Several people have been killed in a bomb attack in the heart

:00:09.:00:11.

It's believed a car bomb exploded, near a park

:00:12.:00:14.

Security officials say many people have also been injured,

:00:15.:00:21.

And it appears to be a suicide bombing.

:00:22.:00:27.

The pilot who deliberately crashed a plane into the French Alps last

:00:28.:00:32.

year, was told by his doctor he needed psychiatric help

:00:33.:00:35.

for depression, two weeks before the disaster.

:00:36.:00:36.

The 14-year-old murdered after he was groomed online,

:00:37.:00:38.

Surrey Police apologise for failing to act on his mother's warnings.

:00:39.:00:41.

And Scotland's victory against France, helps England win

:00:42.:00:52.

the Six Nations, their first title in five years.

:00:53.:01:10.

There's been a huge explosion in the heart of the Turkish

:01:11.:01:14.

There are reports that many people have been killed

:01:15.:01:17.

It's thought a car bomb was detonated close to a bus,

:01:18.:01:21.

near the city's main square, setting several vehicles on fire.

:01:22.:01:25.

This is the latest in a number of bomb attacks in Turkey,

:01:26.:01:29.

and follows warnings in recent days that Ankara could be targeted.

:01:30.:01:32.

Our correspondent Jonathan Blake reports.

:01:33.:01:40.

Early evening in Ankara. Panic as emergency crews respond to an

:01:41.:01:50.

explosion in the city centre. Turkey's state broadcaster reported

:01:51.:01:53.

that the car blew up near a bus stop. Vehicles burnt out, a bus

:01:54.:01:59.

destroyed. Police sealed off the scene of the blast with many already

:02:00.:02:03.

confirmed dead at the number killed is likely to rise. The explosion

:02:04.:02:12.

happened near government buildings. Just two days ago, the US Embassy in

:02:13.:02:17.

Ankara warmed of a potential terrorist attack. -- warned. Last

:02:18.:02:24.

month 29 people died in a car bombing and a Kurdish group claimed

:02:25.:02:27.

responsibility. In October, a double suicide bombing killed more than

:02:28.:02:34.

100. The authorities are investigating this latest attack. So

:02:35.:02:37.

far no group has claimed responsibility.

:02:38.:02:42.

Our correspondent, Mark Lowen, is in Istanbul.

:02:43.:02:45.

Our just how devastating this attack has been? It looks like being a very

:02:46.:02:53.

major attack. At least 27 are ported to have been killed and around 75

:02:54.:02:59.

injured. The big question is, who carried this out? Turkey is facing

:03:00.:03:03.

multiple security threats. You heard about separate attacks in Ankara.

:03:04.:03:11.

One last month killing almost 30 people was blamed by the -- on the

:03:12.:03:18.

Turkish government. The Turkish government says they are linked.

:03:19.:03:24.

Turkey is involved in the coalition against Islamic State and is

:03:25.:03:31.

fighting a new insurgency, the PKK militant group. Just remember, until

:03:32.:03:35.

recently, Turkey was seen as the stable corner of the Middle East,

:03:36.:03:39.

the crucial ally of the West in a volatile region. Today Posner to

:03:40.:03:47.

attack -- today's tack will raise serious concerns and show how

:03:48.:03:50.

dangerous a moment the country faces.

:03:51.:03:53.

At least 12 people have been killed in a gun attack on a beach resort,

:03:54.:03:57.

and saw people running from the beach, as the armed

:03:58.:04:02.

The attack took place in the southern town

:04:03.:04:05.

of Grand Bassam, around 25 miles from the capital Abidjan,

:04:06.:04:09.

and a popular destination for foreign tourists.

:04:10.:04:11.

An eyewitness trapped in a hotel room films the confusion and terror

:04:12.:04:15.

People fleeing from the beach in search of safety.

:04:16.:04:21.

The sleepy resort of Grand Bassam has never witnessed such horror

:04:22.:04:24.

One eyewitness said the gunmen were masked.

:04:25.:04:32.

They killed a child, despite him kneeling

:04:33.:04:39.

I swear I heard them shouting, Allahu Akbar.

:04:40.:04:49.

The military are coming now, as you can see.

:04:50.:04:55.

The Government appealed for calm as heavily armed soldiers took

:04:56.:04:57.

They also helped drive people away from the

:04:58.:05:03.

scene to places where they could hide.

:05:04.:05:04.

Medical staff help those injured, including some children.

:05:05.:05:08.

On the ground, evidence of the attackers.

:05:09.:05:11.

Other images which are too graphic to show are of bloodied

:05:12.:05:14.

A BBC colleague at a different coastal

:05:15.:05:18.

resort spoke to people who had been relaxing in Grand Bassam

:05:19.:05:21.

Friends who were there at different hotels have told

:05:22.:05:27.

me they heard the shooting, they heard big bang sounds.

:05:28.:05:32.

The Army came in and swooped up quite a lot of people and put them

:05:33.:05:36.

My friend would not tell me where she was because

:05:37.:05:42.

the Army said the terrorists could be listening.

:05:43.:05:46.

Although Ivory Coast has a history of political turmoil,

:05:47.:05:48.

this looks like yet another terror attack in the western region.

:05:49.:06:04.

A government minister has said six terrorists have been neutralised. In

:06:05.:06:14.

a statement, they said the attack was on three separate hotels, all in

:06:15.:06:20.

the same resort area. It is a huge worry to the whole West African

:06:21.:06:26.

region. This part of Ivory Coast was seen to be very safe. The country

:06:27.:06:30.

has had political turmoil before but nothing like this will stop this

:06:31.:06:35.

attack follows the one in Mali and Burkina Faso, killing more than 20

:06:36.:06:42.

in each. It looks like it is another either Al-Qaeda affiliated group or

:06:43.:06:46.

a copycat group. It is very difficult for the authorities to

:06:47.:06:51.

secure these countries with fast, porous borders. It does seem as

:06:52.:06:57.

though the jihadists insecurity is spreading across the region.

:06:58.:07:01.

The German pilot who deliberately crashed an airliner

:07:02.:07:03.

into the French Alps last year killing all 150 people on board,

:07:04.:07:06.

had been told by his doctor two weeks before the tragedy,

:07:07.:07:09.

that he needed treatment in a psychiatric hospital.

:07:10.:07:11.

Andreas Lubitz who had a history of severe depression,

:07:12.:07:13.

never told airline bosses of his doctor's recommendation.

:07:14.:07:15.

The final report by French investigators into the tragedy,

:07:16.:07:17.

says there must be "clearer rules" on the lifting of patient

:07:18.:07:20.

confidentiality, if pilots show signs of psychological problems.

:07:21.:07:22.

Every life that ended here began with one locked door.

:07:23.:07:32.

The last deadly claim of privacy for a man

:07:33.:07:35.

After locking his fellow pilot out of the cockpit,

:07:36.:07:43.

Andreas Lubitz aimed the plane he was flying directly into a remote

:07:44.:07:48.

part of the French Alps, killing all 150 people on board.

:07:49.:07:55.

In the face of all that can't be changed, investigators today

:07:56.:07:58.

TRANSLATION: Our first recommendation is a balance

:07:59.:08:07.

between medical secrets, confidentiality, and public safety.

:08:08.:08:12.

We want clear rules to provide health care

:08:13.:08:14.

providers to inform the authorities when a specific patient's health

:08:15.:08:18.

is very likely to impact public safety.

:08:19.:08:23.

Andreas Lubitz had battled depression for years and had seen

:08:24.:08:26.

several psychiatric doctors in the weeks before the crash,

:08:27.:08:30.

one of whom recommended he be treated in a

:08:31.:08:34.

psychiatric hospital, information that was not passed

:08:35.:08:37.

By the time Mr Lubitz sat behind the controls a year ago,

:08:38.:08:42.

The cockpit voice recorder registered only his breathing

:08:43.:08:49.

Doors that had been strengthened in the wake of 9/11 in the wake

:08:50.:08:57.

of hijacking by passengers now proved fatal when the threat

:08:58.:09:00.

To this, investigators said there was no easy answer.

:09:01.:09:07.

Relatives of those who died have expressed their

:09:08.:09:09.

Almost everybody completely unsatisfied with the answers that

:09:10.:09:17.

Most of the people who were present didn't understand the reasons given

:09:18.:09:24.

A year ago, one young co-pilot spread pain across Europe.

:09:25.:09:37.

George Osborne has warned there will be more public spending

:09:38.:09:46.

The Chancellor says the outlook for the global economy,

:09:47.:09:50.

is more uncertain now than at any time since the financial crisis

:09:51.:09:54.

He says the Government now needs to save the equivalent of 50p

:09:55.:09:57.

Here's our Chief Political Correspondent Vicki Young.

:09:58.:10:05.

George Osborne says he is building Britain's future but some believe

:10:06.:10:08.

The economic news has been downbeat and with a referendum

:10:09.:10:15.

on whether the UK stays in the EU just months away,

:10:16.:10:17.

the Chancellor is taking a safety first approach.

:10:18.:10:21.

The world is a more uncertain place than at any time

:10:22.:10:24.

We need to act now so we don't pay later.

:10:25.:10:27.

That is why I need to find additional savings equivalent to 50p

:10:28.:10:31.

in every ?100 the Government spends by the end of the decade

:10:32.:10:34.

because we have got to live within our means to stay secure

:10:35.:10:37.

and that is the way we make Britain fit for the future.

:10:38.:10:41.

That is not a huge amount of money, suggested the Chancellor,

:10:42.:10:43.

although the Treasury confirmed it would be

:10:44.:10:45.

Mr Osborne is likely to face protests

:10:46.:10:50.

from those already affected by cuts, including hundreds of thousands

:10:51.:10:54.

of disabled people who will see their

:10:55.:10:56.

According to your own government's figures, you are saving

:10:57.:11:08.

?1.2 billion by cutting payments to disabled people.

:11:09.:11:10.

-- won't be going up as much as forecast.

:11:11.:11:26.

Controlling welfare bills is part of what you need to do

:11:27.:11:30.

if you are a secure country able to confront the problems.

:11:31.:11:32.

Tory MPs are urging the Chancellor not to raise

:11:33.:11:34.

Many want to see tax cuts for low earners and those paying

:11:35.:11:38.

There is not much room for manoeuvre.

:11:39.:11:44.

Since he last stood up back inas much as was forecast.

:11:45.:11:47.

Controlling welfare bills is part of what you need to do

:11:48.:11:51.

if you are a secure country able to confront the problems.

Tory MPs are urging the Chancellor not to raise

There was not much room for manoeuvre.

Since he last stood up back what it has more wisely.

:12:04.:12:06.

This is all about investment for the long-term, investment

:12:07.:12:08.

in schools, infrastructure and new technology.

:12:09.:12:09.

We are on the same page as the wealth creators

:12:10.:12:12.

At the end of the day, when we invest

:12:13.:12:15.

and we grow our economy, that prosperity has to be shared.

:12:16.:12:20.

George Osborne's pressing concern is to keep

:12:21.:12:22.

His Budget day message will be full of warnings about the risks

:12:23.:12:29.

It is a campaign that is dividing the Conservative Party said

:12:30.:12:33.

he will want to come up with measures, including tax cuts,

:12:34.:12:35.

to give his own side something to cheer about.

:12:36.:12:37.

The very people, of course, who will one day have quite a big

:12:38.:12:41.

say in whether he becomes Prime Minister.

:12:42.:12:50.

polls from Germany suggest the party of Angela Merkel has suffered

:12:51.:12:59.

significant losses. It is about accepting more than a million

:13:00.:13:02.

migrants in the past year. The anti all immigration alternative looks

:13:03.:13:09.

set to enter three different parliaments.

:13:10.:13:14.

Surrey Police have accepted mistakes were made, in the way they dealt

:13:15.:13:17.

with concerns raised by the mother of a 14-year-old boy,

:13:18.:13:20.

who was murdered by a man he met online.

:13:21.:13:22.

The force has now apologised unreservedly to Breck Bednar's

:13:23.:13:24.

parents and made a payment to the family, after failing

:13:25.:13:26.

to follow up warnings that the teenager was being

:13:27.:13:28.

Here's our Home Affairs Correspondent, June Kelly.

:13:29.:13:31.

Like so many teenagers, 14-year-old Brett Bednar was constantly online,

:13:32.:13:40.

talking to friends and others he had never met. It was through computer

:13:41.:13:44.

gaming that he came into contact with Lewis Danes, who was 19. He

:13:45.:13:50.

knew it Brett to his flat and stabbed him in the neck. He then

:13:51.:13:55.

made this 909 call. What has happened? My friend and I got into

:13:56.:14:05.

an altogether and and I am the only one who came out alive. Are you

:14:06.:14:10.

telling me you have killed somebody? Yes, I am. Two months before the

:14:11.:14:17.

murder, his mother contacted Surrey Police. Basic checks were not made

:14:18.:14:22.

and nothing was done. Now the force has apologised unreservedly to the

:14:23.:14:28.

family and agreed settlement. 100% I believed he would be here with us if

:14:29.:14:35.

the call handler had recognised the grooming. It's the police had

:14:36.:14:40.

checked the National computer, I 100% believed he would be here.

:14:41.:14:45.

Surrey Police said they accepted mistakes had been made and they

:14:46.:14:49.

would be working with the parents in order to enhance danger is that

:14:50.:14:52.

young people face online and ensure appropriate training is given to

:14:53.:14:56.

staff to assist in the prevention of similar crimes against children. His

:14:57.:15:02.

killer was jailed for a minimum of 25 years. His mother has set up a

:15:03.:15:06.

foundation to educate children about internet dangers.

:15:07.:15:11.

With all the sport, here's Karthi Gnanasegaram at the BBC Sport

:15:12.:15:14.

England have won rugby union's Six Nations title

:15:15.:15:18.

Scotland beat France this afternoon by 29 points to 18 which means

:15:19.:15:24.

England have an unassailable lead at the top of the table.

:15:25.:15:30.

This was Scotland's first win over France in ten years.

:15:31.:15:33.

A decade since Scotland last beat France in the Six Nations, at both

:15:34.:15:41.

Murrayfield and Twickenham they hope that record can change. If

:15:42.:15:46.

Scotland's and was to keep opponents quite early on, it lasted less than

:15:47.:15:51.

minutes. In the past, Scotland might have had no answer to this but they

:15:52.:15:58.

began to show what they could do. Five minutes from half-time, Duncan

:15:59.:16:02.

Taylor, still at school last time his team won this fixture, seized

:16:03.:16:09.

the initiative. He will score! No time yet for Vern Cotter's I to

:16:10.:16:14.

enjoy their moment. The gap was reduced to six points before the

:16:15.:16:18.

break. Scotland were not to be denied. What a finish! Born in the

:16:19.:16:27.

Netherlands, a hero for his adopted country. Celebrations inside

:16:28.:16:32.

Murrayfield but also in England. The Scotland when handing the English

:16:33.:16:33.

the Six Nations title in Edinburgh. Arsenal's attempt to win a third FA

:16:34.:16:37.

Cup trophy in a row was halted by Watford who beat them

:16:38.:16:40.

2-1 this afternoon. Watford progress to the semi-finals

:16:41.:16:42.

while the Arsenal manager, Arsene Wenger, finds himself under

:16:43.:16:44.

increasing pressure. Manchester United and West Ham

:16:45.:16:46.

will need a replay after their match Arsenal fans may feel the Premier

:16:47.:16:56.

League summit is slipping from view got up some have turned on the

:16:57.:16:59.

manager of even the carrot of another FA Cup could not win them

:17:00.:17:03.

back. History did not suggest an upset against Watford. Olivier

:17:04.:17:09.

Giroud looked to steer Arsenal onwards, almost. Watford had

:17:10.:17:13.

ambitions of their own full Sutton second half they were less shy about

:17:14.:17:18.

showing them. Arsenal will fill this ball should never have reached him.

:17:19.:17:24.

No stopping the next effort. A rocket! A screaming sucker punch.

:17:25.:17:34.

Two shots, 2-0. The response was to send on Danny Welbeck. Arsenal had

:17:35.:17:42.

not lost a game in this tournament for three years. Welbeck almost keep

:17:43.:17:48.

the run -- kept the run going. Much too late. What are heading to

:17:49.:17:52.

Wembley and Arsenal could be heading back to square one. At Old Trafford,

:17:53.:17:56.

another manager desperate to regain support. That task could soon get

:17:57.:18:01.

harder. West Ham had one of the players of the season. This is why,

:18:02.:18:08.

a stroke of perfection. With 16 minutes to save themselves, United

:18:09.:18:15.

showed urgently. The accuracy came from Martial. A season of surprises.

:18:16.:18:21.

In the Premier League second placed Tottenham are now just two points

:18:22.:18:24.

away from Leaders Leicester City after a 2-nil win over bottom

:18:25.:18:27.

Both Spurs goals were scored by Harry Kane in the space

:18:28.:18:31.

Ross County have won the Scottish League Cup

:18:32.:18:34.

Alex Schalk scored the winning goal in the 90th minute.

:18:35.:18:38.

It's the first time Ross County have won a Major trophy.

:18:39.:18:43.

And double Olympic gold medallist, Geraint Thomas, has become only

:18:44.:18:45.

the third British rider to win the Paris to Nice cycling race.
