those who lost their lives in Brussels. After that silence, the | :00:48. | :00:52. | |

For those who have just joined us, there are three developments I would | :01:15. | :01:21. | |
like to emphasise with reference to what has been happening in Brussels. | :01:22. | :01:26. | |
First of all we have a claim of responsibility direct from the | :01:27. | :01:29. | |
so-called Islamic State group. This image has been widely shared on | :01:30. | :01:33. | |
Twitter. It has been released by IS. In it, it claims responsibility and | :01:34. | :01:39. | |
explains its actions. It was released in English and a number of | :01:40. | :01:42. | |
different languages. The second element of the story that is worth | :01:43. | :01:47. | |
emphasising is that Belgian authorities are now saying they have | :01:48. | :01:51. | |
found chemical products and an IS flag during raids in Brussels that | :01:52. | :01:55. | |
followed these attacks. These rates were in response to what happened | :01:56. | :01:59. | |
this morning. The third element is that the UK Foreign Office is now | :02:00. | :02:05. | |
advising no travel to Brussels unless nurses worry. But this is not | :02:06. | :02:10. | |
the British authorities acting unilaterally -- unless necessary. | :02:11. | :02:15. | |
Ultram are currently telling everyone to avoid travelling to | :02:16. | :02:19. | |
Brussels unless they absolutely have to -- Belgium. As we were | :02:20. | :02:24. | |
mentioning, these attacks played out in two locations. The first was that | :02:25. | :02:29. | |
the main Brussels airport, ate a local time, two explosions, at least | :02:30. | :02:35. | |
11 people were killed -- ATM. This diagram shows as, one is a place in | :02:36. | :02:40. | |
the check-in area, the other was by Starbucks. The security camera still | :02:41. | :02:44. | |
has also been released. This is getting a huge amount of attention | :02:45. | :02:49. | |
at the moment. Three suspects, as Ben Brown was telling us, there is a | :02:50. | :02:53. | |
belief within the authorities that two of these men may have died in | :02:54. | :02:59. | |
the attacks whilst one is on the run. A suicide best that had not | :03:00. | :03:03. | |
detonated was found, as Ben was telling us. -- a suicide best. These | :03:04. | :03:09. | |
two men are both wearing black gloves on the left hand and no | :03:10. | :03:13. | |
gloves on their right hand, an unusual thing to do, some people | :03:14. | :03:17. | |
speculating that may be to disguise a detonator although we cannot know | :03:18. | :03:21. | |
at this time. One last thing, the authorities are now saying they | :03:22. | :03:28. | |
believe the bombs were inside backs. Next -- bags. Let's turn to what | :03:29. | :03:32. | |
happened in the centre of town, 11 kilometres away from the airport, a | :03:33. | :03:38. | |
Metro station called Maelbeek. The train had just left the station when | :03:39. | :03:43. | |
a bomb exploded. 20 people died, over 100 were injured. This is | :03:44. | :03:47. | |
incredibly central, very close to the European Union's headquarters. | :03:48. | :03:54. | |
If we go across here, you can see them. The Council of the European | :03:55. | :03:57. | |
Union, the European Commission, all very close to where this is | :03:58. | :04:01. | |
happening. The BBC has had reporters across the city today. Let's see | :04:02. | :04:03. | |
some of the latest reports. They arrived here for | :04:04. | :04:06. | |
holidays and work. As the shattered airport billowed | :04:07. | :04:09. | |
smoke, survivors described Yes, I was immediately on ground, | :04:10. | :04:15. | |

found out about the news, our children were already at school. | :08:48. | :08:56. | |
When they are not with you, you are really scared, especially since the | :08:57. | :08:58. | |
attack was near the school. We were scared about what would come next. | :08:59. | :09:01. | |
First the Metro, you don't know what is coming up. People are ready for | :09:02. | :09:05. | |
extreme measures, whatever it takes to keep people safe. | :09:06. | :09:09. | |
This man told me he would walk everywhere now on. No more public | :09:10. | :09:16. | |
trials bought for him. People blamed the Belgian state for his attack -- | :09:17. | :09:21. | |
no more public transport for him. As messages of condolence and support | :09:22. | :09:25. | |
pour in from around the world, the people of Brussels are gathering in | :09:26. | :09:28. | |
the city centre this evening to show solidarity, support one another and | :09:29. | :09:30. | |
pray for better times. As you would imagine with a story | :09:31. | :09:41. | |
like this, it has overshadowed all of the other issues and events we | :09:42. | :09:46. | |
may have been covering today, and it has certainly overshadowed the last | :09:47. | :09:50. | |
day, the third day of Barack Obama's visit to Cuba. The president did go | :09:51. | :09:53. | |
ahead with a much anticipated address, but he began it by talking | :09:54. | :09:58. | |
about Brussels. The thoughts and prayers of the American people with | :09:59. | :10:02. | |
the people of Belgium. We stand in solidarity with them, condemning | :10:03. | :10:04. | |
these outrageous attacks against innocent people. We will do whatever | :10:05. | :10:12. | |
is necessary to support our friend and ally, Belgium, in bringing to | :10:13. | :10:17. | |
justice those who are responsible. This is yet another reminder that | :10:18. | :10:23. | |
the world must unite. We must be together, regardless of nationality, | :10:24. | :10:30. | |
or race of faith, in fighting against the scourge of terrorism. We | :10:31. | :10:35. | |
can and we will defeat those who threaten the safety and security of | :10:36. | :10:40. | |
people around the world. A number of remarkable things about that speech. | :10:41. | :10:44. | |
One of them is that it was broadcast live across Cuba, a first for the | :10:45. | :10:48. | |
Cuban people to be able to watch a US president speaking in that way. | :10:49. | :10:53. | |
After the speech, both presidents, Raul Castro and Barack Obama, | :10:54. | :10:58. | |
attended a base baseball game. Here are some pictures from that. It | :10:59. | :11:03. | |
began with a minute of silence for those who lost their lives in | :11:04. | :11:07. | |
Brussels. That was followed by a special game between the Cuban | :11:08. | :11:09. | |
national team and the Tampa Bay rays. In the last few minutes, the | :11:10. | :11:13. | |
president and his family have departed. They are going up the | :11:14. | :11:18. | |
steps onto Air Force One. He has been in Cuba for three days and is | :11:19. | :11:23. | |
now on his way to Argentina. He is leaving, but Laura Trevelyan is in | :11:24. | :11:26. | |
Havana. Thank you for joining us. Who won the game? Well, the last | :11:27. | :11:36. | |
time I looked it was the Tampa Bay rays who were ahead of the Cuban | :11:37. | :11:40. | |
national team. And of course it was actually the Americans who | :11:41. | :11:43. | |
introduced baseball to Cuba back in the 1860s. A very symbolic moment, | :11:44. | :11:49. | |
both President Obama and President Castro watching that game | :11:50. | :11:52. | |
side-by-side. The game is a reminder of the differences between the two | :11:53. | :11:55. | |
countries, because, by the last count, more than 150 Cuban players | :11:56. | :12:01. | |
have had to defect recently to the United States just to play in the | :12:02. | :12:04. | |
Major league. There are hopes that there can be a resolution so that | :12:05. | :12:08. | |
the best Cuban players can have the opportunity to play baseball. This | :12:09. | :12:12. | |
was an historic day, albeit overshadowed by those attacks in | :12:13. | :12:17. | |
Brussels. President Obama, the first sitting American president in nearly | :12:18. | :12:21. | |
88 years to address the Cuban people. He did it from the same | :12:22. | :12:25. | |
place as Calvin Coolidge did all those years ago, the bees beautiful | :12:26. | :12:32. | |
grand Theatre here in Cuba. He is said to the Cuban government that | :12:33. | :12:35. | |
they must change for the sake of their young people. He said he had | :12:36. | :12:39. | |
come here to bury what he called the last remnant of the Cold War in the | :12:40. | :12:43. | |
Americas. Think of that. This was always going to be historic and | :12:44. | :12:49. | |
packed full of symbolism. As such, it would always be a success to a | :12:50. | :12:55. | |
certain degree. What do you think has exceeded President Obama's | :12:56. | :12:58. | |
expectations, and where do you think perhaps could have gone better? | :12:59. | :13:05. | |
Well, I think it is probably exceeded his expectations in the | :13:06. | :13:08. | |
sense that young Cubans have really taken his visit to their hearts. | :13:09. | :13:12. | |
Many Afro-Caribbean is on this island have been delighted by the | :13:13. | :13:15. | |
sight of the first African-American president coming here. The Cubans | :13:16. | :13:20. | |
have said to me that he presents really a contrast with their own | :13:21. | :13:24. | |
elderly leadership. The revolutionary leadership that has | :13:25. | :13:28. | |
been here for almost 60 years. There was a very awkward press conference | :13:29. | :13:33. | |
yesterday. But I think from the White House point of view that | :13:34. | :13:37. | |
pointed out the fact, the fact that they prodded President Castro into | :13:38. | :13:40. | |
holding a press conference, the fact that he got very crossed over the | :13:41. | :13:43. | |
issue of political prisoners and said there weren't any in Cuba even | :13:44. | :13:47. | |
though human rights groups say of course there are and produced a | :13:48. | :13:50. | |
list. From the White House point of view, it shows what they want to do, | :13:51. | :13:56. | |
to make a change in Cuba reversible. Of course, when this change really | :13:57. | :14:01. | |
is irreversible is up to the Cuban government -- irreversible. And that | :14:02. | :14:04. | |
is pretty difficult to reinforce. There is a temptation with this | :14:05. | :14:09. | |
story, and I am guilty of this, to see it through the prism of America | :14:10. | :14:13. | |
and President Obama, to see it in terms of his legacy foreign policy | :14:14. | :14:17. | |
achievements. Let's look at the Cuban side of things. Was it | :14:18. | :14:21. | |
important for Raul Castro to be seen to be getting closer to the | :14:22. | :14:25. | |
Americans? Yes, of course. Because young people here in this country, | :14:26. | :14:30. | |
not just young people but their parents, too, want more opportunity. | :14:31. | :14:34. | |
This is a society which has a superpower on its doorstep, only 90 | :14:35. | :14:39. | |
miles away, and for nearly 60 years that relationship has been marked by | :14:40. | :14:43. | |
hostility and isolation. And Cubans, this is a society where people are | :14:44. | :14:47. | |
living gone about 25 US dollars a month. Really very little money. | :14:48. | :14:52. | |
America represents opportunity, it is a trading partner. Because of | :14:53. | :14:55. | |
this normalisation of relations there will be more than 100 direct | :14:56. | :15:00. | |
flights per month between the two countries. Yes, it is important for | :15:01. | :15:03. | |
President Cats are to be on the side of opportunity for his people -- | :15:04. | :15:08. | |
President Castro. Whilst also safeguarding what cubits feel very | :15:09. | :15:12. | |
strongly the achievements of the Revolution, including health and | :15:13. | :15:15. | |
education, they do not want that to slip away. One Cuban said to me, we | :15:16. | :15:20. | |

Brussels attacks. Two bombs at the main Brussels airport and another | :15:33. | :15:37. | |
bomb in the Central metro station. Is almost always with terrorist | :15:38. | :15:41. | |
attacks, there is a period of time when it is not clear who was | :15:42. | :15:46. | |
responsible. With what has happened in Brussels today, the media | :15:47. | :15:49. | |
suspicion was that the Islamic State group would claim responsibility. | :15:50. | :15:54. | |
But it took several hours before we got confirmation, initially through | :15:55. | :15:59. | |
the IS newsagency, that it was going to be claiming responsibility for | :16:00. | :16:03. | |
what happened. There was an eight-hour gap between the attacks | :16:04. | :16:08. | |
on the claims of responsibility. BBC monitoring, you might be aware of | :16:09. | :16:11. | |
it, it observes and analyses media all over the world. I asked the | :16:12. | :16:19. | |
expert on to Haddin BDO to brief us on this newsagency. -- jihadist | :16:20. | :16:25. | |
media. It calls itself a newsagency, it is affiliated, it is one of the | :16:26. | :16:29. | |
media outfits of so-called Islamic State rule. It is a credible source | :16:30. | :16:34. | |
on the group's propaganda and news. It often acts as a primary source | :16:35. | :16:40. | |
for IS's breaking news and messages. It claims to be independent and more | :16:41. | :16:45. | |
objective, so even the language that it uses is slightly different than | :16:46. | :16:50. | |
IS media. It would say, IS militants, it would save the Iraqi | :16:51. | :16:54. | |
army, the Syrian army, rather than the terms, the derogative term is | :16:55. | :16:58. | |
that IS would use, in order to be taken seriously, in order to be | :16:59. | :17:01. | |
taken seriously by international or regional news outlets. Ameen and her | :17:02. | :17:06. | |
colleagues have spent much of the day trawling through social media | :17:07. | :17:10. | |
accounts of Islamic State supporters to see what they could green. Here | :17:11. | :17:14. | |
she is explaining that even many of those people were confused about why | :17:15. | :17:22. | |
IS targeted Brussels. Now, unlike IS supporters earlier today who were | :17:23. | :17:25. | |
speculating that the attack was in revenge for the recent arrest of | :17:26. | :17:30. | |
Salah Abdeslam who was one of the suspects of the Paris attacks, IS | :17:31. | :17:35. | |
said that the claim referred to Belgium's involvement in the | :17:36. | :17:42. | |
anti-military campaign. The US-led coalition to target IS in Iraq and | :17:43. | :17:46. | |
Syria. We had a sense that for example it was not Al-Qaeda, it was | :17:47. | :17:50. | |
IS, because of the reaction of its supporters. Usually with these | :17:51. | :17:53. | |
terrorist attacks, you could tell, even in the absence of a claim, you | :17:54. | :17:59. | |
could tell by the reaction of every jihadist group. Because Al-Qaeda and | :18:00. | :18:04. | |
Isis stored rivals, you wouldn't have the supporters, all to had a | :18:05. | :18:07. | |
supporters in general, cheering a certain attack. There will be some | :18:08. | :18:18. | |
kind of distinction that would tell you who was responsible for the | :18:19. | :18:21. | |
attacks. Within the last two hours, the King of Belgium has been talking | :18:22. | :18:23. | |
to the nation. He has made a televised address expressing their | :18:24. | :18:25. | |
sympathy for the victims and their families, and said the fight against | :18:26. | :18:28. | |
terrorism would continue. Here is some of that speech. | :18:29. | :18:32. | |
TRANSLATION: Ladies and gentlemen, today our country is in mourning. | :18:33. | :18:36. | |
For each one of us, the 22nd of March will no longer be a day like | :18:37. | :18:40. | |
