The Government's delay over the Hinkley Point nuclear deal.

:00:09.:00:10.

A former minister claims Theresa May was concerned about

:00:11.:00:12.

With China set to provide a third of the investment,

:00:13.:00:15.

Mrs May was said to be unhappy with a "gung-ho" attitude within

:00:16.:00:21.

16 people are dead after a balloon catches fire

:00:22.:00:28.

Pregnant women are being advised to postpone non-essential trips to

:00:29.:00:31.

And the dramatic fall in the use of plastic bags in England

:00:32.:00:41.

The former Business Secretary Sir Vince Cable has said

:00:42.:01:01.

the Prime Minister Theresa May raised objections to

:01:02.:01:03.

the Hinkley Point nuclear power station during the

:01:04.:01:05.

Sir Vince said Mrs May was unhappy with what he called the "gung-ho"

:01:06.:01:12.

approach to China's involvement adopted by the then

:01:13.:01:14.

The government unexpectedly delayed signing a contract for the project,

:01:15.:01:20.

saying it will now make a decision in the autumn.

:01:21.:01:22.

Our political correspondent Iain Watson reports.

:01:23.:01:30.

Is the future of the new nuclear power station at Hinkley Point up in

:01:31.:01:37.

the air? One former Business Secretary who sat around the Cabinet

:01:38.:01:40.

table with Theresa May takes the view that she's reacting against

:01:41.:01:45.

high levels of Chinese involvement. Yes, certainly when we were in

:01:46.:01:48.

government Theresa May was quite clear that she was unhappy about the

:01:49.:01:53.

gung ho approach to Chinese investment that we had and that

:01:54.:01:56.

George Osborne in particular was promoting. And as I recall, raised

:01:57.:02:02.

objections to Hinkley at that time. I think we've got a different Prime

:02:03.:02:13.

Minister a different set of priorities. And projects of this

:02:14.:02:16.

kind will be looked at through the different filter. There could be

:02:17.:02:18.

other reasons for the delay in getting the Hinkley plant off the

:02:19.:02:21.

drawing board, the price tag and the cost we would pay for electricity,

:02:22.:02:26.

cup and league tries the going rate. The Prime Minister and her paws are

:02:27.:02:29.

opening every aspect of this up to political scrutiny. The price of

:02:30.:02:35.

electricity that will be generated, the risk to the taxpayer of the

:02:36.:02:39.

whole thing and the fact that we are handing over large areas of our

:02:40.:02:43.

energy generation to the French and the Chinese to control, I think we

:02:44.:02:48.

need some serious discussions and we will have them. Some business voices

:02:49.:02:54.

are now calling for a quick clarification that other

:02:55.:02:56.

infrastructure projects like HS2 won't be sidetracked and that Edward

:02:57.:03:02.

expansion is clearly on the radar of No 10. Ministers say they want to

:03:03.:03:08.

give it to opponents and many in government to not believe that Mrs

:03:09.:03:13.

May will move heaven and earth to make Hinkley happen. Let's go to

:03:14.:03:18.

Iain Watson in Downing Street. This prime ministerial paws, is it to

:03:19.:03:21.

allow for greater scrutiny or is there something more to it?

:03:22.:03:28.

Certainly officials in Downing Street making it clear that the

:03:29.:03:31.

Prime Minister needs time to get her head around the detail of what is a

:03:32.:03:35.

project. Baxter Mike there are concerns by some who supported the

:03:36.:03:39.

project but perhaps their hair out as well as ahead is not in it. One

:03:40.:03:44.

said to me, don't underestimate the antipathy she has towards former

:03:45.:03:48.

Chancellor George Osborne who was gung ho for Hinkley They said that

:03:49.:03:54.

if the Prime Minister tries to unravel significant Chinese

:03:55.:03:57.

involvement in the project it could raise questions about the project

:03:58.:04:02.

itself, certainly on its current timescale and scale. And then there

:04:03.:04:05.

is the other worry that simply by having this paws all the old

:04:06.:04:09.

arguments about whether we need nuclear capacity are reopened,

:04:10.:04:13.

thereby Jeremy Corbyn. I know for a fact that senior ministers he

:04:14.:04:17.

believed this was a done deal just days ago and now they believe that

:04:18.:04:20.

there's a risk that the deal is being and done right here in Downing

:04:21.:04:22.

Street. Iain Watson, thank you. It has been confirmed that 16 people

:04:23.:04:31.

have died in a hot air balloon crash in Texas. The balloon caught fire

:04:32.:04:36.

and came down in a field near Lockhart this afternoon. Robert Hall

:04:37.:04:37.

has the latest. From clear skies above the Texas

:04:38.:04:45.

plains the horror had unfolded in seconds. Such was the intensity of

:04:46.:04:49.

the explosion and fire which engulfed the balloon basket that

:04:50.:04:53.

there was little left at the crash scene. Two of the balloon's gas

:04:54.:04:59.

cylinders were still visible on the blackened pasture. Emergency

:05:00.:05:02.

services had been called by a witness who heard the initial

:05:03.:05:07.

explosion. I stepped out on the porch, I heard one pop before I

:05:08.:05:10.

stepped out the door, then I heard another pop and I'm looking to see

:05:11.:05:19.

who's shooting because it sounded like a gun going off. Then I looked

:05:20.:05:22.

up over there and the next thing I knew you saw a big fireball go up.

:05:23.:05:25.

Just praying that whoever was there got away from the thing in time. The

:05:26.:05:30.

balloon is thought to have been owned by the Heart of Texas balloon

:05:31.:05:35.

company. Last week chief pilot Skip Nicholls posted this video of one of

:05:36.:05:38.

the flights which operates seven days a week. Best panoramic shot

:05:39.:05:45.

ever. The 16 who died are believed to have been on another organised

:05:46.:05:49.

tour. Although it came down beneath power lines it is not clear whether

:05:50.:05:53.

the balloon had struck the lines or whether it had developed a problem

:05:54.:05:57.

at higher altitude. Just one of the questions to be answered by air

:05:58.:06:02.

accident investigators. It's like a crime scene, you only get one chance

:06:03.:06:06.

at its we want to do everything correctly and thanks to the

:06:07.:06:09.

Corporation of these agencies standing around me and next to me

:06:10.:06:14.

we've been able to start on the right foot. Police are still trying

:06:15.:06:18.

to establish the identities of those who died. This is the worst

:06:19.:06:22.

ballooning tragedy yet recorded and it will lead to calls for tighter

:06:23.:06:26.

regulations covering over 100 US operators. Robert Hall, BBC News.

:06:27.:06:32.

The Bank of England has insisted that major banks in the UK

:06:33.:06:35.

are resilient enough to withstand an economic downturn.

:06:36.:06:37.

It comes after the Royal Bank of Scotland and Barclays performed

:06:38.:06:39.

poorly in tests to find out how the biggest European banks would

:06:40.:06:42.

The so-called "stress-tests" were run by the European

:06:43.:06:45.

Our Business correspondent Joe Lynam has more.

:06:46.:06:51.

RBS was the bank that almost destroyed the UK banking system. We

:06:52.:06:58.

had to bail it out and even now it alongside Barclays would be left

:06:59.:07:02.

with some of the lowest levels of financial reserves if there was

:07:03.:07:06.

another major downturn. 51 of the biggest lenders in Europe to see if

:07:07.:07:09.

they would survive a major economic shock. In the case of RBS exclusion

:07:10.:07:16.

capital fell by 7.5 percentage points, the third biggest full of

:07:17.:07:20.

all banks. Yet RBS will not need to raise additional money after the

:07:21.:07:25.

tests, nor will any British bank. Having shown resilience in the face

:07:26.:07:29.

of a massive potential economic shock officials at the Bank of

:07:30.:07:32.

England will doubtless be relieved that no British banks will need any

:07:33.:07:36.

more capital. The same, though, can't be said for other countries.

:07:37.:07:41.

The stress tests only cover the largest banks. They excluded the

:07:42.:07:45.

small banks. And that is where a lot of the problems are. In Italy,

:07:46.:07:50.

possibly in Germany, and certainly in Greece and Portugal. In Greece

:07:51.:07:55.

and Portugal, they were entirely excluded from these stress tests so

:07:56.:07:59.

that's one problem. The second is that this is a big problem in Italy.

:08:00.:08:05.

We know that the oldest bank in the world, and of these stress tests,

:08:06.:08:09.

its capital would disappear entirely, would become negative. And

:08:10.:08:14.

that bank would have simply run out of money in the event of an economic

:08:15.:08:21.

shock. It had to agree to last-minute refinancing late last

:08:22.:08:24.

night in order to reassure investors and governments. Italy, it seems, is

:08:25.:08:28.

now in the same position that the UK banks were in 2008. Their debts were

:08:29.:08:34.

simply too big and they need a bailout or bail in to make sure that

:08:35.:08:38.

Europe avoids another financial crisis. Britain would not be immune

:08:39.:08:40.

from that. Joe Lynam, BBC News. Pregnant women are being advised

:08:41.:08:43.

to consider postponing non-essential travel to Florida,

:08:44.:08:45.

because of concerns about the Zika Public Health England issued

:08:46.:08:47.

the warning after four people caught the virus

:08:48.:08:51.

from mosquitoes in the Miami area. They're the first reported

:08:52.:08:53.

cases on the US mainland where sufferers have been infected

:08:54.:08:55.

by insects locally. Not for nothing is it known

:08:56.:08:57.

as the Sunshine State, Miami's beaches are a magnet

:08:58.:09:09.

for British tourists more But now pregnant

:09:10.:09:12.

women are being urged All because of mosquitoes carrying

:09:13.:09:15.

the Zika virus, which has been linked to severe brain

:09:16.:09:21.

defects in newborns. Florida has become

:09:22.:09:35.

first state in the US to confirm cases of Zika transmitted by local

:09:36.:09:38.

Previous cases here have largely been confined to people who

:09:39.:09:41.

Now Florida has become the first state to have

:09:42.:09:46.

a local transmission, likely through mosquitoes,

:09:47.:09:48.

we will continue through every source available available to

:09:49.:09:50.

to fighting the spread of Zika in our state.

:09:51.:09:53.

Experts described the

:09:54.:09:54.

risk to British holiday-makers as moderate but urged women about to

:09:55.:09:56.

They haven't advised not to go because this is a very limited

:09:57.:10:02.

outbreak and we are talking about Florida,

:10:03.:10:03.

not for the rest of the

:10:04.:10:05.

So they're going to have to speak to their travel health

:10:06.:10:09.

adviser, their GP, or the travel clinic they go to.

:10:10.:10:12.

The World Health Organisation has described the Zika

:10:13.:10:14.

virus is a global public health emergency.

:10:15.:10:15.

And whilst officials here are not expecting a widespread

:10:16.:10:19.

outbreak of the disease, they are gearing up to combat

:10:20.:10:21.

The Zika virus has particularly affected Brazil, where

:10:22.:10:29.

the Olympics get under way in just six days' time.

:10:30.:10:36.

Top stars including golf's Rory McIlroy are staying

:10:37.:10:38.

Florida has been admitted to hospital,

:10:39.:10:48.

treatment and still so much that the experts don't know,

:10:49.:10:52.

the emphasis at this stage is on caution.

Tributes have been paid to a former Royal Marine killed in a climbing

in the Mont blanc range near Chamonix on Wednesday. The

:11:09.:11:12.

22-year-old who got engaged only last month was with a friend when a

:11:13.:11:15.

large rock came away and fell on him.

:11:16.:11:17.

There's been a dramatic reduction in the use of plastic bags

:11:18.:11:20.

in England since people have been made to pay for them.

:11:21.:11:23.

Figures from retailers show that just over half a billion bags

:11:24.:11:25.

were bought in the first six months after a 5 pence

:11:26.:11:28.

charge was introduced - that's a drop of over 90%.

:11:29.:11:30.

Scenes like this may be becoming a thing of the past.

:11:31.:11:36.

Today, shoppers are more likely to bring a bag from home

:11:37.:11:39.

Since the 5p charge was introduced in England last October,

:11:40.:11:46.

the latest data from the Government shows that plastic bag

:11:47.:11:49.

Having to pay for these bags has made a big early impact.

:11:50.:11:56.

In 2014, more than 7.5 billion bags were used in England.

:11:57.:12:01.

In the six months since the charge was brought in, just over half

:12:02.:12:05.

a billion bags have been taken home by shoppers.

:12:06.:12:07.

5p is so little it doesn't make any difference at all.

:12:08.:12:12.

The 5p, you've paid your money for nothing.

:12:13.:12:16.

I still forget that we have to pay 5p for them, so,

:12:17.:12:19.

you know, when I say, "Oh, yeah, can I have a bag,

:12:20.:12:21.

I never tended to waste the bags, but I think for people who do waste

:12:22.:12:28.

There's less of them flying about in the street at the moment.

:12:29.:12:33.

England follows the trend seen around the rest of the UK.

:12:34.:12:38.

Wales, Northern Ireland and Scotland all introduced the 5p levy earlier,

:12:39.:12:41.

and saw reductions of up to 80% in single use

:12:42.:12:44.

Campaigners say this could have a big impact

:12:45.:12:52.

on the environment, especially the ocean.

:12:53.:12:54.

It is estimated that about 8 million tonnes of plastic

:12:55.:12:57.

We're hoping, obviously, that we'll see less and less plastic

:12:58.:13:01.

Every year we survey our beaches and last year we found over 5,000

:13:02.:13:08.

Now we're hoping that with the charge in place now

:13:09.:13:11.

in all the countries in the UK, we will see a decrease in the number

:13:12.:13:15.

When people do buy plastic bags, some money goes to charity,

:13:16.:13:22.

and it's estimated that ?30 million has been raised so far.

:13:23.:13:24.

The Government will now continue to track this to see if plastic bag

:13:25.:13:28.

Now with all the sport, here's Lizzie Greenwood-Hughes

:13:29.:13:36.

Catriona Matthew, the last British woman to win a major golf title,

:13:37.:13:42.
