to cement his position as Supreme Leader.

In South Korea, the government held an emergency meeting

with the president leading a chorus of international concern,

TRANSLATION: The launch is an attempt to increase

North Korea's missile capability as a means

:02:23.:02:24.

It is a serious challenge to world peace.

North Korea's previous rocket launches have shown that the west

:02:30.:02:33.

coast of the United States could be within reach.

Its nuclear tests have been growing in sophistication.

Experts believe a deliverable long-range weapon may be just

:02:44.:02:47.

The accelerated development of North Korea's nuclear and ballistic

missile programme posted poses a serious threat to international

:03:05.:03:07.

peace and security. To the peace and security not just of North Korea's

:03:08.:03:10.

neighbours but the peace and security of the entire world.

Tonight, North Korea's only ally, China, has been celebrating

:03:16.:03:17.

its lunar New Year festival in traditional explosive style.

But diplomatically, it is treading very softly indeed.

The statement from the Foreign Ministry in Beijing was not one

:03:27.:03:32.

of condemnation but rather, an appeal for restraint

:03:33.:03:34.

China fears a nuclear armed North Korea as much as anyone,

:03:35.:03:39.

but it is also deeply nervous of anything that may

:03:40.:03:42.

push its isolated, impoverished neighbour towards economic collapse.

:03:43.:03:53.

North Korea's launch today takes it one more

:03:54.:03:55.

Dr John Nilsson-Wright is Head of the Asia Programme at Chatham

He says the move by North Korea is Kim Jong-Un's attempt

I think the evidence does indeed suggest that this was a missile,

:04:04.:04:09.

even though the North is claiming it represents a satellite launch.

There's no doubt that Kim Jong-un really does want to try to do

:04:15.:04:17.

First, to consolidate his leadership at home

:04:18.:04:22.

but also to try to demonstrate to his own people that he is

:04:23.:04:25.

capability, strengthening deterrence and acting in defiance

:04:26.:04:35.

This is all calculated to bolster his legitimacy

:04:36.:04:38.

He's only been in power for just over four years.

:04:39.:04:41.

It is still important for him to cement

:04:42.:04:43.

We have heard various condemnations from different

:04:44.:04:47.

parts of the world but what is the international community likely

:04:48.:04:50.

There's not a great deal they can do.

:04:51.:05:00.

They can try to tighten the sanctions

:05:01.:05:02.

Whether they do it through the UN or individual countries like Japan,

:05:03.:05:08.

for example, which has said it will look

:05:09.:05:11.

again at its own country's sanctions against North Korea,

:05:12.:05:14.

the hope is that this will somehow both send a signal to North Korea

:05:15.:05:17.

but also to impose real pain on the leadership.

:05:18.:05:22.

But the country frankly that is in the best position to do

:05:23.:05:25.

that is China, which is North Korea's

:05:26.:05:29.

largest trading partner and has substantial investment in the North.

:05:30.:05:31.

As your correspondent rightly pointed out,

:05:32.:05:32.

the Chinese leadership, however irritated they might be

:05:33.:05:34.

by this recent development, does not want to do anything to risk

:05:35.:05:37.

undermining the political stability of the regime.

:05:38.:05:43.

How qualified, though, is China's support?

:05:44.:05:45.

We have to distinguish between rhetorical

:05:46.:05:50.

There is no doubt that President Xi Jinping and people

:05:51.:05:56.

close to him are irritated by what the North Korean

:05:57.:05:58.

They have said that the most appropriate solution

:05:59.:06:04.

is for the Americans to sit down with the North Koreans and talk

:06:05.:06:07.

about the issues that matter most to North Korea,

:06:08.:06:11.

primarily a peace settlement on the Korean peninsula,

:06:12.:06:14.

some degree of diplomatic recognition.

:06:15.:06:16.

But this is an election year in the US and the last thing

:06:17.:06:20.

the Americans are going to do, any politician, whether Democrat

:06:21.:06:24.

or Republican, is make that kind of concession.

:06:25.:06:28.

What dissent is there, at all, within North Korea

:06:29.:06:31.

against the leadership or even within the

:06:32.:06:33.

That's a very hard question to answer.

:06:34.:06:39.

I think we have seen in the last few months a consolidation

:06:40.:06:42.

of Kim Jong-un's authority, the removal of people

:06:43.:06:44.

It all suggests this is a man who is increasingly bringing more

:06:45.:06:51.

political control into his own hands.

:06:52.:06:54.

There does not appear to be really any

:06:55.:06:56.

significant challenge to his authority.

:06:57.:06:58.

This demonstration of North Korea's military capabilities

:06:59.:07:03.

is likely to go down very well amongst the general public in North

:07:04.:07:06.

Korea, who will see this as proof that North Korea is becoming an even

:07:07.:07:10.

more challenging and serious actor on the international stage.

Some breaking news now. According to the Metropolitan Police, a man is

:07:27.:07:32.

due to appear at Westminster Magistrates' Court tomorrow in

:07:33.:07:35.

connection with offences under the terrorism act. He is a 19-year-old

:07:36.:07:43.

man and he is a Finnish national who lives in Thornton Heath. He was

:07:44.:07:47.

arrested at Stansted Airport on Friday by detectives from the

:07:48.:07:51.

counterterrorism command of the Metropolitan Police. He was charged

:07:52.:07:55.

this evening with very specific language used, part of section five

:07:56.:08:00.

of the terrorism act 2006, with engaging in conduct in preparation

for giving effect to intention to commit acts of terrorism. That can

mean he was assisting someone else with the intention that an act of

The Health Secretary, Jeremy Hunt has accused the doctors'

union, the BMA, of "totally irresponsible behaviour"

in its handling of the dispute over a new contract for junior

Talks over changes to weekend working have broken down,

and a 24-hour strike - involving everything

The dispute's about pay and working hours, following government plans

Now, the Health Secretary has accused the doctors' union,

One of the reasons for that anger, and there is anger,

is because they were told by the BMA that their pay was going to be cut.

They were told that they were going to be asked to work longer hours.

We are actually bringing down the hours they work.

And if you are told by your union that the Health Secretary wants

to do these awful things, of course you will feel devalued.

But junior doctors on the front line said it was nonsense

to suggest their union was misinforming them.

There is not a grassroots doctor in the country who believes

a word the Health Secretary says any more.

That is because we have heard him spin and manipulate and distort

the statistics and the facts time and again for his

Last month, doctors walked out on a 24-hour strike,

Planned industrial action two weeks ago was called off as talks

continued, but with no agreement, this Wednesday's strike

It believes its plans for a seven-day-a-week NHS

The sticking point is, do you pay doctors more for working

Hanging over these negotiations, the threat that the Health Secretary

will push ahead and impose the new contracts.

There have been some concessions made by Government in the last few

But if we cannot get a negotiated solution to this new junior doctor

contract, I have said that he should not impose a new contract

This row has come down to a dispute over working hours,

but the fear is, without agreement, there could be days

A review into Scotland Yard's ad link of a rape allegation against
