Tonight, a leaked report, details numerous problems of some schools in

:00:07.:00:14.

Birmingham, after allegations of Islamist extremism. A draft document

:00:15.:00:18.

from the education funding agency said there was inadequate governance

:00:19.:00:23.

and boys and girls were segregated in some classes. Labour says Theresa

:00:24.:00:27.

May broke the Ministerial Code in a row about how the Government should

:00:28.:00:31.

respond to Islamist extremism. Tonight, Ofsted is preparing to

:00:32.:00:36.

publish reports into 21 schools at the heart of the allegations. Also

:00:37.:00:40.

in the programme - the former head of the Army in Egypt has been sworn

:00:41.:00:47.

in as the country's new President. More sponsors voice their concerns

:00:48.:00:51.

about allegations of corruption in Qatar's bid to host the World Cup.

:00:52.:00:56.

And England's footballers touch down in Rio, ahead of the current World

:00:57.:00:58.

Cup campaign. A very good evening to you. New

:00:59.:01:21.

details have emerged a draft report into the Birmingham schools at the

:01:22.:01:25.

heart of allegations of Islamist extremism. The findings by the

:01:26.:01:30.

education funding agency concerning Park View Educational Trust say

:01:31.:01:35.

there was inadequate governance and in one schoolboys and girls were

:01:36.:01:40.

segregated. Ofsted is preparing to publish reports into 21 schools in

:01:41.:01:44.

Birmingham. Labour is accusing the Home Secretary, Theresa May, of

:01:45.:01:47.

breaking the Ministerial Code in a row surrounding the Government's

:01:48.:01:51.

response. From Birmingham our political correspondent has the

:01:52.:01:54.

story. These Birmingham schools are among

:01:55.:01:58.

those at the heart of a contentious inquiry into an alleged takeover

:01:59.:02:03.

plot by hardline Muslims. Tomorrow, Ofsted's chief inspector will give

:02:04.:02:07.

his verdict on whether there's any truth in those claims and Ofsted

:02:08.:02:12.

reports will be published. So far 21 schools have been inspected. Of

:02:13.:02:16.

those, five will be placed in special measures. One already is.

:02:17.:02:21.

There are several other investigations pending which

:02:22.:02:24.

reflects the level of concern. It is grooming and that is significant.

:02:25.:02:28.

There is a significant grooming going on in these schools, away from

:02:29.:02:33.

the ethos and the parents of these children and away from what the

:02:34.:02:35.

majority of the community is concerned about. The Ofsted report

:02:36.:02:39.

for this school has already been leaked. It found too little was

:02:40.:02:45.

being done to protect students from extremist views. They could be left

:02:46.:02:50.

vulnerable to the risks of radicalisation. The governors reject

:02:51.:02:54.

the report and say Ofsted tried to find failings. They were not there

:02:55.:02:59.

to look at how good the school was doing. They were there to fail the

:03:00.:03:05.

school. That is why myself as a governor, pupils work extremely

:03:06.:03:08.

hard. We are so angry about it. If you are going to judge us, at least

:03:09.:03:13.

for the right reason. The BBC has obtained a copy of a draft report

:03:14.:03:19.

into the school's run by the Park View Educational Trust, which has

:03:20.:03:21.

been at the centre of the allegations. It says:

:03:22.:03:38.

The trust has rejected these suggestions and question the

:03:39.:03:43.

accuracy of the report. All of this has caused a split right

:03:44.:03:48.

at the heart of Government. Two senior ministers have publicly

:03:49.:03:50.

criticised each other senior ministers have publicly

:03:51.:03:54.

they have handled the issue. It has meant a day of negative headlines.

:03:55.:03:59.

Labour wants to know about the role of Theresa May in leaking a letter,

:04:00.:04:02.

raising questions about the Education Secretary. We so far heard

:04:03.:04:07.

nothing from the Home Secretary, although it looks pretty clear she

:04:08.:04:11.

has breached the Ministerial Code by writing and authorising the

:04:12.:04:14.

publication of this letter. The Prime Minister is responsible for

:04:15.:04:18.

enforcing the Ministerial Code. He needs to act. There's been a

:04:19.:04:22.

disciplinary matter which the Prime Minister has dealt with in a firm,

:04:23.:04:26.

clear way. There'll be discipline in the Government. The main thing, as

:04:27.:04:27.

you said at the beginning the Government. The main thing, as

:04:28.:04:32.

programme, is the issue itself. It is tackling extremism in schools. On

:04:33.:04:35.

that, there's more to come. Tomorrow, following Ofsted's

:04:36.:04:38.

official view, there'll be statements in Parliament about what

:04:39.:04:42.

has happened in Birmingham and the Government's response to it. These

:04:43.:04:45.

schools and therefore this Government's response to it. These

:04:46.:04:48.

faces yet further scrutiny. And our education correspondent is

:04:49.:04:58.

with me now. What is your assessment of the findings in this draft

:04:59.:05:02.

report? We heard some of the details of this report there. There is a lot

:05:03.:05:07.

of detail there. A lot makes a lot of very interesting and to some

:05:08.:05:10.

people disturbing reading. It says, for example, at park view school,

:05:11.:05:13.

there was insufficient evidence that they were making the school

:05:14.:05:16.

attractive to all faiths. It is not a faith school. One teacher said

:05:17.:05:21.

there was an Islamic focus that went too far. There was concern about the

:05:22.:05:24.

vetting procedures for speakers coming in. One speaker known for his

:05:25.:05:30.

extremist views addressed children at the school. It is not clear what

:05:31.:05:36.

he said. In another group in the -- school in the group, staff said they

:05:37.:05:42.

were banned from discussing sexual orientation. That affected English,

:05:43.:05:49.

RE, art. The trust, as Alex said, has in the past denied claims of the

:05:50.:05:54.

nature of the sort made here. We are going to get tomorrow afternoon the

:05:55.:06:00.

reports from the other education watchdog, Ofsted and the list of

:06:01.:06:05.

recommendations to Michael Gove. I think though there'll be a furious

:06:06.:06:11.

debate about whether this amounts to extremism or radicalisation or

:06:12.:06:15.

whether it is a form of religious conservatism, withsy a challenge to

:06:16.:06:20.

liberal views, but is not political. We will get the reports out

:06:21.:06:23.

tomorrow. There's no underestimating the anger there is in some quarters

:06:24.:06:28.

in Birmingham and it may be that is not resolved tomorrow. Thank you.

:06:29.:06:35.

The former chief of the Egyptian army, Abdel Fattah el-Sisi, has been

:06:36.:06:40.

sworn in as Egypt's new President. The retired field marshal overthrew

:06:41.:06:45.

Mohamed Morsi last July and has been pursuing a crackdown against his

:06:46.:06:49.

Muslim Brotherhood party ever since. We have this report from Cairo and

:06:50.:06:53.

it does contain some flash photography. Touching down to take

:06:54.:06:57.

control. Abdel Fattah el-Sisi arrived under

:06:58.:07:00.

tight security. He has already been the target of two assassination

:07:01.:07:08.

attempts. He took the Oath of Office almost a year after ousting Egypt's

:07:09.:07:13.

first freely elected President, Mohamed Morsi.

:07:14.:07:19.

A presiding official at the swearing in said that was not a coup, it with

:07:20.:07:23.

us the will of the people. The new President has been embraced

:07:24.:07:28.

by leaders from the Middle East. He needs their cash for his crumbling

:07:29.:07:32.

economy. They need him to keep a tight grip on the Arab world's most

:07:33.:07:40.

populist nation. President Sisi said this was a

:07:41.:07:46.

unique moment in Egypt's history, the first peaceful democratic

:07:47.:07:49.

transfer of power. His election victory was flawed,

:07:50.:07:54.

according to some international observers, because of a climate of

:07:55.:08:02.

fear and repression. Down town in Tahrir Square,

:08:03.:08:06.

supporters were giving thanks for Egypt's new Pharaoh.

:08:07.:08:11.

"Sisi, you are a Lord," this woman said. "You are good and respectable.

:08:12.:08:18.

You are a symbol like the para mid-s." Supporters gathered here.

:08:19.:08:24.

They believe that Sisi can deliver stability and growth after years of

:08:25.:08:29.

turmoil. They see him as their save your. Experts -- saviour. Experts

:08:30.:08:35.

warn this could fade fast if he cannot deliver.

:08:36.:08:39.

And there are real concerns about what direction he will take.

:08:40.:08:45.

Opponents believe Egypt's latest military strongman will follow the

:08:46.:08:51.

well-trodded path of authoritarian rule.

:08:52.:08:56.

Reports from Pakistan say Karachi International Airport has come under

:08:57.:08:59.

attack. At least five people are thought to have been killed,

:09:00.:09:03.

including security staff after gunmen opened fire and threw

:09:04.:09:08.

grenades inside the old terminal building. The Army has sealed off

:09:09.:09:15.

the area. Tens of thousands of Sikhs have marched through central London

:09:16.:09:20.

to commemorate the storming of the golden temple at Amritsar, by the

:09:21.:09:25.

Indian army 30 years ago. They are demanding the deaths of Sikhs in

:09:26.:09:32.

rioting back in 1984 be recognised as genocide, saying what they say

:09:33.:09:36.

was India's failure to prevent the killings.

:09:37.:09:39.

Swords drawn and wearing the orange of what they call "the Sikh Nation,"

:09:40.:09:48.

British Sikhs marched through London. Never before have they

:09:49.:09:55.

gathered in such numbers to protest against the massacre of searchings.

:09:56.:10:00.

They are calling it India's hidden genocide and demanding justice for

:10:01.:10:04.

the thousands of Sikhs killed in 1984. The passion is unmistakable.

:10:05.:10:08.

It is a hurt, that after 30 years, will not go away.

:10:09.:10:14.

The spectacular golden temple in Amritsar is the holiest of Sikh

:10:15.:10:19.

shrines. The Indian army used force to remove the militants occupying it

:10:20.:10:24.

in days of bloody fighting. In revenge, the Prime Minister, Indira

:10:25.:10:29.

Ghandi, was assassinated by two of her Sikh bodyguards. That sparked

:10:30.:10:34.

riots, especially in Delhi, in which 3,000 Sikhs were killed.

:10:35.:10:40.

This man was 12 when he witnessed his brother's death at the hands of

:10:41.:10:45.

a mob. When they brought him out and they had an iron rod, so they, the

:10:46.:10:54.

iron was on the head and he fell down and they three or four times

:10:55.:11:00.

put the iron and he died. Sikh leaders say only a full, open

:11:01.:11:04.

enquiry will give their community a sense of closure.

:11:05.:11:10.

Women raped. Men burnt alive. How can anybody get over any of that

:11:11.:11:14.

without there being a full inquiry into this. Those perpetrators are

:11:15.:11:18.

still walking free on the streets of India today. India says its action

:11:19.:11:23.

in Amritsar was a last resort to save the country from

:11:24.:11:28.

destabilisation. British Sikhs insist the full story

:11:29.:11:37.

of 1984 has yet to be told. In Nigeria there are reports of

:11:38.:11:42.

continuing atrocities by the radical Islamist Group B oko Haram, who

:11:43.:11:48.

kidnapped 200 schoolgirls. Their fighters dominate many parts of the

:11:49.:11:53.

north-east, despite a year-long offensive by the Nigerian military T

:11:54.:12:00.

latest reported attacks are in the Gwoza Hills. 200 people have been

:12:01.:12:04.

killed in the last two weeks. Our correspondent spoke to one witness

:12:05.:12:08.

of the aftermath of an attack and sent us this report.

:12:09.:12:14.

Boko Haram on the ram paining in north-east Nigeria. For the past

:12:15.:12:21.

week they have been terrorising villages near the border. There are

:12:22.:12:25.

reports of hundreds dead. Those who could headed to these mountains.

:12:26.:12:29.

Fighters chasing and shooting them as they fled. I got through to a man

:12:30.:12:34.

who witnessed the recent attack on his village. From the mountain, he

:12:35.:12:38.

told me homes were still on fire. What happened to the dead people?

:12:39.:12:41.

Have they been buried? In shallow graves?

:12:42.:12:58.

Yes. Can you see any soldiers?

:12:59.:13:08.

Nigeria's military flying over the forest, where Boko Haram has bases.

:13:09.:13:15.

It is where more than 200 schoolgirls were initially taken

:13:16.:13:18.

after being abducted. This is what we mains of their boarding school.

:13:19.:13:25.

The girls are still missing. These days this place too is a stronghold.

:13:26.:13:30.

People get the latest information from their relatives back homes in

:13:31.:13:36.

the villages. A lot of black and white flags

:13:37.:13:41.

installed, with Arabic writing, indicating, this is our

:13:42.:13:44.

headquarters, we are in control here. Other small villages, again,

:13:45.:13:52.

around have one or two flags flying. As of now, what they believe is this

:13:53.:13:58.

place... The military say it is doing its best. The Government

:13:59.:14:02.

doesn't want to say much about the deadly attacks.

:14:03.:14:14.

Reports came in from sources. What I know is whatever is, or should be

:14:15.:14:20.

done by the Nigerian military and police and so forth is being done.

:14:21.:14:26.

It is being done. When the President ordered the military offensive, he

:14:27.:14:31.

caused shock by revealing that parts of the north-east were no longer

:14:32.:14:36.

under control of the state. A year on and fighters are still holding

:14:37.:14:43.

territory in Nigery ya as they -- Nigeria.

:14:44.:14:46.

They continue their brutal campaign of violence.

:14:47.:14:50.

An unprecedented meeting has taken place at the Vatican involving Pope

:14:51.:14:56.

Francis, Shimon Peres and the Palestinian President, Mahmoud

:14:57.:14:56.

Abbas. They came together at Palestinian President, Mahmoud

:14:57.:15:03.

for peace in the Middle East. The pope says he will not become

:15:04.:15:06.

directly involved in any negotiations, but hopes the meeting

:15:07.:15:09.

may improve the atmosphere between the two sides.

:15:10.:15:16.

Five of the football World Cup's six corporate sponsors have expressed

:15:17.:15:19.

concern about claims of corruption in awarding the 2022 tournament to

:15:20.:15:28.

Qatar. Our chief sports correspondent is in

:15:29.:15:34.

Rio for us now. How serious is this becoming for the Governing body,

:15:35.:15:39.

FIFA? Well, this feels like it could be a genuinely significant moment in

:15:40.:15:45.

this saga. FIFA is expected to earn ?1 billion from its top backers,

:15:46.:15:51.

this next World Cup cycle. When five go public with concerns over how the

:15:52.:15:54.

right to stage the World Cup in eight years' time was won, the

:15:55.:16:01.

Governing body tends to listen. Four more joined Sony, in not only

:16:02.:16:05.

expressing their concern, but also saying there has to be a thorough

:16:06.:16:11.

investigation, after the Sunday Times published further allegation

:16:12.:16:21.

of wrong doing. Qatar's former top football official

:16:22.:16:27.

stands accuses of holding deals to win the deal in eight years time.

:16:28.:16:33.

FIFA are desperate to focus on the football. This feels real now. As

:16:34.:16:38.

the top teams in the world arrive here, they are having to fend off

:16:39.:16:44.

allegations of corruption. Well, when England arrived in Rio

:16:45.:16:50.

today, the manager, Roy Hodgson, said the team spirit's was very,

:16:51.:16:56.

very good. They have under a week to acclimatise.

:16:57.:17:00.

Every four years, the routine is the same - blinking into the morning

:17:01.:17:08.

sun, the men tasked with carrying a nation's footballing hopes finally

:17:09.:17:13.

enter the World Cup. This time there is a calm about England. Despite

:17:14.:17:17.

some robust challenges in the final warm-up, they have come away from

:17:18.:17:22.

Miami's training camp with only one injury.

:17:23.:17:27.

Their manager says they are ready. The most important thing is we are

:17:28.:17:34.

here, all in one piece and our mood, our optimism has not been dented at

:17:35.:17:39.

all. Now it is talking over and playing from here. The security

:17:40.:17:42.

presence around the England team is high. The Government is clearly

:17:43.:17:45.

taking no chances. The England team are making their way to their hotel

:17:46.:17:50.

in Rio, where the FA hope it will be the perfect balance of privacy but

:17:51.:17:53.

also simulation. The military were out in force for

:17:54.:17:59.

the team's arrival, at the Royal Tulip Hotel. England fans' former

:18:00.:18:04.

reputations perhaps preceding them. For the ones who have already

:18:05.:18:08.

arrived, it was a journey worth making. The World Cup! Brazil!

:18:09.:18:13.

Couldn't think of anything better than coming out here and spending

:18:14.:18:17.

all my money. It is the dream. I wanted to go to a World Cup. As soon

:18:18.:18:22.

as I knew it was in Brazil, I whatted to do it. Play -- I had to

:18:23.:18:26.

do it. Players were quickly out on their balconies.

:18:27.:18:31.

To their left, the less glamorous part of Rio - the biggest slum,

:18:32.:18:36.

perched on the mountainside. To their right, there is this.

:18:37.:18:41.

As England aim to be good tourists, this spot will be a good place for

:18:42.:18:45.

the squad to take a stroll over the coming weeks and provide perfect

:18:46.:18:49.

thinking time for a manager who has some big decisions to make.

:18:50.:18:54.

That's it

:18:55.:18:55.
