Houses of Parliament at 11pm. First, questions to the culture Secretary, | :00:00. | :00:00.
Karen Bradley and her team. Mr Stephen Gethin. Good morning, with | :00:00. | :00:13.
your permission applied to answer this question with question number | :00:14. | :00:16.
ten, superfast broadband is now available to over 90% of homes and | :00:17. | :00:22.
businesses in the UK, up from 45% in 2010 and is on track to reach 95% by | :00:23. | :00:27.
ten to 2017 and after that we are bringing in a service obligation in | :00:28. | :00:34.
the Digital economy Bill. Thank the Minister for his response, you will | :00:35. | :00:37.
be aware of rural community is like North East Fife communities and | :00:38. | :00:40.
small businesses in particular rely on broadband and there are concerns | :00:41. | :00:44.
the current plans do not go far enough. Are there any plans to | :00:45. | :00:48.
further extend those so we can get faster speeds in rural communities? | :00:49. | :00:53.
Yes, the plan to bring in a universal service obligation means | :00:54. | :00:56.
just that, it is about making sure to provide broadband is available to | :00:57. | :00:59.
all. If the SNP will join us in the all. If the SNP will join us in the | :01:00. | :01:03.
division lobbies supporting the Digital economy Bill as it passes | :01:04. | :01:08.
through it remaining stages in the other place then we would be very | :01:09. | :01:15.
grateful. Peter Aldous. Thank you Mr Speaker. While superfast broadband | :01:16. | :01:21.
is available across much of Waverley, the roll-out of five G can | :01:22. | :01:28.
play an important role in plugging these gaps and I would be grateful | :01:29. | :01:31.
if the minister can outline his plans to fast track this provision | :01:32. | :01:38.
and to consider some pilots. My honourable friend, it is an endless | :01:39. | :01:42.
champion of a better connectivity in Lowestoft and throughout Suffolk and | :01:43. | :01:47.
connectivity is improving, by the end of their next year there is a | :01:48. | :01:53.
license obligation to 90% of the UK landmass covered and I'm sure he | :01:54. | :01:57.
will keep fighting for his constituents to make sure they get a | :01:58. | :02:01.
better signal. The ?1 billion in the Autumn Statement will help get us | :02:02. | :02:07.
there. Access to broadband is not just an issue for oral areas but | :02:08. | :02:10.
areas like Dinnington Village which lies on the edge of my constituency | :02:11. | :02:15.
and new-build housing areas like Newcastle great Park where capacity | :02:16. | :02:19.
simply cannot keep up with demand for this vital service. How will the | :02:20. | :02:23.
Government speed up delivery to areas like those? Well, she asked a | :02:24. | :02:31.
very good question and by the 1st of January next year, less than one | :02:32. | :02:37.
month away it will be a legal climate but superfast broadband into | :02:38. | :02:41.
new housing development is, 98% of her considers it will be covered by | :02:42. | :02:45.
access to superfast broadband by the end of the programme in place and | :02:46. | :02:47.
I'm sure she will want to welcome that. Percentages don't mean much to | :02:48. | :02:54.
people who haven't got broadband and in many parts of my constituency we | :02:55. | :02:59.
just don't have it, not only is it residents but businesses and caravan | :03:00. | :03:01.
parks where people will not actually come to now if there isn't broadband | :03:02. | :03:05.
access. That is the problem. He is access. That is the problem. He is | :03:06. | :03:11.
right that is a problem and that is why the universal obligation is so | :03:12. | :03:16.
important to make sure everybody gets R-Truth to broadband and what | :03:17. | :03:20.
has happened in the last three years is this has changed from a nice to | :03:21. | :03:25.
have two must have and we are delivering to make sure people have | :03:26. | :03:32.
the connectivity they need. Number two please. The UK film industry is | :03:33. | :03:39.
a great success story contributing over ?4 billion a year to the | :03:40. | :03:43.
economy and supporting nearly 70,000 full-time jobs. Last year Government | :03:44. | :03:51.
invested ?349 through the film tax relief and almost ?70 million in | :03:52. | :03:55.
granting aid and national lottery funding through the British film | :03:56. | :04:00.
Institute. Like many of our creative industries, British film industry is | :04:01. | :04:03.
a fabulous success story so what plans has the secretary of state got | :04:04. | :04:09.
to make sure post Brexit is is still an industry to celebrate and will | :04:10. | :04:13.
she be contributing to the White Paper in February about the future | :04:14. | :04:19.
negotiations? I honourable friend is absolutely right about the success | :04:20. | :04:25.
of the UK film industry, I'm sure many members will be planning to | :04:26. | :04:28.
enjoy the new Star Wars film over Christmas, which of course was made | :04:29. | :04:34.
here in Britain. Last week I was in China and signed a co-production | :04:35. | :04:37.
treaty with China making is only the second country in the world to have | :04:38. | :04:40.
both film and TV treaties with the Chinese would is important because | :04:41. | :04:44.
this is a global industry and it is an industry that has not relied on | :04:45. | :04:50.
the 27 member states of the EU but the whole world and I want to make | :04:51. | :04:52.
sure it continues to be that success. Because I was born in the | :04:53. | :04:58.
shadow of Shepperton film studios and has a long link with the film | :04:59. | :05:02.
industry can I urge her to do something about getting more | :05:03. | :05:08.
apprentices in the film sector. Our great directors, many of our great | :05:09. | :05:13.
actors, came from leaving school at 40 or 50 and apprenticeship. Two day | :05:14. | :05:19.
we see too many bee by the top level not very creative because they've | :05:20. | :05:24.
all been to it. -- too many people. Do something about getting ordinary | :05:25. | :05:27.
people into the film industry again! I am incredibly proud of the | :05:28. | :05:30.
creativity of all our young people, no matter which school they went to | :05:31. | :05:34.
and maybe this was an audition by the honourable gentleman given his | :05:35. | :05:39.
close links with film. But he is right to identify there are issues | :05:40. | :05:42.
about apprenticeships within the film industry based on the business | :05:43. | :05:46.
model that the film industry has come a particularly the fact there | :05:47. | :05:49.
are so many freelancers and short-term contracts, we're working | :05:50. | :05:53.
with the Department for it you to make sure we get those right | :05:54. | :05:57.
apprenticeships so young people can get the skills they need to be as | :05:58. | :06:01.
excess in the global success that is the British so -- film industry. | :06:02. | :06:07.
With part of Les Miserables filmed near Kettering and pride and | :06:08. | :06:11.
prejudice thundered weekly village just outside the town, what more is | :06:12. | :06:15.
the Government doing to encourage film-makers to use historic sites in | :06:16. | :06:18.
the great British countryside for their films? I want to see the great | :06:19. | :06:25.
British countryside used the great British films and four locations and | :06:26. | :06:29.
it is fantastic to know that Kettering has been such a hotbed of | :06:30. | :06:33.
these matters. I was also very pleased that a number of films were | :06:34. | :06:38.
made in the Peak District including the Staffordshire Molins and want to | :06:39. | :06:40.
see more of them, they are very welcome. For the villain to take | :06:41. | :06:46.
place in the constituency for the honourable gentleman was deliberate | :06:47. | :06:48.
and on account of the religious effort of the honourable gentleman. | :06:49. | :06:55.
Brother Ilan's film commission has invested some 40 million into the US | :06:56. | :07:01.
keep all network -- US cable network to allow Kaymer phones to be | :07:02. | :07:06.
delivered, ?115 million has been back into the economy of Northern | :07:07. | :07:09.
Ireland as a result. It brings greater relation, what discussions | :07:10. | :07:12.
as the most had with the Northern Ireland assembly to insure the | :07:13. | :07:15.
Northern Ireland film commission can get even more business within the | :07:16. | :07:24.
UK? Game of is another fantastic example of a global franchise made | :07:25. | :07:30.
in the UK, made in Northern Ireland, it is something we are incredibly | :07:31. | :07:33.
proud of and we must make sure that there is as much support as | :07:34. | :07:37.
possible. I continue to work with colleagues across all devolved | :07:38. | :07:42.
nations to make sure those film companies understand just how | :07:43. | :07:46.
diverse a breadth of opportunities there are to come to the UK and by | :07:47. | :07:53.
that I mean the entirety of the UK. Over please Mr Speaker. The | :07:54. | :07:58.
Government takes is matters very seriously. Yesterday I co-chaired a | :07:59. | :08:02.
meeting with my honourable friend the Home Secretary with stops -- | :08:03. | :08:07.
sports bodies, law enforcement and the NSPCC to ensure that sports are | :08:08. | :08:09.
able to deal effectively with allegations of nonrecent abuse and | :08:10. | :08:14.
they have the most robust possible child protection processes in place | :08:15. | :08:19.
today. Does the Secretary of State agree with me that wealth | :08:20. | :08:22.
allegations currently under investigation which involve over 100 | :08:23. | :08:25.
clubs are truly shocking, does she agree that the vast majority of | :08:26. | :08:30.
coaches and volunteers play a crucial role in our constituencies | :08:31. | :08:35.
and there she agree it is vital we don't put off or discourage | :08:36. | :08:38.
potential volunteers who have never dreamt of betraying the trust placed | :08:39. | :08:43.
on them? I agree with my honourable friend, we want to make sure that | :08:44. | :08:47.
parents and young people have the confidence to participate in sport. | :08:48. | :08:52.
We have to know what happened and we must make sure the victims come | :08:53. | :08:55.
forward and the police have the time to carry out investigations and | :08:56. | :09:01.
there is confidence in the system. The round table I co-chaired | :09:02. | :09:06.
yesterday was an incredibly helpful one in flushing out where we can do | :09:07. | :09:10.
more because we can always do more and to give reassuring is that so | :09:11. | :09:17.
much is being done. I'm sure we are all appalled by the allegations of | :09:18. | :09:21.
the horrific abuse that have both perched the game we love so much in | :09:22. | :09:27.
recent weeks. We are aware of the helpline available for people to | :09:28. | :09:32.
phone up and relay what happened to them. As the Secretary of State has | :09:33. | :09:36.
conversations with the football bodies but what more can be done | :09:37. | :09:40.
proactively to action identify those people involved in the abusers in | :09:41. | :09:43.
the past and had contact with them and assist them in every way to come | :09:44. | :09:46.
forward with a very difficult decision to relate what happened to | :09:47. | :09:50.
them? I can confirm that had exactly those conversations with the FA, the | :09:51. | :09:55.
Premier League, the English football league and the PFA to make sure we | :09:56. | :10:01.
are identifying those people who may have been victims and are not yet | :10:02. | :10:04.
having the confidence to come forward. The Secretary of State | :10:05. | :10:09.
agree there should be a mandate to requirement for the reporting of | :10:10. | :10:14.
known or suspected abuse for everyone who works in regulated | :10:15. | :10:19.
activities, including sport? I honourable friend Willem Nel that | :10:20. | :10:22.
the Department for Education, the Home Office, have carried out a | :10:23. | :10:25.
joint consultation on mandatory reporting and I understand that the | :10:26. | :10:29.
responses are being considered just now and our response will be | :10:30. | :10:33.
forthcoming shortly. My content in these matters is -- my contempt is | :10:34. | :10:43.
reserved for the abusers and not institutions but we must reflect on | :10:44. | :10:47.
what went wrong and how to maximise robustness of safeguarding the | :10:48. | :10:50.
Pegida the house which sporting body she has met recently to have these | :10:51. | :10:54.
discussions? Not wishing to detain the house the long list but perhaps | :10:55. | :10:58.
it would be helpful if I was to write the honourable gentleman with | :10:59. | :11:01.
the full list of the bodies both myself and my honourable friend | :11:02. | :11:02.
sportsman is to have spoken to. Isn't it remarkable that the people | :11:03. | :11:13.
that are making statements are those that went to football clubs in | :11:14. | :11:20.
amongst the 92 teams in the football leagues of Britain. However, most | :11:21. | :11:25.
people like me working at the pit used to be coached at the miners | :11:26. | :11:32.
welfare. Nobody has been brought forward that was helping at the | :11:33. | :11:36.
miners welfare is all over Britain where there were 700 of them. The | :11:37. | :11:41.
truth is, it's about the money as well. When you are digging into | :11:42. | :11:48.
this, remember there is a class argument about it. It's about the | :11:49. | :11:53.
people making money and the Tories know a lot about that. I'm sorry, Mr | :11:54. | :12:00.
Speaker. Trying to bring party politics into this matter is at all | :12:01. | :12:05.
appropriate. This is a matter of vulnerable young people who have | :12:06. | :12:09.
been abused by predatory individuals in all walks of life and I think it | :12:10. | :12:14.
belittles this Housed to even suggest there is party politics | :12:15. | :12:23.
involved. You will be unsurprised to learn I have had several discussions | :12:24. | :12:28.
with the football Association on the subject, as recent as Monday I spoke | :12:29. | :12:31.
to be chairman Greg Clark was clear I wanted to see reform and the clear | :12:32. | :12:35.
mechanism for achieving this was through complying and is -- | :12:36. | :12:43.
compliance. I've always been a great admirer of the optimism of the | :12:44. | :12:46.
minister, especially when we played on the same five aside team. | :12:47. | :12:50.
Unfortunately her optimism about the future of the FA is not shared by | :12:51. | :12:54.
previous chairmen who said earlier this week that there needed to be | :12:55. | :13:01.
legislation to address the deficiencies within the | :13:02. | :13:05.
organisation. Will she gave an undertaking to this house that | :13:06. | :13:09.
before the end of April, she will come to this house either to | :13:10. | :13:13.
announce her agreement with the FA about future Government's | :13:14. | :13:16.
arrangements with proposals for legislation? On the five aside | :13:17. | :13:22.
pitch, it was never optimism, just skill. I can assure him that I take | :13:23. | :13:30.
this matter incredibly seriously. We do believe that the FA have heard | :13:31. | :13:35.
the warning from all sides of the Housed, more levels within | :13:36. | :13:38.
Parliament, that they need to reform, need to do so quickly, we | :13:39. | :13:42.
believe very strongly the incentive of removing public funding will do | :13:43. | :13:49.
that. I would be very happy to update the Housed on a progress may | :13:50. | :13:57.
make it in April. Mr Speaker, we will be making an announcement on | :13:58. | :14:00.
the future status of Channel 4 in due course. Thank you, Mr Speaker. | :14:01. | :14:06.
The Minister knows Channel 4 not only support a thriving independent | :14:07. | :14:09.
production sector through commissioning but it has proven time | :14:10. | :14:13.
and time again to be a sustainable successful business model. We know | :14:14. | :14:16.
this Government likes to great uncertainty, poverty uncertainty | :14:17. | :14:20.
away from Channel 4, its advertisers and the independent production | :14:21. | :14:23.
company the support and come to a decision on this? It has been | :14:24. | :14:29.
delayed for far too long. As he well knows, were looking at all the | :14:30. | :14:32.
options to make sure we have a strong and sustainable future for | :14:33. | :14:36.
Channel 4. I am a great supporter, it was a Conservative Government in | :14:37. | :14:40.
1980s that the Channel 4 in place and we will do what is necessary to | :14:41. | :14:45.
sustain its future. I am completely open-minded as to the ownership of | :14:46. | :14:50.
Channel 4 as long as they make sure that the programming standards are | :14:51. | :14:54.
maintained. But can I remind my right honourable friend but ITV and | :14:55. | :15:00.
Sky and many others produce a great documentaries, wonderful dramas and | :15:01. | :15:07.
the are privately owned. Of course. It's an important thing to remember. | :15:08. | :15:12.
What we're looking at is how can you have the most sustainable vibrant | :15:13. | :15:19.
future for our brilliant Channel 4? Is the Minister comfortable that | :15:20. | :15:23.
currently Channel 4 has no one from a diverse background on its board? | :15:24. | :15:27.
Can he explain the process in which he or the Secretary of State made a | :15:28. | :15:31.
decision and excluded the deputy chief executive of the arts Council | :15:32. | :15:36.
from the board? We have recently made some appointments to the | :15:37. | :15:38.
Channel 4 board and those appointments were all made on merit. | :15:39. | :15:41.
I would just like to remind the honourable gentleman that | :15:42. | :15:47.
appointments must be made on merit. I want to also give him the | :15:48. | :15:52.
statistics. Since this team has been in place in the DCM S, 24% of all | :15:53. | :15:59.
public appointments have gone to people from minority ethnic | :16:00. | :16:02.
backgrounds, 24%, far higher than the proportion in the economy. We | :16:03. | :16:08.
are passionately devoted to making sure that our great institutions are | :16:09. | :16:12.
represented by people from all backgrounds and will continue to do | :16:13. | :16:18.
that based on merit. The honourable member photog is right. Channel 4 | :16:19. | :16:22.
isn't diverse and so can the Minister make sure there aren't as | :16:23. | :16:25.
many politically correct left wingers at Channel 4 in the | :16:26. | :16:29.
interests of diversity? As he does so, can he tell us what, can you set | :16:30. | :16:38.
out Wiesner taxpayer's interest to own a left-wing broadcaster? Channel | :16:39. | :16:44.
4 appears as way and these brain cells and is not subsidised. It's | :16:45. | :16:48.
just owned by the taxpayer. With contributions like that, the | :16:49. | :16:52.
honourable member will bring great insight and entertainment to his | :16:53. | :16:56.
election to the women and equalities select committee. Thank you, Mr | :16:57. | :17:03.
Speaker. The Minister topped off merit. Channel 4 has 13 board | :17:04. | :17:09.
members, ten of them are men, all of them are white. Did the minister | :17:10. | :17:17.
explain it to the house, why he or she, at the sole black candidate, a | :17:18. | :17:22.
candidate described as outstanding buy off com? In this case there were | :17:23. | :17:27.
for vacancies and we choose the format best candidate and I will | :17:28. | :17:32.
have no truck with an argument that we should have tokenism. I support | :17:33. | :17:38.
appointment on merit and I support making sure that we reach into all | :17:39. | :17:44.
communities and the fact that this ministerial team has appointed 24% | :17:45. | :17:48.
of people from black and minority backgrounds. Were not as slow as all | :17:49. | :17:54.
that, Minister. The honourable gentleman has made that point with | :17:55. | :17:57.
force and eloquence, it doesn't give much by being repeated. I misread | :17:58. | :18:05.
the Minister's laconic attitude toward this isn't helpful at all. He | :18:06. | :18:10.
has just said that the appointments were made on merit and that had he | :18:11. | :18:14.
gone through with the recommended appointment, it would've been an | :18:15. | :18:17.
example of tokenism. That's an absolute insult to the candidate who | :18:18. | :18:23.
he well knows was perfectly well-qualified and was recommended | :18:24. | :18:27.
for appointment on merit. When are we going to get an end to this | :18:28. | :18:32.
uncertainty about Channel 4? 150 days the Secretary of State has been | :18:33. | :18:36.
ablaze, the sector are an absolute despair about the lack of decision | :18:37. | :18:41.
from the Government. When will we get an answer? The sector are going | :18:42. | :18:44.
from strength to strength and I strongly support them in doing that. | :18:45. | :18:49.
We are going to continue our support for Channel 4, and appointments | :18:50. | :18:51.
based on merit and the great British TV sector. Question six, Mr Speaker. | :18:52. | :18:58.
The Government wants to ensure the best possible deal for Britain on | :18:59. | :19:02.
leaving the EU. They greeted industries are one of the UK's | :19:03. | :19:06.
greater success stories, contributing over ?87 billion to the | :19:07. | :19:11.
economy and over ?19 billion in exports. We are working closely with | :19:12. | :19:14.
the industry to assess both the impacts and opportunities that our | :19:15. | :19:20.
department -- departed presents. I am hosting a series of round tables | :19:21. | :19:26.
on this. The ministers are I hope aware of concerns from the world's | :19:27. | :19:29.
biggest festival of the arts, Brexit and hostile immigration policies | :19:30. | :19:34.
pose a serious threat to their ongoing exit success. What is | :19:35. | :19:39.
insurance can she give Edinburgh Festival that they will remain truly | :19:40. | :19:42.
international enables Brexit Britain? I went to Edinburgh | :19:43. | :19:47.
Festival this summer and it was a fantastic experience and I love the | :19:48. | :19:50.
big signs of welcome which were very clear that this was a global | :19:51. | :19:54.
festival. The Edinburgh Festival was in existence before the UK joined | :19:55. | :19:58.
the European Union and I want to make sure that it continues going | :19:59. | :20:01.
from strength to strength in its anniversary year. Mr Speaker, last | :20:02. | :20:12.
week I visited China along with the largest cultural delegation ever to | :20:13. | :20:18.
accompany a DC MS Minister abroad. We made key partnerships with the | :20:19. | :20:21.
Chinese travel companies, Chinese television sector and the Beijing | :20:22. | :20:25.
Winter Olympics as well as announcing the forthcoming | :20:26. | :20:27.
terracotta warriors exhibition in Liverpool. The BBC royal charter has | :20:28. | :20:33.
been approved by Her Majesty and Council and printed and sealed. I | :20:34. | :20:36.
laid copies of the Royal Charter in both houses today will accompany | :20:37. | :20:43.
written statement. I hope you won't mind, Mr Speaker, if I promote the | :20:44. | :20:46.
MP for a single that I know the honourable gentleman opposite is | :20:47. | :20:50.
part of, supporting the Jo Cox campaign. I hope we all download | :20:51. | :20:53.
that single and we get to number one for Christmas. My right honourable | :20:54. | :20:59.
friend will be aware that virgin media is committed to rolling out 2 | :21:00. | :21:07.
million premises across the UK under the project Lightning, including my | :21:08. | :21:11.
constituency, helping the Minister to envision a brighter future. Can | :21:12. | :21:16.
the Minister clarify every fibre refund will be limited to areas of | :21:17. | :21:23.
market failure? My honourable friend represent a constituency that has | :21:24. | :21:27.
97% superfast coverage which I'm sure he will welcome. He is right to | :21:28. | :21:31.
highlight we announced additional funding in the Autumn Statement to | :21:32. | :21:34.
boost the UK's Digital infrastructure and will be | :21:35. | :21:37.
announcing further details for that fund in course. Happy Christmas to | :21:38. | :21:43.
you, your family and the staff of the House, Mr Speaker. In light of | :21:44. | :21:49.
the recent data security breaches, does the Secretary of State have | :21:50. | :21:51.
confidence in the operational security of the national lottery and | :21:52. | :21:59.
that Camelot is operating within its let -- regulatory obligations? The | :22:00. | :22:02.
honourable gentleman is right to highlight that we should all be very | :22:03. | :22:07.
aware and alert to our cyber security and should take advice as | :22:08. | :22:12.
issued by cyber security experts in terms of updating passwords, and so | :22:13. | :22:17.
on. I have met the national lottery and continue to work with them to | :22:18. | :22:23.
ensure the cyber secure. Give the House her absolute assurance that | :22:24. | :22:27.
Britain's national lottery is saved and will she commit to come back to | :22:28. | :22:32.
the dispatch box if there are any further revelations of security | :22:33. | :22:38.
breaches of Camelot? I repeat, I have met Camelot, working with | :22:39. | :22:41.
Camelot to make sure they are as secure as they possibly can beat and | :22:42. | :22:45.
all cyber security measures that they can. I am sure the honourable | :22:46. | :22:49.
gentleman and I will discuss these matters over the dispatch box and | :22:50. | :22:52.
wish him and you a very happy Christmas. An independent | :22:53. | :22:59.
organisation has published research which shows that over the last ten | :23:00. | :23:03.
years, just 3% of the 4000 people interviewed about the EU on the | :23:04. | :23:06.
BBC's today programme were supporters of Brexit. Even this | :23:07. | :23:11.
demonstrable bias which since the referendum has no conflated with | :23:12. | :23:16.
almost daily doom and gloom from the show's business section, how can the | :23:17. | :23:20.
licence fee payer funded BBC be held to account to deliver the impartial | :23:21. | :23:27.
news service it is -- its charter requires? I am sure my honourable | :23:28. | :23:31.
friend welcomes the laying of the Charter today, which sees a new | :23:32. | :23:35.
regular solid Tory regime that the BBC including off, having regulatory | :23:36. | :23:39.
responsibility. He will also ensure we support the Digital economy Bill, | :23:40. | :23:45.
making its passage through the other place, to ensure that regulatory | :23:46. | :23:53.
regime comes into force. BT owns a massive 42% of the UK's usable | :23:54. | :23:59.
mobile spectrum, meaning challenging companies suffer capacity | :24:00. | :24:03.
constraints. Will the Minister asked off, to include a cap considerably | :24:04. | :24:09.
below 42% in the forthcoming spectrum? Were making sure we have a | :24:10. | :24:15.
fully competitive mobile market is very important. Off, going to take a | :24:16. | :24:19.
view to make sure that continues, that is in the remit. And that we | :24:20. | :24:22.
make sure spectrum is auctioned in such a way we get the broadest | :24:23. | :24:29.
possible coverage. The National Citizen service has done a great | :24:30. | :24:33.
deal to encourage young people in north-east Lincolnshire to broaden | :24:34. | :24:37.
their horizons. What further action is the Minister taking to promote | :24:38. | :24:41.
participation in the scheme and will he commit to visit some of the | :24:42. | :24:46.
projects in Cleethorpes? I thank you for that question, he is a big | :24:47. | :24:50.
supporter of NCS and I'm aware coastal areas face significant | :24:51. | :24:54.
challenges and NCF can and does have a significant impact on health in | :24:55. | :24:59.
those areas. It is great news that there is a place on NCS for every | :25:00. | :25:04.
young person that wants one and this summer 285 young people have taken | :25:05. | :25:08.
part in north-east Lincolnshire, subject to my diary, I am very happy | :25:09. | :25:13.
to visit those schemes and his area. The Minister has said he is | :25:14. | :25:18.
considering all options on Channel 4. Does that include privatisation | :25:19. | :25:24.
and part privatisation? We are going to be setting out the plans for the | :25:25. | :25:34.
future of Channel 4 in due course. Possible justification is there for | :25:35. | :25:40.
the Government owning both BBC and Channel 4? Channel for it is not | :25:41. | :25:44.
paid for by the Government. It is owned by the Government. It was set | :25:45. | :25:47.
up in Government ownership and it pays to itself and its advertising | :25:48. | :25:50.
and delivers brilliantly within its remit. I have arranged for sport | :25:51. | :25:59.
England to attend my constituency in January to meet with local sports | :26:00. | :26:02.
clubs, many of whom are struggling to stay afloat because of the | :26:03. | :26:06.
decrease in grants and huge cuts to local authority funding. In light of | :26:07. | :26:10.
the child obesity strategy, does the Minister agree the Government should | :26:11. | :26:13.
make it a priority to engage and promote these small sports clubs? | :26:14. | :26:18.
Can I congratulate the honourable lady for this initiative and I hope | :26:19. | :26:21.
other colleagues from around the house will do something very | :26:22. | :26:25.
similar, because actually in order to get sport England funding there | :26:26. | :26:29.
is a lot of work that has to be done to go through the paperwork in doing | :26:30. | :26:32.
that. Would like to encourage all local sports clubs to do that and I | :26:33. | :26:34.
congratulate her. Customs is envisaging to Premier | :26:35. | :26:44.
players in 12 clubs and I believe in putting Matej Vydra. Would the | :26:45. | :26:47.
Mizdow Greek fans are having a right to be angry angry that people like | :26:48. | :26:53.
Captain we Rooney have dirty the magnificent game through tax | :26:54. | :26:59.
dodging? I agree those in football should protect the repetition of | :27:00. | :27:01.
football but he's asking me to comment on the matter that HMRC is | :27:02. | :27:06.
still investigating and football players, clubs and managers are | :27:07. | :27:10.
traditional deep -- deftly to others and expected to adhere to the same | :27:11. | :27:14.
principles. I welcome the Government's announcement yesterday | :27:15. | :27:16.
of a review into volunteering but can I ask the Minister to confirm | :27:17. | :27:19.
the Government will provide a full response to each of the reviews' | :27:20. | :27:26.
provincial recommendations, in particular for a legal status for | :27:27. | :27:30.
full-time volunteers? I thank you for that question and can I begin by | :27:31. | :27:34.
saying how proud I am of the fantastic work already undertaken by | :27:35. | :27:38.
NCS and the eye will campaign that is already making a dramatic | :27:39. | :27:42.
difference to young people and volunteering. Wine is to review | :27:43. | :27:45.
yesterday and we'll respond in detail to the reports findings. It | :27:46. | :27:50.
is widely acknowledged the BBC's institutionally biased in favour of | :27:51. | :27:56.
the EU, would the Secretary of State explain what BBC don't acknowledge | :27:57. | :28:03.
it in itself? Mr Speaker I repeat the answer I gave my honourable | :28:04. | :28:09.
friend earlier, the new charter does look wider impartiality, we have | :28:10. | :28:13.
Ofcom to regulate that and the new unitary board with a management | :28:14. | :28:18.
responsibility for the BBC and the NAL that you value for money. I | :28:19. | :28:22.
think that package of regulation and value for money auditing should give | :28:23. | :28:27.
the honourable gentleman the comfort he needs. Speak BBC about the role | :28:28. | :28:35.
they can play in the future of Gaelic language broadcasting | :28:36. | :28:40.
business the company spent less than a quarter of 1% on Gaelic | :28:41. | :28:42.
programming and as a result the otherwise excellent BBC Alba is left | :28:43. | :28:50.
with a 74% repeat rate. I'm sure the honourable gentleman will look on | :28:51. | :28:53.
the fact this is an 11 year settlement that will guarantee | :28:54. | :28:56.
Gaelic language broadcasting and I of course we'll be happy to discuss | :28:57. | :29:00.
that further with the BBC but I'm sure he welcomes the fact that this | :29:01. | :29:03.
is a long-term sustainable settlement. Our committee libraries | :29:04. | :29:10.
have the capability of being prices for study, multimedia use and for | :29:11. | :29:16.
acting as a real community hub. What steps is my honourable friend going | :29:17. | :29:19.
to take to encourage local authorities to develop our libraries | :29:20. | :29:24.
so they become since Cremazie hubs? Aggie for that question. Usman | :29:25. | :29:29.
community hubs. We recently published a report that highlights | :29:30. | :29:33.
that libraries are an important part of local communities and can be | :29:34. | :29:36.
greedy hubs providing a range of activities, supporting reading, | :29:37. | :29:40.
digital skills culture help implement and learning. I urge local | :29:41. | :29:44.
authorities to think innovatively and use libraries to deliver | :29:45. | :29:48.
services to their community so they are sustainable and can thrive in | :29:49. | :29:53.
future. Questions to the Secretary of State for International trade. | :29:54. | :29:58.
Greg Williams. Number one. Thank you. My department is working | :29:59. | :30:09.
globally to attract foreign firms to set up or expand their businesses in | :30:10. | :30:11.
the UK | :30:12. | :30:12. |
