0:00:29 > 0:00:35spat over trade. The Philippines government warned
0:00:35 > 0:00:39her not to investigate alleged police killings but this UN
0:00:39 > 0:00:46investigator says she will not be intimidated. The threats have been
0:00:46 > 0:00:48misogynist and sexualised but they will not silence me.
0:00:48 > 0:00:51And on the eve of the Oscars - we look at how film
0:00:51 > 0:00:57schools are trying to cut out gender discrimination.
0:01:05 > 0:01:07Hello and welcome to World News Today.
0:01:07 > 0:01:11In one of the biggest shake-ups in football for years,
0:01:11 > 0:01:14it looks like the World Cup in Russia will use video technology
0:01:14 > 0:01:17to assist referees.
0:01:17 > 0:01:19The system, known as VAR, lets referees review controversial
0:01:19 > 0:01:23incidents like disputed goals or penalties.
0:01:23 > 0:01:26The body which sets the rules for world football has voted
0:01:26 > 0:01:30to approve it after a series of top-level trials -
0:01:30 > 0:01:34even though some of the decisions have proved controversial.
0:01:34 > 0:01:37Here's our sports news reporter Richard Conway.
0:01:37 > 0:01:42From Diego Maradona's hand of God to injustice in the biggest games.
0:01:42 > 0:01:45Football has long opposed technology to help officials make
0:01:46 > 0:01:48the important decisions.
0:01:48 > 0:01:51But after an historic vote, all that has changed,
0:01:51 > 0:01:53with video assistant referees, or VAR, as it's known,
0:01:53 > 0:01:56finally given the go-ahead.
0:01:56 > 0:02:02VAR is good for football, it's good for refereeing.
0:02:02 > 0:02:07It brings more fairness in the game.
0:02:07 > 0:02:13And for these reasons we have decided to approve.
0:02:13 > 0:02:16VAR will be used to correct errors relating to goals,
0:02:16 > 0:02:22penalties, straight red cards and mistaken identity.
0:02:22 > 0:02:27Nearly 1000 games have formed part of a two-year VAR experiment.
0:02:27 > 0:02:30Tottenham's match against Rochdale last week was included in the trial
0:02:30 > 0:02:32but was criticised given lengthy delays while the referee
0:02:32 > 0:02:34reviewed incidents, leading to claims
0:02:34 > 0:02:42technology is killing the atmosphere and pace of the match.
0:02:42 > 0:02:45But one of the architects of the new system told me
0:02:45 > 0:02:46there is evidence video assistants are working.
0:02:46 > 0:02:49On clear error situations, the accuracy of the referee
0:02:49 > 0:02:53decisions went from, initially, 93% up to around 99%.
0:02:53 > 0:02:57Of course there are grey areas where an incident could be a penalty,
0:02:57 > 0:02:59could not be a penalty, and they will always
0:02:59 > 0:03:07remain grey areas.
0:03:07 > 0:03:12VAR will almost certainly now be used at the summer's World Cup
0:03:12 > 0:03:16although some Premier League clubs have opted to delay its
0:03:16 > 0:03:26implementation. Lawmakers say there is still work to be done. How to
0:03:26 > 0:03:30maintain this spectacle has to be worked on but we also need the
0:03:30 > 0:03:35confidence to sell it to people. It is a small change to make a big
0:03:35 > 0:03:35difference.
0:03:35 > 0:03:41Football's leaders want to eliminate game-changing mistakes but as
0:03:41 > 0:03:43the trials have shown, anyone who thinks technology
0:03:43 > 0:03:45is going to stop controversy may want to think again.
0:03:45 > 0:03:48With us now is Richard Jolly, football writer for the Guardian,
0:03:48 > 0:03:49ESPN, and others.
0:03:49 > 0:03:54He joins me from Bolton in north-west England.
0:03:54 > 0:04:01What do you think, good thing or a bad thing?I think on balance a good
0:04:01 > 0:04:07thing. In this country the trial has not gone entirely swimmingly and
0:04:07 > 0:04:12there are a lot of doubters but the survey they conducted as not just
0:04:12 > 0:04:20been based on England but a lot more games, it has been trialled in Italy
0:04:20 > 0:04:23and Germany and in the Confederations Cup and they say it
0:04:23 > 0:04:34is between 93% and 99% success rate using VAR on big decisions and I
0:04:34 > 0:04:39think technology has been coming for a while and once it comes, it
0:04:39 > 0:04:45doesn't get removed, it is just where you implement it.The data
0:04:45 > 0:04:51seems to point in that direction, it would remove some of those infamous
0:04:51 > 0:04:56injustices, you might think back tonight 1986 and Diego Maradona and
0:04:56 > 0:05:02the hand of God but doesn't take the emotion out of the game, the speed
0:05:02 > 0:05:11at the heart of it?It has done to some other degree in some trials in
0:05:11 > 0:05:15this country and the critics include football managers, Mauricio
0:05:15 > 0:05:19Pochettino said that after the Tottenham game last week,
0:05:19 > 0:05:26Huddersfield manager David Wagoner said that after VAR was used in
0:05:26 > 0:05:31their game against Manchester United, even though it benefited
0:05:31 > 0:05:36their team so the crucial thing in that respect is the time it takes
0:05:36 > 0:05:40because we have seen games where we had about eight minutes added onto
0:05:40 > 0:05:47the first half in the Tottenham and Rochdale games and the Liverpool
0:05:47 > 0:05:52West Brom game, which is far too many, so we need those decisions to
0:05:52 > 0:05:59be made quicker and referees and VAR officials to be clearer about what
0:05:59 > 0:06:02they reviewed rather than taking time out of the game where it
0:06:02 > 0:06:10doesn't need to be taken.Would it be better if we could hear the
0:06:10 > 0:06:14conversations going on? May be part of the frustration is that there is
0:06:14 > 0:06:18this silence while people wait while the referee puts his finger to his
0:06:18 > 0:06:26ear. If we could hear what is going on with that make it better?I think
0:06:26 > 0:06:32it would. Fans are looking for greater understanding. In rugby we
0:06:32 > 0:06:38hear referees talking and that helps understand the decisions. The other
0:06:38 > 0:06:42thing, which people seem to understand, is that there needs to
0:06:42 > 0:06:46be communication with fans in the stadium so they know quite a
0:06:46 > 0:06:52decision has been made because at the moment we have not had that.I'm
0:06:52 > 0:06:58sorry to interrupt you but we're up against a clock of our own, but we
0:06:58 > 0:07:00appreciate your thoughts. Thank you.
0:07:00 > 0:07:03Donald Trump has stepped up his war of words over trade tariffs.
0:07:03 > 0:07:05He's now threatened to slap a tax on car imports
0:07:05 > 0:07:06from the European Union.
0:07:06 > 0:07:09It follows Mr Trump's call for heavy tariffs on foreign steel -
0:07:09 > 0:07:12a move that's been criticised by world leaders.
0:07:12 > 0:07:16Chris Buckler reports from Washington.
0:07:16 > 0:07:19Steel is essential to America's economy.
0:07:19 > 0:07:24But inside the US for many years, it has been an industry in decline.
0:07:24 > 0:07:34President Trump blames cheap imports.
0:07:34 > 0:07:36Our trade blames cheap imports.
0:07:36 > 0:07:37Our trade deficit blames cheap imports.
0:07:37 > 0:07:38Our trade deficit essentially blames cheap imports.
0:07:38 > 0:07:38Our trade deficit essentially equals blames cheap imports.
0:07:38 > 0:07:39Our trade deficit essentially equals the cumulative trade surplus of the
0:07:39 > 0:07:44rest of the world and that is no longer acceptable.
0:07:44 > 0:07:47However, his solution of new tariffs has sparked fears of a trade war
0:07:47 > 0:07:49and led to increasingly heated language from many of America's
0:07:49 > 0:07:51trading partners, including China, Mexico and Canada.
0:07:51 > 0:07:55We are impressing upon the American administration, the unacceptable
0:07:55 > 0:07:58nature of these proposals that are going to hurt them every
0:07:58 > 0:08:03bit as much as they will hurt us and we are confident
0:08:03 > 0:08:07The president announced his plan for 25% tariffs for steel
0:08:07 > 0:08:10and 10% for aluminium at a meeting with industry executives
0:08:10 > 0:08:12but it came as a surprise to many.
0:08:12 > 0:08:13Apparently, including some inside the White House
0:08:13 > 0:08:21where details of the policy are still being worked out.
0:08:21 > 0:08:23European leaders made a point of singling out the most
0:08:23 > 0:08:26American of products.
0:08:26 > 0:08:29TRANSLATION:We will impose tariffs on Harley-Davidson,
0:08:29 > 0:08:33on bourbon, on blue jeans, Levis blue jeans.
0:08:33 > 0:08:36This is, well, highly regrettable.
0:08:36 > 0:08:38We are not en route to start trade wars.
0:08:38 > 0:08:41We would like to have a reasonable relationship with the United States
0:08:41 > 0:08:47of America but we cannot simply bury our head in the sand.
0:08:47 > 0:08:49President Trump himself doesn't seem worried, tweeting,
0:08:49 > 0:08:52trade wars are good and easy to win.
0:08:52 > 0:08:55Words probably not intended for the international community,
0:08:55 > 0:08:59but instead communities in the former industrial heartland
0:08:59 > 0:09:04of the US where some old steel mills lie derelict.
0:09:04 > 0:09:06It was here President Trump found huge support with his
0:09:06 > 0:09:08America first message.
0:09:08 > 0:09:11However, it's the modern supply steel that worries many businesses
0:09:11 > 0:09:20here as well as abroad.
0:09:20 > 0:09:26After some time, given the plaintiffs will exert on the US
0:09:26 > 0:09:31economy, he will have to back down. Is it tomorrow or six months or a
0:09:31 > 0:09:35year from now? I don't know.
0:09:35 > 0:09:36They are concerned.
0:09:36 > 0:09:40Their costs will rise with tariffs and that could prove to be the hard
0:09:40 > 0:09:41truth of this protectionist policy.
0:09:41 > 0:09:44Let's take a look at some of the other stories making the news.
0:09:44 > 0:09:46Thousands of UK homes are still without electricity,
0:09:46 > 0:09:49and motorists and rail passengers face continuing disruption,
0:09:49 > 0:09:53as the UK struggles with the bitter weather.
0:09:53 > 0:09:55Snow drifts are blocking some major roads and many rural
0:09:55 > 0:09:59communities remain cut off.
0:09:59 > 0:10:02The US Secret Service says a man is reported to have
0:10:02 > 0:10:04shot himself outside the White House in Washington.
0:10:04 > 0:10:07No-one else was injured in the incident.
0:10:07 > 0:10:12President Trump is currently away, at his Mar-a-Lago estate in Florida.
0:10:12 > 0:10:15The funeral has taken place in Slovakia of the murdered
0:10:15 > 0:10:18investigative journalist Jan Kuciak.
0:10:18 > 0:10:20Hundreds of mourners attended the ceremony
0:10:20 > 0:10:23in the village of Stiavnik, a day after the burial
0:10:23 > 0:10:27of his fiancee who was shot dead at the same time.
0:10:27 > 0:10:30Mr Kuciak's last article focused on alleged ties between
0:10:30 > 0:10:36the Italian mafia and officials.
0:10:36 > 0:10:39The government of the Philippines has warned the United Nations'
0:10:39 > 0:10:42special rapporteur on human rights not to try to investigate
0:10:42 > 0:10:44alleged abuses.
0:10:44 > 0:10:49A presidential spokesman claimed Agnes Callamard was biased.
0:10:49 > 0:10:54Activists say President Rodrigo Duterte's war on drugs has killed
0:10:54 > 0:10:57as many as 12,000 people.
0:10:57 > 0:11:00A little earlier I spoke to Agnes Callamard who gave me
0:11:00 > 0:11:07her reaction to the government's comments.
0:11:08 > 0:11:15They have made those comments for a while now. It has become more
0:11:15 > 0:11:19threatening in recent days, probably as a reaction to the human rights
0:11:19 > 0:11:26Council happening in Geneva now. The threats have included throwing me
0:11:26 > 0:11:34into a river with fish and threats have been very sexist, misogynist,
0:11:34 > 0:11:39sexualised, the unacceptable and we should not normalise this kind of
0:11:39 > 0:11:47language but one thing is for sure, they will not silence me.The
0:11:47 > 0:11:50government in Manila say they don't want to be prejudged and in
0:11:50 > 0:11:55reference to that they are talking about your comments about
0:11:55 > 0:12:00extrajudicial killings that you have made in the past. You accept that
0:12:00 > 0:12:04you have to some extent made your mind up on what is going on in the
0:12:04 > 0:12:10Philippines?Absolutely not, I always referred to as alleged
0:12:10 > 0:12:17executions. I have spoken about the numerous allegations I have
0:12:17 > 0:12:22received, including here in Geneva through numerous communications from
0:12:22 > 0:12:30the Philippines. I have not shown any bias, I have responded to my
0:12:30 > 0:12:34mandate which is to call on the government to provide information
0:12:34 > 0:12:40about how they deal with those allegations, what investigations
0:12:40 > 0:12:46they have undertaken. As far as I know there has been no impartial
0:12:46 > 0:12:51official investigation into the 12,000 killings that they have
0:12:51 > 0:12:58admitted, they have admitted about 4000 killings. I have not received
0:12:58 > 0:13:02any investment -- any information about investigations they have
0:13:02 > 0:13:07taken. All my questions have been based on the UN human rights
0:13:07 > 0:13:14standard. They are not about bias is but about asking the government to
0:13:14 > 0:13:20provide me with the information that I am entitled to ask them.If you
0:13:20 > 0:13:25are not allowed to go in your official capacity, where does that
0:13:25 > 0:13:33leave the investigation? What can you do?Beside me there are a number
0:13:33 > 0:13:38of other mechanisms. We need to highlight the fact that the
0:13:38 > 0:13:42International Criminal Court announced it would take a
0:13:42 > 0:13:46preliminary investigation into those killings on the basis that they may
0:13:46 > 0:13:53amount to crimes against humanity. A number of member states have called
0:13:53 > 0:13:56on the UN to undertake an investigation into those
0:13:56 > 0:14:07extrajudicial alleged killings. The UN investigator determined to probe
0:14:07 > 0:14:09killings in the Philippines.
0:14:10 > 0:14:12Still to come...
0:14:12 > 0:14:20The results of the top matches as Liverpool take on Newcastle.
0:14:26 > 0:14:31First the plate slid gently off restaurant tables, then the tables
0:14:31 > 0:14:36chairs and people crashed sideways and downwards. It was just a matter
0:14:36 > 0:14:44of seconds as the ferry lurched onto its side.On the remote Pacific
0:14:44 > 0:14:48atoll, the Americans have successfully tested a weapon whose
0:14:48 > 0:14:53explosive force dwarfed that of the bomb dropped on Hiroshima.I had
0:14:53 > 0:15:05heard the news earlier, it went bang. The constitutional rights of
0:15:05 > 0:15:09the citizens of the United States should be tested, so they don't get
0:15:09 > 0:15:19their heads broken.Does it bother you?It does bother me but I think
0:15:19 > 0:15:25we will be all right.
0:15:31 > 0:15:40Welcome back. This is BBC World News today.
0:15:40 > 0:15:41A change that could revolutionise football.
0:15:41 > 0:15:43Video assistant referees are set to be
0:15:43 > 0:15:44used at the World Cup in Russia.
0:15:44 > 0:15:47President Trump says he will tax European car imports in
0:15:47 > 0:15:51the latest spat over trade.
0:15:51 > 0:15:53The world's biggest investment management firm is stepping up
0:15:53 > 0:15:55pressure on companies that make and sell guns after
0:15:55 > 0:15:57the Florida school shooting.
0:15:57 > 0:16:00BlackRock says it may offer investors the choice of
0:16:00 > 0:16:01not investing in gun firms.
0:16:01 > 0:16:04It follows the decision by a number of companies to reduce their links
0:16:04 > 0:16:09to the arms industry.
0:16:09 > 0:16:12With me for more on this is Catherine Howarth.
0:16:12 > 0:16:14Catherine is the CEO of Share Action, that promotes
0:16:14 > 0:16:23responsible investment to serve communities.
0:16:24 > 0:16:30Is this actually new? Blackrock and many other companies offer are
0:16:30 > 0:16:36screened protected funds, ethical funds.It is new Baker's Blackrock
0:16:36 > 0:16:42are saying that in addition to providing consumers of its
0:16:42 > 0:16:47investment product with a chance to invest without buying gun companies,
0:16:47 > 0:16:53it will use its large shareholder power to push those companies to
0:16:53 > 0:16:57adopt more responsible practices and that is fantastic because Blackrock
0:16:57 > 0:17:02is the biggest fund manager in the world, probably the most powerful
0:17:02 > 0:17:09company because it holds the shares in every other company in every
0:17:09 > 0:17:15sector, and earlier this year the CEO, Larry Fink, wrote to all the
0:17:15 > 0:17:21companies in their portfolio saying, we expect you to show how you make a
0:17:21 > 0:17:25positive contribution to society, then along comes this latest
0:17:25 > 0:17:32shocking event in February, 17 children mown down, and BC Blackrock
0:17:32 > 0:17:36saying, we will be an active shareholder and will have a dialogue
0:17:36 > 0:17:43with these companies and we have the voting power to back that up, so
0:17:43 > 0:17:50that is a very positive development. A huge Wall Street company, does it
0:17:50 > 0:17:58affect that muscle?Blackrock has been very cautious about using its
0:17:58 > 0:18:02power but it recognises that consumers want that. Especially in
0:18:02 > 0:18:07the case of gun control, but many social issues, we are seeing
0:18:07 > 0:18:13deadlocked politically and we realise we can vote with our money
0:18:13 > 0:18:18and in so far as our pension funds and investment funds have holdings
0:18:18 > 0:18:23in the company is doing things we're not happy about, there is a chance
0:18:23 > 0:18:29to make a positive difference.Do you think it is time for activist
0:18:29 > 0:18:35investors to try to invest in gun companies and affect change
0:18:35 > 0:18:41internally?That would be an interesting development. If there
0:18:41 > 0:18:48are shareholder resolutions, then Blackrock will have an interesting
0:18:48 > 0:18:53question on how they cast their votes at those resolutions. It has
0:18:53 > 0:18:59been good talking to you.
0:18:59 > 0:19:00Let's get the sport now.
0:19:00 > 0:19:04Mo Salah scored for a seventh game in a row to help Liverpool go second
0:19:04 > 0:19:05in the Premier League.
0:19:05 > 0:19:08They beat Newcastle and their former boss Rafa Benitez 2-0 at Anfield.
0:19:08 > 0:19:11Liverpool had to wait until the 40th minute to make a breakthrough thanks
0:19:11 > 0:19:13to Salah's 31st goal of the season.
0:19:13 > 0:19:14-- 32nd.
0:19:14 > 0:19:16Sadio Mane doubled the scoreline early in the second half.
0:19:16 > 0:19:18The defeat and other results see Newcastle slip
0:19:18 > 0:19:19to 16th in the table, two points above
0:19:20 > 0:19:27the relegation zone.
0:19:27 > 0:19:30You always try to improve things when you see them but you have
0:19:30 > 0:19:33to score in the right moment and keep a clean sheet,
0:19:33 > 0:19:37so 2-0 is a fantastic result, if you asked me two weeks ago
0:19:37 > 0:19:40what I wished for against West Ham and Newcastle I would say twice 1-0
0:19:40 > 0:19:45so I will buy it immediately.
0:19:45 > 0:19:51So now it is even better, completely happy.

0:21:11 > 0:21:15Anthony Joshua, who if he wins his own boat later in the month will
0:21:15 > 0:21:23face the winner.Nobody that he has faced has been like me, ready to
0:21:23 > 0:21:29knock his head off and do all the things I am ready to do and he knows
0:21:29 > 0:21:33that and when you're knocking everyone off like that, you will
0:21:33 > 0:21:39have concerns as a fighter. Australia have taken control of the

0:22:45 > 0:22:47Whoever is victorious at the Oscars in Sunday,
0:22:47 > 0:22:48there's no doubt the ceremony will very different
0:22:49 > 0:22:50to previous years.
0:22:50 > 0:22:52The exposure of Harvey Weinstein and the MeToo campaign

0:23:05 > 0:23:13I just have to figure out how I see this...We are on set with a group
0:23:13 > 0:23:18of postgraduate students from the USC School of cinematic arts in Los
0:23:18 > 0:23:24Angeles. They are making a film for The Post Harvey Weinstein Iraq,
0:23:24 > 0:23:30exploring how an encounter between an aspiring actress and a milk
0:23:30 > 0:23:35producer results in lines being crossed.I have plenty of stories of
0:23:35 > 0:23:46my own work in Hollywood that are in line with the me to movement and I
0:23:46 > 0:23:50wanted to, that's the area I know most about so I wanted to put a
0:23:50 > 0:23:55story in the business I know most about.Do you think things are
0:23:55 > 0:24:04changing?I'm cautiously optimistic. I think the pendulum has swung in
0:24:04 > 0:24:08the other direction and needs to find its way to the middle where we
0:24:08 > 0:24:13can make some significant change because right now it's sort of, you
0:24:13 > 0:24:26know... It's a bit of a panic situation.At this point what
0:24:26 > 0:24:31worries me is still people being judged for speaking out because it's
0:24:31 > 0:24:35such a grey area and because you don't want to build a bad reputation
0:24:35 > 0:24:41when you're starting your career, especially because it's such a
0:24:41 > 0:24:46financially risky industry to go into. If you say the wrong thing or
0:24:46 > 0:24:53paint something in the wrong light, that jeopardises your well-being and
0:24:53 > 0:24:57that is scary. How do you change that? We're trying to figure that
0:24:57 > 0:25:08out.All this stuff is happening as we speak. How long will it take to
0:25:08 > 0:25:19turn it around?Probably a while. I would hope that by the time my
0:25:19 > 0:25:25career is ending that it would be maybe a little more equal but I'm
0:25:25 > 0:25:31not sure if that's realistic.So you think it's at least a 40 year
0:25:31 > 0:25:39turnaround.I think so.The Times up campaigners will not be happy with
0:25:39 > 0:25:45that. They are lobbying for equal male and female representation on
0:25:45 > 0:25:54film sets within two years and that will require some serious action.
0:25:54 > 0:26:00And we are at the Oscars on Sunday, so tune in for full coverage. You've
0:26:00 > 0:26:02been watching BBC World News today.
