There's been strong international condemnation of a rocket launch | :00:49. | :01:15.
Britain said the launch threatened international security and violated | :01:16. | :01:19.
North Korea insists it was placing a satellite in orbit, | :01:20. | :01:23.
but critics say it is developing banned missile technology. | :01:24. | :01:26.
Our Asia correspondent John Sudworth reports. | :01:27. | :01:35.
This morning, over the Korean peninsula, the rocket's engines | :01:36. | :01:38.
could be seen burning into the clear blue sky. | :01:39. | :01:41.
It is reported to have successfully placed a satellite into orbit, | :01:42. | :01:45.
news met with choreographed applause in the North Korean capital. | :01:46. | :01:53.
State TV is showing the country's young leader, Kim Jong-Un, | :01:54. | :01:57.
at mission control, vital propaganda for a man trying | :01:58. | :02:00.
to cement his position as Supreme Leader. | :02:01. | :02:06.
In South Korea, the government held an emergency meeting | :02:07. | :02:10.
with the president leading a chorus of international concern, | :02:11. | :02:14.
TRANSLATION: The launch is an attempt to increase | :02:15. | :02:22.
North Korea's missile capability as a means | :02:23. | :02:24.
It is a serious challenge to world peace. | :02:25. | :02:29.
North Korea's previous rocket launches have shown that the west | :02:30. | :02:33.
coast of the United States could be within reach. | :02:34. | :02:39.
Its nuclear tests have been growing in sophistication. | :02:40. | :02:43.
Experts believe a deliverable long-range weapon may be just | :02:44. | :02:47.
The accelerated development of North Korea's nuclear and ballistic | :02:48. | :03:04.
missile programme posted poses a serious threat to international | :03:05. | :03:07.
peace and security. To the peace and security not just of North Korea's | :03:08. | :03:10.
neighbours but the peace and security of the entire world. | :03:11. | :03:15.
Tonight, North Korea's only ally, China, has been celebrating | :03:16. | :03:17.
its lunar New Year festival in traditional explosive style. | :03:18. | :03:20.
But diplomatically, it is treading very softly indeed. | :03:21. | :03:26.
The statement from the Foreign Ministry in Beijing was not one | :03:27. | :03:32.
of condemnation but rather, an appeal for restraint | :03:33. | :03:34.
China fears a nuclear armed North Korea as much as anyone, | :03:35. | :03:39.
but it is also deeply nervous of anything that may | :03:40. | :03:42.
push its isolated, impoverished neighbour towards economic collapse. | :03:43. | :03:53.
North Korea's launch today takes it one more | :03:54. | :03:55.
Dr John Nilsson-Wright is Head of the Asia Programme at Chatham | :03:56. | :03:59.
He says the move by North Korea is Kim Jong-Un's attempt | :04:00. | :04:03.
I think the evidence does indeed suggest that this was a missile, | :04:04. | :04:09.
even though the North is claiming it represents a satellite launch. | :04:10. | :04:14.
There's no doubt that Kim Jong-un really does want to try to do | :04:15. | :04:17.
First, to consolidate his leadership at home | :04:18. | :04:22.
but also to try to demonstrate to his own people that he is | :04:23. | :04:25.
capability, strengthening deterrence and acting in defiance | :04:26. | :04:35.
This is all calculated to bolster his legitimacy | :04:36. | :04:38.
He's only been in power for just over four years. | :04:39. | :04:41.
It is still important for him to cement | :04:42. | :04:43.
We have heard various condemnations from different | :04:44. | :04:47.
parts of the world but what is the international community likely | :04:48. | :04:50.
There's not a great deal they can do. | :04:51. | :05:00.
They can try to tighten the sanctions | :05:01. | :05:02.
Whether they do it through the UN or individual countries like Japan, | :05:03. | :05:08.
for example, which has said it will look | :05:09. | :05:11.
again at its own country's sanctions against North Korea, | :05:12. | :05:14.
the hope is that this will somehow both send a signal to North Korea | :05:15. | :05:17.
but also to impose real pain on the leadership. | :05:18. | :05:22.
But the country frankly that is in the best position to do | :05:23. | :05:25.
that is China, which is North Korea's | :05:26. | :05:29.
largest trading partner and has substantial investment in the North. | :05:30. | :05:31.
As your correspondent rightly pointed out, | :05:32. | :05:32.
the Chinese leadership, however irritated they might be | :05:33. | :05:34.
by this recent development, does not want to do anything to risk | :05:35. | :05:37.
undermining the political stability of the regime. | :05:38. | :05:43.
How qualified, though, is China's support? | :05:44. | :05:45.
We have to distinguish between rhetorical | :05:46. | :05:50.
There is no doubt that President Xi Jinping and people | :05:51. | :05:56.
close to him are irritated by what the North Korean | :05:57. | :05:58.
They have said that the most appropriate solution | :05:59. | :06:04.
is for the Americans to sit down with the North Koreans and talk | :06:05. | :06:07.
about the issues that matter most to North Korea, | :06:08. | :06:11.
primarily a peace settlement on the Korean peninsula, | :06:12. | :06:14.
some degree of diplomatic recognition. | :06:15. | :06:16.
But this is an election year in the US and the last thing | :06:17. | :06:20.
the Americans are going to do, any politician, whether Democrat | :06:21. | :06:24.
or Republican, is make that kind of concession. | :06:25. | :06:28.
What dissent is there, at all, within North Korea | :06:29. | :06:31.
against the leadership or even within the | :06:32. | :06:33.
That's a very hard question to answer. | :06:34. | :06:39.
I think we have seen in the last few months a consolidation | :06:40. | :06:42.
of Kim Jong-un's authority, the removal of people | :06:43. | :06:44.
It all suggests this is a man who is increasingly bringing more | :06:45. | :06:51.
political control into his own hands. | :06:52. | :06:54.
There does not appear to be really any | :06:55. | :06:56.
significant challenge to his authority. | :06:57. | :06:58.
This demonstration of North Korea's military capabilities | :06:59. | :07:03.
is likely to go down very well amongst the general public in North | :07:04. | :07:06.
Korea, who will see this as proof that North Korea is becoming an even | :07:07. | :07:10.
more challenging and serious actor on the international stage. | :07:11. | :07:26.
Some breaking news now. According to the Metropolitan Police, a man is | :07:27. | :07:32.
due to appear at Westminster Magistrates' Court tomorrow in | :07:33. | :07:35.
connection with offences under the terrorism act. He is a 19-year-old | :07:36. | :07:43.
man and he is a Finnish national who lives in Thornton Heath. He was | :07:44. | :07:47.
arrested at Stansted Airport on Friday by detectives from the | :07:48. | :07:51.
counterterrorism command of the Metropolitan Police. He was charged | :07:52. | :07:55.
this evening with very specific language used, part of section five | :07:56. | :08:00.
of the terrorism act 2006, with engaging in conduct in preparation | :08:01. | :08:04.
for giving effect to intention to commit acts of terrorism. That can | :08:05. | :08:09.
mean he was assisting someone else with the intention that an act of | :08:10. | :08:13.
terrorism was to be committed. A 19-year-old of Finnish origin will | :08:14. | :08:16.
appear at Westminster Magistrates' Court tomorrow. | :08:17. | :08:22.
The Health Secretary, Jeremy Hunt has accused the doctors' | :08:23. | :08:26.
union, the BMA, of "totally irresponsible behaviour" | :08:27. | :08:27.
in its handling of the dispute over a new contract for junior | :08:28. | :08:30.
Talks over changes to weekend working have broken down, | :08:31. | :08:33.
and a 24-hour strike - involving everything | :08:34. | :08:35.
except emergency care - is due to take place on Wednesday. | :08:36. | :08:37.
Our political correspondent Eleanor Garnier reports. | :08:38. | :08:42.
junior doctors are still out of tune with the government. | :08:43. | :08:52.
The dispute's about pay and working hours, following government plans | :08:53. | :08:55.
to change some NHS contracts in England. | :08:56. | :08:58.
Now, the Health Secretary has accused the doctors' union, | :08:59. | :09:01.
the BMA, of being iresponsible and misleading. | :09:02. | :09:05.
One of the reasons for that anger, and there is anger, | :09:06. | :09:07.
is because they were told by the BMA that their pay was going to be cut. | :09:08. | :09:11.
They were told that they were going to be asked to work longer hours. | :09:12. | :09:16.
We are actually bringing down the hours they work. | :09:17. | :09:19.
And if you are told by your union that the Health Secretary wants | :09:20. | :09:22.
to do these awful things, of course you will feel devalued. | :09:23. | :09:25.
But junior doctors on the front line said it was nonsense | :09:26. | :09:28.
to suggest their union was misinforming them. | :09:29. | :09:32.
There is not a grassroots doctor in the country who believes | :09:33. | :09:35.
a word the Health Secretary says any more. | :09:36. | :09:37.
That is because we have heard him spin and manipulate and distort | :09:38. | :09:41.
the statistics and the facts time and again for his | :09:42. | :09:43.
Last month, doctors walked out on a 24-hour strike, | :09:44. | :09:49.
Planned industrial action two weeks ago was called off as talks | :09:50. | :09:57.
continued, but with no agreement, this Wednesday's strike | :09:58. | :10:00.
It believes its plans for a seven-day-a-week NHS | :10:01. | :10:08.
are popular with the public but both sides are really digging | :10:09. | :10:12.
The sticking point is, do you pay doctors more for working | :10:13. | :10:20.
on a Saturday, and if you do, at what point should those payments | :10:21. | :10:24.
Hanging over these negotiations, the threat that the Health Secretary | :10:25. | :10:29.
will push ahead and impose the new contracts. | :10:30. | :10:32.
There have been some concessions made by Government in the last few | :10:33. | :10:35.
But if we cannot get a negotiated solution to this new junior doctor | :10:36. | :10:43.
contract, I have said that he should not impose a new contract | :10:44. | :10:46.
This row has come down to a dispute over working hours, | :10:47. | :10:54.
but the fear is, without agreement, there could be days | :10:55. | :10:57.
A review into Scotland Yard's ad link of a rape allegation against | :10:58. | :11:13.
the late Lord Brittan has that the police were fully justified in | :11:14. | :11:16.
carrying out the idea -- investigation but it identified a | :11:17. | :11:20.
double weaknesses in the way police acted including a failure to record | :11:21. | :11:21.
an interview with the peer. A 20-year-old man has emerged alive | :11:22. | :11:24.
from the rubble of an apartment building in Taiwan, two days | :11:25. | :11:27.
after it collapsed in an earthquake. At least 26 people are thought | :11:28. | :11:30.
to have died and hopes are fading for more than 100 | :11:31. | :11:33.
who are still missing. From Tainan in south | :11:34. | :11:35.
Taiwan, Rupert Wingfield Hayes Deep inside the collapsed building, | :11:36. | :11:37.
this rescue crew is getting close. "Hold on", they shout, | :11:38. | :11:51.
"we are coming through". A few minutes later, | :11:52. | :11:54.
a young man is lifted clear of the building and lowered | :11:55. | :11:57.
gently to the ground. His condition is serious, | :11:58. | :12:00.
but he is alive. But this is the only bright spot | :12:01. | :12:07.
in what has otherwise been This afternoon, a rescuer emerged | :12:08. | :12:10.
holding a small bundle, 30 hours in the rubble | :12:11. | :12:14.
had been too much. Still, dozens more are waiting | :12:15. | :12:20.
for news in growing despair. This woman's son is | :12:21. | :12:27.
somewhere under the rubble. Why did this building come down | :12:28. | :12:32.
when those around are unscathed? People are asking why this building | :12:33. | :12:48.
came down when the others seem to have withstood the earthquake | :12:49. | :12:51.
without a problem, and there are clear signs of what might be | :12:52. | :12:54.
wrong with this building. The collapse has exposed these blue | :12:55. | :13:00.
and white cooking oil cans that appear to have been used as filler | :13:01. | :13:04.
inside some of the concrete beams. Relatives I spoke to tonight say | :13:05. | :13:10.
they want a full investigation and they want somebody | :13:11. | :13:14.
to be held responsible. Sport now, and time for a full | :13:15. | :13:28.
round up from the BBC Sport Centre. Good evening. Ireland let a 13 point | :13:29. | :13:39.
lead slip and had to settle for a draw after a brave Wales fightback | :13:40. | :13:44.
in the Six Nations in Dublin. The home team led 13-0 after 28 minutes | :13:45. | :13:49.
but Wales it back with a Toby Faletau try and they trailed by just | :13:50. | :13:52.
three points at the break. In a nerve wracking second-half, Wales | :13:53. | :13:57.
edged ahead with a penalty before Johnny Sexton salvaged a point with | :13:58. | :14:02.
a kick in the 75th minute. It is the first time the sides have drawn with | :14:03. | :14:09.
each other since 1991. Earlier, the big game in the Aviva Premiership | :14:10. | :14:12.
saw Saracens beat Exeter to move five points ahead of them at the top | :14:13. | :14:16.
of the table. London Irish moved off the bottom after a 20-13 win against | :14:17. | :14:22.
Worcester. In the Premier League, Chelsea remain unbeaten under Guus | :14:23. | :14:26.
Hiddink after a 1-1 draw against Manchester United at Stamford | :14:27. | :14:30.
Bridge. Diego Costa grabbed an injury time equaliser after Jesse | :14:31. | :14:34.
Lingard put United in front. United are six points behind fourth placed | :14:35. | :14:38.
Manchester city. Earlier, Arsenal moved up to third, level on points | :14:39. | :14:42.
with birth after their 2-0 win at Bournemouth, Mesut Ozil and Alex | :14:43. | :14:50.
Oxlade-Chamberlain with the goals. Edinburgh rivals Hearts Ed Hibs will | :14:51. | :14:53.
have to try again in his cottage cup after April stating 2-250 round draw | :14:54. | :14:57.
at Tynecastle. The Championship side, it's as good twice in the | :14:58. | :15:02.
final ten minutes to level the score against Hearts and forced the | :15:03. | :15:05.
replay. Scottish premiership leaders Celtic struggled past East Kilbride. | :15:06. | :15:09.
It was the biggest match in the Lowland League side's history but | :15:10. | :15:13.
there was not to be a fairy tale ending as Leigh Griffiths gave | :15:14. | :15:18.
Celtic the lead on 21 minutes. Colin Kazim-Richards sealed a 2-0 victory | :15:19. | :15:21.
but the pressure remains on manager Ronny Deila. It has been a | :15:22. | :15:28.
disappointing run of results. England's women's creditors have won | :15:29. | :15:31.
the first one-day international against South Africa by seven | :15:32. | :15:35.
wickets. They restricted the home side to 196 all out inside the 50 | :15:36. | :15:40.
overs. Rain forced England's target to be revised twice but they were | :15:41. | :15:43.
always in control and reached the eventual target of 150 with six and | :15:44. | :15:49.
a half overs to spare. A very good day. The most important thing is to | :15:50. | :15:55.
get the win and get the points. Get the tour off to a good start. It has | :15:56. | :15:59.
been an interesting tour so far but these are the games that matter and | :16:00. | :16:05.
I have managed to get some good prep in despite ripping us and happy to | :16:06. | :16:10.
contribute to the victory. Namely Brawdy will enter the top 100 for | :16:11. | :16:13.
the first time in her career after winning an ITF event in America. The | :16:14. | :16:18.

Michigan. On Monday, she will join Jak Alnwick onto and Heather Watson | :16:25. | :16:28.
in the world's top 100. -- Johanna Konta and Heather Watson. That is | :16:29. | :16:32.
all the sport for now. I will have more in the next hour. | :16:33. | :16:33.
Dozens of local Conservative associations have accused | :16:34. | :16:35.
David Cameron of a lack of respect for grassroots party members, | :16:36. | :16:38.
after he told MPs to disregard their views on the EU | :16:39. | :16:40.
In a letter to the Sunday Telegraph, the leaders of more than 40 | :16:41. | :16:44.
Conservative associations said it was "deeply regrettable" | :16:45. | :16:46.

part of the UK. Parts of Scotland and Northern Ireland will get away | :18:14. | :18:22.
with a fair day but the further south you go, the stronger the wind | :18:23. | :18:25.
is likely to be. It is across southern counties of England and | :18:26. | :18:28.
South Wales where we are likely to see the strongest winds. A Met | :18:29. | :18:32.

70-80 mph winds. Yesterday, strong wind hit much of southern England | :18:38. | :18:41.
and South Wales and a few trees came down. Some have been weakened and | :18:42. | :18:45.
there will be more destruction and damage tomorrow where the winds will | :18:46. | :18:48.
be stronger than yesterday. It is the wind which is the issue rather | :18:49. | :18:52.
than the rain, then. We had a question on Twitter saying," from | :18:53. | :18:59.
