Hello and welcome to Monday in Parliament, our look at the best | :00:12. | :00:14.
of the day in the Commons and the Lords. | :00:15. | :00:17.
MPs condemn the terrorist attack on a gay nightclub | :00:18. | :00:21.
And we should go out proud and margin pride, hold hands with our | :00:22. | :00:34.
loved ones, kiss them, stand up against the haters, the killers, the | :00:35. | :00:39.
bigots. That attack shows there are still those out there who want to | :00:40. | :00:43.
attack our hard-won right to peacefully coexist. | :00:44. | :00:44.
How long does it take to answer the phone? | :00:45. | :00:46.
Too long, when you're trying to contact Her Majesty's Revenue | :00:47. | :00:49.
Not only do we know that customers were criticising us for the number | :00:50. | :01:00.
of minutes they were waiting, but they were also criticising us for | :01:01. | :01:01.
the music. Don't get left behind | :01:02. | :01:02.
in the digital revolution. A peer says we've got to sharpen | :01:03. | :01:05.
up our high-tech skills. I believe that universal literacy in | :01:06. | :01:15.
digital things will be as important as basic literacy was in the | :01:16. | :01:17.
industrial revolution. It's been called the worst mass | :01:18. | :01:21.
shooting in recent US history. An American-born man who pledged | :01:22. | :01:25.
allegiance to so-called Islamic State killed 49 people | :01:26. | :01:27.
when he opened fire at a gay nightclub in Orlando, Florida, | :01:28. | :01:30.
in the early hours of Sunday The gunman was then himself killed | :01:31. | :01:32.
during a shootout with police as they broke into the club to | :01:33. | :01:36.
rescue 30 people being held hostage. President Obama described it | :01:37. | :01:40.
as an act of home-grown extremism, but said the gunman was inspired | :01:41. | :01:45.
by information on the internet. A minute's silence for the victims | :01:46. | :01:47.
was held in the Commons. The attacks in Orlando | :01:48. | :01:55.
on Saturday night were utterly evil and the government | :01:56. | :02:16.
condemns them completely. At least 49 people were murdered | :02:17. | :02:18.
and a further 53 people injured, These people were enjoying a night | :02:19. | :02:22.
out when the attacks took place. Our hearts go out to them, | :02:23. | :02:28.
their families and their friends. This is the deadliest mass shooting | :02:29. | :02:32.
in US history. It was an outrage committed | :02:33. | :02:36.
to spread fear and born It is clear that such an attack | :02:37. | :02:39.
has its roots in a twisted ideology which counts homophobia | :02:40. | :02:44.
as a cornerstone of This was not just an act of terror, | :02:45. | :02:47.
but an act of homophobic hatred. And I want to make clear to all LGBT | :02:48. | :02:54.
people in Britain and around the world, that we will not tolerate | :02:55. | :02:57.
such bigotry and violence. She has acknowledged quite rightly | :02:58. | :03:03.
that homophobia, trans-phobia and hate appear to have played | :03:04. | :03:07.
a key part in this attack So can I ask that she will be | :03:08. | :03:10.
looking carefully at the threats from all sources to our own | :03:11. | :03:16.
communities and that, Mr Speaker, not least due to the increase | :03:17. | :03:19.
in hate crimes in this country in 2014/15, 5597 hate | :03:20. | :03:26.
crimes against people because of their sexual orientation | :03:27. | :03:28.
and 605 against people Every bit of hate we chip away | :03:29. | :03:30.
and replace with love is helping So we must never forget that love | :03:31. | :03:35.
wins, even in the end, even in dark, horrific times, | :03:36. | :03:40.
and we should go out proud and marching pride, | :03:41. | :03:44.
hold hands with our loved ones, kiss them, stand up | :03:45. | :03:46.
against the hated, the killers -- stand up against the people who | :03:47. | :03:53.
hate, the killers and the bigots and never forget | :03:54. | :03:57.
the slaying of Orlando also many who have stood up bravely | :03:58. | :04:00.
in the cause of equality and love May I commend the honourable | :04:01. | :04:03.
gentleman for the remarks He has spoken movingly | :04:04. | :04:07.
on this issue. As the first openly gay Conservative | :04:08. | :04:10.
MP, may I welcome the absolute and total unanimity of this House | :04:11. | :04:13.
today in sending a message of support and sympathy | :04:14. | :04:16.
to the victims and the people of Orlando and may we hope that | :04:17. | :04:18.
America is listening and fully understands the genuine nature | :04:19. | :04:21.
of what we are trying to say. Mr Speaker, I am proud to be | :04:22. | :04:27.
a member of the LGBT community. In years gone by and when I came out | :04:28. | :04:31.
30 years ago, we used to be afraid of going into clubs and bars | :04:32. | :04:35.
for fears of insults We had hoped that those days | :04:36. | :04:37.
were long gone. But this attack shows | :04:38. | :04:43.
there are still those out there who wish to attack | :04:44. | :04:45.
our hard-won rights I'm sure the Home Secretary | :04:46. | :04:48.
will understand that we need to know that the authorities will take | :04:49. | :04:54.
particular protections to protect the LGBT community from homophobic | :04:55. | :04:58.
attacks particularly during the Pride season | :04:59. | :05:03.
which is about to come up A number of countries have sent | :05:04. | :05:05.
messages of solidarity with the United States | :05:06. | :05:14.
and the people of Orlando. But a number of those countries | :05:15. | :05:16.
themselves have the death penalty for homosexuality and have arrested | :05:17. | :05:19.
hundreds of people, including Egypt in the last two | :05:20. | :05:24.
years, and Saudi Arabia. Isn't it time that all those | :05:25. | :05:29.
countries that came into the 21st-century and recognised | :05:30. | :05:34.
they have to match their words I'm a gay man and let's also | :05:35. | :05:36.
an ambiguously what happened -- I'm a gay man and let us all say | :05:37. | :05:42.
unambiguously It was a premeditated slaughter | :05:43. | :05:55.
of gay people because they were gay, by a man who, we are told, had been | :05:56. | :05:58.
outraged because he recently saw It was the worst mass killing of gay | :05:59. | :06:02.
people in our lifetime. Would the Home Secretary agree | :06:03. | :06:06.
with me that homophobia is not It is too often taught in homes, | :06:07. | :06:08.
in-school classrooms and playgrounds So anyone who has ever winced | :06:09. | :06:12.
when they saw two men kissing, muttered loathing when they saw two | :06:13. | :06:20.
women holding hands and who has invoked God in justification | :06:21. | :06:22.
for human prejudice, is complicit in creating a climate | :06:23. | :06:24.
of poisonous intolerance. In my constituency of Ilford North, | :06:25. | :06:29.
Muslims don't murder gay And I know that I speak on the half | :06:30. | :06:31.
of all of the diverse faith communities in my constituency | :06:32. | :06:44.
in sending our solidarity It seems to be a facet of our times | :06:45. | :06:46.
that there is rising hate, discrimination and inflammatory | :06:47. | :06:51.
language re-entering Can the Home Secretary say | :06:52. | :06:52.
whether she has seen a poster that was circulated this afternoon | :06:53. | :06:56.
by Leave.EU which sought to use events in Orlando | :06:57. | :06:59.
for their own purposes. And will she join me in condemning | :07:00. | :07:03.
this highly offensive I was shown a picture of this just | :07:04. | :07:07.
before I came into this chamber. This is a terrible and horrific | :07:08. | :07:13.
homophobic terrorist attack And I think attempts to link it | :07:14. | :07:20.
into the issue of membership of the European Union should rightly | :07:21. | :07:25.
be condemned on all There was also reaction | :07:26. | :07:28.
to the Orlando killings over We are not, as we know only too | :07:29. | :07:34.
well, immune from such atrocity and hate crimes from those | :07:35. | :07:40.
who want to divide, not And we seek to create an environment | :07:41. | :07:42.
where no sections of our communities are demonised or feel threatened | :07:43. | :07:48.
or discriminated against. Since we recognise that | :07:49. | :07:51.
if we can achieve that goal, it will encourage and deliver | :07:52. | :07:54.
the tolerance and understanding of each other which is the hallmark | :07:55. | :08:04.
of a stable, safe Earlier today, on Twitter, | :08:05. | :08:06.
David Morgan said this. "If you're not gay, you might not | :08:07. | :08:10.
know how rare it can be to feel To be gunned down in one | :08:11. | :08:14.
of those is just terrific." And that's why today, | :08:15. | :08:19.
my lords, members of my community Just as we did 19 years ago, | :08:20. | :08:21.
when the Admiral Duncan This is an attack | :08:22. | :08:26.
on our civilisation. That is what is at root, | :08:27. | :08:32.
it is a hatred of our civilisation. And only when we get to the bottom | :08:33. | :08:35.
of that with a united front against it, alongside | :08:36. | :08:39.
all the security measures that need to be taken will we, | :08:40. | :08:41.
it seems to me, really We must not match hatred | :08:42. | :08:43.
with hatred. We must inform, we must | :08:44. | :08:48.
educate but above all, we must make absolutely sure | :08:49. | :08:51.
that this extremism is not represented as the extremism that | :08:52. | :08:55.
comes from any religion or any theology or any community | :08:56. | :09:01.
but we have the quiet determination to absolutely resist it and ensure | :09:02. | :09:05.
that such actions Callers trying to get | :09:06. | :09:09.
through to the tax office last year spent a staggering four million | :09:10. | :09:16.
hours on hold - listening to streamed music while they waited | :09:17. | :09:20.
for the phone to be answered. The Public Accounts Committee has | :09:21. | :09:24.
been questioning officials from HMRC about whether, | :09:25. | :09:28.
in the words of the song, HMRC's chief executive promised | :09:29. | :09:31.
a much improved In 2015/2016, customers | :09:32. | :09:37.
were on hold for four million And in fact, it's interesting | :09:38. | :09:48.
the course according to a survey -- it is interesting, because | :09:49. | :10:02.
according to a survey of the most streamed pieces of music | :10:03. | :10:06.
during that time, number one was Uptown Funk by Mark Ronson | :10:07. | :10:09.
and Bruno Mars and a second place We had a discussion on the committee | :10:10. | :10:12.
as to what should be Things Can Only Get Better, | :10:13. | :10:17.
Should I Stay Or Should I Go, or maybe Don't Leave Me This Way | :10:18. | :10:29.
or one of my favourites, Debbie Harry's Hanging | :10:30. | :10:32.
On The Telephone. So I don't know if you have any | :10:33. | :10:33.
suggestions of what would be useful during those four million hours that | :10:34. | :10:36.
people on hold should The serious point is that we don't | :10:37. | :10:39.
want anyone to be listening to more music than two | :10:40. | :10:44.
minutes from now on on, What we have been doing over | :10:45. | :10:47.
the last year is significantly Funnily enough, we do listen | :10:48. | :10:56.
to feedback very seriously and we picked up on our Twitter | :10:57. | :11:02.
trend, and a lot of people So not only did we know that | :11:03. | :11:05.
customers were criticising us for the number of | :11:06. | :11:10.
minutes they were waiting, but they were also criticising | :11:11. | :11:13.
the music so we did The National Audit Office has | :11:14. | :11:16.
published a report The NAL are suggesting that | :11:17. | :11:28.
for every ?1 you have cut, there has been a ?4 increase in time | :11:29. | :11:36.
and money cost to customers. Do you think that it is right | :11:37. | :11:39.
that the balance should be HMRC's chief executive said | :11:40. | :11:45.
it was important to be transparent about the cost | :11:46. | :11:52.
of reducing queuing times. You will eventually get to the point | :11:53. | :12:04.
of our time... of people waiting. There is a model | :12:05. | :12:22.
which is a Danish telephony engineer, Erlanger, which says what | :12:23. | :12:29.
does it mean if you want to go to 90% in two minutes. And you end up | :12:30. | :12:35.
with an equation. Mr Thomson has made a point about queueing and you | :12:36. | :12:41.
could take all the customer service staff to far. But it would appear to | :12:42. | :12:44.
me that we are not at that yet, based on these numbers. Agreed. I'm | :12:45. | :12:53.
Cindy trying to make the point -- I am simply trying to make the | :12:54. | :12:59.
point... My sample, if we were trying to answer 99% of calls in two | :13:00. | :13:06.
minutes, we have 30% or 40% increase in costs. So there's a point at | :13:07. | :13:13.
which... I think you have got the message from the committee that | :13:14. | :13:16.
taxpayers don't want a maths lesson they just want... Absolutely. It | :13:17. | :13:25.
needs to be better, we will make it better. I'm Cindy saying that I | :13:26. | :13:30.
don't want my good friend on my left to get to a point where he is having | :13:31. | :13:35.
to say there is a whole bunch of new problems. So Mr Thomson, you have | :13:36. | :13:43.
pledged to do something about it, you have got your mathematical model | :13:44. | :13:47.
and what you are saying is that hopefully taxpayers by next time | :13:48. | :13:50.
will have a much better service? Absolutely. | :13:51. | :13:54.
The European football championships, better known as Euro2016, | :13:55. | :13:59.
got underway in France at the weekend. | :14:00. | :14:02.
Much of the headlines however have, | :14:03. | :14:04.
There were violent clashes involving rival England and Russian supporters | :14:05. | :14:08.
before and after the game between the two | :14:09. | :14:10.
At least 20 people were taken to hospital as a result | :14:11. | :14:13.
French riot police used water cannon and tear gas to deal | :14:14. | :14:17.
Two England fans were jailed for throwing bottles at police. | :14:18. | :14:21.
In the Commons, the Home Secretary said the violence in Marseille | :14:22. | :14:24.
The French authorities had to deal with trouble involving England | :14:25. | :14:32.
supporters on Thursday, Friday and Saturday around the city | :14:33. | :14:34.
and there were alarming clashes inside the stadium at the end | :14:35. | :14:37.
The French and Uefa will rightly be asking themselves searching | :14:38. | :14:41.
questions about how it was that segregation of fans | :14:42. | :14:48.
within the Velodrome stadium broke down. | :14:49. | :14:50.
There will be lessons to be learned surrounding the wider police | :14:51. | :14:53.
operation and I am in no doubt that co-ordinated groups of Russian | :14:54. | :14:56.
supporters bear heavy responsibility for instigating violence. | :14:57. | :14:57.
However, Mr Speaker, we must also ensure that we have | :14:58. | :15:00.
Some among the England contingent in Marseille behaved inexcusably. | :15:01. | :15:03.
Anyone who has travelled to France in order to cause trouble has | :15:04. | :15:06.
let down their nation, and does a disservice to all genuine | :15:07. | :15:09.
She said such scenes must not be repeated. | :15:10. | :15:25.
We have visited nearly 1400 people with a history of football related | :15:26. | :15:28.
violence from travelling and an extension of the ban | :15:29. | :15:30.
on alcohol sales around key matches announced | :15:31. | :15:32.
Above all, I would appeal to the English and Welsh fans | :15:33. | :15:35.
travelling to Lens this Thursday, Uefa has made it clear | :15:36. | :15:38.
that the penalties for bad behaviour for individuals and for the teams | :15:39. | :15:41.
I have every confidence the fans will respond in the right spirit | :15:42. | :15:45.
and we can all get back to enjoying the tournament. | :15:46. | :15:48.
The terrible scenes of violence in Marseille this weekend has soured | :15:49. | :15:52.
what should have been a great celebration of football. | :15:53. | :15:55.
As ever, the vast majority have been let down by a hard-core minority | :15:56. | :15:58.
and their actions are even more inexcusable given the serious terror | :15:59. | :16:00.
While the England fans are not blameless as the Home Secretary | :16:01. | :16:06.
said, it is also the case that they were the subject | :16:07. | :16:09.
And that there was severe failings inside the stadium and also | :16:10. | :16:15.
You're watching our round-up of the day in the Commons and the Lords. | :16:16. | :16:25.
Still to come: Members of the House of Lords elect their next Speaker. | :16:26. | :16:33.
Will there be more lower cost homes to rent at the end of this | :16:34. | :16:36.
Parliament than there were at the beginning? | :16:37. | :16:39.
It was the question put to the local government minister, Marcus Jones, | :16:40. | :16:42.
The Communities committee has been looking into the increase | :16:43. | :16:47.
We had three people who have been homeless in the last session. | :16:48. | :16:59.
I asked them at the end what one thing could be done to actually | :17:00. | :17:03.
improve things for homeless families and they all said build | :17:04. | :17:07.
some more social rented housing, council housing. | :17:08. | :17:11.
What is your response to that and are we likely at the end | :17:12. | :17:18.
of the Parliament to see more social rented housing | :17:19. | :17:20.
What I would say is that we are spending ?1.6 billion during this | :17:21. | :17:26.
Parliament to build another 100,000 properties for affordable rent. | :17:27. | :17:42.
What I would say is that from 1997 - 2010 we lost 470,000 | :17:43. | :17:49.
affordable properties to rent across the country. | :17:50. | :17:56.
Over the last five years there has been 277,000 more | :17:57. | :18:01.
properties to rent built and we are going to | :18:02. | :18:03.
What I was asking was, the witness was very clear, | :18:04. | :18:09.
they were looking for more social rented housing so the question asked | :18:10. | :18:13.
was are there likely to be more social rented housing | :18:14. | :18:15.
at the end of this Parliament and at the beginning? | :18:16. | :18:19.
As I said we have got clear plans to build social rented, | :18:20. | :18:23.
to build 100,000 affordable houses to rent. | :18:24. | :18:29.
I'm sorry, I think I will ask the questions here. | :18:30. | :18:31.
Is it that you can't really give an answer? | :18:32. | :18:39.
Like I said it is a clear plan that we have got to build | :18:40. | :18:43.
an extra 100,000 properties for affordable rent. | :18:44. | :18:47.
What I would also say is that over the last six years we have built | :18:48. | :18:51.
more council houses as a country than were built in | :18:52. | :18:55.
It is nonsensical that we spend so much public money through housing | :18:56. | :19:04.
benefit payments to private landlords for accommodation that | :19:05. | :19:06.
doesn't even meet decent homes standards. | :19:07. | :19:10.
Surely reviewing the system and providing decent secure | :19:11. | :19:13.
tenancies at a decent level is a better use of money | :19:14. | :19:16.
than to continually see that money leak to the private sector? | :19:17. | :19:23.
It is important that any accommodation is good quality | :19:24. | :19:28.
accommodation and that we have not got people living in properties that | :19:29. | :19:31.
What I would say in terms of the specific question of social | :19:32. | :19:37.
rented housing, certainly in London our clear plan | :19:38. | :19:44.
is with right to buy that there will be two replacements | :19:45. | :19:47.
The boss of a telecoms company has spoken of a growing gulf in digital | :19:48. | :19:54.
Lady Harding, who as Dido Harding is chief executive of TalkTalk, | :19:55. | :20:03.
claimed in the Lords that some 10 million adults were lacking | :20:04. | :20:06.
in such basic skills as being able to send an e-mail or fill | :20:07. | :20:09.
She was contributing to a three-hour debate on digital skills. | :20:10. | :20:16.
Put simply, my Lords, the digital revolution is in danger | :20:17. | :20:18.
Without addressing the growing gap in digital skills | :20:19. | :20:27.
we risk permanently disadvantaging some groups. | :20:28. | :20:30.
That'll be a tragedy for those individuals but will also | :20:31. | :20:35.
artificially cap Britain's potential to be the world's leading technology | :20:36. | :20:37.
I believe that universal digital literacy is going to be every bit | :20:38. | :20:42.
as important as basic literacy was during the Industrial | :20:43. | :20:44.
As we deal with that digital revolution and the revolution | :20:45. | :21:03.
which is coming up behind it, which is the artificial | :21:04. | :21:06.
intelligence revolution, it is clear that we need people | :21:07. | :21:08.
with digital skills to help UK plc keep pace and thrive. | :21:09. | :21:11.
Frankly we haven't got enough of them. | :21:12. | :21:12.
That is why we need that digital skills revolution. | :21:13. | :21:15.
I have not picked up a book in the last two years. | :21:16. | :21:17.
I read quite a lot but I do read on Kindle. | :21:18. | :21:31.
Why aren't we introducing Kindles in schools? | :21:32. | :21:35.
Why aren't we showing children how we should be doing certain | :21:36. | :21:38.
Why are teachers standing in front of a class telling children | :21:39. | :21:45.
something which they could find out from the iPad, by looking at Google | :21:46. | :21:48.
Terrorism, money-laundering and all kinds of criminality | :21:49. | :21:53.
thrive anonymously on the so-called dark web. | :21:54. | :21:56.
Last week Robert Hannigan the head of GCHQ said that the arrival | :21:57. | :22:10.
of quantum computers inside the next decade will crack even the most | :22:11. | :22:19.
sophisticated encryption and undermine the foundations | :22:20. | :22:21.
In these increasingly unpredictable times in international affairs | :22:22. | :22:25.
and democratic politics the internet and social media add to the growing | :22:26. | :22:28.
No digital economy and regular economy, there will just be | :22:29. | :22:31.
the economy with digital underpinnings all | :22:32. | :22:33.
As we have already heard potentially up to 35% of jobs | :22:34. | :22:37.
And whether that is 10% or 35% there is a really significant | :22:38. | :22:44.
underbelly to that number and that is the kind of jobs | :22:45. | :22:47.
which potentially will disappear as a result of automation. | :22:48. | :22:57.
What is the point in long courses because the whole of someone's life | :22:58. | :23:00.
in IT is going to be learning and relearning? | :23:01. | :23:04.
I am having to learn another computer language now | :23:05. | :23:08.
because the one I know is out of date. | :23:09. | :23:10.
And this is going to be the same for everybody in IT. | :23:11. | :23:28.
It's an absolutely non-stop continuing package to learn. | :23:29. | :23:30.
To sit down and think you can learn three years of it at the beginning | :23:31. | :23:34.
Finally, peers have elected their next House of Lords Speaker. | :23:35. | :23:41.
The Conservative Lord Fowler, who was Health Secretary | :23:42. | :23:42.
in Margaret Thatcher's Government, becomes only the third person | :23:43. | :23:45.
His two predecessors were Lady Hayman and Lady D'Souza. | :23:46. | :23:49.
Lord Fowler got 443 of the 639 votes that were cast. | :23:50. | :23:51.
My Lords, I can announce the result of the election | :23:52. | :23:54.
Details of the votes cast are being made available | :23:55. | :23:57.
The successful candidate was Lord Fowler. | :23:58. | :24:00.
I am sure that the whole House will wish to join me | :24:01. | :24:08.
in offering our congratulations to the noble Lord, Lord Fowler, | :24:09. | :24:11.
on being elected Lord Speaker, and offering our support to him | :24:12. | :24:14.
as he prepares to take on his new role. | :24:15. | :24:19.
I would also like to offer on behalf of the House our thanks to my noble | :24:20. | :24:27.
friend Lord Cormack and to the noble Baroness Lady Garden for standing | :24:28. | :24:30.
Elections are only possible when there are candidates | :24:31. | :24:34.
and we are very grateful to you both as well. | :24:35. | :24:38.
He will know that he has the support of the entire House as it | :24:39. | :24:42.
And he will bring both his personality and his political | :24:43. | :24:45.
Can I just add, my Lords, that what we have seen today | :24:46. | :24:51.
This is the first time a man has been elected to the role | :24:52. | :25:00.
of Lord Speaker and I think nowadays there are few positions in public | :25:01. | :25:03.
I would like to thank the House very sincerely for the exceptional | :25:04. | :25:11.
support that they have given me, and to say that I will do my utmost | :25:12. | :25:15.
While I am somewhat sad to step down I do so in the sure knowledge that | :25:16. | :25:23.
you will be a most distinguished Lord Speaker and will bring | :25:24. | :25:26.
I know too that you will be wonderfully supported | :25:27. | :25:37.
by all the members of this House, by the administration, | :25:38. | :25:39.
Do join me for our next daily round-up. | :25:40. | :25:51.
Until then, from me, Keith Macdougall, goodbye. | :25:52. | :26:01. |
