The Prime Minister says he's puzzled and disappointed by the resignation

:00:00.:00:08.

of Iain Duncan Smith from his cabinet.

:00:09.:00:12.

The Work and Pensions Secretary stepped down

:00:13.:00:14.

last night in protest over cuts to disability benefits.

:00:15.:00:17.

Five people are killed and more than 30 injured

:00:18.:00:19.

And a controversial roller coaster reopens -

:00:20.:00:26.

less than a year after five people were seriously injured in a crash.

:00:27.:00:49.

The Prime Minister has said he is "puzzled and disappointed" by

:00:50.:00:53.

the resignation of Iain Duncan Smith from the cabinet.

:00:54.:00:57.

The Work and Pensions Secretary stepped down last night in protest

:00:58.:00:59.

over proposals to cut some disability benefits.

:01:00.:01:05.

He described them as "indefensible" in a Budget that "benefited higher

:01:06.:01:08.

He's been replaced by Stephen Crabb, who was previously the Welsh

:01:09.:01:12.

Our Political Correspondent Vicki Young reports

:01:13.:01:17.

Cheering a wage rise for low paid workers,

:01:18.:01:20.

this was a passionate Iain Duncan Smith a year ago.

:01:21.:01:23.

A rare moment when he and the Chancellor

:01:24.:01:25.

But 12 months on, plans to cut benefits for the disabled

:01:26.:01:31.

In a letter to the Prime Minister he launched a blistering attack

:01:32.:01:39.

The Prime Minister replied that he was...

:01:40.:01:55.

The budget proposals were endorsed by the

:01:56.:02:04.

whole Cabinet on Wednesday morning before the Chancellor presented them

:02:05.:02:07.

And he was obviously part of that process.

:02:08.:02:10.

These proposals came from his department.

:02:11.:02:11.

But it's been acknowledged now they need more time,

:02:12.:02:13.

The new man in charge of welfare changes

:02:14.:02:17.

is former Welsh Secretary Stephen Crabb.

:02:18.:02:19.

Brought up on a council estate by a single mother,

:02:20.:02:21.

the government hopes Labour will find it

:02:22.:02:24.

hard to accuse this minister of not understanding what it's like to be

:02:25.:02:27.

I was very sad to see Iain resign in the circumstances

:02:28.:02:38.

there's real strong unity at the heart of this government

:02:39.:02:42.

in terms of continuing our important mission

:02:43.:02:44.

We know we've got to carry on making good decisions,

:02:45.:02:47.

strong decisions, to get this country back to a situation

:02:48.:02:50.

But Mr Osborne's decisions are coming in for increasing

:02:51.:02:57.

criticism from his own side, offering tax cuts for the better off

:02:58.:03:00.

at the same time as reducing benefits for the disabled

:03:01.:03:02.

Of course, these things weaken the government,

:03:03.:03:13.

they weaken the Treasury, they weaken the impetus

:03:14.:03:15.

towards getting the deficit into balance.

:03:16.:03:17.

It's absolutely necessary the country lives within its means.

:03:18.:03:20.

It's got to be done in a way which reflects and recognises

:03:21.:03:24.

the interest of the people who are at the bottom

:03:25.:03:27.

Please join me in welcoming Vote Leave's Iain Duncan Smith!

:03:28.:03:32.

Some ministers believe the real reason

:03:33.:03:35.

behind Mr Duncan Smith's resignation is his desire to leave

:03:36.:03:37.

And by walking out now he can cause maximum damage to the Prime

:03:38.:03:43.

Minister and Chancellor, who are leading the campaign

:03:44.:03:45.

And Vicki Young is in Downing Street now.

:03:46.:03:50.

So, how damaging is this for the Government?

:03:51.:03:58.

No doubt personal animosity between George Osborne and Iain Duncan Smith

:03:59.:04:03.

has burst into the open in the most dramatic way. On one side the

:04:04.:04:06.

Chancellor sometimes suspected Mr Duncan Smith wasn't up to the job of

:04:07.:04:10.

reforming the welfare state. On the other side Duncan Smith's friends

:04:11.:04:13.

they he found the Chancellor high-handed and patronising. It's

:04:14.:04:18.

the nature of the attack. Mr Duncan Smith going for the central message

:04:19.:04:22.

of the Chancellor, accusing him of trying to balance the books, not

:04:23.:04:26.

caring about the poorest in society. Many ministers think this is all

:04:27.:04:30.

about the European Union and that Mr Duncan Smith was simply looking for

:04:31.:04:35.

an excuse to walk away. This will certainly have an impact on the

:04:36.:04:39.

unity of the Conservative Party, but also won any leadership ambitions Mr

:04:40.:04:40.

Osborne still has. Five people have been killed

:04:41.:04:44.

and more than 30 injured in a suicide bomb

:04:45.:04:46.

attack in Istanbul. It exploded in a busy

:04:47.:04:48.

shopping street and many It's the fourth suicide bombing

:04:49.:04:50.

in Turkey this year. From Istanbul, Daniel

:04:51.:04:57.

Boettcher sent this report. Saturday morning on Istanbul's most

:04:58.:05:06.

popular shopping street. Seconds after these images there is an

:05:07.:05:11.

explosion. Police swarm into the city centre. Turkey had been on high

:05:12.:05:16.

alert. There were fears this city could be a target. Today, it

:05:17.:05:23.

happened. Terrified residents running from the scene. And

:05:24.:05:28.

ambulances arriving to care for the casualties. Among those injured, at

:05:29.:05:37.

least 12 foreign nationals. TRANSLATION: This shopkeeper heard

:05:38.:05:44.

the explosion, you said he knew it was definitely a bomb.

:05:45.:05:46.

Another told me, either were expecting this, there had been

:05:47.:05:53.

rumours of an imminent attack. Police have sealed off the entire

:05:54.:05:56.

area, armed officers at every junction. These scenes are becoming

:05:57.:06:02.

all too familiar in Turkey. This attack struck at the very heart of

:06:03.:06:07.

Istanbul. Less than a week ago it was Ankara. Authorities here have

:06:08.:06:11.

been unable to put a stop to these suicide bombings and Turkey is under

:06:12.:06:16.

threat on several different fronts. Kurdish militants linked to the PKK

:06:17.:06:21.

said they carried out two car bomb attacks in Ankara in less than a

:06:22.:06:25.

month in which more than 60 people died. And so-called Islamic State

:06:26.:06:29.

were blamed for suicide bombings in the capital last October, and in

:06:30.:06:35.

Istanbul earlier this year. It isn't clear who was behind today's attack,

:06:36.:06:40.

as investigations continue, streets that would normally be bustling are

:06:41.:06:44.

almost empty. Many here are wondering where this will end.

:06:45.:06:50.

Both black box flight recorders from a passenger plane that crashed

:06:51.:06:53.

in Southern Russia this morning have been found.

:06:54.:06:55.

The Boeing 737 from Dubai circled Rostov-on-Don airport

:06:56.:06:57.

for two hours before crashing short of the runway.

:06:58.:07:01.

Local officials say near hurricane-strength winds

:07:02.:07:07.

appear to be responsible, although the airline says it's too

:07:08.:07:10.

Salah Abdeslam - the man suspected of involvement in the Paris attacks

:07:11.:07:16.

last year - has left hospital in Brussels

:07:17.:07:18.

where he was being treated for a gunshot wound.

:07:19.:07:23.

A French prosecutor claims Abdeslam told investigators he land to blow

:07:24.:07:31.

himself up at the start to France on the night of the attacks and changed

:07:32.:07:35.

his mind. France has called for his extradition.

:07:36.:07:37.

A new video has appeared online apparently showing British hostage

:07:38.:07:40.

John Cantlie - who was taken hostage by the so-called Islamic State

:07:41.:07:43.

The unverified video shows him walking near a bomb-damaged building

:07:44.:07:46.

It's the first new footage to emerge of him in a year.

:07:47.:07:53.

Alton Towers has re-opened its "Smiler" Rollercoaster -

:07:54.:07:56.

nine months after an accident which left five people seriously injured.

:07:57.:08:00.

The theme park - which is being prosecuted over the incident

:08:01.:08:03.

says it has introduced additional safety measures.

:08:04.:08:05.

Open again after nine months and hours of safety tests,

:08:06.:08:13.

Alton Towers's Smiler ride is once again

:08:14.:08:18.

This was the scene last June, five people were seriously hurt

:08:19.:08:24.

when their carriage, travelling at almost 50 miles

:08:25.:08:26.

an hour, hit an empty, stationary car.

:08:27.:08:30.

Two of the victims had to have their legs amputated.

:08:31.:08:33.

In total, 16 people were hurt, some said the ride should

:08:34.:08:35.

Alton Towers say they've carried out more than 400

:08:36.:08:44.

hours of tests and the roller-coaster has met all legal

:08:45.:08:46.

Many of those here today say they've been undeterred

:08:47.:08:51.

It was human error, so it's not the ride's

:08:52.:09:00.

I think it'll be fine now, because they will have made it a lot

:09:01.:09:05.

It was really fun, but obviously knowing what had happened put it

:09:06.:09:10.

into perspective how fast the ride does go.

:09:11.:09:12.

The company that owns Alton Towers, Merlin, are being taken to court

:09:13.:09:15.

next month by the Health and Safety Executive.

:09:16.:09:17.

And they are being prosecuted for breaching health

:09:18.:09:19.

The owners say human error was to blame for last year's

:09:20.:09:25.

accident and they've improved training and have made changes

:09:26.:09:28.

They say they've tried to learn every

:09:29.:09:31.

possible lesson to make sure this never happens again.

:09:32.:09:34.

It's the final day of the Six Nations rugby.

:09:35.:09:44.

Wales demolished Italy 67 points to 14, putting them in second place.

:09:45.:09:50.

Ireland were beating Scotland 28-20. In Paris England fans gather to see

:09:51.:09:56.

if their side can secure a grand slam for the first time since 2003.

:09:57.:10:00.

Our Sports Correspondent Katie Gornall is there.

:10:01.:10:06.

Welcome to the start to France. Just over an hour and a half until

:10:07.:10:12.

kick-off and the fans are starting to trickle in. It's taking them a

:10:13.:10:16.

while to get in because there is such a huge security presence in

:10:17.:10:19.

Paris. It's here the prize England crave the most awaits them. If they

:10:20.:10:23.

beat France here they will have the grand slam for the first time in 13

:10:24.:10:28.

years. Confirmation they've moved on from the mess of the World Cup last

:10:29.:10:32.

autumn. In recent years England have tended to fall at the final hurdle.

:10:33.:10:36.

There's a significant number of players in Eddie Jones's squad who

:10:37.:10:40.

failed in the chase for the grand slam. They arrive here with

:10:41.:10:44.

confidence, momentum, it's made them favourites against a fairly chaotic

:10:45.:10:47.

French side. They'll be desperate to get off to a good start and to

:10:48.:10:51.

confirm they are reinvented now under Eddie Jones.

:10:52.:10:53.

There's more throughout the evening on the BBC News Channel,

:10:54.:10:55.

we are back with the late news at ten past ten -
