In Spain's general election, two new parties have made big gains.

:00:07.:00:21.

The governing Popular Party has most seats but is forecast

:00:22.:00:24.

Former Conservative Prime Minister Sir John Major urges the cabinet

:00:25.:00:33.

rail - passengers are advised to postpone their trips.

:00:34.:00:43.

The Tamar has just reopened. -- the time of -- Eurotunnel.

:00:44.:00:54.

Air France says a suspicious package which caused a flight to be diverted

:00:55.:00:57.

Also in the next hour, Andy Murray is crowned BBC

:00:58.:01:01.

The tennis player - who helped Great Britain to victory

:01:02.:01:05.

in the Davis Cup for the first time since 1936 -

:01:06.:01:07.

And coming up in half an hour, The Papers.

:01:08.:01:11.

Joining me tonight are Martin Lipton, sports writer

:01:12.:01:13.

for the Sun, and the broadcaster and barrister Sophia Cannon.

:01:14.:01:15.

Good evening and welcome to BBC News.

:01:16.:01:29.

Spain's ruling conservative Popular Party has won the most votes

:01:30.:01:35.

With over 70 percent of votes counted,

:01:36.:01:44.

and new anti-austerity party Podemos has 20.5 percent of the vote

:01:45.:01:50.

Spanish politics, Podemos. This party has gone from nowhere, it did

:01:51.:02:12.

well in regional elections, controlling Madrid, Barcelona. In

:02:13.:02:18.

these elections it has really come up to be probably the second

:02:19.:02:22.

strongest force in Spanish politics. It looks to have done well across

:02:23.:02:28.

the country and it is a grassroots movement that came from the city of

:02:29.:02:33.

protest. People occupied the mains where here in Madrid. It is a social

:02:34.:02:39.

movement. Its victory tonight is a big no to corruption scandals and a

:02:40.:02:44.

big no to austerity directed by Brussels. This party talks about

:02:45.:02:53.

producing quality -- equality, pumping money into public services

:02:54.:02:56.

and raising the minimum wage and raising the taxes on businesses and

:02:57.:03:00.

the very rich. How much of the

:03:01.:03:04.

for the Economist. Spanish politics? -- a turn-up. It

:03:05.:03:19.

is a big change, I'm currently sitting in the Podemos headquarters.

:03:20.:03:27.

It is a remarkable result really in Spanish terms. Two parties that did

:03:28.:03:33.

not exist on the national stage a few years ago, it leaves us in a

:03:34.:03:42.

messy situation where the government would have four or possibly five

:03:43.:03:52.

parties. The Basque country appear to have a balance of power in

:03:53.:03:59.

Parliament. The outgoing People's party has a majority in the Senate,

:04:00.:04:10.

which means the two hands a Parliament would have to compete

:04:11.:04:21.

against each other. We are seeing pictures from the Podemos

:04:22.:04:25.

post-election gathering, all looking extremely happy as you would expect.

:04:26.:04:33.

For a new party to be so successful so quickly, it must be a surprise to

:04:34.:04:37.

a lot of people, what does it mean in terms of who will form the

:04:38.:04:42.

coalition? No one can do it on their own, I am afraid, this is why we

:04:43.:04:50.

will have to listen to what people have to say. It is quite possible

:04:51.:05:02.

that we will have either a short lived government or a close election

:05:03.:05:06.

sometime soon. I'm afraid I will have to go and listen to public

:05:07.:05:16.

places speaking now. Yes, the all-important job of gathering the

:05:17.:05:22.

news. -- listen to someone speaking now.

:05:23.:05:24.

The former Conservative Defence Secretary Liam Fox has urged

:05:25.:05:26.

David Cameron to allow Cabinet members to campaign for the UK

:05:27.:05:29.

to leave the European Union - without having to resign.

:05:30.:05:31.

Dr Fox has confirmed he'll be voting to leave

:05:32.:05:34.

But the Prime Minister's approach to renegotiating Britain's EU

:05:35.:05:37.

membership received further support today from one of his predecessors -

:05:38.:05:39.

Our Political Correspondent Chris Mason reports.

:05:40.:05:42.

It's 43 years since Ted Heath signed us up to what is now the EU.

:05:43.:05:45.

In the next two years, we will be asked whether we want to stay.

:05:46.:05:49.

This former Prime Minister says we should.

:05:50.:05:52.

If we vote to stay out, then we are out and we will have

:05:53.:05:55.

to get on with it and face the consequences.

:05:56.:06:01.

David Cameron has been in Brussels trying to persuade fellow European

:06:02.:06:10.

leaders that the UK needs a new deal with the EU.

:06:11.:06:13.

He knows that back home some grumble, that they will say his

:06:14.:06:16.

But changing things is important, John Major says, because...

:06:17.:06:22.

It isn't common sense to sweep into countries more people

:06:23.:06:27.

than we can provide for if they are sick,

:06:28.:06:30.

Some in the cabinet, like Iain Duncan Smith,

:06:31.:06:36.

Today, a former Cabinet colleague said they should be able

:06:37.:06:42.

to keep their jobs and campaign to leave, just as he already is.

:06:43.:06:45.

For me, two things had to happen to want to stay in the EU.

:06:46.:06:48.

One was a fundamental change in our relationship

:06:49.:06:51.

with the European Union, but more importantly,

:06:52.:06:53.

a change in direction for the EU itself, away from the concept

:06:54.:06:57.

of an ever-closer union, and towards a much more independent

:06:58.:07:00.

and looser association of sovereign states.

:07:01.:07:07.

At the last European referendum in 1975, Labour Cabinet Ministers

:07:08.:07:13.

were allowed to campaign on both sides of the debate.

:07:14.:07:16.

David Cameron has so far avoided saying whether he will allow that

:07:17.:07:19.

And we'll find out how this story - and many others - are covered

:07:20.:07:53.

in tomorrow's front pages at 10:30 and 11:30pm this evening

:07:54.:07:55.

in The Papers - our guests joining me tonight are sports writer

:07:56.:07:58.

for the Sun, Martin Lipton and broadcaster and barrister Sophia

:07:59.:08:00.

Eurotunnel says delays have now increased to up to eight hours

:08:01.:08:07.

from Folkestone after a technical fault at at tunnel.

:08:08.:08:14.

Finally the work has been completed, it was a problem with one of the

:08:15.:08:19.

tracks and for a large part of the day they had to close one of the

:08:20.:08:26.

tunnels. You are taking away 50% of the capacity and one is a busy

:08:27.:08:29.

travel day with a lot of people travelling for Christmas. There have

:08:30.:08:33.

been huge delays and the bad news is those delays are likely to continue

:08:34.:08:38.

into the night, there were delays of around eight hours. It is taking

:08:39.:08:42.

around an hour and a half if you turn up to the terminal just to get

:08:43.:08:47.

into the terminal itself and then another six and a half hours waiting

:08:48.:08:51.

to get into a train. Now we have both tunnels open, it will be full

:08:52.:08:55.

capacity and they will work to reduce the backlog and it will take

:08:56.:08:59.

several hours to sort that out. What is the advice that those meant to be

:09:00.:09:04.

travelling. If you are planning to set out tonight, booked on a train

:09:05.:09:08.

overnight, then the best option is not to travel. Yellow back. --

:09:09.:09:21.

postpone your journey tonight if possible and by tomorrow morning

:09:22.:09:24.

they hope things will be back to normal. The advice is checked before

:09:25.:09:28.

you set out, but they are very confident things will be running

:09:29.:09:33.

normally by the morning. What happens if you bought a ticket, will

:09:34.:09:38.

it be honoured? It will, Eurotunnel says you can exchange through

:09:39.:09:42.

different date. If you have booked and made your travel plans, your

:09:43.:09:47.

travelling will be quite difficult, you may not want to risk changing

:09:48.:09:51.

the date. Eurotunnel does have a good deal of capacity and there is

:09:52.:09:56.

the option of the ferry. It is just about thinking before you set out on

:09:57.:09:59.

what the best option is, particularly if you are travelling

:10:00.:10:04.

with children or you have a lot of passengers in your car.

:10:05.:10:07.

David Cameron has ordered a review into the use of guns by police

:10:08.:10:10.

The move follows the Paris attacks and will look at whether the law

:10:11.:10:14.

gives enough support to officers having to make

:10:15.:10:16.

If similar attacks were to happen here, could our police protect us?

:10:17.:10:35.

The government wants more police firearms training like you can see

:10:36.:10:38.

here, but are officers legally protected in case

:10:39.:10:40.

If an attack were to happen in a busy city centre like this one,

:10:41.:10:45.

it would come down to split-second decisions, and we understand that

:10:46.:10:48.

at the highest levels of police, there are concerns that firearms

:10:49.:10:50.

officers simply don't have the correct legal or political

:10:51.:10:52.

protection that they would require if something were go wrong.

:10:53.:10:55.

The Criminal Law Act allows police to use reasonable force.

:10:56.:10:59.

The Criminal Justice Act allows the officer to open fire

:11:00.:11:01.

This could in itself persuade police that politicians

:11:02.:11:04.

and the law are on their side, but there are concerns it shouldn't

:11:05.:11:08.

It is important to get the balance right.

:11:09.:11:31.

It's got to be democratically decided.

:11:32.:11:32.

But we cannot have shoot to kill without any democratic involvement.

:11:33.:11:35.

On the London Underground in 2005, a Jean Charles de Menezes

:11:36.:11:39.

was killed, after police suspected him incorrectly

:11:40.:11:41.

In Paris, they are clearing away the floral tributes,

:11:42.:11:44.

but the questions as to how the police should respond to such

:11:45.:11:47.

Tyson Fury has apologised for any offence his controversial comments

:11:48.:12:00.

about women and homosexuality may have caused at the BBC's

:12:01.:12:03.

Sports Personality of the Year awards.

:12:04.:12:07.

Over a 130,000 people had signed a petition calling for the boxer

:12:08.:12:10.

to be removed from the shortlist, and around forty people staged

:12:11.:12:12.

a protest outside the awards venue in Belfast.

:12:13.:12:14.

In an interview at the ceremony he insisted he had not meant any

:12:15.:12:17.

I have said a lot of stuff in the past and none of it is with

:12:18.:12:32.

intentions to hurt anybody, it is all tongue in cheek and fun and

:12:33.:12:37.

games for me, I am not a serious person, everything is happy-go-lucky

:12:38.:12:40.

with Tyson Fury. If I have said anything in the past that has hurt

:12:41.:12:45.

anybody, I apologise, it is not my intention to do that. Sports

:12:46.:12:54.

personality of the year went to Andy Murray and I'm sure that we will be

:12:55.:12:56.

talking about that in a few moments. An emergency landing

:12:57.:12:58.

by an Air France plane in Kenya was caused by a false bomb alert -

:12:59.:13:01.

according to the airline's chief. The incident is the fourth false

:13:02.:13:04.

alarm the airline has had Our correspondent Lucy Williamson

:13:41.:13:43.

were just wonderful. They kept everybody

calm and really quiet. A replacement flight is expected

:13:52.:13:52.

to bring the passengers back Several of them have reportedly been

questioned by police. At a press conference in Paris,

the Air France CEO described TRANSLATION: We are still waiting

and on board its national carrier has been stepped up since

the attacks in Paris last month. It isn't clear who created the false

:14:27.:14:29.

alarm on the flight today, or why, but with memories

:14:30.:14:32.

of the Paris attacks still fresh, even hoaxes like this have the power

:14:33.:14:34.

to chill and disrupt. In Spain's general election,

most seats but is forecast Former Conservative Prime Minister

from the BBC Sport Centre, I have not moved since we last

:15:36.:15:37.

Andy Murray has won the BBC's Sports Personality of the Year Award

:15:38.:15:42.

It's the second time in three years that the World's number two tennis

:15:43.:16:13.

I am really nervous, apologies about that,

:16:14.:16:16.

I would like to thank all my team-mates, all

:16:17.:16:21.

of the staff, they were absolutely incredible.

:16:22.:16:22.

This has been a five-year journey, we were down at the bottom level

:16:23.:16:29.

of tennis and now we are ranked number one in the world,

Tyson Fury came fourth, just 7000 would be possible.

:16:33.:16:46.

Tyson Fury came fourth, just 7000 votes behind Jessica Ennis Hill.

Earlier in the evening he apologised for comments about homosexuality and

:17:07.:17:09.

it is not my intention to do that. Jurgen Klopp says his players lost

:17:10.:17:30.

their minds today at Watford. It is their fourth win in a row. Liverpool

:17:31.:17:35.

have only one point from their last three matches.

:17:36.:17:41.

As always in football like this, somebody makes a mistake

:17:42.:17:43.

We did not play what we wanted to play.

:17:44.:17:47.

It was not easy, it was very complicated,

:17:48.:17:50.

we gave them always a chance to press.

:17:51.:17:52.

They had an easy pressing situation and always when we play

:17:53.:17:55.

easy, it was better, we had our moments.

:17:56.:18:15.

Swansea are still in the relegation zone after a goaless draw at home

after sacking Garry Monk, they dominated the first half.

Jack Cork's spectacular volley wopuld have been some winner

:18:55.:18:55.

Vallecano were 2-1 up before having two players sent off.

:18:56.:18:58.

The floodgates opened and Gareth Bale scored 4

:18:59.:19:02.

Karim Benzema brought up double figures and also

:19:03.:19:12.

Real are now two points off the leaders Barcelona

:19:13.:19:15.

Leicester took another step towards the knockout stages

We are now going to speak some more about the Spanish election. We will

:20:24.:20:30.

speak to a journalist. Just how much an achievement is it that these two

:20:31.:20:33.

new parties do have made these gains? It is extraordinary and

:20:34.:20:43.

surprising. The party, Podemos, that is the one that has had clear

:20:44.:20:51.

success here, it is a left party, it was started just a few years ago, it

:20:52.:21:00.

began very well a year ago. It was believed to be the first or the

:21:01.:21:05.

second party in Spain. -- it began very well, then a year ago it was

:21:06.:21:09.

believed to be the first or second party in Spain. Opinion polls

:21:10.:21:13.

indicated it was coming back and it has had an extraordinarily good

:21:14.:21:20.

result. Citizens, it is a liberal centre-right party, it has

:21:21.:21:23.

underperformed. They expected a better results, still it is a new

:21:24.:21:30.

party, not the numerous party. It has now gone national and it has had

:21:31.:21:35.

a good results, but not as good as they expected. How likely is it that

:21:36.:21:40.

either of these new parties will form a coalition with Rajoy? There

:21:41.:21:50.

was the possibility of this new centre-right party, citizens,

:21:51.:21:53.

supporting a Conservative government without entering a coalition. Now

:21:54.:21:59.

the numbers do not allow that. Even together they will not be able to

:22:00.:22:04.

form a government. That is off the table now and the only chance for

:22:05.:22:08.

the Prime Minister to form government would be with the

:22:09.:22:12.

socialist, which is the rival party, that is very unlikely and then there

:22:13.:22:19.

is the option of a snap election. What are the most pressing problems

:22:20.:22:22.

facing the government what ever form it takes? The economy. Although the

:22:23.:22:31.

Spanish economy has been recovering, that was precisely the mainline

:22:32.:22:37.

coming out from the ruling party during the campaign, yes the Spanish

:22:38.:22:41.

economy is recovering, but not fast enough. Spain has a huge debt. It

:22:42.:22:47.

received a bank bailout this morning. It has to give back.

:22:48.:22:52.

Brussels has not intervened in the Spanish economy in the same way it

:22:53.:22:57.

has with Ireland all Greece. Still Spain has to follow the guidelines

:22:58.:23:01.

that are issued by Brussels and they are tough guidelines. It will be

:23:02.:23:04.

tougher now that the election is over, that will be a very difficult

:23:05.:23:12.

challenge for any government that is formed, let alone if no government

:23:13.:23:16.

is formed and we have a period of instability.

:23:17.:23:19.

The youngest person convicted in the notorious 2012 Delhi gang

:23:20.:23:22.

rape case has been released from a correctional centre.

:23:23.:23:24.

There was global outrage after a 23 year old student was brutally raped

:23:25.:23:27.

She eventually died from her injuries.

:23:28.:23:32.

Legal challenges failed to prevent the release of one of the accused,

:23:33.:23:35.

who was 17 at the time of the attack.

:23:36.:23:41.

The police were keen to keep a lid on

:23:42.:23:52.

The police are using force to break up this protest,

:23:53.:23:58.

bundling the protesters into this bus and

:23:59.:24:01.

These protesters are angry at the release of the youngest

:24:02.:24:08.

He was released from a correctional facility, given a new identity

:24:09.:24:15.

and handed over to a charity because of fears for his safety.

:24:16.:24:32.

The parents of the victim campaigned against his release and believe

:24:33.:24:35.

he should have been punished more severely.

I am hurt that I live in such a society.

:24:40.:24:43.

It should not be a factor for such a horrific crime,

:24:44.:24:45.

I'm disappointed at our legal system.

It was onboard this public bus that the young woman was brutally

The case led to massive protests across India sparking a debate

Since then new laws have been brought in and many believe that not

At least 59 people are missing, after a landslide

:25:11.:25:53.

engulfed buildings in China's southern city of

:25:54.:25:55.

It happened at an industrial park in the city's

:25:56.:26:01.

Guangming New District - with local media reports suggesting

:26:02.:26:03.

the landslide was caused by the collapse of a mound of earth

:26:04.:26:06.

More from the BBC's Michael Bristow.

:26:07.:26:11.

The landslide swept away everything in its path.

:26:12.:26:13.

The people watching paused to take in what they'd just seen,

:26:14.:26:15.

and then realised that they might be in danger.

:26:16.:26:17.

The wall of earth engulfed an industrial park on the outskirts

:26:18.:26:20.

Once a fishing village, now a symbol of China's economic boom.

:26:21.:26:24.

About 20 buildings were destroyed, including two dormitories

:26:25.:26:26.

The authorities had some warning because they had time to evacuate

:26:27.:26:29.

Afterwards, search teams combed the rubble and earth looking

:26:30.:26:34.

for anyone who might be trapped underneath.

:26:35.:26:36.

Media reports suggest the landslide was caused by collapsing earth

which had been dug up during construction work over

:26:39.:26:40.

the past two years, but explanations will come later.

For the moment the focus is on the search for

It felt fresher today although temperatures were still mild for

:26:46.:27:08.

this time of year. Overnight tonight it will feel quite cold. In some

:27:09.:27:15.

rural spots we could get down to two or three degrees, but generally

frost free. Some showers around. A bright, fresh start tomorrow

morning, some sunshine to be had in the east. Further west is a

and windy weather, that will be spreading into the West of Scotland

as well. Not very nice at all. Things will improve later in the

:27:38.:27:41.

day. After a dry start, things will go downhill. Get out and enjoy the

sunshine while you can. Temperatures at six, seven, 8 degrees. Turning

reiterate, if you are on the move and I know a lot of people are, rain

disruption. Check your local radio. On Wednesday that will disappear.
