Hello, I'm Ros Atkins, this is Outside Source. | :00:11. | :00:14.
Yesterday we reported that the former president would be | :00:15. | :00:21.
given a cabinet position, despite being caught up | :00:22. | :00:23.
Well now a court has blocked that move - | :00:24. | :00:27.
and there's been protests on both sides. | :00:28. | :00:30.
EU leaders are meeting again on the migrant crisis. | :00:31. | :00:34.
They're trying to work out the details of a plan with Turkey | :00:35. | :00:37.
to reduce the number of people reaching Greece. | :00:38. | :00:46.
We will be live in Brussels with more on that. | :00:47. | :00:50.
John Kerry has accused so-called Islamic State of committing genocide | :00:51. | :00:59.
And as ever if you have any questions on the stories we cover, | :01:00. | :01:16.
this is how to contact us. Brazil continues to be | :01:17. | :01:26.
consumed by its politics. It's all focused on the former | :01:27. | :01:31.
President Luiz Inacio Lula da Silva and current president | :01:32. | :01:35.
Dilma Rousseff. She wanted to appoint him | :01:36. | :01:40.
as her Chief of Staff - an unusual move - that now appears | :01:41. | :01:42.
to have been scuppered This whole matter is so potent | :01:43. | :01:45.
because if Lula were in the cabinet he'd be immune from | :01:46. | :01:52.
most prosecutions. That's relevant because prosecutors | :01:53. | :01:56.
want to charge him in relation him to a corruption scandal - | :01:57. | :01:59.
though, we must emphasise, There have been protests on both | :02:00. | :02:18.
sides in the country. There is growing tension outside the | :02:19. | :02:22.
presidential palace where groups gathered to demonstrate for a second | :02:23. | :02:27.
time. Here are people demonstrating to defend President Rousseff and the | :02:28. | :02:34.
appointment of Lula. Overhear people are calling for the impeachment of | :02:35. | :02:39.
President Rousseff and protesting against Howard Government. The | :02:40. | :02:42.
police are in the middle, on this dividing line. To prevent | :02:43. | :02:50.
competition from happening. If it was not complicated enough. | :02:51. | :02:53.
There is a further twist. The BBC's Brazilian Service, | :02:54. | :03:05.
delved deeper into past of the federal judge carrying | :03:06. | :03:07.
out the investigation On it are posts shares and pictures | :03:08. | :03:09.
supporting the opposition. The suggestion being that his | :03:10. | :03:12.
personal political leanings This account now seems to have been | :03:13. | :03:24.
taken down. This is a complicated story. | :03:25. | :03:32.
Do we know who has the greater strength, the judge or the | :03:33. | :03:34.
President? In this case it is the judge. Any | :03:35. | :03:43.
judge in Brazil, the federal judge, can suspend an administrative | :03:44. | :03:49.
decision, which is what happened. But he is only one of the judges at | :03:50. | :03:55.
the centre of this situation. He is not the main judge taking care of | :03:56. | :03:59.
the corruption investigation. He is just one judge who said, Lula has | :04:00. | :04:04.
been nominated but he should not have been. This puts into light the | :04:05. | :04:11.
problem that we have here. Many are criticising the justice system and | :04:12. | :04:15.
judges like himself, they say they are acting politically. | :04:16. | :04:20.
The next thing I want to discuss business telephone call that has | :04:21. | :04:25.
been released. It has been released by a judge, between the President | :04:26. | :04:27.
and the former President. This is how it went. | :04:28. | :04:36.
Sorry about that. Everyone is saying Sorry about that. Everyone is saying | :04:37. | :04:42.
it is important. I have looked at the transcript. I do not know why it | :04:43. | :04:45.
is so important. There is no smoking gun. It is quite | :04:46. | :04:55.
a short call. President Rousseff says to Lula that she will send | :04:56. | :05:00.
someone over with papers for him to sign in case of necessity. Those | :05:01. | :05:07.
papers were actually a that States that he will be sworn in as the | :05:08. | :05:15.
chief of staff. Opposition to the Government says that this indicates | :05:16. | :05:21.
that they were indeed trying to obstruct investigations against Lula | :05:22. | :05:27.
by making him chief of staff in case he was to be prosecuted. But the | :05:28. | :05:32.
Government says, no, they were preparing for the possibility that | :05:33. | :05:36.
he was not able to go to the ceremony. | :05:37. | :05:38.
For those of us who do not know Brazil as well as you do, it is all | :05:39. | :05:42.
this political drama, the broader corruption scandal. To what degree | :05:43. | :05:49.
does this prevent the Government going about its business? | :05:50. | :05:52.
Life in Brazil has come to a standstill. We are in the middle of | :05:53. | :05:58.
a huge corruption investigation that has seen top politicians and | :05:59. | :06:03.
executives arrested or implicated in a way. We are in the middle of one | :06:04. | :06:07.
of the worst economic recessions in decades. All of this adds to the | :06:08. | :06:14.
instability in the Government of President Rousseff and in the | :06:15. | :06:18.
country. It is like a chess board. Everybody is waiting for the other | :06:19. | :06:22.
side to make the next move. Thank you. Those of you who speak | :06:23. | :06:28.
Portuguese can follow this story on BBC Brazil. And you have got to see | :06:29. | :06:34.
all this in the context of the fact that the Rio Olympics are just | :06:35. | :06:35.
months away. They're trying to fix down this deal | :06:36. | :06:39.
with Turkey on the migrant crisis. Lest anyone thought | :06:40. | :06:44.
this would be easy. European Council President Donald | :06:45. | :06:47.
Tusk noted on the invitation to the summit that there | :06:48. | :06:54.
are a catalogue of issues The aim of all of this is to ease | :06:55. | :06:57.
the pressure on the heavily used route into Europe | :06:58. | :07:04.
though the Balkans. The proposed plan would see migrants | :07:05. | :07:11.
who arrive in Greece from Turkey And for each Syrian returned, | :07:12. | :07:20.
a registered Syrian already in Turkey would be | :07:21. | :07:25.
resettled in the EU. The idea is to dissuade people from | :07:26. | :07:41.
making the journey to these. I am looking for work to a credible | :07:42. | :07:49.
Agreement today in order to try to deduce or to stop the illegal flows | :07:50. | :07:56.
from Turkey to the Greek islands. We have said what we will do in terms | :07:57. | :07:59.
of taking Syrian refugees to Britain. That is underway. We will | :08:00. | :08:04.
not take more because of what is discussed here today. But if we get | :08:05. | :08:10.
an Agreement that will return the migrants to Turkey that with the | :08:11. | :08:12.
progress. Just to remind you since January | :08:13. | :08:17.
2015 a million migrants and refugees have entered the EU by boat | :08:18. | :08:30.
into Greece from Turkey. Over 45,000 migrants are in police. | :08:31. | :08:54.
-- in Greece. This is how the New York Times has described the | :08:55. | :09:01.
situation. A journey across Greece, a bankrupt land at risk of becoming | :09:02. | :09:06.
a refugee prison. Those who have reached President Rousseff have | :09:07. | :09:10.
survived a fraught journey from Turkey. Just making it. -- those who | :09:11. | :09:25.
have reached Greece have survived the fraught journey. | :09:26. | :09:49.
The journey from the turkeys sure to the Greek sure was horrific -- from | :09:50. | :10:07.
Turkey. The key to any Agreement is Turkey. | :10:08. | :11:18.
It is currently home to millions of refugees. The German Prime Minister | :11:19. | :11:24.
has been praising what has been done. In return for what Turkey is | :11:25. | :11:32.
doing the EU is offering Visa three travel to Europe for citizens from | :11:33. | :11:39.
Turkey and a fresh push over the potential membership of Turkey in | :11:40. | :11:48.
the EU. We will get to potential EU membership of Turkey in a moment | :11:49. | :11:54.
that we are with the negotiations? They are underway. The leaders are | :11:55. | :11:57.
having their dinner here now and discussing the detail, then that and | :11:58. | :12:06.
bolts of this plan. There are many difficulties to overcome. We have | :12:07. | :12:10.
talked about political ones. Let us talk about other ones. Legal ones. | :12:11. | :12:15.
Going into the talks some of the leaders were very concerned that | :12:16. | :12:20.
this plan stretches to the limit what is legal under international | :12:21. | :12:27.
human rights law, Geneva Convention. On the Greek side everyone arriving | :12:28. | :12:37.
in Greece, international losses they cannot be deported en masse. They | :12:38. | :12:41.
would have to have their cases heard individually. That is one hurdle. | :12:42. | :12:48.
The second hurdle, on the Turkish side, in order to return people | :12:49. | :12:53.
legally, they have to be afforded protection in Turkey, where they are | :12:54. | :12:58.
going to, and at the moment Turkey does not do that for anyone other | :12:59. | :13:04.
than Syrians. A potential legal problem there. That is one problem | :13:05. | :13:08.
that the leaders are trying to find a formula that they can make work. | :13:09. | :13:13.
I was surprised to issue of the potential membership of Turkey came | :13:14. | :13:18.
because surely some embers of the EU simply will not where this? | :13:19. | :13:24.
There are real problems with this. Most European leaders say this as a | :13:25. | :13:30.
far of prospect, that Turkey is not likely to join the EU any time soon | :13:31. | :13:35.
but that it is important for Turkey and for adulation is with the EU to | :13:36. | :13:39.
try to see some movement in a process that has been going on for | :13:40. | :13:45.
more than a couple of decades. The difficulties particularly revolve | :13:46. | :13:49.
around the island of Cyprus. It is an EU member but the island is | :13:50. | :13:53.
divided. The northern half has Turkish troops. The type dish | :13:54. | :13:58.
Government does not represent the Government and the southern half. -- | :13:59. | :14:06.
the Government of Turkey does not recognise the Government in the | :14:07. | :14:10.
southern half. Batters part of a conundrum they are trying to resolve | :14:11. | :14:15.
tonight. More migrants come into Europe from | :14:16. | :14:23.
Syria and Iraq than from any other country. Many of them are skipping a | :14:24. | :14:27.
violence from so-called Islamic State. -- many of them are escaping | :14:28. | :14:38.
violence. For the first time the United States Government has talked | :14:39. | :14:46.
of genocide. This is the message it conveys to | :14:47. | :14:51.
children under its control. Its entire worldview is based on | :14:52. | :14:56.
eliminating those who do not subscribe to its perverse ideology. | :14:57. | :15:01.
There is no question in my mind that if Daesh succeeded in establishing a | :15:02. | :15:06.
so-called caliphate it would seek to destroy what remains of ethnic and | :15:07. | :15:10.
religious mosaic once thriving in the region. | :15:11. | :15:18.
And he mentioned a long article written by a BBC correspondent about | :15:19. | :15:23.
the historical context behind the emergence of the so-called Islamic | :15:24. | :15:30.
State group. It'll give you a good idea why this group currently | :15:31. | :15:34.
exists. You can get that on their website. We have come all this way | :15:35. | :15:41.
without talking about Donald Trump. We will put that right in the next | :15:42. | :15:45.
few minutes. Eight well-known consultancy group has put the | :15:46. | :15:51.
possibility of him becoming resident in its top ten risks in the world. | :15:52. | :16:00.
Following the budget yesterday a Conservative MP has warned the | :16:01. | :16:03.
Chancellor against plans to change benefits payments for disabled | :16:04. | :16:09.
people. The MP said many colleagues have | :16:10. | :16:13.
expressed concerns and it risks hitting the wrong people. | :16:14. | :16:23.
640,000 people could be affected. People will not necessarily lose | :16:24. | :16:29.
money. The most vulnerable will be protected, says the Government. We | :16:30. | :16:32.
have to keep this under review but the proposals which are still under | :16:33. | :16:39.
consultation, go to far. They are not acceptable and they leave a lot | :16:40. | :16:45.
of people feeling concerned, people that are in receipt of it. It | :16:46. | :16:50.
affects how people feel about the system as Nixon fearful of the | :16:51. | :16:54.
system, but also financially, we do not need to make these changes. | :16:55. | :17:07.
There are other things we could do. We have been live in Brussels | :17:08. | :17:11.
already. We will be good to Washington, DC and New York in a | :17:12. | :17:14.
moment. First, the lead story. There have been protests in Brazil after a | :17:15. | :17:20.
court suspended the nomination of former President Lula to a cabinet | :17:21. | :17:25.
position. Critics say he was given the post to try and dodge | :17:26. | :17:29.
allegations of corruption. And in the World Service, a Kurdish | :17:30. | :17:35.
military group which claimed responsibility for the attack in | :17:36. | :17:46.
Ankara. The President of Russia says Russia | :17:47. | :17:51.
will continue to support the Syrian Government and could hold up | :17:52. | :17:56.
military presence within hours if needed. | :17:57. | :18:05.
Thousands of you have been looking at this footage of a meteor filmed | :18:06. | :18:14.
in the skies of the UK. You can see those pictures on the UK website. | :18:15. | :18:26.
Let us begin business by talking about a report from a consultancy | :18:27. | :18:31.
that offers an analysis on global affairs. On it is today it has | :18:32. | :18:35.
posted what it considers to be a top ten risk to global stability. | :18:36. | :18:43.
Top of the list, the economy of China. We have topped about this | :18:44. | :18:46.
before. Growth is slowing. It also puts | :18:47. | :18:52.
close to the top of the list the European Union and the risk of that | :18:53. | :18:56.
institution fracturing. Go further down the list. At number six you | :18:57. | :19:03.
will find Donald Trump. He is equal number six with a jihadist violence | :19:04. | :19:08.
and the impact that can have on global stability. | :19:09. | :19:20.
Even if you are a critic of Donald Trump it still seems likely to have | :19:21. | :19:26.
him on a par with jihadist violence. Why does this thing TAC justify this | :19:27. | :19:32.
analysis? Because of over the top rhetoric on | :19:33. | :19:36.
immigration, possibly starting a trade war with China, targeting the | :19:37. | :19:44.
families of militants, bellicose rhetoric. They say all of this could | :19:45. | :19:50.
destabilise the world and they say he does not have a foreign policy | :19:51. | :19:53.
team to spell out the detail of this. He leaves a lot of it to the | :19:54. | :19:58.
imagination and people are imagining the worst. | :19:59. | :20:03.
It plays into the hands of the rhetoric of Donald Trump? | :20:04. | :20:09.
Absolutely. He will point to the global elite worrying about him and | :20:10. | :20:13.
making America strong again as taking charge. The kind of people | :20:14. | :20:18.
who are supporters of Donald Trump will not be reading this report. | :20:19. | :20:24.
An article said that Donald Trump is focusing on three cheat and he is | :20:25. | :20:29.
against free trade deals and a lot of American workers agree with that. | :20:30. | :20:35.
The Economist is keen on free trade. Perhaps it is not so keen on the | :20:36. | :20:40.
view of Donald Trump of it. Absolutely. That is probably the | :20:41. | :20:44.
main reason why he is so high on this list or on this list at all. He | :20:45. | :20:52.
has made American protectionism a key part of his message. Immigration | :20:53. | :20:56.
get a lot of the headlines but what has helped win votes in the midwest | :20:57. | :21:00.
in particular for people have seen their jobs go overseas is the idea | :21:01. | :21:05.
that. Countries like China and Mexico from taking US companies and | :21:06. | :21:10.
having them relocate there. Thank you. | :21:11. | :21:18.
Next we will start on a story about a fashion firm based in the US that | :21:19. | :21:26.
has been repute by a watchdog for feeling to point out that Instagram | :21:27. | :21:38.
postings where adverts. In their case of this post that did | :21:39. | :21:43.
not happen. We were not told that the dress was provided for free and | :21:44. | :21:47.
that the person who shared this image had been paid thousands of | :21:48. | :21:50.
dollars. Let us bring in a correspondent from | :21:51. | :21:55.
New York. I am guessing thousands of people want to get away with this, | :21:56. | :22:00.
if you want something to seem authentic the fact it has been paid | :22:01. | :22:07.
for has a negative impact. Influencers, people who are | :22:08. | :22:15.
well-connected, they have grown in popularity and in their ability to | :22:16. | :22:19.
make a living with the rise of social media whether it be Instagram | :22:20. | :22:25.
or a. The retailer was trying to capitalise on this trend. The paid | :22:26. | :22:31.
50 people to post photos of themselves. They all posted within a | :22:32. | :22:37.
certain time frame pictures of themselves wearing this paisley | :22:38. | :22:40.
print dress and apparently the dress sold out by the end of the weekend | :22:41. | :22:46.
but the problem is they fell foul of the rules in the United States and | :22:47. | :22:49.
the trade regulator picked them up on it and said you did not make it | :22:50. | :22:53.
clear that these were actually endorsements, that you were paying | :22:54. | :22:57.
these people, and therefore these posts should have had a sign an | :22:58. | :23:01.
accord saying this was advert. This is another story. Nikkei has | :23:02. | :23:09.
unveiled self leasing shoes. They are not going to unveil them to the | :23:10. | :23:16.
public until the end of the year and you have to use an app from the | :23:17. | :23:21.
company. When I saw this story I was sceptical. Is it a PR stunt? I did | :23:22. | :23:27.
not get the chance to check it out but I am told apparently there is a | :23:28. | :23:33.
sensor in your heel and you press a button and it magically lease is up. | :23:34. | :23:38.
It goes back to the movie back to the future too, the idea of self | :23:39. | :23:44.
leasing shoes. Back then it was a stunt. But the manufacturer says | :23:45. | :23:49.
these ones are. What you are saying is this fusion of where fashion or | :23:50. | :23:55.
fitness year meets technology. This company is obviously the latest but | :23:56. | :24:00.
there are other fitness and fashion companies investing heavily in | :24:01. | :24:04.
technology. You will see more of this where the technology going | :24:05. | :24:11.
forward. Thank you. If you want to see more pictures of that go to the | :24:12. | :24:15.
front page of the business section of the BBC website. | :24:16. | :24:22.
Next I want to talk about SeaWorld who have announced they will end the | :24:23. | :24:26.
killer of real breeding programme. Not long ago they said they would | :24:27. | :24:31.
stop all sorts of live shows like these. But now the bleeding | :24:32. | :24:36.
programme is going as well. The wheel is currently at the park will | :24:37. | :24:41.
stay there for the rest of their lives. The reason, say SeaWorld, as | :24:42. | :24:45.
if they were released they would not survive. They will be the last | :24:46. | :24:50.
generation at SeaWorld. There might be a business reason for this | :24:51. | :24:58.
because there was a critical film released, since then visitors have | :24:59. | :25:04.
gone down, this is what has happened to this year price. It has gone down | :25:05. | :25:08.
by almost half. It has taken a big hit. The chief executive of SeaWorld | :25:09. | :25:19.
wrote an article in the LA Times. Here are a couple of quartz. | :25:20. | :25:33.
I also mention that film that was critical of the company. The | :25:34. | :25:45.
director of that film said this. That is all for the first half of | :25:46. | :25:50.
outside source. It is that time of the evening | :25:51. | :26:15.
really look at whether stories from around the world. We are going to | :26:16. | :26:16. |
