depended on our EU membership, what does the Secretary Of State think | :11:23. | :11:26. | |
would happen to trends in employment if we were daft enough to leave the | :11:27. | :11:32. | |
EU? I am grateful to the honourable lady about her comments on the | :11:33. | :11:35. | |
efforts the UK Government has made to attract investment and the Aston | :11:36. | :11:42. | |
Martin investment in our own constituency, I think I should be | :11:43. | :11:44. | |
underlined the comments the honourable lady made. The government | :11:45. | :11:49. | |
does not plan to leave the EU, the Prime Minister has made the case, he | :11:50. | :11:53. | |
has negotiated a strong deal and I am confident people will support | :11:54. | :12:01. | |
that when the referendum comes. With permission I will answer questions | :12:02. | :12:05. | |
three and five together. This government knows that supporting our | :12:06. | :12:09. | |
manufacturing industry is vital to the balancing the economy. Despite | :12:10. | :12:12. | |
challenging global we have seen 12,000 new mansion battling jobs | :12:13. | :12:17. | |
treated in Wales since 2010 reversing the previous decline in | :12:18. | :12:21. | |
manufacturing jobs we saw in the previous Labour government. | :12:22. | :12:28. | |
How will we benefit from the economic recovery in North Wales? By | :12:29. | :12:38. | |
honourable friend is right about the strength of recovery in Wales. Much | :12:39. | :12:42. | |
of what is innovative and exciting and good is happening in North | :12:43. | :12:47. | |
Wales. We are clear that the economy of North Wales is integrated in a | :12:48. | :12:51. | |
single economy with the north-west of England. There are opportunities | :12:52. | :12:55. | |
for people on both sides of the border to benefit from the Northern | :12:56. | :12:59. | |
powerhouse vision. I met with the council earlier this month and they | :13:00. | :13:03. | |
are calling out to be part of the northern powerhouse. Does the | :13:04. | :13:10. | |
Secretary of State agree with me that the success of the | :13:11. | :13:12. | |
manufacturing industry in Wales and the rest of the UK reflects a | :13:13. | :13:17. | |
growing global demand for our products and is further success of | :13:18. | :13:24. | |
the government's ambitious campaign? I thank him for that question, he is | :13:25. | :13:30. | |
absolutely right. There is enormous and growing global demand for | :13:31. | :13:33. | |
high-quality goods and products manufactured in Wales. We have set | :13:34. | :13:37. | |
ourselves ambitious targets for increasing the level of exports from | :13:38. | :13:42. | |
the UK. I want to see the Welsh business sharing in that export | :13:43. | :13:47. | |
surge, that is why the exporting is great road show drug will be in | :13:48. | :13:50. | |
North Wales tomorrow explaining to small businesses what export | :13:51. | :13:56. | |
opportunities lie across the world. To balance the economy is to | :13:57. | :14:02. | |
decentralise enterprise and services. Why is the government | :14:03. | :14:05. | |
closing down tax offices in rural areas of Wales and courts and the | :14:06. | :14:12. | |
impact this has on the economy? They talk decentralisation but they | :14:13. | :14:14. | |
centralise services when they have the opportunity. The honourable | :14:15. | :14:20. | |
gentleman should understand this, this government has a sacred duty to | :14:21. | :14:25. | |
take care of how taxpayers money is spent. With all of the problems we | :14:26. | :14:30. | |
were left with in 2010, the truth is we maintain a strong government | :14:31. | :14:35. | |
footprint in Wales and it is true that the growth in private-sector | :14:36. | :14:39. | |
jobs in Wales in the last five years outstrips any reductions we have | :14:40. | :14:46. | |
seen in public sector employment. There is a welcome step, will it is | :14:47. | :14:54. | |
vital they are combined with a fiscal framework that is not | :14:55. | :14:58. | |
detrimental to Wales. Given the struck -- struggles of the Scottish | :14:59. | :15:03. | |
Government, what expectations can the Welsh government have on their | :15:04. | :15:06. | |

key to the economy in Wales and the debts will be paid back before the | :15:54. | :15:59. | |
2018 prediction and there is a golden opportunity to reduce tolls | :16:00. | :16:04. | |
for businesses and motoring in Wales? My honourable friend, the | :16:05. | :16:08. | |
chairman of the select committee has been persistent and effectively | :16:09. | :16:13. | |
raising concerns about the burdens imposed on businesses in Wales and | :16:14. | :16:17. | |
the motorists by the high level of tolls on the Severn Bridge. We have | :16:18. | :16:21. | |

concession comes to an end in 2017, but if his committee members have | :16:28. | :16:30. | |
ideas on what they want to see happen, I know myself and the | :16:31. | :16:33. | |
Treasury would be keen to hear from them. Last year, the Secretary of | :16:34. | :16:42. | |
State says his work ambition was to secure growth in the Welsh economy. | :16:43. | :16:45. | |
On his watch we are seeing the loss of hundreds of jobs in the | :16:46. | :16:49. | |
strategically important steel industry. The government has been | :16:50. | :16:54. | |
painfully slow to heeding our warnings on cutting energy costs and | :16:55. | :17:01. | |
disingenuous, with EU backing given in December, how much longer worse | :17:02. | :17:06. | |
government delay the energy compensation package that the steel | :17:07. | :17:11. | |
industry in Wales desperately needs? I am really disappointed by the | :17:12. | :17:16. | |
slightly tribal and partisan tone that the shadow Secretary of State | :17:17. | :17:21. | |
adopts on this. If we wanted to talk about the record what happened to | :17:22. | :17:25. | |
steal jobs under Conservative or Labour governments, I am happy to | :17:26. | :17:29. | |
debate that. We can of that micro-talk about the decline in jobs | :17:30. | :17:32. | |
under previously both governments. I now want to deal with the global | :17:33. | :17:37. | |
storm facing the steel industry. This government has taken a lead in | :17:38. | :17:42. | |
Europe in the queue at rules and arguing for protection measures | :17:43. | :17:46. | |
against Chinese dumping and that the steel industry in Wales has the best | :17:47. | :17:52. | |
chance of a sustainable future. Government also has a key role in | :17:53. | :17:57. | |
commissioning infrastructure developments that can rebalance the | :17:58. | :18:02. | |
economy, manufacturers across Wales were gearing up in earnest to supply | :18:03. | :18:07. | |
the Swansea Bay tidal lagoon. They share my deep concern that the | :18:08. | :18:11. | |
government is now planning a lengthy review that could scupper the | :18:12. | :18:16. | |
project altogether. Can the Secretary of State give an | :18:17. | :18:19. | |
unequivocal guarantee that this vitally important project will not | :18:20. | :18:25. | |
be sidelined by his government? I do notice the shadow Secretary of State | :18:26. | :18:28. | |
did not stand up here today and welcome what we saw yesterday, Her | :18:29. | :18:33. | |
Majesty The Queen naming and opening the new Elizabeth Cross rail line, | :18:34. | :18:39. | |
which by the way uses 50,000 tonnes of steel made in Wales. She should | :18:40. | :18:45. | |

can drive growth in the steel industry as well. In terms of the | :18:51. | :18:54. | |
tidal lagoon review, the chief executive of that review has | :18:55. | :18:58. | |
welcomed the review himself. He welcomes that we are looking into | :18:59. | :19:01. | |
this and exploring all options to see if this project is financially | :19:02. | :19:09. | |
viable. We are better informed, albeit at some length. Does the | :19:10. | :19:14. | |
Minister share my view that a prime mover between rebalancing the | :19:15. | :19:18. | |
economy is the sense of fairness? Does the agreed that the action | :19:19. | :19:25. | |
taken by this government in constituencies throughout Wales is | :19:26. | :19:27. | |
about making the best use of their talents? The house in the nation | :19:28. | :19:34. | |
should have heard him and I fear they might not have adequately done | :19:35. | :19:39. | |

Treasury. Evolving air passenger duty will not help, it will damage | :20:45. | :20:50. | |
the economic viability Bristol Airport of consequential and | :20:51. | :20:54. | |
detrimental affects in the south-west. When my right honourable | :20:55. | :20:59. | |
friend the stresses that with the Chancellor, will he reflect on the | :21:00. | :21:02. | |
fact that if it had not been for making great games in the | :21:03. | :21:05. | |
south-west, there would not be a majority of the Conservative | :21:06. | :21:10. | |

competition issues in relation to Bristol Airport. Is the Secretary of | :21:28. | :21:34. | |
State aware that North Wales number local airport are Liverpool and | :21:35. | :21:39. | |
Manchester and will he pull his finger out and meet to improve | :21:40. | :21:45. | |
connectivity to Manchester Airport by rail from North Wales? Mr | :21:46. | :21:52. | |
Speaker, I am aware of the issues the honourable member for Wrexham | :21:53. | :21:56. | |
raises. I recently met with the North Wales business Council to talk | :21:57. | :22:00. | |
about the importance of a rail link from North Wales into Manchester | :22:01. | :22:03. | |
Airport. He makes an important point that we are very mindful of. Number | :22:04. | :22:12. | |
six Mr Speaker. Wales is getting back to work, 58,000 fewer working | :22:13. | :22:16. | |
household since 2010, our welfare reforms have benefited the people of | :22:17. | :22:20. | |
Wales, helping people into jobs that will provide a regular wage to | :22:21. | :22:31. | |
themselves and their families. I thank my honourable friend for that | :22:32. | :22:36. | |
answer. Does he agree with me that it is the far-reaching benefit | :22:37. | :22:40. | |
changes and reforms of the welfare state that have encouraged people to | :22:41. | :22:44. | |
get back to work and have the dignity of earning a living rather | :22:45. | :22:50. | |
than living a life on benefits? He is absolutely right, the | :22:51. | :22:52. | |
unemployment rate in Miles has fallen more than any other parts of | :22:53. | :22:56. | |
the UK in the last quarter. Welfare of form is key to that, we are | :22:57. | :23:01. | |
determined to deliver a low wealth, low tax, high wage economy. The | :23:02. | :23:11. | |
Institute for Fiscal Studies warned this month that universal credit | :23:12. | :23:14. | |
will weaken the incentives for single parents to work. What | :23:15. | :23:18. | |
assessment has the government made of ruling out -- what effect | :23:19. | :23:26. | |
universal credit will have an Wales? Welfare reform needs to be taken in | :23:27. | :23:32. | |
