city. And to achieve that, the bombardment from the air by Syrian | :01:14. | :01:16. | |
and Russian planes has been particularly intense. With | :01:17. | :01:20. | |
allegations that bunker-busting bombs are now being used. Today the | :01:21. | :01:26. | |
Foreign Secretary has accused the Russians of prolonging the war. | :01:27. | :01:29. | |
There is one thing the Russians respond to and that is the idea that | :01:30. | :01:35. | |
it is they who are in the dock in the court of international opinion. | :01:36. | :01:38. | |
They are guilty of protracting this war and making it far more hideous. | :01:39. | :01:43. | |
And there are still many questions about who is responsible for | :01:44. | :01:48. | |
attacking this UN aid question last Monday, which was carrying food and | :01:49. | :01:51. | |
medical supplies for thousands of civilians in urgent need of help in | :01:52. | :01:56. | |
Aleppo. Again the Foreign Secretary pointed the finger of blame at | :01:57. | :02:02. | |
Russia. We should be looking at whether or not that targeting is | :02:03. | :02:07. | |
done in the knowledge that those are wholly innocent, wholly innocent | :02:08. | :02:10. | |
civilian targets. That is a war crime. But Russia strongly denies it | :02:11. | :02:15. | |
was involved in the attack, and released this drone footage of the | :02:16. | :02:19. | |
convoy before it was hit, saying rebel forces could be seen next to | :02:20. | :02:24. | |
it and alleging they may have been responsible. The incident has | :02:25. | :02:29. | |
already led to very angry exchanges at the United Nations Security | :02:30. | :02:33. | |
Council. With the US Secretary of State pouring scorn on what he said | :02:34. | :02:37. | |
was a series of different explanations given by the Russian | :02:38. | :02:40. | |
officials. The damage to the convoy was the direct result of the cargo | :02:41. | :02:48. | |
catching fire. The trucks and the food and the medicine spontaneously | :02:49. | :02:53. | |
combusted. It is in this toxic atmosphere that members of the UN | :02:54. | :02:56. | |
Security Council will meet again this afternoon to discuss the ever | :02:57. | :03:00. | |
deepening Syrian crisis. It is a very serious accusation for | :03:01. | :03:09. | |
a British Foreign Secretary to make, to say that the Russians are guilty | :03:10. | :03:14. | |
of war crimes. It is hugely serious and the Russians will continue to | :03:15. | :03:18. | |
deny it. But it means that that whole atmosphere in this meeting | :03:19. | :03:21. | |
later today of the UN Security Council is going to be very toxic, | :03:22. | :03:26. | |
as I said in the report. At the moment it feels very difficult, it | :03:27. | :03:29. | |
is very difficult to imagine that anything can actually come out of | :03:30. | :03:33. | |
it, but of course what they'll be trying to do is trying to talk about | :03:34. | :03:37. | |
the possibility again of some kind of ceasefire. That is obviously the | :03:38. | :03:41. | |
absolutely urgent need now. It is to stop the fighting and allow aid | :03:42. | :03:45. | |

Government last week that they intend this to be the all-out | :03:49. | :03:53. | |
offensive to try and retake the whole of Aleppo. They seem to set, | :03:54. | :03:58. | |
certainly the Syrian military backed by the Russians seem to be set on a | :03:59. | :04:03. | |
clear course, to gain control of this absolutely key city of Aleppo. | :04:04. | :04:05. | |
