0:06:46 > 0:06:50give up nuclear weapons drizzly, if at all.

0:06:59 > 0:07:02verge of something it's been searching for for nearly seven

0:07:33 > 0:07:37the programme. Both correspondents describe these talks as a gamble.
0:07:37 > 0:07:40It's worth tailoring our expectations?
0:07:40 > 0:07:48I would agree. President Trump will be surprised when he shows up at
0:07:48 > 0:07:53wherever the meeting will be to find that the North Koreans will not be
0:07:53 > 0:08:01offering up their entire programme as he expects. Calling for an
0:08:01 > 0:08:05immediate suspension for all activities, nuclear programmes.
0:08:05 > 0:08:14Rather, the North Koreans will likely lay out the... Guidelines, to
0:08:14 > 0:08:21their plan for some point in the very distant future. What would need
0:08:21 > 0:08:27to be done before they would even consider abandoning their...Now we
0:08:27 > 0:08:31get to the point. What sort of demands would come from North Korea
0:08:31 > 0:08:39in return for giving up..I think they will require the replacement of
0:08:39 > 0:08:44the Korean War Armistice with a peace treaty. They will require the
0:08:44 > 0:08:47normalisation of relations, some sort of negative security assurances
0:08:47 > 0:08:51and stop a guarantee the United States will not retaliate and less
0:08:51 > 0:08:57first attacked by North Korea. Improved, or rather the
0:08:57 > 0:09:01establishment of trade relations. This will take a long time. These
0:09:01 > 0:09:06are things the North Koreans had tried to get, getting back to 1974,
0:09:06 > 0:09:11there has been little interest on the US side to do this. And when we
0:09:11 > 0:09:17did have an agreement, the 94 agreed framework, we couldn't even, with
0:09:17 > 0:09:21the agreement in place, the US was reluctant to move forward in any of
0:09:21 > 0:09:27these.What do you make of the timing? Does it have to do with the
0:09:27 > 0:09:32size of this programme, and the sheer potential power, or is it how
0:09:32 > 0:09:38North Korea perceives Donald Trump? Two things, actually. I think number
0:09:38 > 0:09:44one the North Koreans have the ability to hedge. They can't
0:09:44 > 0:09:48realistically go any further by mounting up a warhead on a ballistic
0:09:48 > 0:09:52missile and firing it. They would have two, number one, the
0:09:52 > 0:09:58uncertainty of having an armed warhead on a launch pad, it's just
0:09:58 > 0:10:03too much for the United States. And they have no territory over which to
0:10:03 > 0:10:13fire this missile, and an ICBM with a warhead. This has given them some
0:10:13 > 0:10:19confidence, confidence to, you know, begin talks. But I think, also,
0:10:19 > 0:10:26there is a great uncertainty
0:10:26 > 0:10:29there is a great uncertainty that is there because of President Trump. He
0:10:29 > 0:10:33isn't kept from the same cloth as past US presidents.We are dealing
0:10:33 > 0:10:41with a slightly different situation. He is likely to act without the US
0:10:41 > 0:10:45responding militarily. President Trump is suggesting that the US will
0:10:45 > 0:10:50attack, and that uncertainty, I think, frightens and presents a
0:10:50 > 0:10:54level of uncertainty for North Koreans.Thank you very much indeed.

0:11:50 > 0:11:54Welcome to the programme. What is the state of flow of refugees at the
0:11:54 > 0:12:04moment into Lebanon from Syria? There really is no significant new
0:12:04 > 0:12:10influx. You know what is tragic about Syria? There was a time when
0:12:10 > 0:12:16people fled outside the country, there was a time, still a time, when
0:12:16 > 0:12:21people free within the country. But for people trapped in Eastern
0:12:21 > 0:12:27Ghouta, the people we reached today, there is no option to stay 03. There
0:12:27 > 0:12:32is no more option. How much worse can it get get for a civilian? This
0:12:32 > 0:12:36is one of the most tragic situations we've seen in a long time from a
0:12:36 > 0:12:43humanitarian perspective. As you write the outline, as we have
0:12:43 > 0:12:48said, over 1 billion Syrian refugees there. To what extent are the
0:12:48 > 0:12:53refugees in camps or in urban areas, and what extent is Lebanon on
0:12:53 > 0:13:02receiving support for them? They are mostly in urban centres,
0:13:02 > 0:13:07Beirut and other cities. And in makeshift settlements. They are not
0:13:07 > 0:13:12in organised camps. They share, largely, the resources of the local
0:13:12 > 0:13:17community. They go to Lebanese schools, those that go to school.
0:13:17 > 0:13:21They find work in agricultural construction, it's a very meagre
0:13:21 > 0:13:26existence. The international community has helped, but what we
0:13:26 > 0:13:29are worried about is the persistence of the Syrian crisis with the
0:13:29 > 0:13:35difficulties people have to return to make the decision to return
0:13:35 > 0:13:40prematurely, they won't go back right now. That support to Lebanon
0:13:40 > 0:13:45on and other host countries, Jordan, Turkey and others, that support must
0:13:45 > 0:13:49continue. We must not lower the guard, we must stay the course,
0:13:49 > 0:13:54until the crisis is resolved.There is not much prospect of those
0:13:54 > 0:14:01refugees returning in the near future?You know, they watch the
0:14:01 > 0:14:07media, just like us, and they see what's happening in Eastern Ghouta.
0:14:07 > 0:14:12This is on the outskirts of Damascus, the capital. They see
0:14:12 > 0:14:17what's happening in Italy, in other unstable areas. If you asked them
0:14:17 > 0:14:23about their future, they see their future back in their country, 89% of
0:14:23 > 0:14:28survey refugees said they want to eventually return but not right now.
0:14:28 > 0:14:33It's too one stable, too dangerous, there are too many risks.The longer
0:14:33 > 0:14:37this goes on we are seeing Syrian children born as refugees in Lebanon
0:14:37 > 0:14:48on.Of course, the big challenges are the medium and long-term
0:14:48 > 0:14:52challenges, education, employment, and then the impact on host
0:14:52 > 0:14:56communities, especially here in Lebanon. We were at the border with
0:14:56 > 0:15:02Syria yesterday. The meteors were telling us that the scarce water
0:15:02 > 0:15:06reserves are completely depleted. This is why it's important,
0:15:06 > 0:15:11especially in a relatively fragile country like Lebanon to continue to
0:15:11 > 0:15:16invest both in the humanitarian response to support refugees, but
0:15:16 > 0:15:23also in the local, local communities, developmental aid,
0:15:23 > 0:15:29which, by the way, can have longer term beneficial effects if people go
0:15:29 > 0:15:32back, these investments will stay for the benefit of Lebanon and its
0:15:32 > 0:15:35communities.Thank you for joining us.

0:17:23 > 0:17:26came together and repeatedly called themselves brothers.

0:19:28 > 0:19:32The president said yesterday there were two countries that were
0:19:32 > 0:19:36specifically excluded, and they would be the opportunity for us to
0:19:36 > 0:19:40negotiate on matters of national security, with other countries, and
0:19:40 > 0:19:44we are doing that with a number of different countries.Does the
0:19:44 > 0:19:47president think that Kim Jong Un is sincere about talking about
0:19:47 > 0:19:55denuclearisation?The president is hopeful that we can make some
0:19:55 > 0:20:00continued progress, what we know is that the maximum pressure campaign
0:20:00 > 0:20:05has clearly been effective, we know that it has put pressure on North
0:20:05 > 0:20:11Korea, and they have made some major promises to denuclearise and they
0:20:11 > 0:20:16have made promise to stop nuclear and missile testing. They recognise
0:20:16 > 0:20:20that military exercises between the US and its ally, South Korea, will
0:20:20 > 0:20:24continue. The maximum pressure campaign is not letting up, with one
0:20:24 > 0:20:30step back or make changes, we will continue in that effort. We are not
0:20:30 > 0:20:34going to have this meeting take place until we see concrete actions
0:20:34 > 0:20:39that match the words and director got North Korea.Do you think Kim
0:20:39 > 0:20:44Jong Un can be trusted has a negotiating partner?We are not
0:20:44 > 0:20:48negotiating right now. We've accepted an invitation to talk,
0:20:48 > 0:20:51based on them following through with concrete actions on the promises
0:20:51 > 0:20:59they've made.Can I just ask you one other thing, Lindsey Graham said, a

0:21:02 > 0:21:07possible thing you can do to Donald Trump is to try and play him. If you
0:21:07 > 0:21:12do that it will be the end of you and your regime. Is he leading the
0:21:12 > 0:21:17present correct on that?I think Lindsey Graham knows president Trump
0:21:17 > 0:21:22is one of the best negotiators, certainly, he has great confidence
0:21:22 > 0:21:27in his ability and he's glad he'll be the one at the table for the
0:21:27 > 0:21:32United States. I think Senator Graham has been on the other side of
0:21:32 > 0:21:36that and knows the capabilities and termination of President Trump.Why
0:21:36 > 0:21:40did the present accept the invitation with without any
0:21:40 > 0:21:46preconditions, for example releasing the Americans held their?That's
0:21:46 > 0:21:50something we will continue to advocate and push for. Let's not
0:21:50 > 0:21:53forget is that North Koreans did promise something, they've promised
0:21:53 > 0:21:57to denuclearise and stop missile testing. They have recognise we are
0:21:57 > 0:22:01going to continue in our military exercises. Let's be clear, the
0:22:01 > 0:22:04United States has made zero concessions. North Korea has made
0:22:04 > 0:22:10promises. This meeting will take place without concrete actions that
0:22:10 > 0:22:15match the promises made by North Korea.Do you think that two months'
0:22:15 > 0:22:19time period is enough time to make sure they will actually fulfil those
0:22:19 > 0:22:25promises? He wants to do this by May.We are working on the
0:22:25 > 0:22:28determination of the time. Let's not get lost in the fact that this
0:22:28 > 0:22:34didn't happen overnight. This maximum pressure campaign, this
0:22:34 > 0:22:37process, has been ongoing since the president took office. For the first
0:22:37 > 0:22:42time in a long time the USA is having conversations from a position
0:22:42 > 0:22:46of strength, not a position of weakness like the one that North
0:22:46 > 0:22:50Korea finds itself in due to the maximum pressure campaign.Does that
0:22:50 > 0:22:55mean it might not be made?Again, we haven't set a time or location. It
0:22:55 > 0:23:05is yet to be determined.They promised to nuclear eyes, they...
0:23:05 > 0:23:08The message from the South Korean delegation is that they word
0:23:08 > 0:23:15denuclearise. Our ultimate goal has always been that, and that will be a
0:23:15 > 0:23:22part of the actions we seek and take. We have to see concrete and
0:23:22 > 0:23:29verifiable actions taking place. Sarah, isn't the present giving King
0:23:29 > 0:23:32John and exactly what he wants, respect down starch on the
0:23:32 > 0:23:39international stage?Not at all, he's getting exactly what he wants.
0:23:39 > 0:23:43He is giving the opportunity to have been North Koreans actually
0:23:43 > 0:23:48denuclearise. You have to remember nothing is changing from the United
0:23:48 > 0:23:52States position. We continue the maximum pressure campaign, continue
0:23:52 > 0:23:57working with allies and partners, we continue to ask them to step up and
0:23:57 > 0:24:02do more. Nothing changes from our side in this conversation.Will this
0:24:02 > 0:24:07be any more than a photo opportunity? Kim Jong Un gets equal
0:24:07 > 0:24:13footing with the leader of the free world...I disagree. I don't think
0:24:13 > 0:24:17the president is getting nothing. We've already said many times since
0:24:17 > 0:24:23walking in here that the president will not have been meeting without
0:24:23 > 0:24:29seeing concrete steps, and concrete actions taking place by North Korea.
0:24:29 > 0:24:32The president would actually be getting something, the world would
0:24:32 > 0:24:36be getting something if we could get to a place where North Korea is
0:24:36 > 0:24:40denuclearise thing, it is a massive step, and something that will make
0:24:40 > 0:24:45the entire globe much safer. And even president moon has said that
