Tonight at 10pm - terror in the South of France - | :00:00. | :00:08.
more than 80 people have been killed - and nearly 200 injured. | :00:09. | :00:14.
Run down by a lorry - many women and children | :00:15. | :00:18.
Fleeing for their lives - thousands run in panic | :00:19. | :00:25.
I was feeling like I was going to die, I was feeling | :00:26. | :00:33.
I didn't know what to do, I just gave up. | :00:34. | :00:37.
The attacker is shot dead at the wheel - | :00:38. | :00:55.
but only after leaving carnage along more than a mile stretch of road. | :00:56. | :00:58.
The killer has been identified as Mohamed Lahouaiej Bouhlel, | :00:59. | :01:00.
known to police for violence and petty theft. | :01:01. | :01:02.
He would have nervous attacks and he said he had | :01:03. | :01:05.
When he became nervous he broke everything. | :01:06. | :01:07.
Holiday-makers Paul and Rebecca Gordon were caught up | :01:08. | :01:10.
I could see pretty much the whole event unravelling, | :01:11. | :01:14.
I just turned to my left and I saw the whole road was | :01:15. | :01:17.
Tonight - just eight months after the attacks | :01:18. | :01:24.
on the Bataclan theatre in Paris - France is in mourning again. | :01:25. | :01:30.
There is another major developing story tonight. | :01:31. | :01:37.
Reports of a military coup in Turkey - bridges in Istanbul are blocked - | :01:38. | :01:44.
and there's gunfire in the capital Ankara. | :01:45. | :01:46.
There are images emerging showing a military presence | :01:47. | :01:47.
Coming up we will look at how the papers report the Nice attack with | :01:48. | :02:09.
our guest from France 24 and the Spectator. | :02:10. | :02:21.
Good evening and welcome to the BBC at Ten. | :02:22. | :02:29.
Nice in the South of France, the scene of a major terror attack. | :02:30. | :02:36.
Around this time is nigh this area was full of thousands of people | :02:37. | :02:40.
enjoying a fireworks display in honour of Bastille Day, France's | :02:41. | :02:45.
national day. But by the end of the evening 80 people were left dead | :02:46. | :02:48.
after a lorry ploughed into the crowds of people here killing 80 and | :02:49. | :03:00.
leaving 200 injured. Many of those wounded and who died were women and | :03:01. | :03:03.
children. 50 people are critically injured. The attacker has been named | :03:04. | :03:17.
as Mohamed Lahouaiej Bouhlel. More on him later. | :03:18. | :03:18.
But first our Correspondent Lucy Williamson has this report - | :03:19. | :03:21.
It contains images you may find distressing. | :03:22. | :03:24.
They dared to celebrate freedom, and paid with fearful stop beach lovers, | :03:25. | :03:35.
partygoers, children. Out to honour Bastille Day and the founding values | :03:36. | :03:40.
of France. Hunted with the most mundane of weapons, a lorry. It | :03:41. | :03:47.
arrived as the fireworks were ending, crawling onto the promenade | :03:48. | :03:51.
before picking up speed and heading straight for the crowd. Its first | :03:52. | :03:58.
appearance caught on camera by this man. Up until this very moment here | :03:59. | :04:04.
the truck actually didn't run over anybody, yet there was a | :04:05. | :04:09.
motorcyclist trying to approach the truck, trying to open the door while | :04:10. | :04:16.
driving. He failed and fell off the motorcycle. And then there were two | :04:17. | :04:21.
police officers standing right here at that very corner and fired two | :04:22. | :04:25.
gunshots at the driver of the truck. So up until then, all from that | :04:26. | :04:33.
moment on, the rampage took place. The vehicle accelerated and ran in a | :04:34. | :04:41.
very odd way right in the middle of the crowd. | :04:42. | :04:46.
What's happening? What's wrong? Is exact for more than a mile | :04:47. | :04:50.
through the street party as people ran. -- it is exact. ODs were | :04:51. | :05:00.
falling like skittles, one witness said. Another saw parents throwing | :05:01. | :05:04.
their children over fences to try and keep them safe. | :05:05. | :05:07.
GUNFIRE The police surrounded the car and | :05:08. | :05:20.
kept shooting him until they were sure he was dead. | :05:21. | :05:23.
I saw him dead already, I saw his head from outside the window of the | :05:24. | :05:30.
truck. I think when the police officer saw me filming he came up to | :05:31. | :05:35.
me aggressively and started yelling to get down and all the people on | :05:36. | :05:40.
the beach to run because they thought there might be a bomb in the | :05:41. | :05:43.
car, or other people hiding inside the truck from behind. At that | :05:44. | :05:50.
moment I realised there was really something wrong and I started to run | :05:51. | :05:51.
with the people. TRANSLATION: In the cabin there was | :05:52. | :06:04.
an automatic weapon, bullets, a Kalashnikov, M-16s a grenade, mobile | :06:05. | :06:11.
phone, still being investigated, and various documents. | :06:12. | :06:15.
Along the now empty promenade, those who couldn't run waited for help. | :06:16. | :06:20.
The children's Hospital alone counted 50 arrivals. And the faces | :06:21. | :06:26.
of those killed here last night have also begun to emerge. Among them, | :06:27. | :06:33.
Shaun Copland, and his 11-year-old son Brodie visiting from Texas. | :06:34. | :06:38.
Other members of their family survived. A friend said they were | :06:39. | :06:43.
heartbroken. A 20-year-old Russian student Victoria was out run by the | :06:44. | :06:47.
truck. Her friend Pauline was hospitalised. French officials say | :06:48. | :06:54.
the driver was a local man, Mohamed Lahouaiej Bouhlel, a French | :06:55. | :07:00.
Tunisian, known to the police for petty crimes. Today, the only | :07:01. | :07:05.
figures on Nice's empty seafront with forensics teams, picking their | :07:06. | :07:09.
way through the debris of grief. France was just beginning to feel | :07:10. | :07:13.
safe again after the attacks here last year. Safe enough even to come | :07:14. | :07:19.
out and celebrate being French. But as people ran screaming down this | :07:20. | :07:23.
street last night, the sound of gunfire mimicking fireworks, that | :07:24. | :07:28.
moment of national pride and national unity came once again an | :07:29. | :07:34.
individual race to survive. This man said he froze when he saw the lorry, | :07:35. | :07:38.
and then ran towards the beach. Above the screen is he heard the | :07:39. | :07:42.
lorry's engine just behind him. His path ahead blocked by a bench. | :07:43. | :07:47.
And then when I jumped over the bench I found myself that I had | :07:48. | :07:54.
jumped on a woman laying on the ground too. So I just closed my eyes | :07:55. | :07:59.
and waited for the crash, either to crash into me or survive. I was | :08:00. | :08:04.
feeling that I'm going to die, I was feeling really, really scared. I | :08:05. | :08:08.
didn't know what to do but I just gave up on that moment, until I saw | :08:09. | :08:14.
the bench breaking up, which was too loud and too scary, so I looked at | :08:15. | :08:22.
it and I found it destroyed. So it was really, really close. The thing | :08:23. | :08:28.
that was between me and the truck was a small bench. | :08:29. | :08:31.
The French President riding in Nice today described the attack as a | :08:32. | :08:36.
monstrosity. Of the 200 people injured, he said 50 were hovering | :08:37. | :08:40.
between life and death. TRANSLATION: We are facing a long battle, because | :08:41. | :08:47.
we have an enemy who will continue to hit all the peoples, all the | :08:48. | :08:56.
countries, who enjoy it liberty and have it as their essential value. | :08:57. | :09:00.
The flowers blooming on the barricades today marked a particular | :09:01. | :09:05.
kind of pain. The slow, mocking torture of French values. Attacks | :09:06. | :09:09.
that highlight the price of freedom. The failure of fraternity and the | :09:10. | :09:16.
brutal equaliser, death. Lucy Williamson, BBC News, Nice. | :09:17. | :09:20.
So, as we've been hearing, the truck travelled for more | :09:21. | :09:30.
than a mile ploughing into people, before police managed to get to him | :09:31. | :09:33.
Many here are asking how he was able to keep going for so long - | :09:34. | :09:37.
Our correspondent Jon Donnison examines how the truck was used - | :09:38. | :09:42.
It was supposed to be a night of celebration. | :09:43. | :09:45.
It ended in confusion, chaos and carnage. | :09:46. | :09:51.
The attack started at around 11pm local time, | :09:52. | :09:55.
as thousands of families strolled home after a night of fireworks. | :09:56. | :09:59.
The lorry was heading east along the Promenade des Anglais and picked | :10:00. | :10:02.
up speed on a rampage that was to last for more than a mile. | :10:03. | :10:06.
This time last night, the attacker was making his | :10:07. | :10:08.
It was about here that he turned his truck onto the Promenade des | :10:09. | :10:14.
Anglais, picked up speed, and began his rampage | :10:15. | :10:16.
Within minutes, the first casualties were reported. | :10:17. | :10:22.
The driver began to swerve from side to side trying to kill as many | :10:23. | :10:27.
He then careered into the pedestrian area. | :10:28. | :10:36.
Armed police opened fire but couldn't stop him as he continue | :10:37. | :10:42.
Armed police opened fire but couldn't stop him as he continued | :10:43. | :10:45.
Eyewitnesses say he was travelling at around 50 mph. | :10:46. | :10:48.
This is as close as we can now get to the route the attacker took. | :10:49. | :10:52.
You can see the Promenade des Anglais just beyond the famous | :10:53. | :10:54.
Hotel Negresco at the bottom of the street. | :10:55. | :10:57.
By this point, several minutes into the attack, he'd already killed | :10:58. | :11:02.
dozens of people and it was to be 300 or 400 more metres that way | :11:03. | :11:06.
before he was finally stopped and people fled for their lives. | :11:07. | :11:13.
Finally, further down the promenade using heavy fire, police managed | :11:14. | :11:16.
to stop the lorry and kill the driver as people fled in panic. | :11:17. | :11:19.
Matthew Schooler from Kingston upon Thames had been | :11:20. | :11:22.
on what was meant to be a dream holiday with his girlfriend. | :11:23. | :11:25.
Today he knows they are lucky to be alive. | :11:26. | :11:28.
There was a lady in front of us on a scooter with her | :11:29. | :11:31.
She wasn't trampled but people were running over her | :11:32. | :11:36.
People were picking up kids and running and the kids | :11:37. | :11:40.
People didn't really know what was going on. | :11:41. | :11:45.
This was not a high-tech attack, but the brutality and banality | :11:46. | :11:48.
of the method make it all the more terrifying. | :11:49. | :11:50.
Well, one of the British couples caught up in last night's mayhem | :11:51. | :12:07.
here was Paul and Rebecca Gordon from the Midlands. | :12:08. | :12:11.
They are here on holiday with their 18-month-old baby. | :12:12. | :12:15.
Our correspondent Tom Burridge has been speaking to them | :12:16. | :12:17.
Rebecca and Paul are on holiday in Nice with their 18-month-old | :12:18. | :12:23.
daughter, Eloisa-May, and they had walked along | :12:24. | :12:26.
the promenade back to their hotel just moments before the attack. | :12:27. | :12:30.
Because we are on the fourth floor, I could see pretty much | :12:31. | :12:33.
And I just turned to my left and I just saw the whole road | :12:34. | :12:39.
And he just accelerated at a faster speed than he had | :12:40. | :12:44.
I saw that the truck bounced, which must have been... | :12:45. | :12:58.
And I saw people being knocked like skittles. | :12:59. | :13:06.
You came running and said, "Look what's happened". | :13:07. | :13:12.
I came out and there were just people on the floor, just dead. | :13:13. | :13:16.
As parents, they can barely imagine what it's like for others. | :13:17. | :13:21.
There was a lot of families there, a lot of children, a lot | :13:22. | :13:24.
There was a lot of young lives lost, I think. | :13:25. | :13:30.
It is a time when you think about the important things in life. | :13:31. | :13:43.
There is fear and grief, but also things to reassure. | :13:44. | :13:47.
I have to say that coming out into Nice, I admire the people | :13:48. | :13:51.
here because everybody is just out in the street and getting | :13:52. | :13:53.
Tonight, the last night of the holiday, their hotel | :13:54. | :13:59.
But they know they were the lucky ones. | :14:00. | :14:05.
They saw, but survived, a night of horror in Nice. | :14:06. | :14:08.
Well, detectives have been examining every detail of the scene | :14:09. | :14:19.
here in Nice for evidence of the killer's | :14:20. | :14:21.
The police raided the flat in Nice where Mohamed Lahouaiej Bouhlel was | :14:22. | :14:27.
living. Our security correspondent | :14:28. | :14:28.
Frank Gardner has on the A picture perfect promenade, | :14:29. | :14:30.
scarred by the horror French investigators have spent | :14:31. | :14:33.
much of the day piecing Fingerprints found in this lorry | :14:34. | :14:37.
confirmed its driver He lived alone in this | :14:38. | :14:46.
apartment building in Nice. Police forced their way in, | :14:47. | :14:51.
and a neighbour confirmed this Police investigators have taken away | :14:52. | :14:53.
anything that could throw a light on why Bouhlel would commit | :14:54. | :15:02.
such an abominable act. Another neighbour recalls his | :15:03. | :15:05.
behaviour as being odd. TRANSLATION: He looked | :15:06. | :15:07.
at us weirdly. If we arrived at the building | :15:08. | :15:10.
behind him, he would slam So, what do we know | :15:11. | :15:12.
about the attacker in Nice? Mohamed Bouhlel was | :15:13. | :15:19.
a 31-year-old delivery driver. He was Tunisian by birth, | :15:20. | :15:22.
he had three children He also had a police record | :15:23. | :15:24.
for petty crime and violence. TRANSLATION: He was known | :15:25. | :15:31.
by the police for violence and petty He was convicted in March | :15:32. | :15:36.
and sentenced by the court to six But there is nothing to suggest any | :15:37. | :15:43.
sign of radicalisation. At a separate address in Nice today, | :15:44. | :15:52.
police arrested a woman thought Friends and neighbours tried | :15:53. | :15:58.
to keep the media at bay. And in Tunisia, near the resort town | :15:59. | :16:04.
of Sousse, Mohamed Bouhlel's father has revealed that his | :16:05. | :16:07.
son was on medication TRANSLATION: We thought | :16:08. | :16:09.
he was doing well. He followed his treatment | :16:10. | :16:17.
but sometimes he would have nervous I think the problems with his wife | :16:18. | :16:24.
might have made things worse. Tonight, the instrument of so many | :16:25. | :16:29.
people's death and injury has been towed away, | :16:30. | :16:33.
but the unanswered questions remain. Why did this man commit mass murder | :16:34. | :16:37.
and was he driven by mental Around the world leaders have | :16:38. | :16:54.
condemned last night's attack. Theresa May said Britain must | :16:55. | :16:58.
redouble its efforts to defeat terrorism, while Barack Obama | :16:59. | :17:01.
speaking tonight said the attacks were a threat to the whole world. | :17:02. | :17:05.
Our diplomatic correspondent James Robbins has this report now on the | :17:06. | :17:07.
international reaction. La Marseillaise, the French national | :17:08. | :17:13.
anthem, at tonight's A packed Royal Albert Hall stood | :17:14. | :17:16.
to mourn the victims of Nice. If, as we fear, this | :17:17. | :17:27.
was a terrorist attack, then we must redouble our efforts | :17:28. | :17:33.
to defeat these brutal murderers We must work with France | :17:34. | :17:36.
and our partners around the world to stand up for our values | :17:37. | :17:45.
and for our freedom. I now invite council members to rise | :17:46. | :17:49.
to observe a minute of silence in tribute to the memory | :17:50. | :17:53.
of the victims. In New York, at the United Nations, | :17:54. | :17:57.
the Security Council chose silence to speak for the world, | :17:58. | :18:00.
remembering victims not only in France but also of recent | :18:01. | :18:03.
attacks in Bangladesh, And tonight, the most powerful | :18:04. | :18:05.
leader of all was not holding back, blaming IS or Isil for direct | :18:06. | :18:13.
or indirect responsibility. We are going to keep working | :18:14. | :18:16.
together to defend our homeland We are going to keep taking out Isil | :18:17. | :18:22.
leaders and pushing them We are going to keep standing | :18:23. | :18:27.
with our partners from Africa to Afghanistan, | :18:28. | :18:32.
and we are going to destroy this His Secretary of State, John Kerry, | :18:33. | :18:35.
and Russia's Foreign Minister, joined in honouring | :18:36. | :18:40.
the dead of Nice. They disagree on many issues, | :18:41. | :18:42.
but not the threat confronting Some leading Muslim scholars | :18:43. | :18:45.
expressed outrage at the attack. People who commit such ugly crimes | :18:46. | :19:02.
are corrupt and following the footsteps of Satan, cursed in this | :19:03. | :19:03.
life and the hereafter. While the Tunisian government | :19:04. | :19:06.
described: An act of extreme cowardice, we | :19:07. | :19:12.
express solidarity with France against the scourge of terrorism. | :19:13. | :19:17.
And at the French Embassy in London, powerful expressions | :19:18. | :19:19.
Over the past couple of years, the British have regularly been | :19:20. | :19:23.
grieving with the French, after so many attacks there. | :19:24. | :19:28.
And just a few hundred yards away, at the Albert Hall, France's anthem | :19:29. | :19:32.
resounded once again tonight, in a great British arena. | :19:33. | :19:34.
Well I'm joined live now by our Paris correspondent Lucy Williamson. | :19:35. | :19:52.
It is quite strange, being here, 24-hour is on, with security and | :19:53. | :20:01.
police everywhere, when last night the scene was so different, | :20:02. | :20:05.
thousands enjoying a firework display. It is hard to believe, | :20:06. | :20:09.
especially when you think of all the churches around here holding | :20:10. | :20:12.
services tonight, a vigil just over the road. There are Tuohy different | :20:13. | :20:17.
moods in Nice tonight. There is what you see here, forensics teams and | :20:18. | :20:23.
police, but a few streets away, the bars are pretty packed and the | :20:24. | :20:27.
streets are not empty. There is a feeling here of defiance, I think, | :20:28. | :20:33.
as well as fear. We saw that after the Paris attacks in November. | :20:34. | :20:36.
People came out quickly to the bars and showed they would not be afraid. | :20:37. | :20:40.
But underneath that, I think there is a new fear, a wariness, and | :20:41. | :20:45.
questions about how safe people feel, how far the government can | :20:46. | :20:50.
keep them safe. The deputy mayor is saying he hopes to open this road to | :20:51. | :20:55.
show defiance against terrorists. Having said that, we know the state | :20:56. | :20:59.
of emergency was due to come to an end soon and has now been extended. | :21:00. | :21:04.
Yes, the tragedy is that France was beginning to relax a little bit, | :21:05. | :21:08.
beginning to feel that with the European Championships passing off | :21:09. | :21:10.
peacefully, they could start to feel more confident about security. Just | :21:11. | :21:16.
a few days later, this happens, and with the state of emergency still in | :21:17. | :21:20.
place, with extra soldiers on the street, the government on high | :21:21. | :21:24.
alert. So the pressure is growing on President Hollande's government. | :21:25. | :21:27.

Now - for the moment - it's back to Reeta in the studio. | :21:36. | :21:44.
In another major story tonight, the Prime Minister of Turkey has | :21:45. | :21:49.
declared that an attempt at a military coup is | :21:50. | :21:51.
Binali Yildirim has appeared on Turkish television to say that | :21:52. | :21:55.
action was being taken by part of the military, | :21:56. | :21:57.
But one news agency has reported the Turkish military as saying | :21:58. | :22:03.
Earlier this evening there were reports of gunfire | :22:04. | :22:08.
in the capital, Ankara, and military jets and helicopters | :22:09. | :22:11.
There were also reports that in Istanbul, the entrances | :22:12. | :22:16.
The details of what is happening tonight in Turkey are not clear, the | :22:17. | :22:31.
pictures unverified, but there is little doubt there is a big military | :22:32. | :22:35.
presence on the streets of the two main cities. In a statement, the | :22:36. | :22:41.
Armed Forces said they had taken power to protect democratic order | :22:42. | :22:44.
and maintain human rights. They said the rule of law would be protected. | :22:45. | :22:50.
The media in Turkey is heavily controlled by the state, but | :22:51. | :22:53.
pictures have emerged on social media of unusual military activity | :22:54. | :22:57.
in Istanbul on bridges across the Bosporus. Roadblocks were set up, | :22:58. | :23:02.
stopping some traffic moving from the Asia to the European side. In | :23:03. | :23:07.
the night sky over Ankara, a low-flying military jet. Gunshots | :23:08. | :23:14.
were also reported. The Turkish Prime Minister, Binali Yildirim, who | :23:15. | :23:21.
had earlier spoken of support for France, said this evening that some | :23:22. | :23:24.
members of the military had been acting outside the chain of command. | :23:25. | :23:28.
He said those taking a legal action would pay the highest price. Nothing | :23:29. | :23:36.
has been heard so far from the Turkish President, seen here | :23:37. | :23:40.
recently at a Nato summit in Warsaw. He is reported to be on holiday in | :23:41. | :23:45.
the Turkish coastal resort of Bodrum. Turkey has been hit recently | :23:46. | :23:48.
by a string of bomb attacks in Ankara and Istanbul. Islamic | :23:49. | :23:54.
extremists were said to be to blame. The government responded by cracking | :23:55. | :23:59.
down on any opposition. Turkey is in a state of crisis tonight. Flights | :24:00. | :24:05.
from Istanbul's Ataturk airport have been cancelled, there are | :24:06. | :24:08.
restrictions on the internet, with many types of social media shutdown. | :24:09. | :24:11.
Our correspondent Katy Watson is in Istanbul. | :24:12. | :24:14.
What can you tell us about events across the country tonight? | :24:15. | :24:21.
It has all happened in the last hour and a half, and the events are no | :24:22. | :24:29.
clearer. We do know that the Prime Minister has said this looks like | :24:30. | :24:34.
some kind of an attempted takeover by part of the military. The | :24:35. | :24:38.
military have put out a statement saying this is an entire takeover, | :24:39. | :24:43.
and they have done it to restore democratic order and maintain human | :24:44. | :24:45.
rights and they will continue with international agreements. At the | :24:46. | :24:50.
moment, those are the two sides coming through. On the streets, | :24:51. | :24:53.
there has been commotion and traffic jams. Both sides of the bridges have | :24:54. | :24:58.
been closed. There have been aircraft here in Istanbul and in | :24:59. | :25:03.
Ankara. It is a muddy picture and no clearer exactly what has happened, | :25:04. | :25:06.
but certainly the military say they have taken over. Turkey is such a | :25:07. | :25:15.
major power. This has huge implications globally. Absolutely. | :25:16. | :25:21.
It is a member of Nato, a key ally in the Middle East. But Turkey has | :25:22. | :25:25.
been going through a lot of political instability, with bombings | :25:26. | :25:29.
recently at the airport in Istanbul, Ataturk airport. There was a feeling | :25:30. | :25:33.
that the military and government were working together to beat that. | :25:34. | :25:37.
Certainly people in Istanbul are shocked. People are glued to their | :25:38. | :25:42.
telephones, TVs and radio to find out what is going on. Certain people | :25:43. | :25:46.
here have no idea, and this really did come as a surprise. Many thanks. | :25:47. | :25:49.
Let's talk again to our diplomatic correspondent James Robbins. | :25:50. | :25:56.
Dramatic events. Why might this be happening now? I think it might be | :25:57. | :26:03.
happening because President Erdogan has made so many enemies within | :26:04. | :26:07.
Turkish society. He has made an enemy of many of the urban young. He | :26:08. | :26:11.
unleashed the power of the state against them three years ago to put | :26:12. | :26:16.
down popular protest. He has made enemies in the military, imprisoning | :26:17. | :26:19.
senior military officers who campaigned against what they see as | :26:20. | :26:24.
the undermining of democracy. The Army has regularly intervened in | :26:25. | :26:28.
modern Turkish history, since the establishment of the modern republic | :26:29. | :26:32.
almost a century ago by Ataturk, and it has done so to try to secure | :26:33. | :26:38.
secular democracy in Turkey. Secular, and therefore non-Islamic, | :26:39. | :26:42.
within the state, within the organs of the state. They think that | :26:43. | :26:45.
President Erdogan is an Islamist who has tried to reverse, for instance, | :26:46. | :26:50.
women's rights, tried to reintroduce Islamic law in Turkey to an | :26:51. | :26:55.
unacceptable level. Also, because they think he has suppressed | :26:56. | :26:59.
journalistic freedom, imprisoning journalists and closing newspapers. | :27:00. | :27:03.
There are many reasons why people in the military, who regard themselves | :27:04. | :27:05.
as the guarantors of liberty, feel they have been let down. That is not | :27:06. | :27:10.
to say that this coup will succeed, but I have been hearing in the last | :27:11. | :27:14.
few minutes that European Union sources are suggesting they think | :27:15. | :27:17.
this is a substantial coup which they believe probably will prevail. | :27:18. | :27:22.
Clearly, turmoil in Turkey but this will be of concern in capitals | :27:23. | :27:27.
around the world. It will be. Turkey is a Nato member with a huge | :27:28. | :27:32.
standing army, some 500,000 men and women under arms. It is regarded as | :27:33. | :27:40.
a crucial bull war on the edge of Europe and Asia, on the frontier of | :27:41. | :27:44.
those continents. It will be an immense concern because the ideal of | :27:45. | :27:48.
an unstable Turkey when so much of the Middle East is in turmoil will | :27:49. | :27:51.
terrify many leaders around the world. Thank you. | :27:52. | :27:54.
Theresa May has used her second full day as Prime Minister to visit | :27:55. | :27:57.
Scotland, for a meeting with the First Minister, | :27:58. | :27:59.
They discussed the future of the union as well as the fallout | :28:00. | :28:03.
Mrs May said she was willing to "listen to options" | :28:04. | :28:06.
on Scotland's future relationship with the European Union. | :28:07. | :28:08.
Our Scotland Editor, Sarah Smith, reports now. | :28:09. | :28:13.
Theresa May's first mission as the new Prime Minister | :28:14. | :28:15.
of the United Kingdom is to try to keep | :28:16. | :28:17.
And that means coming to visit a First Minister who would | :28:18. | :28:23.
dearly love to take Scotland out of the union. | :28:24. | :28:27.
The symbolism of this meeting is important, | :28:28. | :28:29.
Theresa May demonstrating how much she cares about Scotland | :28:30. | :28:31.
Talk about Brexit negotiations and Scotland's | :28:32. | :28:38.
Now, Mrs May has to take the UK out while Ms Sturgeon tries to keep | :28:39. | :28:48.
They did agree the Scottish can explore different options | :28:49. | :28:55.
and Nicola Sturgeon did bring up the prospect | :28:56. | :28:57.
It may be that if we want to protect our relationship | :28:58. | :29:03.
with the European Union then Scotland will have to consider | :29:04. | :29:05.
becoming an independent member of the European Union. | :29:06. | :29:07.
But I've also said I want to consider all options along the way. | :29:08. | :29:10.
The Prime Minister has said this process will be open | :29:11. | :29:13.
to considering options that we bring forward. | :29:14. | :29:19.
Nicola Sturgeon says she has a lot in common | :29:20. | :29:21.
with Theresa May, apart from their politics, of course. | :29:22. | :29:23.
And their views on whether Scotland should vote again | :29:24. | :29:25.
If the Scottish parliament were to vote for another | :29:26. | :29:30.
independence referendum, would you allow them to hold it? | :29:31. | :29:33.
Well, I think the question is, should there be another referendum? | :29:34. | :29:38.
As far as I am concerned, the Scottish people had their vote. | :29:39. | :29:41.
They voted in 2014 and a very clear message came through, | :29:42. | :29:43.
both the United Kingdom and Scottish Government said | :29:44. | :29:46.
Some people hope Brexit makes independence more likely. | :29:47. | :29:54.
Others want to see if this new Prime Minister can | :29:55. | :29:57.
try to satisfy the 62% of Scots who voted to stay in the EU. | :29:58. | :30:00.
It is good she came up to see us first instead of going abroad. | :30:01. | :30:08.
I am not even a fan but it is good that she came to see us. | :30:09. | :30:12.
It could be a show of solidarity with Scotland. | :30:13. | :30:14.
Or it could be a kind of power game to make her presence felt | :30:15. | :30:17.
I think she's just trying to sweeten us, trying to keep us all together, | :30:18. | :30:24.
Theresa May says Scotland can explore different options | :30:25. | :30:28.
But the idea of Scotland trying to stay in both the UK and the EU? | :30:29. | :30:36.
One of her ministers today said that is just fanciful. | :30:37. | :30:39.
Sarah Smith, BBC News, Edinburgh. | :30:40. | :30:46.
Let's return to our main story, the events of last night in Nice. | :30:47. | :30:49.
Today, the French government declared three days of national | :30:50. | :30:58.
mourning, starting tomorrow, in light of the Nice attack. | :30:59. | :31:02.
This is the third major terror attack on French soil, | :31:03. | :31:06.
after that on the Charlie Hebdo offices in January last | :31:07. | :31:09.
year, and the Bataclan attacks of November. | :31:10. | :31:15.
So why is France in particular being targeted, and can it ever do | :31:16. | :31:18.
John Simpson examines the unique security | :31:19. | :31:25.
In Nice Cathedral, the nation which now feels more threatened | :31:26. | :31:36.
than any other in the West commemorated its dead today. | :31:37. | :31:40.
In the last 18 months, more than 330 people have died | :31:41. | :31:43.
A state of emergency which was imposed in November | :31:44. | :31:50.
President Hollande wanted to lift it, and then last | :31:51. | :31:55.
The Prime Minister, Manuel Valls, insisted tonight there had been no | :31:56. | :32:04.
Already, though, the opposition senses real weakness | :32:05. | :32:08.
A series of hammer blows have shaken this country to the core. | :32:09. | :32:21.
In January last year, the assault on the offices in Paris | :32:22. | :32:24.
of the satirical magazine Charlie Hebdo, 17 killed. | :32:25. | :32:32.
Then, last November, also in Paris, the concentrated attacks | :32:33. | :32:34.
at the Bataclan concert hall and several other places nearby. | :32:35. | :32:37.
The Bataclan remains closed down, silent. | :32:38. | :32:49.
If you peer through the hoardings, you can still see some | :32:50. | :32:51.
This is a real moment of crisis for France, | :32:52. | :32:57.
a moment when it is being brought face-to-face with a new | :32:58. | :33:00.
reality, and with the way it is being governed. | :33:01. | :33:04.
In other words, its identity and its core values, liberty, | :33:05. | :33:07.
They are all being, in one way or another, | :33:08. | :33:13.
The street around the Bataclan is pretty empty. | :33:14. | :33:19.
On a summer's day like this, they would usually be jam-packed. | :33:20. | :33:24.
People I spoke to were shocked by the new disaster in Nice | :33:25. | :33:27.
These kind of attacks are just becoming completely normal. | :33:28. | :33:35.
Every six months we have something happen. | :33:36. | :33:47.
It looks as though President Hollande will pay a heavy political | :33:48. | :33:49.
When he arrived in Nice, people booed his motorcade. | :33:50. | :33:57.
A leading centre-right opposition figure claimed the Nice atrocity had | :33:58. | :34:00.
Just last week, a security commission made several proposals | :34:01. | :34:07.
which President Hollande decided not to take up. | :34:08. | :34:13.
France is reacting with defiance to the latest atrocity. | :34:14. | :34:15.
But even before the Nice attack, President Hollande's popularity | :34:16. | :34:23.
And it is only human nature to want a scapegoat. | :34:24. | :34:41.
This is a major tourist destination, at the height of summer. There were | :34:42. | :34:47.
many tourists here, people enjoying the fireworks last night. Among | :34:48. | :34:53.
those were Simon and his wife Amanda. Thank you for being with us. | :34:54. | :34:59.
Take us through what you saw. We had just been to the firework display | :35:00. | :35:04.
along the promenade. It ended and we decided to cycle home. We got | :35:05. | :35:07.
separated in the crowds and I went on ahead. I thought I was ahead. I | :35:08. | :35:13.
decided to press on and meet up with Amanda along the way. And I saw a | :35:14. | :35:20.
large white van man, a lorry, careering down the pedestrian side | :35:21. | :35:25.
of the promenade. At first, I thought the driver was out of | :35:26. | :35:28.
control because it was veering from side to side. Then I heard some | :35:29. | :35:34.
screams, even at a distance of about 200 yards. Gradually, it closed and | :35:35. | :35:38.
I realised the driver was deliberately hitting people and I | :35:39. | :35:41.
could hear the sound of him hitting people with his ban, with his lorry. | :35:42. | :35:47.
As it approached, I realised it was coming straight for us. I was with a | :35:48. | :35:54.
couple, an older man and a young boy of about ten. They separated and the | :35:55. | :36:00.
driver named for the young boy. He managed to jump clear and came | :36:01. | :36:04.
towards me. I think it passed me by six feet away. Him, a matter of an | :36:05. | :36:12.
inch. He was ever so lucky not to be killed. I realised the lorry was | :36:13. | :36:16.
heading straight for where my wife was coming, so I turned around and | :36:17. | :36:21.
followed. It was just a Trail of devastation. I was checking the | :36:22. | :36:26.
injured to see if it was my wife, Amanda. And I must have seen four or | :36:27. | :36:37.
5000 dead people in various, who died in various ways. -- four or | :36:38. | :36:47.
five dead people. Most of them had been dragged under the lorry. I was | :36:48. | :36:52.
looking for her bike, or her shoes, or something I could recognise. | :36:53. | :36:58.
Eventually, I followed the lorry to where it had stopped. A shoot out | :36:59. | :37:03.
had obviously taken place. There was a French police man with his gun | :37:04. | :37:08.
aimed at the passenger door. Your thoughts now? It is unbelievable. | :37:09. | :37:15.
What took place here last night was wickedness, absolute wickedness. | :37:16. | :37:20.
That is why we have come forward to speak about it, because people need | :37:21. | :37:24.
to know what we are dealing with. Somebody used families as skittles, | :37:25. | :37:27.
deliberately drove into them, crushed them. People need to | :37:28. | :37:32.
understand that what motivates people to do that is unacceptable. | :37:33. | :37:37.
Simon and Amanda, thank you very much for joining us. | :37:38. | :37:40.
Well, that's it from Nice, 24 hours on from the terrible events | :37:41. | :37:43.
which took place on what should have been a day of celebration. | :37:44. | :37:50.
We have pictures of a vigil here in Nice, in memory of those who died. | :37:51. | :37:58.
We know that the President will be holding a meeting of his security | :37:59. | :38:02.
cabinet in the morning, as he comes under increasing pressure to try and | :38:03. | :38:10.
bring the bloodshed to an end. There is plenty more on this story and the | :38:11. | :38:13.
events unfolding | :38:14. | :38:14. |
