Heightened security in New York after a bomb

:00:08.:00:10.

The motive is still unknown but the city authorities say

:00:11.:00:14.

it was an intentional act, all the casualties have now been

:00:15.:00:17.

This is a very serious incident, it's going to take a lot of careful

:00:18.:00:24.

investigation to get to the facts, to get to the truth.

:00:25.:00:29.

There's no evidence of links to international terrorism,

:00:30.:00:31.

but with world leaders heading to New York for the UN

:00:32.:00:34.

General Assembly, hundreds more police will be on the streets.

:00:35.:00:39.

A special report from Iraq on the final preparations to retake

For the last half-hour we've been aired dropping millions of these

For the last half-hour we've been air dropping millions of these

:00:53.:00:54.

propaganda leaflets, promising that victory lies ahead

:00:55.:00:56.

Less than a week to go in the Labour leadership contest and a former

:00:57.:01:01.

leader has a stark warning about the re-election

:01:02.:01:02.

A Games to remember for ParalympicsGB who'll bid

:01:03.:01:09.

Security across New York City has been stepped-up,

:01:10.:01:36.

with more police deployed to airports, and the transport

:01:37.:01:38.

network after last night's bomb attack in Manhattan.

:01:39.:01:40.

29 people were injured in the explosion, all

:01:41.:01:43.

The Governor of New York says the blast was, by its own nature,

:01:44.:01:50.

an act of terrorism, but the authorities have found no

:01:51.:01:52.

links to international groups and are as yet unclear

:01:53.:01:58.

The bomb was detonated in the early hours of this

:01:59.:02:05.

morning in the residential district of Chelsea.

:02:06.:02:07.

Our New York correspondent Nick Bryant has this report.

:02:08.:02:09.

These are the sort of scenes that New Yorkers have dreaded for years.

:02:10.:02:15.

The frightened aftermath of an explosion in the heart of Manhattan.

:02:16.:02:22.

This was the moment the bomb went off.

:02:23.:02:25.

A fireball that came with an incredibly loud bang.

:02:26.:02:29.

The aim clearly was to maximise casualties.

:02:30.:02:36.

It was close and people were running for their lives.

:02:37.:02:45.

I turned round and I saw smoke shooting up over

:02:46.:02:52.

The blast ripped through Chelsea, a fashionable neighbourhood

:02:53.:03:00.

where the bars and restaurants are always crowded at the weekend.

:03:01.:03:03.

The police released a photo of a mangled container, the possible

:03:04.:03:09.

Into the New York night rushed the emergency services

:03:10.:03:14.

Dozens were injured, though none sustained

:03:15.:03:19.

As forensics teams began to comb the scene for clues,

:03:20.:03:27.

reports started to come through that a second device had been found

:03:28.:03:30.

Well, we're just approaching 1:00am in the morning

:03:31.:03:35.

and the police have just issued an emergency alert saying

:03:36.:03:38.

that there is a suspicious package a couple of streets away

:03:39.:03:41.

and they're telling people to stay away from their windows.

:03:42.:03:46.

A pressure cooker with wires and a mobile phone attached.

:03:47.:03:50.

Similar to the home-made bombs left at the finish line

:03:51.:03:54.

at the Boston Marathon three years ago.

:03:55.:03:57.

The device was taken away by the bomb unit in a specially

:03:58.:03:59.

designed trailer so that robots could examine it.

:04:00.:04:04.

The New York authorities are saying that at this stage there is no

:04:05.:04:07.

evidence of a connection with international terrorism

:04:08.:04:09.

but the investigation is still in an early phase.

:04:10.:04:13.

We know there was a bombing but we have a lot more work to do

:04:14.:04:16.

to be able to say what kind of motivation was behind this.

:04:17.:04:20.

Was it a political motivation, personal motivation?

:04:21.:04:23.

But last night's bombing has been described as an act of terrorism

:04:24.:04:31.

A bomb exploding in New York is obviously an act of terrorism.

:04:32.:04:38.

But it is not linked to international terrorism.

:04:39.:04:40.

In other words, we find no Isis connection, etc.

:04:41.:04:46.

An extra 1000 police officers are now protecting the city,

:04:47.:04:50.

a high visibility presence at tourist sites like Times Square.

:04:51.:04:55.

September is always a time of heightened security

:04:56.:04:58.

Only last week New York remembered the most dramatic

:04:59.:05:03.

This week, world leaders gather here for the United

:05:04.:05:07.

The police are saying no group or individual has claimed

:05:08.:05:24.

responsibility. That is significant because in the midwest, and man went

:05:25.:05:28.

on and knifing spree. He knifed eight people at a shopping centre

:05:29.:05:34.

before being shot dead by police. Today, the group calling itself the

:05:35.:05:37.

Islamic State has claimed responsibility for that attack

:05:38.:05:40.

saying it was carried out by one of their supporters. They have not made

:05:41.:05:45.

such a claim for the New York bombing. The authorities are not

:05:46.:05:49.

giving any indication as to what the possible motivation might have been.

:05:50.:05:55.

Six days after the start of a fragile truce in Syria,

:05:56.:05:58.

air strikes are reported to have targeted anti-government

:05:59.:06:00.

The deal agreed by the United States and Russia is also being threatened

:06:01.:06:05.

by tensions over a US-backed strike that killed more than 60

:06:06.:06:08.

Washington says it regrets the "unintentional loss of life"

:06:09.:06:16.

and the incident has led to an astonishing war

:06:17.:06:18.

of words between diplomats at the United Nations.

:06:19.:06:20.

Our Diplomatic correspondent James Robbins reports from there.

:06:21.:06:22.

A fragile ceasefire now looks all but smashed.

:06:23.:06:25.

Under its terms, Syrian government forces are permitted

:06:26.:06:29.

to attack jihadists, including so-called Islamic State.

:06:30.:06:33.

The Syrians were not expecting the United States, also targeting

:06:34.:06:36.

IS, to bomb their ground forces by accident instead.

:06:37.:06:43.

Russia says American warplanes killed at least 60 Syrian soldiers.

:06:44.:06:45.

Washington expressed regret and called it unintentional

:06:46.:06:47.

The Syrian government called it deliberate and the war of words

:06:48.:06:53.

Russia called for an emergency session of the Security Council,

:06:54.:07:01.

even accusing the United States of colluding with jihadists.

:07:02.:07:04.

It is quite significant and frankly suspicious that the United States

:07:05.:07:08.

chose to conduct this particular air strike at this time.

:07:09.:07:11.

Why, all of a sudden, would the United States choose

:07:12.:07:16.

Russia really needs to stop the cheap point-scoring

:07:17.:07:23.

and the grandstanding and the stunts and focus on what matters,

:07:24.:07:28.

which is implementation of something that we negotiated

:07:29.:07:32.

That ceasefire deal agreed by the US and Russia went

:07:33.:07:37.

It was meant to stop air strikes by President Assad's Russian-backed

:07:38.:07:42.

It should be leading to co-ordinated air strikes by the US and Russia

:07:43.:07:49.

against UN-designated terrorists, including so-called Islamic State.

:07:50.:07:51.

The United States and Russia have been trading insults here at the UN

:07:52.:07:56.

for decades but the timing of this breakdown could hardly be worse.

:07:57.:07:59.

Just as President Obama and other world leaders start to gather

:08:00.:08:02.

here for their annual September Global Summit.

:08:03.:08:09.

So no relief for the people of Aleppo, now reported to be under

:08:10.:08:14.

Syrian air attack for the first time since the ceasefire.

:08:15.:08:18.

They were meant to benefit but all that depended on growing

:08:19.:08:22.

trust, particularly between the US and Russia,

:08:23.:08:26.

And there seems to be even less of that trust now.

:08:27.:08:30.

James Robbins, BBC News, at the United Nations in New York.

:08:31.:08:34.

Meanwhile the fight to free Iraq's second largest city from so-called

:08:35.:08:37.

Islamic State will begin within the month, according

:08:38.:08:39.

to Major General Rupert Jones, the senior British officer there.

:08:40.:08:43.

Mosul has been in the hands of IS for the last two years,

:08:44.:08:45.

and our Middle East correspondent Quentin Sommerville has been

:08:46.:08:51.

witnessing final preparations for the assault on it.

:08:52.:08:55.

The final Countdown for the Battle of Mosul is underway. And that

:08:56.:09:09.

Baghdad airport, the Iraqi air force are on a mission. Their target is

:09:10.:09:14.

Mosul, but this isn't a bombing run. The captain and his crew have flown

:09:15.:09:19.

this mission more than half a dozen times. Our mission is going to be

:09:20.:09:23.

delivering some leaflets, supporting our guys on the ground in Mosul.

:09:24.:09:31.

Telling the good people, we are coming. And that is the message

:09:32.:09:37.

being dropped from 17,000 feet. Even if it doesn't always hit its mark.

:09:38.:09:43.

For the last half an hour we have been air dropping millions of these

:09:44.:09:49.

propaganda leaflets promising that victory lies ahead for the Iraqi

:09:50.:09:54.

army in Mosul. But what is certain, the biggest battle is coming soon.

:09:55.:10:00.

The scale of the task shines brightly below. Mosul, the so-called

:10:01.:10:09.

Islamic state's Iraqi stronghold is a city of over 1 million people. It

:10:10.:10:16.

is two years since IS swept across Syria and Iraq, even threatening

:10:17.:10:20.

Baghdad. That brought back British soldiers who are helping to get

:10:21.:10:25.

ready for the attack on Mosul. Major General Rupert Jones says Iraqi

:10:26.:10:29.

forces will make the move within the month. Everything in Mosul is the

:10:30.:10:34.

final battle. It is the important battle, it is the capital of the

:10:35.:10:39.

so-called caliphate in Iraq. They are an adaptable organisation, so

:10:40.:10:43.

the question is how they adapt as they are squeezed out of the

:10:44.:10:48.

population centres. British and American troops are bringing

:10:49.:10:53.

firepower and training. But Iraqis will do the fighting and they are on

:10:54.:10:59.

a winning streak. Two years ago, it was quite different. They dropped

:11:00.:11:05.

their weapons and ran as IS advance. But now fully jet is the latest big

:11:06.:11:11.

city to be cleared of the militants. This weekend, the first families

:11:12.:11:15.

returned home here in years. This seven-year-old is one of them. For

:11:16.:11:23.

this family, it is the first time in their house since December 2013.

:11:24.:11:30.

Thank God, they didn't get in here, he tells me. But they tried twice.

:11:31.:11:35.

Everything looks like it is here, but it is covered in dirt. Other

:11:36.:11:42.

rooms were ransacked. But Phil Ujah fell early and the family fled in a

:11:43.:11:48.

rush. Much is how they left it. As bad as things worse for people here,

:11:49.:11:52.

Mosul is more than five times the size. People are being encouraged to

:11:53.:11:59.

stay in their homes for as long as possible. Here, American artillery

:12:00.:12:11.

men are targeting IS bonkers. -- bonkers. Before an Iraqi army and

:12:12.:12:16.

vans. Taking Mosul was the moment that made the Islamic State, losing

:12:17.:12:22.

it, would be the beginning of its undoing.

:12:23.:12:27.

Jeremy Corbyn has said he'd like to give ordinary party members

:12:28.:12:30.

"greater representation" if he wins his party's

:12:31.:12:33.

It's understood he's considering giving grassroots

:12:34.:12:37.

members a role in choosing the Shadow Cabinet.

:12:38.:12:38.

With the contest in its final days, Labour's former leader Lord Kinnock

:12:39.:12:41.

has told the BBC that if Mr Corbyn is re-elected, he doesn't think

:12:42.:12:44.

he'll see another Labour government in his lifetime.

:12:45.:12:47.

Our Deputy Political Editor John Pienaar reports.

:12:48.:12:51.

Jeremy Corbyn learns for sure whether he has been re-elected

:12:52.:12:59.

as Labour leader next weekend and the signs are that he will win.

:13:00.:13:02.

Urged on by the devoted army of left-wing followers who have

:13:03.:13:06.

packed into campaign rally after campaign rally.

:13:07.:13:08.

United we are very strong, united as a party, we go

:13:09.:13:12.

forward to create that decent, better society.

:13:13.:13:15.

Mr Corbyn looks unstoppable but can Labour reunite in the civil war that

:13:16.:13:22.

Hello, Owen Smith calling from the Labour Party.

:13:23.:13:29.

Owen Smith launched his leadership challenge warning Jeremy Corbyn

:13:30.:13:32.

was too divisive, too left wing, too incompetent to lead Labour,

:13:33.:13:35.

The a former leader, it is worse than the 1980s,

:13:36.:13:44.

where Neil Kinnock fought hard-left infiltrators and fractious

:13:45.:13:46.

By any stretch, this is the biggest crisis the Labour Party has faced.

:13:47.:13:56.

You believe you might not see another Labour government

:13:57.:13:59.

I'm 74 and unless things change radically and rapidly,

:14:00.:14:03.

it's very doubtful that I will see another Labour government

:14:04.:14:06.

Here in Brighton, the local labour MP, Peter Kyle is a critic

:14:07.:14:18.

of Mr Corbyn and local left-wing activists want him sacked

:14:19.:14:21.

I think we are standing absolutely on the edge of a cliff.

:14:22.:14:26.

It may be that one or other of the factions or both of us

:14:27.:14:29.

Left wingers in the town are campaigning hard

:14:30.:14:36.

for Jeremy Corbyn but as in other parts of the country,

:14:37.:14:39.

there are fears some have infiltrated the party to take

:14:40.:14:42.

control and push Labour further to the left,

:14:43.:14:44.

The local party chairman faces expulsion.

:14:45.:14:49.

He is under investigation for links to a controversial far left group.

:14:50.:14:54.

I think the Labour Party is the place where my he politics

:14:55.:14:59.

will be most effective and where my politics

:15:00.:15:02.

I don't think you should ban people because you don't like their ideas.

:15:03.:15:08.

The leaders inner circle want loyalty from Labour MPs,

:15:09.:15:15.

And as an olive branch, there is this extraordinary promise

:15:16.:15:19.

Mr Corbyn will try to polish up his act.

:15:20.:15:21.

We all have to raise our level of our game and learn lessons.

:15:22.:15:24.

I am being extremely honest here, I have had enough of politicians

:15:25.:15:27.

thinking they are God's gift to politics etc.

:15:28.:15:29.

We have made mistakes like anybody else and we are willing to learn

:15:30.:15:32.

the lessons of our own Labour Party, particularly people in this

:15:33.:15:35.

A bit of tutoring from some of the old hands?

:15:36.:15:39.

There is no sign Labour can unite here, locally or nationally,

:15:40.:15:43.

and without unity, without reaching the millions of voters the polls

:15:44.:15:46.

say have turned away, the party is facing a dark future.

:15:47.:15:49.

Broken as a force in British politics.

:15:50.:15:57.

And you can hear more on Panorama tomorrow night at 8:30pm on BBC One.

:15:58.:16:11.

India has accused Pakistan of being behind a deadly

:16:12.:16:13.

attack on an army base, in the Indian-controlled Kashmir.

:16:14.:16:16.

17 soldiers died when gunmen stormed a brigade headquarters in the early

:16:17.:16:18.

The attack came in the midst of our largest protest against Indian rule

:16:19.:16:28.

in many years. Early results in Russian

:16:29.:16:31.

parliamentary elections are pointing to victory

:16:32.:16:34.

for Vladimir Putin's ruling party. Exit polls suggest United Russia

:16:35.:16:38.

is on course to win an absolute majority in the Duma,

:16:39.:16:41.

or lower house. But there have been reports

:16:42.:16:44.

of violations in voting stations What is President Putin saying?

:16:45.:16:59.

Saying it is a good result for his party in difficult times. Election

:17:00.:17:03.

officials have said it is valid results and one of the cleanest

:17:04.:17:05.

election results in Russia for years. They looted the fact many of

:17:06.:17:11.

the polling stations were equipped with webcams, pointed at the ballot

:17:12.:17:16.

boxes so Russians can follow the voting online and in real-time. Some

:17:17.:17:20.

of those webcams have captured what appeared to be blatant violations.

:17:21.:17:26.

Including election officials stuffing the ballot boxes with

:17:27.:17:29.

ballot papers. Tonight, Russian police are investigating some of

:17:30.:17:33.

those cases. Five years ago it was by rigging which sparked

:17:34.:17:36.

anti-government protest. Vladimir Putin will be hoping this time his

:17:37.:17:41.

popularity and general apathy will mean Russians will accept the

:17:42.:17:42.

result. Great Britain have lost

:17:43.:17:48.

their defence of tennis's Davis Cup. They were beaten 3-2 by Argentina

:17:49.:17:51.

in the semi-final in Glasgow. Andy Murray had earlier battled

:17:52.:17:54.

through injury to beat Guido Pelle But despite a good start

:17:55.:17:57.

in the deciding match, Dan Evans lost to Leonardo Mayer 3-1

:17:58.:18:03.

to mean Argentina face Meanwhile Britain's Paralympians

:18:04.:18:05.

three decades on the final day of Para GB finished up 2nd

from the Paralympic Park. Yes, welcome to Rio, where, as you

:18:22.:18:43.

say, it has been some games for the British team. Their target was to

:18:44.:18:47.

beat the 120 medals they won in London 2012. They have done it in

:18:48.:18:52.

some style. Amid the celebrations, this was a day that began on a very

:18:53.:18:55.

sombre note. As fans arrive for the final

:18:56.:18:59.

day of competition the Paralympic flag and

:19:00.:19:01.

the Iranian national tribute to the death of an athlete

:19:02.:19:02.

whose death has shocked the sporting The tragedy cast a shadow over the

:19:03.:19:16.

remaining events, including the wheelchair marathon where there was

:19:17.:19:20.

more frustration for David Weir. This incident left him with a

:19:21.:19:24.

damaged chair and he leaves Rio without a medal. But such

:19:25.:19:27.

disappointment has been rare for Britain. In the final swimming

:19:28.:19:32.

events there was a third gold medal for Bethany Firth. And a silver for

:19:33.:19:38.

13-year-old Abby Kane, the youngest member of the team. They will be led

:19:39.:19:43.

into the closing ceremony by Kadeena Cox, who won titles in cycling and

:19:44.:19:49.

athletics. I was so overwhelmed. It has been such an amazing team. So

:19:50.:19:55.

many amazing performances. To be selected out of all of those, to

:19:56.:19:59.

represent them, I cannot put it into words how it made me feel. So a

:20:00.:20:09.

final chance for signings and selfies. A picture perfect den...

:20:10.:20:20.

Thank you Rio! And the perfect end. Has hosting The Games changed how

:20:21.:20:24.

disability is perceived here and has it changed the daily lives of

:20:25.:20:28.

disabled people. Carlos is a tour guide who lives in

:20:29.:20:38.

Rio. Today, he's going to try and get me to the top of his city, but

:20:39.:20:44.

it doesn't look easy. Do you do that at home? Yes. It is very simple. I

:20:45.:20:52.

last saw Carlos one year before the Paralympics game to Rio. Have you

:20:53.:20:56.

seen the change? They have started to change, but they have a long way

:20:57.:21:03.

to go. But people have woken up for this. The people of Brazil have

:21:04.:21:08.

taken to the Paralympics. Over 2 million tickets were sold, making it

:21:09.:21:13.

the most successful games outside of London. Sarah Storey. For

:21:14.:21:20.

Paralympics GB, they have had a record-breaking games, but it is

:21:21.:21:24.

more than that. People are starting to understand, it's not about this

:21:25.:21:28.

ability, it is about athletes who happen to have an impairment. I am

:21:29.:21:33.

incredibly proud to be part of something that is so enormous. But

:21:34.:21:37.

as the competition comes to an end, thoughts turn to legacy. Can the

:21:38.:21:44.

achievement of elite athletes have an impact on the daily lives of

:21:45.:21:49.

disabled people? I think we do that, through sport. We cannot rely on the

:21:50.:21:53.

sex of The Games and say, they were really successful and everyone in

:21:54.:21:59.

society will change like that. But at one change is the introduction of

:22:00.:22:04.

an accessible bus system. But in a city where only 22 of 122 train

:22:05.:22:10.

stations are fully accessible, it is still a difficult place to get

:22:11.:22:14.

around. There was never any doubt Rio's back drop would be

:22:15.:22:17.

sensational, but there was doubt as to whether the city could hold such

:22:18.:22:24.

an important sporting event. But the Carlos, it was the right decision.
