals,

0:02:16 > 0:02:22penalties, straight red cards and mistaken identity.

0:02:22 > 0:02:27Nearly 1000 games have formed part of a two-year VAR experiment.

0:02:27 > 0:02:30Tottenham's match against Rochdale last week was included in the trial

0:02:30 > 0:02:32but was criticised given lengthy delays while the referee

0:02:32 > 0:02:34reviewed incidents, leading to claims

0:02:34 > 0:02:42technology is killing the atmosphere and pace of the match.

0:02:42 > 0:02:45But one of the architects of the new system told me

0:02:45 > 0:02:46there is evidence video assistants are working.

0:02:46 > 0:02:49On clear error situations, the accuracy of the referee

0:02:49 > 0:02:53decisions went from, initially, 93% up to around 99%.

0:02:53 > 0:02:57Of course there are grey areas where an incident could be a penalty,

0:02:57 > 0:02:59could not be a penalty, and they will always

0:02:59 > 0:03:07remain grey areas.

0:03:07 > 0:03:12VAR will almost certainly now be used at the summer's World Cup

0:03:12 > 0:03:16although some Premier League clubs have opted to delay its

0:03:16 > 0:03:26implementation. Lawmakers say there is still work to be done.How to

0:03:26 > 0:03:30maintain this spectacle has to be worked on but we also need the

0:03:30 > 0:03:35confidence to sell it to people. It is a small change to make a big

0:03:35 > 0:03:35difference.

0:03:35 > 0:03:41Football's leaders want to eliminate game-changing mistakes but as

0:03:41 > 0:03:43the trials have shown, anyone who thinks technology

0:03:43 > 0:03:45is going to stop controversy may want to think again.

0:04:01 > 0:04:07thing. In this country the trial has not gone entirely swimmingly and

0:04:07 > 0:04:12there are a lot of doubters but the survey they conducted as not just

0:04:12 > 0:04:20been based on England but a lot more games, it has been trialled in Italy

0:04:20 > 0:04:23and Germany and in the Confederations Cup and they say it

0:04:23 > 0:04:34is between 93% and 99% success rate using VAR on big decisions and I

0:04:34 > 0:04:39think technology has been coming for a while and once it comes, it

0:04:39 > 0:04:45doesn't get removed, it is just where you implement it.The data

0:04:45 > 0:04:51seems to point in that direction, it would remove some of those infamous

0:04:51 > 0:04:56injustices, you might think back tonight 1986 and Diego Maradona and

0:04:56 > 0:05:02the hand of God but doesn't take the emotion out of the game, the speed

0:05:02 > 0:05:11at the heart of it?It has done to some other degree in some trials in

0:05:11 > 0:05:15this country and the critics include football managers, Mauricio

0:05:15 > 0:05:19Pochettino said that after the Tottenham game last week,

0:05:19 > 0:05:26Huddersfield manager David Wagoner said that after VAR was used in

0:05:26 > 0:05:31their game against Manchester United, even though it benefited

0:05:31 > 0:05:36their team so the crucial thing in that respect is the time it takes

0:05:36 > 0:05:40because we have seen games where we had about eight minutes added onto

0:05:40 > 0:05:47the first half in the Tottenham and Rochdale games and the Liverpool

0:05:47 > 0:05:52West Brom game, which is far too many, so we need those decisions to

0:05:52 > 0:05:59be made quicker and referees and VAR officials to be clearer about what

0:05:59 > 0:06:02they reviewed rather than taking time out of the game where it

0:06:02 > 0:06:10doesn't need to be taken.Would it be better if we could hear the

0:06:10 > 0:06:14conversations going on? May be part of the frustration is that there is

0:06:14 > 0:06:18this silence while people wait while the referee puts his finger to his

0:06:18 > 0:06:26ear. If we could hear what is going on with that make it better?I think

0:06:26 > 0:06:32it would. Fans are looking for greater understanding. In rugby we

0:06:32 > 0:06:38hear referees talking and that helps understand the decisions. The other

0:06:38 > 0:06:42thing, which people seem to understand, is that there needs to

0:06:42 > 0:06:46be communication with fans in the stadium so they know quite a

0:06:46 > 0:06:52decision has been made because at the moment we have not had that.I'm

0:08:10 > 0:08:12but it came as a surprise to many.

0:08:12 > 0:08:13Apparently, including some inside the White House

0:08:13 > 0:08:21where details of the policy are still being worked out.

0:08:21 > 0:08:23European leaders made a point of singling out the most

0:08:23 > 0:08:26American of products.

0:08:26 > 0:08:29TRANSLATION:We will impose tariffs on Harley-Davidson,

0:08:29 > 0:08:33on bourbon, on blue jeans, Levis blue jeans.

0:08:33 > 0:08:36This is, well, highly regrettable.

0:08:36 > 0:08:38We are not en route to start trade wars.

0:08:38 > 0:08:41We would like to have a reasonable relationship with the United States

0:08:41 > 0:08:47of America but we cannot simply bury our head in the sand.

0:08:47 > 0:08:49President Trump himself doesn't seem worried, tweeting,

0:08:49 > 0:08:52trade wars are good and easy to win.

0:08:52 > 0:08:55Words probably not intended for the international community,

0:08:55 > 0:08:59but instead communities in the former industrial heartland

0:08:59 > 0:09:04of the US where some old steel mills lie derelict.

0:09:04 > 0:09:06It was here President Trump found huge support with his

0:09:06 > 0:09:08America first message.

0:09:08 > 0:09:11However, it's the modern supply steel that worries many businesses

0:09:11 > 0:09:20here as well as abroad.

0:11:34 > 0:11:39sexualised, the unacceptable and we should not normalise this kind of

0:11:39 > 0:11:47language but one thing is for sure, they will not silence me.The

0:11:47 > 0:11:50government in Manila say they don't want to be prejudged and in

0:11:50 > 0:11:55reference to that they are talking about your comments about

0:11:55 > 0:12:00extrajudicial killings that you have made in the past. You accept that

0:12:00 > 0:12:04you have to some extent made your mind up on what is going on in the

0:12:04 > 0:12:10Philippines?Absolutely not, I always referred to as alleged

0:12:10 > 0:12:17executions. I have spoken about the numerous allegations I have

0:12:17 > 0:12:22received, including here in Geneva through numerous communications from

0:12:22 > 0:12:30the Philippines. I have not shown any bias, I have responded to my

0:12:30 > 0:12:34mandate which is to call on the government to provide information

0:12:34 > 0:12:40about how they deal with those allegations, what investigations

0:12:40 > 0:12:46they have undertaken. As far as I know there has been no impartial

0:12:46 > 0:12:51official investigation into the 12,000 killings that they have

0:12:51 > 0:12:58admitted, they have admitted about 4000 killings. I have not received

0:12:58 > 0:13:02any investment -- any information about investigations they have

0:13:02 > 0:13:07taken. All my questions have been based on the UN human rights

0:13:07 > 0:13:14standard. They are not about bias is but about asking the government to

0:13:14 > 0:13:20provide me with the information that I am entitled to ask them.If you

0:13:20 > 0:13:25are not allowed to go in your official capacity, where does that

0:13:25 > 0:13:33leave the investigation? What can you do?Beside me there are a number

0:13:33 > 0:13:38of other mechanisms. We need to highlight the fact that the

0:13:38 > 0:13:42International Criminal Court announced it would take a

0:13:42 > 0:13:46preliminary investigation into those killings on the basis that they may

0:13:46 > 0:13:53amount to crimes against humanity. A number of member states have called

0:13:53 > 0:13:56on the UN to undertake an investigation into those

0:13:56 > 0:14:07extrajudicial alleged killings.The UN investigator determined to probe

0:14:07 > 0:14:09killings in the Philippines.

0:17:32 > 0:17:36saying, we will be an active shareholder and will have a dialogue

0:17:36 > 0:17:43with these companies and we have the voting power to back that up, so

0:17:43 > 0:17:50that is a very positive development. A huge Wall Street company, does it

0:17:50 > 0:17:58affect that muscle?Blackrock has been very cautious about using its

0:17:58 > 0:18:02power but it recognises that consumers want that. Especially in

0:18:02 > 0:18:07the case of gun control, but many social issues, we are seeing

0:18:07 > 0:18:13deadlocked politically and we realise we can vote with our money

0:18:13 > 0:18:18and in so far as our pension funds and investment funds have holdings

0:18:18 > 0:18:23in the company is doing things we're not happy about, there is a chance

0:18:23 > 0:18:29to make a positive difference.Do you think it is time for activist

0:18:29 > 0:18:35investors to try to invest in gun companies and affect change

0:18:35 > 0:18:41internally?That would be an interesting development. If there

0:18:41 > 0:18:48are shareholder resolutions, then Blackrock will have an interesting

0:18:48 > 0:18:53question on how they cast their votes at those resolutions.It has

0:18:53 > 0:18:59been good talking to you.
