The main problem? He says we are not building enough homes. Although he | :03:51. | :03:53. | |
can't do much about that, he can look at options to reduce the risks. | :03:54. | :03:59. | |
We are vigilant about risks around the housing market, is to ensure | :04:00. | :04:02. | |
that risks aren't building up for the medium-term, in other words the | :04:03. | :04:05. | |
banks have enough capital when they underwrite these new mortgages and, | :04:06. | :04:08. | |
very importantly, that individuals can afford those mortgages over the | :04:09. | :04:16. | |
entire life of the mortgages. We don't want to build-up another big | :04:17. | :04:19. | |
debt overhang that is going to hurt individuals, but is very much going | :04:20. | :04:22. | |
to slow the economy in the medium-term. | :04:23. | :04:26. | |
Few would disagree that there is a chronic shortage of houses. Just | :04:27. | :04:29. | |
before the credit crunch, 177,000 properties were built in England. | :04:30. | :04:35. | |
Last year, the figure was 112,000, although activity is significantly | :04:36. | :04:37. | |
picking up but still nowhere near the 232,000 homes which experts | :04:38. | :04:40. | |
reckon we need to be building every year. | :04:41. | :04:48. | |
If buyers can't buy, builders won't build. Government schemes like Help | :04:49. | :04:55. | |
to Buy have boosted this market. But should this initiative now be scaled | :04:56. | :04:59. | |
back? The Government says it's open to suggestions from Mr Carney. | :05:00. | :05:05. | |
I think if he says that we need to pare back on some of the Government | :05:06. | :05:08. | |
schemes like Help to Buy, then we should do so. He is certainly right | :05:09. | :05:13. | |
when he says the big long-term problem is we simply don't build | :05:14. | :05:17. | |
enough homes in this country. The problem's here in the South | :05:18. | :05:20. | |
East, especially London, where there is no shortage of buyers for flats | :05:21. | :05:24. | |
in this expensive development. Huge demand is sending prices sky-high. | :05:25. | :05:30. | |
The big question is how to keep the housing market grounded without | :05:31. | :05:35. | |
derailing the wider recovery. It's a difficult balancing act for the Bank | :05:36. | :05:40. | |
of England. And that's made more difficult by the market itself. For | :05:41. | :05:44. | |
instance, in the first quarter of this year, prices in the capital | :05:45. | :05:47. | |
were around 20% higher than their pre-crisis levels. But in the UK as | :05:48. | :05:52. | |
a whole, prices were still roughly 2% lower. Will the banks step in to | :05:53. | :06:00. | |
cool things down? The Governor has already signalled there will be no | :06:01. | :06:03. | |
rise in interest rates this year. But it's clear he's keeping a very | :06:04. | :06:06. | |
close watch on this important market. | :06:07. | :06:14. | |
There are fears that floods which have already claimed more than 35 | :06:15. | :06:16. | |
lives and forced tens of thousands people out of their homes in the | :06:17. | :06:21. | |
Balkans could get worse. The Bosnian city of Doboy and the Serbian | :06:22. | :06:24. | |
capital Belgrade have been worst affected. From Obrenovac, just | :06:25. | :06:31. | |
