Rio's Paralympic Games are in severe financial trouble,

:00:00.:00:08.

described as the worst crisis for the movement in decades.

:00:09.:00:12.

One stadium will close to save money, and ten countries may

:00:13.:00:16.

not make the Games at all, because of delayed travel grants.

:00:17.:00:23.

Never before in our 56-year history have we had circumstances like this.

:00:24.:00:32.

In the last few minutes, after a dramatic penalty shootout,

:00:33.:00:36.

Team GB's women take gold against Holland in the Olympic

:00:37.:00:40.

While Nick Skelton, one of Team GB's oldest competitors at 58,

:00:41.:00:48.

Usain Bolt running away from everybody!

:00:49.:00:57.

19.79 - it's a gold, his eighth gold!

:00:58.:01:01.

All eyes tonight are on Usain Bolt - after winning the 200m,

:01:02.:01:03.

he's one gold away from the treble treble - three golds at three

:01:04.:01:06.

A three-year-old boy has died after he was

:01:07.:01:16.

And after the deaths of nearly 10,000 people in Haiti from cholera,

:01:17.:01:21.

the UN admits it WAS involved in the outbreak of the disease.

:01:22.:01:26.

And in sport - Great Britain guarantee themselves another medal,

:01:27.:01:29.

with Joe Joyce joining Nicola Adams in his Olympic boxing final.

:01:30.:01:32.

Joyce beat the Kazakhstan fighter Ivan Dychko,

:01:33.:01:33.

and he will face Tony Yoka of France for gold.

:01:34.:01:55.

As millions around the world enjoy the Olympics in Rio,

:01:56.:02:00.

the Paralympic Games is facing its worst

:02:01.:02:02.

financial crisis in more than half a century.

:02:03.:02:04.

With just three weeks to go, a massive budget shortfall means

:02:05.:02:07.

One venue in Rio will close, and funds to help some countries

:02:08.:02:16.

send their athletes to the Games may not be available.

:02:17.:02:19.

Part of the problem, is that just 12% of tickets

:02:20.:02:21.

Our sports editor, Dan Roan, reports from Rio.

:02:22.:02:26.

The Beijing and London Paralympics were game-changers

:02:27.:02:29.

They generated huge interest and brought

:02:30.:02:33.

The hope was that Rio's unique backdrop would help

:02:34.:02:37.

But a financial crisis has now meant the Paralympics' budget

:02:38.:02:42.

has been scaled back, less than three weeks

:02:43.:02:44.

Never before in the 56-year history of the Paralympic Games have

:02:45.:02:50.

Clearly, Brazil is in a far different position now to the one

:02:51.:02:58.

when it won the right to stage both Games.

:02:59.:03:04.

A raft of cuts were today announced, including the closure

:03:05.:03:06.

of the Deodoro Park, the second-largest of the four zones

:03:07.:03:10.

There will also be a downsizing of the workforce, the closure

:03:11.:03:16.

of some media centres and cuts to transport services.

:03:17.:03:20.

Issues during the Olympics such as repairs at the Athletes' Village,

:03:21.:03:23.

extra security and the treatment of the green water at

:03:24.:03:26.

the Aquatics Centre, have meant Paralympic funds

:03:27.:03:28.

Organisers have been promoting the Paralympics,

:03:29.:03:35.

but crucial travel grants are almost three weeks overdue,

:03:36.:03:39.

and even if they are paid, ten countries may not be able

:03:40.:03:41.

The Paralympic budget has been cannibalised to back-fill gaps

:03:42.:03:48.

in the Olympic budget, and that can only have a negative

:03:49.:03:50.

Desperate disappointment for the athletes.

:03:51.:03:55.

But one British paralympian preparing to compete in Rio

:03:56.:03:58.

believes the challenges are not insurmountable.

:03:59.:04:02.

Disabled athletes are used to overcoming barriers.

:04:03.:04:05.

Only 12% of tickets for the Rio Paralympics

:04:06.:04:18.

have so far been sold, and some who have travelled

:04:19.:04:21.

I think Brazil must be generous and open the doors.

:04:22.:04:41.

Today at Rio 2016's main ticket office, Paralympic tickets

:04:42.:04:45.

could only be bought at one of these booths.

:04:46.:04:49.

The Olympics is much more popular than the Paralympics,

:04:50.:04:51.

They should support the athletes anyway.

:04:52.:04:58.

Brazilians left to do the day before, yes?

:04:59.:05:00.

The Olympics were seen to have taken a calculated risk coming

:05:01.:05:08.

For the next great sporting event of the summer,

:05:09.:05:12.

JUST HOW MUCH OF A SETBACK IS THIS FOR THE PARALYMPIC MOVEMENT, GIVEN

:05:13.:05:24.

THE HUGE strides taken in Beijing and London? Given the fact that the

:05:25.:05:29.

Paralympic committee felt the need to confirm that the event would be

:05:30.:05:33.

going ahead at all, just 2.5 weeks before it was meant to start, gives

:05:34.:05:37.

you an indication as to the challenges they face. A combination

:05:38.:05:42.

of political people which has affected sponsorship revenue,

:05:43.:05:45.

economic recession and unseen costs during the James, have confined

:05:46.:05:50.

combined to mean that the local organising committee is effectively

:05:51.:05:55.

broke, it has run out of money. Even though emergency funds have been

:05:56.:06:00.

secured from the local mayor and from the federal government in the

:06:01.:06:03.

last 24 hours, there is this sense that the Paralympics is something of

:06:04.:06:08.

an underfunded afterthought now. They still insist this will be a

:06:09.:06:12.

fantastic Games in terms of sporting performance. It can still be a real

:06:13.:06:16.

game changer when it comes to inclusion and accessibility in South

:06:17.:06:20.

America, especially in terms of TV coverage, where there is due to be

:06:21.:06:24.

unprecedented levels of exposure in the United States. But many will be

:06:25.:06:28.

asking tonight how they can be a funding crisis given the billions of

:06:29.:06:32.

dollars that the international Olympic Mitty generates every cycle,

:06:33.:06:35.

from sponsorship and broadcasting revenue. Many will worry that that

:06:36.:06:39.

progress which we saw in Beijing and in London 2012 would now be undone

:06:40.:06:52.

to a certain extent. In the last few moments, Team GB's women's hockey

:06:53.:06:56.

team has won gold, beating the Netherlands in a penalty shoot-out.

:06:57.:07:02.

It comes after the show jumper Nick Skelton became Britain's

:07:03.:07:04.

second-oldest Olympic gold medallist, in his seventh Games.

:07:05.:07:06.

The 58-year-old, who initially retired 16 years ago

:07:07.:07:08.

after breaking his neck in two places,

:07:09.:07:10.

claimed individual gold after a six-way jump-off.

:07:11.:07:12.

Yes, welcome to the hockey venue, where as you say, what drama we have

:07:13.:07:26.

seen in the last few minutes. Britain's women winning gold in a

:07:27.:07:30.

gripping penalty shoot-out. Earlier on, there had also been gold for

:07:31.:07:34.

Nick Skelton in the show-jumping on another memorable day for Team GB.

:07:35.:07:41.

He has had a hip replacement, knee surgery, once even a broken neck.

:07:42.:07:48.

Now he's the Olympic champion. COMMENTATOR: Here we go for gold,

:07:49.:07:53.

Nick Skelton, Great Britain... At 58, he was competing before most of

:07:54.:07:57.

his team-mates here were even born. In a six way jump-off for gold, he

:07:58.:08:04.

and his horse Big Star, who has also had injury problems, used every

:08:05.:08:08.

shred of their experience. A clear round. Could anyone match it? Well,

:08:09.:08:15.

under unbearable tension, the answer was no. With fat, Britain had its

:08:16.:08:21.

oldest Olympic champion for more than a century - proof that the best

:08:22.:08:27.

things really do come to those who wait. I'm speechless. The horse was

:08:28.:08:32.

amazing to date, and he's been really unlucky the last few days. I

:08:33.:08:36.

did it the other way around in London and it didn't pay off. So

:08:37.:08:40.

this has been done for him today and he really deserve it. Meanwhile, a

:08:41.:08:46.

mere 35 years younger, Jade Jones, known as the head hunter, and this

:08:47.:08:51.

is why... Those high-scoring head kicks propelled her to her second

:08:52.:08:58.

Olympic title. She celebrated with a dance. Others, with decibels. Back

:08:59.:09:07.

in her Welsh hometown, they could almost be heard in Rio. Another

:09:08.:09:12.

golden moment. And there could be more to come. Boxer Joe Joyce is

:09:13.:09:19.

through to his final. He proved that even super heavyweights can be light

:09:20.:09:29.

on their feet. At the hockey, though, hopes of history. Britain's

:09:30.:09:32.

women in their first Olympic final. Could it be a first gold? There was

:09:33.:09:42.

some drama, Netherlands penalty saved by Maddie Hinch. They then

:09:43.:09:47.

went ahead, fax to Lily Owsley. Could they hold onto the lead? Dutch

:09:48.:09:52.

hit back, the champions living up to their billing, with two pick five

:09:53.:09:56.

goals. Just before half-time, Britain responded, through Crista

:09:57.:10:05.

Cullen. It was breathless stuff and they could not be divided. So to a

:10:06.:10:12.

shoot out. In the British goal, Maddie Hinch was inspired. But it

:10:13.:10:18.

came down to Hollie Webb to fire Britain to gold. For Britain, the

:10:19.:10:28.

most glorious of outcomes. Yes, you sense the celebrations here are only

:10:29.:10:32.

just beginning. What an incredible night for the British fans here.

:10:33.:10:38.

This team had never reached an Olympic final before, and yet here

:10:39.:10:42.

they are, Olympic champions. A stunning performance on another

:10:43.:10:43.

quite stunning day for Team GB. Those medals have cemented Team

:10:44.:10:48.

GB's position They now have 24 golds,

:10:49.:10:50.

two ahead of China in third. Team GB is hoping to match

:10:51.:10:57.

the success of London 2012, The International Olympic committee

:10:58.:11:00.

is to open a disciplinary inquiry against the American swimmer

:11:01.:11:04.

Ryan Lochte and three colleagues,

:11:05.:11:07.

over allegations they were Police in Brazil say

:11:08.:11:13.

the Olympic gold medallist - along with team mates -

:11:14.:11:24.

lied about the robbery to cover up vandalism

:11:25.:11:26.

at a petrol station. Lochte today apologised

:11:27.:11:28.

over the incident. Onto other news now,

:11:29.:11:29.

and a three-year-old boy has died after being attacked

:11:30.:11:32.

by a dog in Essex. Dexter Neal had been playing at

:11:33.:11:34.

a house near his home in Halstead. A 29-year-old woman

:11:35.:11:37.

arrested on suspicion of allowing a dog to be

:11:38.:11:38.

dangerously out of control At 5.40 last night, the little boy

:11:39.:11:41.

was attacked by a dog. Neighbours described

:11:42.:11:49.

hearing lots of screaming. Emergency services were called,

:11:50.:11:51.

and Dexter was taken in an air ambulance to hospital,

:11:52.:11:56.

but he later died. I just heard this terrible,

:11:57.:11:58.

terrible scream, and then I just see this man pulling out this very big

:11:59.:12:04.

white dog, and I was like, And I thought, OK, I need

:12:05.:12:08.

to call the police on this. So, as I'm calling the police,

:12:09.:12:13.

I'm describing what I'm seeing, and I can see the mother coming out

:12:14.:12:18.

- I only saw it for a moment - holding this very bloody

:12:19.:12:22.

child in her arms. A 29-year-old woman who was arrested

:12:23.:12:24.

on suspicion of allowing a dog to be dangerously out of control has been

:12:25.:12:27.

questioned and released on bail. Police have confirmed

:12:28.:12:30.

it was an American bulldog, which is not on the list of banned

:12:31.:12:32.

breeds in the UK. The Government introduced

:12:33.:12:35.

the Dangerous Dogs Act almost It banned four breeds,

:12:36.:12:37.

including the pit bull terrier, and made it an offence for owners

:12:38.:12:43.

to not control a dog But latest figures suggest hospital

:12:44.:12:46.

admissions for dog bites or attacks last year were up by 6.5%

:12:47.:12:50.

on the previous 12 months, with children under ten more

:12:51.:12:55.

likely to be admitted. The local MP here says

:12:56.:12:58.

the legislation should I think the last thing we should do

:12:59.:13:00.

now is any kind of knee jerk reaction, but we do need to look

:13:01.:13:07.

at the rules around dog ownership, and also about how dogs are looked

:13:08.:13:11.

after, and particularly This is the second time

Halstead. Some abortion services

:13:28.:13:36.

carried out at Marie Stopes International Clinics in England

:13:37.:13:38.

have been suspended. An inspection by the

:13:39.:13:42.

watchdog the Care Quality Commission has raised concerns

:13:43.:13:44.

about patient safety. An estimated 250 women a week

:13:45.:13:46.

will now be sent to other providers. Our health editor,

:13:47.:13:49.

Hugh Pym, is here. What's behind all this? The

:13:50.:13:52.

regulator carried out inspections at Marie

:13:53.:14:02.

Stopes sites, unannounced inspections, and they said they had

:14:03.:14:07.

concerns about governance arrangements, particularly around

:14:08.:14:10.

consent and safeguarding and also training and competence in

:14:11.:14:14.

terminations. As a result, Marie Stopes has decided to suspend

:14:15.:14:19.

terminations for all teenagers under 18, vulnerable groups of women,

:14:20.:14:26.

under anaesthetic, and all surgical terminations at its Norwich Centre.

:14:27.:14:30.

Marie Stopes says it is working closely with the CQC to try to

:14:31.:14:35.

address these concerns and hopes to restore services in days if given

:14:36.:14:39.

the all clear, but it will affect 250 women per week. NHS England says

:14:40.:14:44.

it's working urgently to try to find alternative provision and care and

:14:45.:14:50.

they have said it's going to be an anxious time for those women

:14:51.:14:54.

affected. A confidential helpline has been set up and there are more

:14:55.:14:59.

details of that on the BBC News website.

:15:00.:15:01.

Russia has denied one of its air raids was responsible for the dazed

:15:02.:15:04.

and bloodied Syrian boy whose photograph has drawn

:15:05.:15:06.

Four year old Omran was rescued from a destroyed building in Aleppo.

:15:07.:15:10.

The Russian defence ministry says its planes operating in Syria

:15:11.:15:13.

never bombed settled areas, and suggested the attack could have

:15:14.:15:16.

The Chairman of Donald Trump's campaign for the White House has

:15:17.:15:23.

resigned just two months into the job.

:15:24.:15:26.

Paul Manafort had been accused of receiving payments in the past,

:15:27.:15:28.

to advise pro-Russian groups in Ukraine.

:15:29.:15:32.

The UN has now admitted it was involved in the outbreak

:15:33.:15:38.

of cholera in Haiti six years ago, that's killed nearly 10,000 people.

:15:39.:15:41.

Researchers say inadequately treated sewage from a peacekeeping base

:15:42.:15:43.

The UN had repeatedly denied any involvement and still insists

:15:44.:15:49.

it isn't responsible, so is immune from prosecution.

:15:50.:15:52.

So far, 800,000 people are thought to have been taken ill

:15:53.:15:57.

And more than 30 people are still dying every month.

:15:58.:16:03.

From UN headquarters in New York, here's Nick Bryant.

:16:04.:16:06.

Haiti had been free of cholera for 100 years.

:16:07.:16:09.

But the outbreak that has ripped through the Caribbean

:16:10.:16:13.

country since 2010 has killed some 10,000 people,

:16:14.:16:16.

Scientific studies have repeatedly indicated the disease was brought

:16:17.:16:21.

to the country by UN peacekeepers from Nepal, whose human waste

:16:22.:16:24.

But despite the overwhelming weight of evidence, the UN had refused

:16:25.:16:32.

In partnership with the Haitian government, the UN has been heavily

:16:33.:16:40.

engaged in cholera eradication since the 2010 outbreak.

:16:41.:16:44.

But over the past year the UN has become convinced that it

:16:45.:16:46.

needs to do much more regarding its own involvement

:16:47.:16:49.

in the initial outbreak and the suffering of those

:16:50.:16:51.

The change of heart at UN headquarters follows a confidential

:16:52.:16:57.

report that found that cholera would not have broken

:16:58.:17:00.

out but for the actions of the United Nations.

:17:01.:17:03.

The report also called its response "morally unconscionable,

:17:04.:17:05.

legally indefensible and politically self-defeating."

:17:06.:17:11.

Last night, a court in New York rejected a compensation claim

:17:12.:17:15.

brought by Haitian victims, upholding the UN's long-held

:17:16.:17:18.

position that it enjoys diplomatic immunity.

:17:19.:17:23.

So while the organisation has acknowledged its involvement

:17:24.:17:27.

in the outbreak, it still refuses to accept any legal responsibility.

:17:28.:17:33.

Lawyers acting on behalf of the victims say that's unacceptable.

:17:34.:17:37.

The UN has just been hiding behind its own immunity

:17:38.:17:41.

and that is an absolute denial of its own principles.

:17:42.:17:44.

What it needs to do now is step up and live up

:17:45.:17:47.

continued frustration at the UN's inadequate response.

:17:48.:17:54.

This has a huge impact on the Haitian people.

:17:55.:17:56.

It's something that is not indigenous to them, this

:17:57.:17:58.

is not a disease that they've seen before.

:17:59.:18:01.

It is a new threat to their livelihoods,

:18:02.:18:04.

a new threat to their health and a new threat to their economic

:18:05.:18:07.

And the UN is responsible for that, they need to take action.

:18:08.:18:11.

With dozens still dying from the disease each month,

:18:12.:18:15.

But, to many, its refusal to pay compensation is morally offensive,

:18:16.:18:22.

showing heartlessness in a time of cholera.

:18:23.:18:25.

Nick Bryant, BBC News, New York.

:18:26.:18:30.

He's the fastest man in the world, and tonight Jamaica's Usain Bolt

:18:31.:18:35.

is setting his sights on on the treble treble -

:18:36.:18:40.

three gold medals at three olympic games.

:18:41.:18:44.

It's a feat never achieved in athletics before.

:18:45.:18:51.

As his competitors gathered their composure, Bolt looked

:18:52.:18:55.

Playing to the Brazilian crowd with a smile-fuelled Samba,

:18:56.:18:59.

no man commands an audience quite like him.

:19:00.:19:03.

What history is written, what more does he have for us?

:19:04.:19:05.

The world record was his for the taking, never has a man

:19:06.:19:08.

Quiet please, Mr Bolt is about to start.

:19:09.:19:12.

At six foot five, he's a freak of nature in a sport suited

:19:13.:19:20.

for shorter, more explosive athletes.

:19:21.:19:22.

As he has been throughout his career!

:19:23.:19:27.

But still, no-one could touch him as the fastest legs

:19:28.:19:29.

in the sport carried him to a golden goodbye.

:19:30.:19:32.

But in his last 200 metre Olympic final, he couldn't hide his anguish

:19:33.:19:39.

I ran hard out of the turn, but when I came into the straight,

:19:40.:19:48.

it's like my body would not respond to me, know what I mean?

:19:49.:19:51.

It's just I'm getting older, I'm not as young and fresh.

:19:52.:19:54.

I'm excited to get the gold medal and that's the key thing.

:19:55.:19:58.

Age catches up with us all, but he still knows

:19:59.:20:01.

It doesn't matter the type of camera, they all love him.

:20:02.:20:05.

In a sport so tainted by drug cheats, Bolt proved it can

:20:06.:20:07.

If this is it, what on earth are we going to do without him?

:20:08.:20:14.

He's taken our sport to different levels.

:20:15.:20:16.

There has been some great athletes who have been

:20:17.:20:19.

known across the world, but none bigger than Usain Bolt.

:20:20.:20:23.

Well, when the relay finishes here tonight,

:20:24.:20:25.

it could mean history for Usain Bolt, but it also

:20:26.:20:28.

represents a second chance for glory for Britain's Adam Gemili.

:20:29.:20:32.

Last night, as Bolt celebrated, Gemili lay devastated on the track.

:20:33.:20:37.

The 22-year-old was beaten to bronze by just three thousandths

:20:38.:20:41.

of a second, the finish line photo showing just how agonisingly

:20:42.:20:44.

I lost my form at the end, to get so close, it's heartbreaking.
