You are watching murky pictures from Cairo but every few seconds we see

the flames bursting through, it is now midnight in Cairo. They have

only visible this time of night when you get the full effect from the

welcome to BBC News. Thank you for joining us.

:02:45.:02:45.

A huge fire broke out this evening in a high-rise luxury hotel

:02:46.:02:48.

It erupted as the city prepared to hold a giant fireworks display

:02:49.:02:52.

Officials said the fire began on the 20th floor -

:02:53.:02:56.

So far there are reports of light injuries but no fatalities.

:02:57.:03:05.

Here's our correspondent Bridget Kendall.

:03:06.:03:11.

Literally a towering inferno, an intense blaze sweeping

:03:12.:03:13.

The blaze broke out less than three hours before the city's planned

:03:14.:03:26.

spectacular New Year firework display.

:03:27.:03:31.

Just a few metres away from the Burj Khalifa,

:03:32.:03:34.

the world's tallest building, the fire apparently started

:03:35.:03:39.

on the hotel's 20th floor, and before long flames engulfed

:03:40.:03:44.

the side of the 63-story building, sending out billowing smoke

:03:45.:03:47.

Inside one resident said as the alarms went off

:03:48.:03:54.

there was absolute pandemonium as people rushed to get

:03:55.:03:57.

Amazingly with the help of the fire brigade and civil defence teams it

:03:58.:04:02.

Officials said that apart from one person who suffered a heart attack

:04:03.:04:08.

there were only moderate and light injuries.

:04:09.:04:13.

One jazz singer was performing inside the hotel as the blaze

:04:14.:04:15.

All of the glamorous women took off their high heels

:04:16.:04:28.

The wind has been really strong all week but especially tonight.

:04:29.:04:49.

And the smoke and the fire really took hold of the building.

:04:50.:04:51.

I can't imagine it not being in the interior.

:04:52.:05:01.

After little more than an hour the fire subsided, what caused

:05:02.:05:04.

There have been no signs so far that it was deliberate

:05:05.:05:09.

despite fears around the world of possible terror attacks.

:05:10.:05:11.

The Dubai authorities did not want to stop the party.

:05:12.:05:16.

At midnight the celebrations went ahead, but it won't be the fireworks

:05:17.:05:27.

that the start of 2016 will be remembered for but a massive hotel

:05:28.:05:30.

fire that miraculously did not cause more injuries.

:05:31.:05:32.

Our reporter Marcus George joins me now from Dubai.

:05:33.:05:37.

What is the latest that the authorities are saying about the

:05:38.:05:41.

state of the fire at the moment and casualties? I have been hearing from

:05:42.:05:46.

eyewitnesses close to the scene of these residential towers nearby the

:05:47.:05:50.

hotel and they say that flames have really died down now, the smoke is

:05:51.:05:55.

still billowing away from the damage, that has been sustained over

:05:56.:06:02.

this fire which has lasted so far three and a half hours, four and a

:06:03.:06:07.

half hours. It has really died down. Firefighters have been under much

:06:08.:06:14.

more control now. We heard from eyewitnesses and I have heard from

:06:15.:06:18.

others about how massive the fire was coming golfing two thirds of the

:06:19.:06:23.

building, is 63 story building. Really quite massive indeed. And

:06:24.:06:31.

clearly, very concerning, causing a great deal of panic in the streets

:06:32.:06:36.

below and of course in the hotel itself. Amazingly as we have heard

:06:37.:06:40.

there have been no loss of life reported so far. Just mostly minor

:06:41.:06:45.

injuries. That is the state of play at the moment. And it looks like it

:06:46.:06:51.

will stay that way. Is there any indication of how the authorities

:06:52.:06:55.

have been handling trying to bring the fire under control, apart from

:06:56.:07:00.

the evacuation which seems to have been very successful, but in terms

:07:01.:07:04.

of actually fighting the fire? There seems to rule out a little detail on

:07:05.:07:07.

that and given that it's New Year's Eve it's impossible to actually

:07:08.:07:12.

access down there, not least because you have security agencies fending

:07:13.:07:16.

off the area from people getting in and trying to find out information,

:07:17.:07:20.

and also because it is New Year's Eve everyone is travelling

:07:21.:07:23.

everywhere, Dubai becomes a Fiesta in the streets, cost you simply go

:07:24.:07:31.

anywhere, everybody wants to watch the fireworks. It's a difficult time

:07:32.:07:34.

and officials have been tight-lipped so far, other than a few official

:07:35.:07:39.

statements about what's going on. It appears there have been some reports

:07:40.:07:47.

not yet confirmed that the fire may have been started by a curtain being

:07:48.:07:50.

accidentally set on fire in one of the rooms which led to a much

:07:51.:07:56.

greater fire of course. And led to this huge potential disaster which

:07:57.:08:02.

appears to have been averted. As I say that is not yet confirmed. As

:08:03.:08:06.

the evening wore on people hung around to enjoy the reason they came

:08:07.:08:10.

in the first place, the fireworks display, which was pretty

:08:11.:08:14.

impressive? Very impressive, and Dubai is well known for putting on

:08:15.:08:18.

such magnificent displays, it does it pretty much every year and this

:08:19.:08:23.

years was no exception. It started at the Burj Khalifa, a few minutes

:08:24.:08:30.

late, and snaked its way down past the middle ground of Dubai City and

:08:31.:08:36.

then up the coast towards where I am now near the Burj Al Arabiya, the

:08:37.:08:48.

sail shaped hotel. Tens of thousands if not more came out to see the

:08:49.:08:54.

fireworks, and I think somewhat ironically, all of these

:08:55.:08:57.

evacuations, people on the ground near the Burj Khalifa were evacuated

:08:58.:09:01.

so they could not get the proper picture of the fireworks quite from

:09:02.:09:06.

where they wanted to. The irony is that the world got to see Dubai's

:09:07.:09:12.

magnificent fireworks but actually in the background there was also a

:09:13.:09:16.

burning building, so not quite the picture that Dubai wanted to get

:09:17.:09:20.

across to the world, but at least we are hearing there is no loss of

:09:21.:09:24.

life. Marcus George in Dubai, thanks very much.

:09:25.:09:27.

On the line is Steve Brookwell - an amateur photographer who's been

:09:28.:09:30.

Thank you for joining us. I know it is now two o'clock in the morning

:09:31.:09:37.

where you are, things have clearly settled down a bit. What was your

:09:38.:09:42.

impression as the fire took hold? Err... It was a bit surreal, to be

:09:43.:09:51.

fair. Just this huge line of flames coming from around the bottom of the

:09:52.:09:54.

building and going upwards, basically. How quickly did it appear

:09:55.:10:01.

to take hold? It was pretty big, you had to double take to actually look

:10:02.:10:07.

at it. I was setting up my tripod, I'm an amateur photographer and I

:10:08.:10:10.

was getting imposition of the fireworks. I was doing preliminary

:10:11.:10:14.

pictures to make sure the composition would be good and then

:10:15.:10:18.

suddenly this huge ball of orange flame was coming out of the building

:10:19.:10:22.

next to it. It must have been a scary site, such a huge building. It

:10:23.:10:28.

is enormous. I was on the rooftop of a similar building further down the

:10:29.:10:31.

street earlier in the evening for the sunset. That was smaller than

:10:32.:10:37.

the building that went up to night unfortunately, and it was quite an

:10:38.:10:42.

unusual evening. How did people respond and how were they reacting

:10:43.:10:45.

where you were? I was on the other side of the highway, I was not under

:10:46.:10:56.

the building, I was set back. To be honest, people were still just

:10:57.:10:59.

enjoying themselves, we were still waiting for the fireworks because we

:11:00.:11:02.

did not know whether it would be still on and people shoot it would

:11:03.:11:07.

still be on but personally I didn't think it would be. -- people

:11:08.:11:12.

assuming it would be. People were just in the streets and picnicking

:11:13.:11:17.

and waiting for the fireworks. A bit unusual. I have heard of keep calm

:11:18.:11:22.

and carry on but that is quite something. Although the building is

:11:23.:11:27.

still burning, the risk has now been contained, and people have been

:11:28.:11:34.

successfully evacuated. The fireworks display went ahead on

:11:35.:11:38.

schedule pretty much. Did you get good pictures? Sadly I got some

:11:39.:11:43.

pictures, only for unused purposes I thought they would be useful,

:11:44.:11:50.

because the BBC have asked me sending images but I'm only just got

:11:51.:11:54.

home now. It was quite strange because obviously there was a huge

:11:55.:11:58.

amount of smoke coming off the top of the building but it was such a

:11:59.:12:02.

raging fire, going from the bottom to the top and continued as a solid

:12:03.:12:06.

ball of flame for at least an hour and a half, two hours. It was

:12:07.:12:10.

constant and it hadn't died down by the time we left for the fireworks.

:12:11.:12:17.

The building is still standing to be fair. That is the next question for

:12:18.:12:21.

people there and in the surrounding area, how stable the remains will

:12:22.:12:28.

be. I would have almost guaranteed the thing would have come down, it

:12:29.:12:32.

was a really intense ball of flame from top to bottom but you have no

:12:33.:12:36.

idea whether there were people in there or not. I believe everybody

:12:37.:12:40.

got out. The authorities are saying that and we are waiting for more

:12:41.:12:45.

details, perhaps they will emerge early in the morning. So far they

:12:46.:12:52.

are saying that there are only light injuries with one heart attack.

:12:53.:12:56.

There is no condition checked on that person but they insist that no

:12:57.:13:00.

one died which is clearly a merciful bit of news after those

:13:01.:13:03.

extraordinary shots which we are seeing at the moment. We will let

:13:04.:13:06.

you get on with downloading the pictures and look forward to seeing

:13:07.:13:09.

the results of your hard work this evening. Thank you for joining us.

:13:10.:13:11.

No problem. Happy New Year. Earlier we spoke to singer

:13:12.:13:17.

Anita Williams, who was performing a New Year concert in the hotel

:13:18.:13:20.

when the fire began She told me first how

:13:21.:13:23.

she was feeling after the successful evacuation of people

:13:24.:13:26.

from the hotel. Well, to be very honest with you it

:13:27.:13:36.

was probably for me one of the scariest things I have ever

:13:37.:13:40.

experienced. It was incredible. It happened so quickly. None of us were

:13:41.:13:46.

expecting what happened. You know, we were singing and performing, and

:13:47.:13:52.

one of the band members said, there is a fire on the balcony three

:13:53.:13:56.

floors above and before unit the entire hotel was an inferno. Tell us

:13:57.:14:04.

about the hotel, we heard from an earlier eyewitness that there was a

:14:05.:14:07.

public bar several floors up and at one point, although it was the view

:14:08.:14:14.

from the outside, it seemed as though it was in the bar area. What

:14:15.:14:20.

was your impression? It was going up the hotel, not inside. All we could

:14:21.:14:24.

see was flames and debris falling everywhere. You can imagine the

:14:25.:14:30.

panic, it was surreal. You have no idea of the panic. Everybody

:14:31.:14:36.

thought, my goodness, we need to get out of here. We just left everything

:14:37.:14:43.

on the stage and ran. We were guided underground. The staff were

:14:44.:14:49.

incredible and they guided us out to the Mall we ended up in Dubai Mall.

:14:50.:14:53.

Everybody took off their shoes and they were running. It was Serena.

:14:54.:14:59.

What was the reaction among the people in the bar who had come to

:15:00.:15:04.

watch your performance? -- it was surreal. We all felt there was

:15:05.:15:11.

justified and they would put it out quickly but unfortunately that was

:15:12.:15:14.

not the case. It was incredible how the entire hotel went up. And the

:15:15.:15:20.

way that the authorities dealt with it, I've never seen so many trucks

:15:21.:15:25.

and helicopters and police, I've never seen anything like it. You

:15:26.:15:30.

were pretty impressed by the reaction? I was amazed. Firstly, I

:15:31.:15:36.

am amazed and I think it's incredible and I am so happy for

:15:37.:15:40.

everyone that there were no injuries or any fatalities, because what we

:15:41.:15:46.

witnessed and saw was incredible. I just really, honestly, I'm amazed

:15:47.:15:51.

that we all got out of there safely and we all did. Anita Williams

:15:52.:15:57.

talking to me earlier after her lucky escape from the Address

:15:58.:16:05.

Downtown hotel. Let's return to the UK now.

:16:06.:16:06.

Security has been stepped up across Europe for

:16:07.:16:08.

In France, one hundred thousand officers are on duty

:16:09.:16:12.

tonight - and a fireworks display in Paris has been called off.

:16:13.:16:15.

In Brussels, official festivities have been abandoned

:16:16.:16:17.

after information came to light of an alleged plot

:16:18.:16:19.

In London, extra armed police will patrol train

:16:20.:16:22.

Our correspondent, Daniel Boettcher, is on the South Bank of the Thames

:16:23.:16:34.

What is the situation there? Security is always tight for this

:16:35.:16:41.

event anyway. As you mentioned there, this year we are told there

:16:42.:16:47.

are extra armed officers at train stations, underground stations, and

:16:48.:16:50.

other transport hubs. Highly visible police presence around the viewing

:16:51.:16:54.

areas and other areas in central London. We have seen police launches

:16:55.:17:00.

on the river here. The helicopter overhead as well. Earlier

:17:01.:17:06.

superintendent Joe Edwards from Scotland Yard explained the thinking

:17:07.:17:11.

behind police plans. We are liaising closely with the event organisers,

:17:12.:17:16.

the stewarding company, and with our colleagues at the City of London

:17:17.:17:19.

Police and British Transport Police and we have a strong police presence

:17:20.:17:25.

to reassure people. People will see more visible police officers and

:17:26.:17:29.

firearms officers on the streets tonight, but there is no specific

:17:30.:17:33.

threat, there is no intelligence against this event in London

:17:34.:17:39.

tonight. We want people to feel confident in our plan, to come in

:17:40.:17:43.

and plan their journey in and home, more importantly, so they have a

:17:44.:17:48.

safe and enjoyable New Year's Eve. As you can see, the crowds are

:17:49.:17:53.

building up behind me now, for a second gear this is a ticket only

:17:54.:17:58.

event. Just over 110,000 tickets sold. Everybody here has had to go

:17:59.:18:02.

through security points and there have been back checks. As you would

:18:03.:18:07.

imagine most people here are from in and around London but we have a very

:18:08.:18:12.

international feel as well. Moving across, you are from Holland. I am

:18:13.:18:18.

Stephane. Have you come over specifically? Not specifically but

:18:19.:18:23.

we came here yesterday and we arrived yesterday and we'll leave on

:18:24.:18:26.

Sunday. You are looking forward to it? Of course. It has been a long

:18:27.:18:34.

wait in the cold. It is not that cold. We will see. Have you seen the

:18:35.:18:39.

London display on television? Some fragments. I am from Bangladesh.

:18:40.:18:52.

What are you expecting tonight? A lot of fireworks. Happy New Year,

:18:53.:18:58.

Bangladesh. What are you expecting? It is impressive. I'm enjoying it.

:18:59.:19:03.

Where are you from? I am from Taiwan. This is my first time in

:19:04.:19:12.

London. And I think it is very special. You were lucky enough to

:19:13.:19:17.

get a ticket. Actually I booked it in advance. Thank you for joining

:19:18.:19:23.

us. Lots people very excited about this, not long to go, preparations

:19:24.:19:28.

are now complete. When we get the fireworks at midnight around 12,000

:19:29.:19:32.

fireworks will be launched into the night sky from three barges which

:19:33.:19:34.

are moored in the river and also around the edge of the London I

:19:35.:19:40.

display here. Thank you very much indeed. I know we will be talking to

:19:41.:19:47.

you later in the evening. If you want to check your watch, let's have

:19:48.:19:49.

a look at Big Ben. those 12,000 fireworks that Daniel

:19:50.:19:51.

says display. In Edinburgh, the flames

:19:52.:20:12.

burning on top of Edinburgh Castle as you can see in the centre of the

:20:13.:20:23.

shot, and then the view beyond towards the wheel and the rest of

:20:24.:20:28.

Edinburgh. Lit up for us. A pretty impressive sight anyway without any

:20:29.:20:33.

fireworks to mark Hogmanay. And of course celebrations too at midnight

:20:34.:20:37.

there. A big party, and it's nice that this year the weather hasn't

:20:38.:20:41.

disrupted it and we have had that before in Edinburgh when

:20:42.:20:59.

literally a damp squib and they had to call it off. It looks tonight as

:21:00.:21:06.

though everybody is well ready for the party

:21:07.:21:09.

of 2016. Stay with us class on BBC News because we will bring you

:21:10.:21:11.

pictures and of course more pictures from around the world where we

:21:12.:21:14.

expect to see celebrations from some of the European cities that are of

:21:15.:21:16.

course an hour ahead of us in the UK, for whom midnight will be

:21:17.:21:19.

arriving in 39 minutes. Let's have a look at some other news.

:21:20.:21:23.

faces more heavy rain at the weekend.

between Carlisle and Glasgow closed - with the West Coast mainline

:21:29.:21:37.

Prince Charles and the Duchess of Cornwall came to talk

This was the A93 on Deeside, swallowed by the water,

:21:45.:21:49.

leaving a huge repair bill and weeks of work.

:21:50.:21:52.

Further south in Newton Stewart, it was a similar picture.

:21:53.:21:57.

Debbie Scott was just one of many people trying

:21:58.:21:59.

to salvage their waterlogged belongings.

:22:00.:22:03.

Is this the bed? Yes.

:22:04.:22:04.

This was one of the worst affected towns.

:22:05.:22:31.

Scotland's First Minister came here to see for herself.

:22:32.:22:33.

I've been talking to some residents and local businesses and this

:22:34.:22:40.

is probably the worst flooding episode that Newton Stewart and much

:22:41.:22:43.

of this region has experienced for some people in living memory.

:22:44.:22:48.

Northern England missed the worst of the weather yesterday,

:22:49.:22:50.

In Croston in Lancashire, the RAF was back in action,

:22:51.:23:02.

lowering sandbags to shore up flood defences.

:23:03.:23:04.

Can I shake your hands and say thank you very much.

:23:05.:23:09.

In York today, the Labour leader Jeremy Corbyn came

And the Muslims Brothers from Bradford and London.

:23:17.:23:25.

And those left angry because they feel they
