powerful model, to be able to deliver improvements on AIDS, TB and | :01:58. | :02:03. | |
malaria and we want to see ht do better. It needs to focus on | :02:04. | :02:06. | |
delivering value for money but will be playing our role lobbying other | :02:07. | :02:10. | |
governments and organisations to continue supporting it. Can I | :02:11. | :02:15. | |
specifically press the Secrdtary of State on whether she accepts the | :02:16. | :02:21. | |
case of a 20% increase in contribution from the UK to the | :02:22. | :02:26. | |
global fund? That is somethhng the global fund has asked us to | :02:27. | :02:30. | |
contemplate doing. That is `lready being repeated in a number of other | :02:31. | :02:35. | |
countries. Might she also t`kes the opportunity to make a speech on the | :02:36. | :02:40. | |
continuing crisis on HIV and AIDS worldwide? That is important. | :02:41. | :02:50. | |
Following the multilateral @IDS review, we are talking about the | :02:51. | :02:54. | |
replenishment. We need other countries and other players to | :02:55. | :02:57. | |
provide support alongside the UK. It is important that we also show | :02:58. | :03:03. | |

our solidarity with the people in Istanbul who were involved hn the | :03:09. | :03:13. | |
bomb last night? The question of the cap is a bizarre, self limitation. | :03:14. | :03:20. | |
If Britain wants to give 1.2 billion to the global fund, why do we set a | :03:21. | :03:27. | |
cap that stops us doing it? It has been done to incentivise others and | :03:28. | :03:32. | |
to be clear that this band will work best if supported by a broad base of | :03:33. | :03:37. | |
donors. While we have always been key supporters of the global fund, | :03:38. | :03:40. | |
it is important that a country like the UK does not let up on | :03:41. | :03:44. | |
challenging other players, other countries, to play their roles. We | :03:45. | :03:47. | |
are a strong supporter of development can be proud of the work | :03:48. | :03:51. | |
we are doing but we want to see other countries following otr lead | :03:52. | :04:00. | |
and not lagging behind. I would first like to congratulate the | :04:01. | :04:03. | |
Secretary of State for coming out over the weekend and I look forward | :04:04. | :04:08. | |
to future exchanges across the dispatch box. The global fund to | :04:09. | :04:13. | |

for having saved over 70 million lives and treated over 30 mhllion | :05:09. | :05:14. | |
people for TB. Notwithstandhng this, donors from Canada, to Italx and | :05:15. | :05:17. | |
Japan, have increased their contributions to the fund bx over | :05:18. | :05:22. | |
20% respectively. Will the Secretary of State ensure the UK also | :05:23. | :05:29. | |
increases its contribution? We will finally announce that we ard doing | :05:30. | :05:34. | |
on the punishment before and after the multilateral aid review. We are | :05:35. | :05:38. | |
very keen to see if successful replenishment for the global fund. | :05:39. | :05:41. | |
That is something our country has aborted for a number of years. When | :05:42. | :05:46. | |
you look at the progress on malaria, TB and AIDS, it is clear we need to | :05:47. | :05:51. | |
keep our foot on the pedal hn terms of eradicating these diseasds. They | :05:52. | :05:55. | |
are holding countries back from developing. Question number two I | :05:56. | :06:03. | |
want to associate myself with the remarks about Istanbul. Over a | :06:04. | :06:11. | |
quarter of a million Burundhans have fled their country since 2005. We | :06:12. | :06:15. | |
remain very concerned about their well-being, which is why we are the | :06:16. | :06:19. | |
second largest bilateral donor to the regional refugee appeal. My | :06:20. | :06:25. | |
honourable friend will be aware of reports over recent months of | :06:26. | :06:28. | |
Burundi and refugees being followed over the border into camps `nd | :06:29. | :06:33. | |
attacked by those they have tried to flee from, often punishing remaining | :06:34. | :06:37. | |
family members or silence those with stories of abuse. What is the | :06:38. | :06:42. | |
Government doing to offer stpport to authorities and NGOs offering | :06:43. | :06:46. | |
refugee camp in Rwanda and handling and neighbouring countries to make | :06:47. | :06:51. | |
sure those fleeing people are safe? We are aware of those reports. I | :06:52. | :06:55. | |
have spoken to a number of Burundi and refugees. We have made ht very | :06:56. | :07:00. | |
clear that we expect them to protect all refugees. In round we h`ve | :07:01. | :07:07. | |
funded them to provide additional protection. In the camp will stop | :07:08. | :07:19. | |
may I also support what was said about Jo Cox. We will miss her | :07:20. | :07:24. | |
today. Could defeat all the Foreign Office come to the house with a full | :07:25. | :07:30. | |
statement on the crisis and how we can address it? I'm sure both | :07:31. | :07:35. | |
departments will listen to that carefully. We are extremely | :07:36. | :07:39. | |
concerned about the situation. The African minister and the Foreign | :07:40. | :07:42. | |
Office are in regular contact about what he is doing on the diplomatic | :07:43. | :07:46. | |
front on what we are doing hn terms of planning contingencies in the | :07:47. | :07:49. | |
case of an escalation of thd humanitarian crisis. Young people | :07:50. | :07:55. | |
from specific communities are being taken from their homes, killed, | :07:56. | :08:01. | |
tortured and then killed. Wd have a deep crisis in Burundi, president in | :08:02. | :08:09. | |

violence by many NGOs and indeed the international developer and select | :09:17. | :09:21. | |

additional ?200 million has been supplied to respond to the hmpact of | :10:21. | :10:27. | |
El Nino related climate shocks in Africa. Over 4 million people have | :10:28. | :10:35. | |
already been supported in Africa. The current drought in Africa is | :10:36. | :10:39. | |
affecting millions of peopld and is expected to continue till November | :10:40. | :10:43. | |
and passably beyond. If the rains do come, there will be a gap for | :10:44. | :10:48. | |
families across the region while we wait to see if there is anything to | :10:49. | :10:52. | |
harvest. What steps is the Government taking out to make sure | :10:53. | :10:55. | |
food and other essentials are ready to be delivered then, if it becomes | :10:56. | :10:59. | |
necessary? Tanzania can I thank the honourable | :11:00. | :11:09. | |
lady for throwing a spotlight on an underfunded and other reporters | :11:10. | :11:14. | |
humanitarian crisis. The UK has shown genuine leadership in making | :11:15. | :11:19. | |
large amount of funding avahlable, ?200 million in the last ye`r. We | :11:20. | :11:24. | |
are reviewing what more can be done and speaking to the other donors in | :11:25. | :11:28. | |
the international community to encourage them to do more and as | :11:29. | :11:34. | |
well as working with local governments such as in Ethiopia to | :11:35. | :11:37. | |
make sure they play their p`rt as well. | :11:38. | :11:44. | |
Can I congratulate DFiD for their support to Ethiopia. On a rdcent | :11:45. | :11:48. | |
visit to that country I learned of the work being carried out `nd also | :11:49. | :11:53. | |
the funding gap in the support programme. I also learned there is a | :11:54. | :11:58. | |
need for donors to be there on a long-term basis because these | :11:59. | :12:03. | |
problems will not go away. Can I ask the minister if he will redouble his | :12:04. | :12:07. | |
efforts to bring in more donor countries and make sure thex are | :12:08. | :12:12. | |
there for the medium to long-term? I can reassure my honourabld friend | :12:13. | :12:18. | |
and I thank them for as little. I should place on record our respect | :12:19. | :12:22. | |
and recognition for the work of the Ethiopian Government in makhng | :12:23. | :12:27. | |
domestic resources, $700 million, available to be part of this | :12:28. | :12:33. | |
response. In many instances charitabld | :12:34. | :12:36. | |
institutions are doing great work in trying to provide clean and | :12:37. | :12:41. | |
plentiful water supplies in sub-Saharan Africa, are logging of | :12:42. | :12:44. | |
those nations to produce food on a much greater basis. What has been | :12:45. | :12:54. | |
done to supplement our efforts to help these countries do this? We are | :12:55. | :13:00. | |
proud of our efforts with NGOs in many areas and making sure people | :13:01. | :13:05. | |
have access to clean water `nd sanitation. We have a manifdsto | :13:06. | :13:10. | |
commitments L 60 million people achieve that. A large amount of ?200 | :13:11. | :13:16. | |
million funding has been to support people access the most basic | :13:17. | :13:22. | |
services. But the minister acknowledgd climate | :13:23. | :13:25. | |
change is having a huge imp`ct on food security in the region? Can he | :13:26. | :13:30. | |
say particularly what effort his department is looking at thd issue | :13:31. | :13:35. | |
of fish stocks, which many people in the region depends upon? | :13:36. | :13:40. | |
She is quite right that we lust factor in climate change because, on | :13:41. | :13:49. | |
our assessment, there is a 75% probability of a further storm | :13:50. | :13:55. | |
following El Nino. So we must plan for the future and build anx greater | :13:56. | :14:00. | |
resilience so these countrids are better protected in the futtre. -- | :14:01. | :14:07. | |

variations, taxpayers could have the greatest possible comfort they are | :16:28. | :16:31. | |
