unprecedented flooding. Mountain rescue teams on the streets of York. | :01:33. | :01:38. | |
The flooding here is the result of problems at a nearby flood barrier | :01:39. | :01:43. | |
which failed after water overwhelmed pumping equipment. Local people told | :01:44. | :01:47. | |
us they had never seen river levels so high. It is insane. I have never | :01:48. | :01:55. | |
seen it go up over the footpath, let alone on the road, and then the | :01:56. | :01:59. | |
footpath on the other side, it is insane. Despite the rescue | :02:00. | :02:04. | |
operation, many residents chose to stay put. Lots of people want to | :02:05. | :02:11. | |
stay in our houses, quite stoic it is their house. While the weather is | :02:12. | :02:16. | |
good and it is a nice, drawn fashionable warm day, it will be | :02:17. | :02:22. | |
fine. If it is dark and the power goes off then things will change | :02:23. | :02:26. | |
quite quickly. Emergency services were busy evacuating those at risk | :02:27. | :02:32. | |
after the River broke its bank in numbers of areas. Such is the scale | :02:33. | :02:37. | |
of the operation, the police requested assistance from volunteer | :02:38. | :02:41. | |
services and the army. We are dealing with a dynamic situation, as | :02:42. | :02:44. | |
we have been over the last few days. It is all about what the water does | :02:45. | :02:50. | |
and what support the Environment Agency, the police, and everyone who | :02:51. | :02:53. | |
is pulling together, it needs to get back to normality. Part of Leeds | :02:54. | :02:58. | |
city centre were also off-limits after the River breached its banks, | :02:59. | :03:03. | |
turning roads into rivers. We have decided to deploy more military | :03:04. | :03:09. | |
resources, more military personnel, to help. The emergency services have | :03:10. | :03:14. | |
done a fantastic job and continue to do so. They deserve thanks from the | :03:15. | :03:18. | |

The neighbouring River is due to peak tomorrow afternoon and he is | :04:09. | :04:13. | |
expecting a bit of a search here. Currently the river level on the | :04:14. | :04:20. | |
Ouse is at 4.9 metres and is expected to reach 5.1 metres in the | :04:21. | :04:25. | |
city centre later today. The flood defences in the city centre are | :04:26. | :04:29. | |
built to cope with a level of around 5.4 metres and that is what the by | :04:30. | :04:33. | |
mid-agency is predicting it will reach tomorrow. This city is on a | :04:34. | :04:40. | |
knife edge. If it goes over high point for, large parts of this | :04:41. | :04:44. | |
historic city could go under water. Large parts are still open for | :04:45. | :04:48. | |
business. Tourism bosses would welcome that. There are concerns | :04:49. | :04:52. | |
that the York flood defences are on edge. They must hope and wait that | :04:53. | :05:00. | |
the worst does not happen. They are preparing for every eventuality, | :05:01. | :05:03. | |
hence the major rescue operation is under way this lunchtime. | :05:04. | :05:07. | |
More than 7,000 homes are still without power across Lancashire. | :05:08. | :05:09. | |

24 hours later, water levels have automatically reduced, leaving | :05:45. | :05:48. | |
behind a disgusting, Vic, brown sludge absolutely everywhere. People | :05:49. | :05:52. | |
are now beginning to assess the damage and work out how to clean up. | :05:53. | :05:58. | |
